CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-021
TO
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER
TO DELAY AWARD OF A CONTRACT FOR PROFESSIONAL SERVICES
DEVELOP A SLUDGE DISPOSAL PLAN UNTIL AFTER JULY 1, 1991
WHEREAS, the U. S. Environmental Protection Agency has
requested a sludge disposal plan prior to renewing the city's NPDES
permit for the Seward Waste Water Treatment Plant: and
WHEREAS, a request for proposals to develop a sludge disposal
plan was advertised, and two firms submitted proposals: and
WHEREAS, the unforeseeable cost of repairing and replacing a
primary sewage lift pump required funds that could have been used
to pay for the study, and no other sewer department funds are
available in the FY 1991 budget: and
WHEREAS, it is anticipated that funds for the project will be
included in the FY 1992 Water and Sewer Operation Budget: and
WHEREAS, the proposers have not withdrawn their proposals:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is found to be in the public interest to hold
the proposals for development of a plan to dispose of sludge from
the Waste Water Treatment Plant as submitted by CRW Engineering
Group and America North, Inc., until after July 1, 1991.
Section 2. The City Manager may recommend award of a contract
for the above cited project upon approval of the FY 1992 Water and
Sewer Operation budget, provided sufficient funds are included
therein for this project.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 11th day of March, 1991.
