CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-152
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING AMENDMENT NO. 1 TO THE LEASE WITH
POLAR EQUIPMENT, INC., DBA COOK INLET PROCESSING, TO
EXEMPT CERTAIN FRESH FISH PURCHASES FROM THE PUBLISHED
WHARFAGE RATE
WHEREAS, on October 14, 1996, John Dickerson, manager of Cook Inlet Processing's
(CIP) Nikiski plant, presented CIP's proposal to develop a major bottomfish processing facility in
Seward; and
WHEREAS, the CIP proposal also contained a request that the City grant relief from the
published tariff for wharfage on fresh fish purchased by CIP and brought over the docks in Seward;
and
WHEREAS, the City has negotiated a lease amendment with CIP that encourages the
development of its bottomfish processing facility and protects the City by providing the exemption
only for those fish that are either processing in the City or which qualify for the allocation of the
state fish tax to the City; and
WHEREAS, the amendment also encourages the use of Seward as a landing site for low-
value fish product by reducing to one percent the wharfage of all fish with a per pound value of less
than $0,50; and
WHEREAS, it is in the public interest to grant such exemptions in order to provide
additional jobs and increased activity in the Port of Seward;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Amendment No.1 to Lease No, 94-085 between the City of Seward and Polar
Equipment, Inc., dba Cook Inlet Processing, a copy of which is attached and incorporated herein by
reference, is hereby APPROVED.
Section 2. This resolution shall take effect immediately upon its adoption,
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 9th day
of December, 1996,
