CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-001
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING THE CITY OF SEWARD
WATER TARIFF
WHEREAS, city of Seward Resolution No. 90-060 established
rates and charges for water service commencing July 1, 1990: and
WHEREAS, a note included under Section 1, Subsection 2,
required that when several metered services served the same owner,
each service would be computed as a separate bill; and
WHEREAS, this requirement caused the charges for water
consumption by activities served by multiple metered services to be
unreasonably high and to exceed revenue projections estimated under
Resolution No. 90-060: and
WHEREAS, a provision enabling the city to negotiate a special
contract with very large industrial consumers that may have a
variable demand would benefit both the city and the consumer;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
section 1. Resolution No. 90-060, Section 1, Subsection 2, is
hereby amended to change the notation to read as follows:
The consumption metered on several me-
tered services serving the same owner will not
be combined to calculate the monthly bill.
Each will be computed as a separate bill.
Except, where an existing activity is served
by several metered services and historically
the services have been combined to compute the
monthly bill, the metered consumption for that
activity will be totalled prior to computing
the monthly bill. This exception is not
applicable to new services initiated after
July 1, 1990.
Section 2. Monthly bills computed subsequent to July 1, 1990,
under the provisions of Resolution No. 90-060 will be computed and,
where appropriate, a credit will be given to the customer.
Section 3. Group D, Metered Commercial and Industrial
Service, of the Seward Water Tariff is hereby amended by adding the
following paragraph:

RESOLUTION NO. 91-001
The city may negotiate a special contract with a
user that consumes in excess of 3.0 million gallons of
water per month for at least six months during a twelve
month period. Such contracts will set a rate which will
assure that the user pays its full share of the utility's
fixed and variable operating and maintenance costs. All
special contracts shall be approved by resolution of the
City Council.
Section 4. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 14th day of January, 1991.
