No officer or employee of the city may be appointed a member of the board. c) A chairman of the board shall be selected annually by the appointed members. d) The city manager will appoint a city employee to serve as an ex officio member of the board who shall have the privilege of the floor but not the right to vote. Meetings and quorum. a) The board will meet at a time and place to be designated by the board. b) -Five--Four members of the board shall constitute a quorum for the transaction of business except that, in the absence of a quorum, any number less than a quorum may Iadjournthemeetingtoalaterdate. The affirmative votes of at least a majority of those board members present shall be required for any action. c) All meetings and records of the board shall be open to the public. The board shall keep minutes of proceedings showing the vote of each member upon eaeh question and shall keep records of any actions, all of which shall be immediately filed in the office of the city clerk and shall be a public record.
