CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-077
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING CERTAIN
SEWARD MARINE INDUSTRIAL CENTER IMPROVEMENTS
WHEREAS, on October 10, 1988, the City Council accepted public
testimony on a proposed three-year capital improvements plan; and
WHEREAS, on October 24, 1988, the City Council approved
Resolution No. 88-117, adopting the three-year capital improvements
plan which identified the purchase of a 250-ton lift for SMIC and
the construction of an fire substation and a storage facility at
Fourth of July Creek as projects within that three-year plan; and
WHEREAS, approximately $1.7 Million remains available to the
city from a $2 Million 1978 state bond issue for port and harbor
development in the Small Boat Harbor; and
WHEREAS, the State Attorney General has rendered an opinion
that certain SMIC improvements, including acquisition of a 250-ton
lift and lift dock and development of a boat storage facility at
SMIC, fall within the guidelines established for the use of these
funds; and
WHEREAS, on May 22, 1989, the City Council approved Resolution
No. 89-050, requesting that the Dept. of Transportation and Public
Facilities amend the existing TORA between the city and the state
to include these and other Boat Harbor projects; and
WHEREAS, on June 12, 1989, the City Council approved Resolu-
tion No. 89-068, authorizing the City Manager to execute Amendment
No. 1 to the SBH-TORA #K78405/53775, adding certain projects,
including the above mentioned SMIC improvements; and
WHEREAS, the city's float systems are seriously overloaded,
making it imperative that idle boats be removed from the Small Boat
Harbor for upland storage; and
WHEREAS, it is the opinion of the city that sufficient
revenues will be realized from the operation of the boat lift and
vessel storage facility to offset the cost of financing the 250-
ton lift; and
WHEREAS, the need for fire protection at SMIC was identified
in the city's five-year Master Plan; and

WHEREAS, the city's failure to provide adequate fire protec-
tion at SMIC could adversely affect the city's overall fire safety
rating and thus have an adverse effect on fire insurance rates
throughout the city; and
WHEREAS, the proposed fire substation would also
a storage facility for SMIC snow removal equipment,
inventory, and other equipment and supplies; and

WHEREAS, Council approval is needed to proceed with bidding
the design, purchase and construction of the proposed improvements;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to seek bids
for design, purchase and/or construction of the following SMIC
improvements:
1. Purchase and financing of a 250-ton travel lift;
2.
Design and construction of a travel lift dock;
3.
Construction of an uplands vessel storage facility;
4. Design and construction of a storage/fire substation
facility; and
5. Design and construction of certain North Dock improve-
ments to establish tie-down facilities for large vessels.
Section 2. Award of contracts for design, purchase, and/or
construction of the above improvements shall be subject to Council
approval in accordance with the requirements set forth in the
Seward City Code.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 10th day of July, 1989.
