RESOLUTION NO. 97-114
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, CALLING UPON THE DEPARTMENT OF FISH AND GAME TO
ALLOW MAXIMUM PARTICIPATION IN THE RFP PROCESS FOR THE
OPERATION OF THE MARl CULTURE FACILITY
WHEREAS, the Alaska Department of fish and Game is preparing to issue a request for
proposals for the operation and maintenance of the new state shellfish hatchery; and
WHEREAS, the Department offish and Game has agreed to include a representative from
Seward on the four-member RFP evaluation team to ensure that the process is completed in a fair
manner with full representation from Seward; and
WHEREAS, the RFP process is the most appropriate way to dispose of public assets; and
WHEREAS, it is in the public interest to pursue involvement in the RFP process which
carries little to no risk for the City rather than pursuing a plan to accept all of the risk and
responsibilities of the operation of the shellfish hatchery; and
WHEREAS, Qutekcak Native Tribe has an advantage in the RFP process due to the fact that
they are local, they currently operate the hatchery, they have significant experience in the mariculture
industry in Alaska waters and they will receive a ten percent bidder's preference;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Alaska Department of fish and Game is hereby urged to allow the maximum
amount of local involvement in the RFP process for the operation and maintenance of the State
Shellfish Hatchery.
Section 2. A copy of this resolution shall be forwarded to the Alaska Department of fish
and Game.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 11 day
of August, 1997.
