CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-088 - SUBSTITUTE
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING AN AMENDMENT TO THE
SUMMIT PAVING CONTRACT TO PROVIDE FOR CONSTRUCTION
OF A PEDESTRIAN WALKWAY AND BICYCLE TRAIL
AND APPROPRIATING FUNDS
WHEREAS, the City Council has determined it is desirable and
necessary for public safety to construct bike trails along the
Waterfront Park and from the Seward Highway to the schools; and
WHEREAS, the state of Alaska has approved a grant of $160,000
for construction of the bike trails; and
WHEREAS, the Iditarod Trail Committee has agreed to provide
bridges for the Waterfront Park trail; and
WHEREAS, the increased cost for snow removal of the trail
serving the school from the Seward Highway is estimated to be
$12,000 per year plus an initial capital purchase of a $27,000
tractor; and
WHEREAS, the Public Works Department, with support from other
ci ty departments, will attempt to perform winter maintenance
utilizing existing resources while recognizing it may not be
possible to provide acceptable and timely maintenance of the bike
trail; and
WHEREAS, Summit paving and construction, Inc., is currently
constructing streets and sidewalks for the city and is the only
contractor available in Seward capable of paving the bike trails;
and
WHEREAS,
construct the
completion of
Summit Paving has submitted a cost proposal
bike trails, subject to a contract award prior
its ongoing work;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to waive city bid
procedures for construction of pedestrian walkways and bike trails
linking the Seward Highway and the schools and following the
coastline in Waterfront Park.
section 2. The city manager is hereby authorized to issue a
change order to Summit Paving and Construction, Inc., to construct

said walkways and bike trails for an additional contract amount of
$157,300.
section 3. The city manager is further authorized to
establish a project budget totalling $196,120 which includes a
state grant of $160,000 and local funds of $36,120. The budget
includes a contingency account of $16,300.
section 4. Local funding of $36,120 is hereby appropriated to
Capital Project Fund No. 267 from General Fund Project Management
Account No. 101-0000-4410-0410 in the amount of $19,520 and from
General Fund Fund Balance Operating Transfers Account No. 101-0000-
3070-0267 in the amount of $16,600.
section 5. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 22nd day of July, 1991.
