CITY OF SEWARD, ALASKA
RESOLUTION NO. 90-147
OF
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
SEWARD, ALASKA, ADOPTING THE FISCAL YEAR 1992 CAPITAL
IMPROVEMENT PROJECTS PRIORITY LIST FOR THE 1991
STATE LEGISLATIVE SESSION
WHEREAS, on November 26, 1990, the City Council met in regular
session to discuss and set capital project priorities for the
upcoming legislative session; and
WHEREAS, it was determined that the replacement of the Seward
General Hospital remained the City's top legislative priority of
all projects proposed for legislative funding; and
WHEREAS, the community has identified as its second legisla-
tive funding priority the construction of a portion of the National
Iditarod Historic Trail through the city and paved sidewalks to the
schools as a need for pedestrian safety; and
WHEREAS, the replacement of the seriously damaged and
hazardous Lowell Canyon Creek Bridge which is the only access to
residents, business and tourist activities south of the city has
been partially funded from Alaska Emergency Funds for flood
restoration and additional funds are necessary to complete the
project; and
WHEREAS, the existing float system in the Seward Small Boat
Harbor presents a threat to life and property because of its age
and high demand usage and is inadequate to meet current and future
demands; and
WHEREAS, the extension of the Seward Marine Industrial Center
North Dock is required to provide for much needed mooring and
berthing space, in-water ship repair and cargo activities; and is
becoming more important due to the City's preference as a multi-
purpose port; and
WHEREAS, it is necessary to replace the existing city
ambulance in order to provide responsive and reliable emergency
service and transport within the area extending to mile 38, Seward
Highway and on call service to the community of Hope, Alaska; and
WHEREAS, it is necessary to provide improved and increased
health and sanitation services to the increasing number of
citizens, tourists and commercial fishermen utilizing the Small
Boat Harbor area thereby requiring that additional public shower
and restroom facilities be constructed; and

WHEREAS, the City will be required to fund the local share of
several U.S. Army Corps of Engineers Feasibility Studies for flood
control projects and the Seward Small Boat Harbor South Expansion,
costs which must be paid in 1992; and
WHEREAS, the city desires to seek funding for the design of
the proposed Alaska Marine Mammal Center to provide a facility for
research and rehabilitation of marine wildlife and to increase
public awareness and educational opportunities for residents and
visitors to the city;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The attached list of capital improvement projects,
incorporated herein by reference is hereby declared to be the
official Capital Improvement Projects priority list for the city of
Seward for the 1991 Legislative Session.
Section 2. The replacement of the Seward General Hospital is
declared to be the single highest priority project for the city of
Seward capital project list for funding by the 1991 Legislative
Session.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 26th day of November, 1990.
