CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, OPPOSING ALYESKA'S PLAN
FOR TRANSITION OF OIL SPILL RESPONSE TO THE
SPILLER WITHIN 72 HOURS OF AN OIL SPILL
IN PRINCE WILLIAM SOUND
WHEREAS, the city of Seward seeks to reduce the threat of
damage to prince William Sound and the Gulf of Alaska shorelines
which might result from a catastrophic oil spill: and
WHEREAS, Alyeska Pipeline Services Company has contracted to
provide initial response to oil spills for the purpose of contain-
ing and recovering oil from the water: and
WHEREAS, transition of response operations during efforts to
protect shorelines from impact would, under even the best circum-
stances, reduce the effectiveness of these operations: and
WHEREAS, the Alyeska Spill Prevention and Response Plan should
present complete and cohesive guidelines for initial and near-shore
response to an oil spill in Prince william Sound: and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
section 1. The City Council is opposed to Alyeska's proposed
plan to transfer operational control of oil spill response to the
spiller within 72 hours after an incident.
section 2. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 11th day of March, 1991.
