RESOLUTION 2000-021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE SELECTION OF AL TERNA TIVE 1D FROM
THE TRYCK NYMAN HAYES, INCORPORATED PRELIMINARY DESIGN
STUDY REPORT SUMMARY AND TO PROCEED TO THE 90% DEVEL-
OPMENT STAGE WITH THIS ALTERNATIVE FOR THE SEWARD
SMALL BOAT HARBOR REPAIR AND RENOVATION CAPITAL
PROJECT
WHEREAS,the State of Alaska transferred ownership ofthe Seward Small Boat Harbor to
the City in February 1999; and
WHEREAS, with this transfer came approximately $3.12 million to address the accumulated
deferred maintenance issues ofthe float system; and
WHEREAS, through cooperative efforts and thorough research and study by the State, City
and Harbor customers, a plan to effectively use the money was developed, studied and endorsed by
a Project Advisory Team; and
WHEREAS, this Project Advisory Team composed of representatives and professional
engineers from the City, State, Port and Commerce Advisory Board and boat owners reviewed and
recommended this project; and
WHEREAS, this plan calls for replacing and upgrading existing float systems in the north
harbor with a state ofthe industry concrete float system with more buoyancy, wider main floats, new
and stronger piling, upgraded utility system designed for floats in utility trays, wider slips to
accommodate changing boat designs and more slips to address wait list and damages associated with
rafting issues; and
WHEREAS, the City of Seward City Council approved the Small Boat Harbor Repair and
Renovation Capital Project by Resolution 99-028 and approved the engineering design services
contract with Tryck Nyman Hayes, Incorporated by Resolution 99-143; and
WHEREAS, Tryck Nyman Hayes, Incorporated held numerous public meetings, met with
individuals, businesses and user groups in preparation of a preliminary design study; and
WHEREAS, this preliminary design study incorporated all public comments and included
many areas and future projects for the harbor as a master plan for renovation; and

WHEREAS, a summary of the preliminary report and the engineer's recommendation for
schematic design was discussed at a City Council workshop on February 16, 2000; and
WHEREAS, this "low level" summary engineering analysis ofthe project and estimated costs
provided two project scenarios within reach of previously identified funding, each being approxi-
mately $500,000 over the identified funding; and
WHEREAS, the next phase of this project is Schematic Design, which will take the entire
large scope project identified in the Preliminary Design Study Report to the 30% engineered level,
where design effort on everything but the alternatives listed in the summary report will cease and hard
design of the selected alternative will continue to the 90% development stage; and
WHEREAS, the 90% development stage will provide more accurate cost estimates and a
decision will be made at that point about the scope and funding of the bid documents;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Seward Small Boat Harbor Repair and Renovation Capital Project Alternative
ID as identified in the Preliminary Design Study Summary Report prepared by Tryck Nyman Hayes,
Incorporated is approved to proceed to the 90% design level. A copy is included and incorporated
herein by reference.
Section 2. The City Manager is authorized to issue the appropriate Notice(s) to
Proceed in accordance with the existing contract with Tryck Nyman Hayes, Incorporated, to
accomplish the tasks identified in Section 1.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 22nd
day of February, 2000.
