CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-037 (Substitute)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A CONTRACT FOR
STREET AND SIDEWALK IMPROVEMENTS
WHEREAS, the city of Seward approved a General Obligation Bond
for street and sidewalk improvements, and approximately $1,184,000
remains in the uncommitted balance of said funds: and
WHEREAS, the state of Alaska awarded funds for replacement of
Lowell Canyon Bridge, and $26,222 of that amount is available for
paving the bridge: and
WHEREAS, the intent of the General Obligation Bond issue was
to repair and improve certain streets, sidewalks and street
lighting facilities to provide for public safety and preservation
of essential public works facilities: and
WHEREAS, it has just become apparent that Adams and Washington
Streets must be repaired this season to preserve the street
structure: and
WHEREAS, it is very desirable to accomplish other downtown and
paving improvements if the funds are available: and
WHEREAS, a contract was advertised for bid proposals to
accomplish said work, and the lowest bid for the entire project
exceeds the funds available: and
WHEREAS, there are sufficient funds available to award a
contract for the most essential work:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The public interest would be best served by
authorizing the city manager to sign a contract to Summit Paving
and Construction to construct Schedules A, C, G, H and I, copies of
which are attached and incorporated herein by reference, for an
amount not to exceed $1,148,333.50.
Section 2. The public interest would be best served by
authorizing the city manager to negotiate a contract with Summit
paving and Construction for repair and overlay of Adams and
Washington Streets from Third Avenue through the intersection of
Fifth Avenue, except that award of such contract or contracts shall
be subject to approval by the City Council and the availability of
funds.

Section 3. The public interest would be best served by
authorizing the city manager to sign a contract with Summit Paving
and Construction for paving of Government and Dairy Hill Roads,
Schedules E and F, copies of which are attached and incorporated
herein by reference, except that a Notice to Proceed shall only be
issued if additional funding is available prior to completion of
other contract work, and such notice to proceed receive the prior
approval of the City Council.
Section 4. The public interest would be best served by
authorizing the city manager to negotiate with Summit Paving and
Construction the contract price to install guard rails included in
Schedules E and F if a Notice to Proceed with Schedules E and F is
not issued.

Section 5. The public interest would be served and the city
manager is hereby authorized to execute a contract with Summit
Paving and Construction for installation of downtown pedestrian
poles (Schedule B) except that a Notice to Proceed shall be issued
only if additional funds are available prior to completion of work
authorized by Sections 3 and 4 above and provided further such
Notice to Proceed receives prior approval of the City Council.
Section 6. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 22nd day of April, 1991.

The project will be divided into Schedules of work as follows:
. Schedule A . Downtown Sidewalk Improvements
(Base Bid)
Includes all work required to provide pedestrian improvements in the Downtown
area (south of Jefferson Street) except the area included in Schedule D. The
work includes the removal and replacement of the existing sidewalks and light
poles. The area shall be provided with a complete standard street lighting
system. Foundations and wiring shall be provided for pedestrian light poles in a
portion of Fourth Avenue.
. Schedule B . Downtown Pedestrian Poles
(Additive Alternate #1)
Includes all work required to furnish and install pedestrian light poles onto the
bases furnished in schedule A.
. Schedule C . Downtown Public Address System
(Additive Alternate #2)
Includes all work required to furnish and install conduit. junction boxes and
wiring necessary for a public address system. The system electronic hardware.
including the speakers. amplifier, microphones and audio receptacles, are not
included in this work. : - .

. Schedule D . Southeast Downtown Sidewalk Improvements
(Additive Alternate #3)
Includes all work required to provide pedestrian improvements on the east side
of Fifth Avenue south of the City Library as shown on the Plans. The work
includes the removal and replacement of the :existing sidewalks and light poles.
The area shall be provided with a complete standard street lighting system.
. Schedule E . Government Road Street Improvements
(Additrve Alternate #4)
This schedule includes all work required to regrade, realign, widen and pave the
existing gravel roadway on Government Road. The work will include excavation
and backfill of the road base as well as drainage improvements and guardrails.

. Schedule F . Dairy Hili Lane Streef Improvements
(Additive Alternate #5)
This schedule includes all work required to regrade. realign. widen and pave the
existing gravel roadway on Dairy Hill Lane. The work will include excavation
and backfill of the road base as well as drainage improvements and guardrails.
. Schedule G . Fourth Avenue Sidewalk Improvements
(Base Bid) ::-.....

Includes all work required to provide pedestrian improvements on Fourth
Avenue north of Jefferson Street including new sidewalks. drainage
improvements and a complete street lighting system.

. Schedule H . Fifth Avenue Sidewalk Improvements
(Base Bid)
Includes all work required to provide a new roadway with pedestrian
improvements on Fifth Avenue between Jefferson Street and Madison Street.
The work will include new sidewalks, asphalt paving, drainage improvements
and a complete street lighting system.
. Schedule I. Lowell Creek Bridge Surfacing
(Additive Alternate #6)
This schedule includes all work required to regrade. realign. widen and pave the
gravel roadway that crosses Lowell Creek over a new bridge to be installed by
~hers. 8
