CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-180
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING PARTICIPATION IN THE STATE'S
COMMUNITY BLOCK GRANT PROGRAM IN COOPERATION WITH
THE SEWARD LIFE ACTION COUNCIL
WHEREAS, notice has been received from the Alaska Department and Regional Affairs that
grant funding is available for the 1997 federal fiscal year through the Community Development
Block Grant Program ("CDBG"); and
WHEREAS, eligible applicants include any municipal government entity defined by Title
29, except the Municipality of Anchorage; and
WHEREAS, an eligible applicant may submit a CDBG application in cooperation with a
non-municipal entity such as a non-profit corporation organized under AS 10.20, in good standing
with the State of Alaska; and
WHEREAS, the Seward Life Action Council (SLAC) is a non-profit corporation organized
under AS 10.20, in good standing with the State of Alaska; and
WHEREAS, SLAC has requested the City to submit an application in cooperation with them
for a grant in an amount up to $200,000 from the Alaska Department of Community and Regional
Affairs under the CDBG program for the acquisition of a building to replace the offices currently
being used by SLAC; and
WHEREAS, a project involving the acquisition of a building meets the preliminary
eligibility criteria as an activity with an area-wide benefit under the CDBG program's limited
clientele category; and
WHEREAS, the City's administrative overhead in conjunction with this project will be
minimal the City will not require SLAC to provide any administrative fees;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. That the City Manager is authorized to negotiate, execute, and submit to the
Alaska Department of Community and Regional Affairs any and all documents required for a

cooperative application on behalf of the Seward Life Action Council for a grant up to $200,000
under the CDBG program for the purpose of acquiring a new office building.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 24th
day of November, 1997.
