CITY OF SEWARD, ALASKA
RESOLUTION NO. 90-140
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, REQUESTING THAT THE GOVERNOR
OF ALASKA TAKE STEPS TO RESOLVE THE MENTAL
HEALTH !.AND DISPUTE
WHEREAS, the city of Seward supports the development of
Alaska's natural resources for a number of reasons including the
development of private sector possibilities and the development of
the Alaskan economy as well as helping the state offset some of the
losses resulting from the decline in production at Prudhoe Bay; and
WHEREAS, it appears that the world markets
several Alaskan products including refined
limestone, timber and gravel; and
are improving for
petroleum, coal,
WHEREAS, there are currently barriers to the development of
these resources, including the current Mental Health Trust land
dispute; and
WHEREAS, there also appear to be other major barriers to
export development, including an under-capitalized transportation
system; and
WHEREAS, there is no overall transportation plan for future
resources for export;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The newly-elected governor, working with the
Legislature, is urged to immediately undertake to solve the Mental
Health Trust land dispute as an urgent priority of the new
administration.
Section 2. The state of Alaska Executive Branch is urged to
work with the appropriate federal, state and local entities to
examine current barriers to carefully prepare an overall transpor-
tation plan for the state.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 26th day of November, 1990.
