CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-144
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, URGING THE NORTH PACIFIC FISHERY
MANAGEMENT COUNCIL TO STUDY THE POTENTIAL IMPACTS
ON LOCAL COMMUNITIES PRIOR TO ESTABLISHING AN
INDIVIDUAL FISHERY QUOTA (IFQ) SYSTEM
WHEREAS, the North Pacific Fishery Management Council (NPFMC)
is considering the implementation of an Individual Fishery Quota
(IFQ) system in Alaska; and
WHEREAS, the NPFMC has not assessed the potential economic
impacts such a system would have on the state of Alaska or on local
communities which rely on the fishing industry as a major local
employer; and
WHEREAS, it is in the public interest to require such a study
prior to the implementation of the IFQ system;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The North Pacific Fishery Management Council is
hereby urged to conduct a study of the economic impacts of the
proposed IFQ system on Alaska and local communities prior to its
implementation.
Section 2. A copy of this resolution shall be forwarded to
Governor Hickel, Senators Stevens and Murkowski, Representative
Young and the North Pacific Fishery Management Council.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 25th day of November, 1991.
