CITY OF SEWARD, ALASKA
RESOLUTION NO. 90-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH THE STATE OF ALASKA TO PARTICIPATE IN THE
CHILD CARE BENEFITS PORTION OF THE WELFARE REFORM ACT
WHEREAS, the Department of Community & Regional Affairs, State
of Alaska, has made funds available for eligible families to obtain
assistance for day care services; and
WHEREAS, the Seward Life Action Council has offered its
support in the administration of the program; and
WHEREAS , it is in the interest of the community to par-
ticipate in this portion of the Welfare Reform Act by enabling
those families needing assistance to have an outlet to obtain such
support;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter
into an agreement with the State of Alaska, Department of Community
& Regional Affairs, enabling the City to participate in the Family
Support Act Transitional Child Care Benefits portion of the Welfare
Reform Act.
Section 2. The length of the agreement shall be from April
1 until June 30, 1990.
Section 3. The Seward Life Action Council shall be appointed
as the contractor for the administration of these granted funds.
Section 4. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 9th day of April, 1990.

Letter of Agreement for FSA Transitional Child Care benefits between
the City of Seward and the Department of Community & Regional
Affairs, Rural Development Division. The per iod of this agreement
is from April 1, 1990 through June 30, 1990.
1. City of Seward shall perform the administrative duties,
(parent eligibility review, fiscal expenditure and tracking,
etc.) in a satisfactory manner as determined by the state and
in accordance with the federally approved State plan for
Supportive Services, the draft child care regulations (19 AAC
65.310-.800), and the Division of public Assistance and the
Day Care Assistance Family Support Act Transitional Benefit
Child Care policies in effect at the time.
2. City of Seward agrees to guarantee payment for 3 month
period (April 1 - June 30, 1990) for those parents which are
determined eligible for such benefits and a voucher number
has been provided by the department. The department will
reimburse payments upon receipt of a satisfactory billing to
be submitted in accordance with timelines established by the
Day Care Assistance program.
3. Any administrative monies claimed for reimbursement must
be documented to be related to the Family Support Act
Transitional Benefits as outlined in this agreement and are
not to exceed lO% of expended Family Support Act grant funds.
4. Parents and providers must sign a form as specified by
the department if unlicensed care is requested. This form
will be maintained on file in the local administrator's
office.
5. City of Seward will ensure that any parent receiving
transitional child care benefits is assisted for no more than
a l2 consecutive month period with these funds.
6. city of Seward will maintain separate accounting records
by funding source and submit a monthly billing and
statistical report as specified by the department. No
penal ty interest will be paid for any delayed payment. Any
request for reimbursement must be submitted to the department
within forty-five (45) days of the end of this agreement.
7. City of Seward agrees to safeguard the confidential
character of the records used in the administration of the
Family support Act Transitional Child Care Benefits. Except
for purposes directly connected with the administration of
the programs and in accordance with the regulations and
policies of the department, a person may not solicit,
disclose, receive, make use of, or otherwise knowingly
permit, participate in, or acquiesce in the use of names of,
or information concerning, persons applying for or receiving
the assistance whether directly or indirectly derived from
the records, files, or communications of the department or
subdivisions or agencies of the department, or acquired in
the course of the performance of official duties.

certified expenditures made under the terms of this
agreement, furnish all forms necessary for use in
administering this agreement, and provide technical

terms herein.
