CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, RECLASSIFYING THE EXECUTIVE SECRETARY POSITION
FROM RANGE 13 TO RANGE 14 AND ALLOWING FOR ADVANCEMENT
TO RANGE 16 AS FURTHER EXPERIENCE AND TRAINING ARE
OBTAINED
WHEREAS, in May 1994, the personnel assistant duties were transferred from the
Purchasing Agent to the Executive Secretary; and
WHEREAS, in May 1996, in an effort to cut personnel costs and to aid the Harbor Fund,
the Port Marketing Assistant position was eliminated and the marketing duties were transferred to
the Executive Secretary; and
WHEREAS, with the departure of the Deputy City Manager/Personnel Officer and the
downgrading of that position to "Assistant to the City Manager," the Executive Secretary has been
given many additional duties, most significantly those of the Personnel Officer; and
WHEREAS, these duties include investigating and solving in-house personnel complaints,
coaching and counseling employees, developing and implementing policies, and general personnel
law knowledge; and
WHEREAS, it is the desire of the City to make this position a progressive one which will
allow for the development of the employee currently holding the position, eventually rising to a
Range 16;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Executive Secretary Position is reclassified from a Range 13 to a Range 14
effective the first day of the pay period following adoption of this Resolution.
Section 2. The Executive Secretary Position is designated a Progressive Position with a top
Range of 16, and the City Manager is hereby authorized to adjust the Pay Range over time as
appropriate based on the level of training and experience of the individual filling the Position.
Section 3. This resolution shall take effect immediately upon its adoption.
