CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-138
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, INVITING CHUGACH ALASKA CORPORATION TO FINALIZE
A LEASE AGREEMENT FOR A PARCEL OF LAND INCLUDING THE
STRUCTURE AND IMPROVEMENTS LOCATED AT LOT 1,
WATERFRONT TRACTS AT 501 RAILWAY AVENUE, REFERRED TO AS
THE HISTORIC SEWARD RAILROAD DEPOT
WHEREAS, Chugach Alaska Corporation (CAC) and Qutekcak Native Tribe (QNT)
responded to a 1996 request for proposals with similar proposals to renovate the Historic Seward
Railroad Depot into a Native cultural center; and
WHEREAS, before the review process, QNT withdrew its proposal in support of the CAC
proposal; and
WHEREAS, a seven-member citizen review board recommended a joint negotiation between
CAC and QNT which was approved by the City Council on January 13, 1997; and
WHEREAS, CAC and QNT did not come to terms on a joint project during the negotiation
period which lapsed on August I, 1997; and
WHEREAS, CAC has invested considerable funds and time into the project and has further
agreed to invest $500,000 into the building in order to restore and develop the facility into a first class
Native Cultural Center; and
WHEREAS, CAC is committed to having the facility in full operation by May I, 1998, and
will ensure that as many Native groups as possible are a part of this project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Chugach Alaska Corporation is hereby invited to finalize a lease agreement
between the City of Seward and Chugach Alaska Corporation for the parcel of land including the
structure and improvements located on Lot 1, Waterfront Tracts at 501 Railway Avenue, Seward,
Alaska, referred to as the Historic Seward Railroad Depot
Section 2. The city manager is hereby authorized to execute the lease agreement noted in
Section 1,

Section 3. This resolution shall take effect immediately upon its adoption,
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 25 day
of August, 1997,
