CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-091
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, PROVIDING FOR THE SUBMISSION
TO THE QUALIFIED VOTERS OF THE CITY THE QUESTION
OF THE ISSUANCE OF $1.8 MILLION OF GENERAL
OBLIGATION BONDS OF THE CITY TO PAY THE COSTS
OF PLANNING, DESIGNING, CONSTRUCTION, AND LAND
ACQUISITION FOR CERTAIN STREET PAVING, STREET LIGHTING
AND SIDEWALK REPAIRS AND IMPROVEMENTS AT THE
ELECTION TO BE HELD FOR THAT PURPOSE IN THE
CITY OF SEWARD, ALASKA, ON OCTOBER 3, 1989
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, that:
Section 1. It is hereby determined that the asphalt pavement
surface on several streets has deteriorated and must be repaired
by a new asphalt pavement overlay and it is further determined that
the downtown concrete sidewalks have deteriorated to the point of
becoming a hazard to the public, and that they must be replaced.
It is further determined that the existing metal light standards
and electric service for downtown street lights have deteriorated
to the point of becoming a hazard to public and private property.
It has also been determined that paving is needed on several
streets and new sidewalks and street lights are needed to connect
the harbor area to the downtown business district. These public
works projects are desirable public improvements necessary for the
public safety and community and commercial appeal and it is in the
public interest, convenience and necessity of the people of the
city of Seward to effect capital improvements, and to increase
bonded indebtedness and issue General Obligations Bonds of the city
of Seward in an amount not to exceed $1.8 million.
Section 2. An amount not to exceed $1.8 million is to be
borrowed by and for the city of Seward, Alaska, to pay for the
aforesaid public improvements, and shall be evidenced by the
issuance of general obligation bonds of the city. The bond
proceeds shall be used for the aforesaid public improvements, or
to payor reimburse funds which have already been expended for that
purpose.
Section 3. An election is to be held on October 3, 1989, in
the city of Seward, Alaska, for the purpose of submitting the
following general obligation bond proposition to the qualified
voters of the city of Seward for approval or rejection. A majority
of qualified voters voting in favor of the proposition is required
for approval.

PROPOSITION NO. 1
Shall the city of Seward, Alaska, incur indebtedness and issue
its general obligation bonds payable from taxes levied upon the
taxable real and personal property in the city and from any other
sources of revenue in an amount not to exceed One Million Eight
Hundred Thousand Dollars ($1,800,000) for the purpose of planning,
designing, construction, and land acquisition for certain street
paving, street lighting and sidewalk repairs and improvements in
the city of Seward, Alaska, and pledge its full faith and credit,
without limitations as to rate or amount, for the payment of the
bonds?
section 4. The foregoing proposition shall be printed on a
ballot which may set forth other propositions, and the proposition
set forth in section 3 shall be printed in full and the following
words shall be added as appropriate and next to a space provided
for marking the ballot:

section 5. A person may vote at this election who possesses
the qualifications set forth in AS 15.05.010 and who has registered
to vote pursuant to Chapter 7 of Title 15 of the Alaska Statutes
(AS 15.07.101, et seq.) The election shall be conducted in
compliance with the procedures established in Title 4 of the Seward
City Code.
section 6. Publication of this resolution shall be made by
posting a copy hereof on the City Hall bulletin board for a period
of four weeks prior to the date of the election. In addition,
copies of the resolution shall be made available at the City
Clerk's office for at least thirty (30) days preceding the date of
the election.
