HomeMy WebLinkAboutRes2006-051 I I I Sponsored by: Corbridge CITY OF SEWARD, ALASKA RESOLUTION 2006-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH QUALITY ASPHALT PAVING TO PAVE SELECT SIDE STREETS IN CONJUNCTION WITH THE MILE 0-8 SEWARD HIGHWAY PROJECT, AND APPROPRIATING FUNDS WHEREAS, the Council and administration of the City of Seward have worked for a number of years to consider alternative mechanisms to fund substantial road repairs to address the deteriorated condition of the City's asphalt road surfaces; and WHEREAS, during budget preparation for 2005 and 2006, the City Council decided against increasing property taxes for the purpose of funding road repairs, hoping instead to identify other potential funding sources; and WHEREAS, in 2005, the City purchased an asphalt rec1aimer machine to provide the ability to address specific small areas of needed repair, but this machine cannot pave large sections of roadway; and WHEREAS, the 2006 Capital Budget identified $8 million in needed road repairs where the condition of identified roads were considered to be poor; and WHEREAS, in 2005 the City of Seward received a $2 million earmark for the purpose of providing road repairs, but the restrictions on those funds make it impossible to utilize this funding source to do repairs in the upcoming construction season; and WHEREAS, Quality Asphalt Paving participated in an extensive request for proposals with the State of Alaska and was awarded the contract to provide road construction services on the Mile 0-8 Seward Highway Project, and have agreed to provide additional road improvements to the City of Seward at the same rate as that competitive bid price offered to the State of Alaska, which is a rate substantially lower than what the City could expect to obtain if submitting their own request for proposals for road repairs, due to the magnitude ofthe project being done on behalf ofthe State; and WHEREAS, the City of Seward finds it necessary to also include Phoenix Road in this renovation project due to the removal of asphalt during utility installments in 2005; and WHEREAS, Seward City Code 6.10.120(1 O)(b) authorizes the City of Seward to utilize competitive bids obtained by other governmental units. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: CITY OF SEWARD, ALASKA RESOLUTION 2006-51 Section 1. The city manager is hereby authorized to negotiate a contract for road repairs with Quality Asphalt Paving, in an amount not-to-exceed $500,000. Section 2. Funding in the amount of$500,000 is hereby appropriated from the General Fund Fund Balance account no. 101-0000-3070-0XXX to the Streets and Sidewalk Fund account no. XXX-XXXX-5390. Section 3. Casey, Public Works Director Agenda Item: Contract with Quality Asphalt Paving to pave certain side streets in Seward, including Phoenix Drive BACKGROUND & JUSTIFICATION: The Council and administration of the City of Seward have worked for a number of years to consider alternative mechanisms to fund substantial road repairs to address the deteriorated condition of the City’s asphalt road surfaces. In preparation of the 2005 and 2006 budgets, Council decided against increasing property taxes for the purpose of funding road repairs, hoping instead to identify other potential funding sources. The 2006 Capital Budget identified $8 million in needed road repairs where the condition of the identified roads was considered to be poor. While the City has received a $2 million earmark for the purpose of providing road repairs, restrictions on those federal funds make it impossible to utilize this funding source to do repairs in the upcoming construction season. Quality Asphalt Paving is currently gearing up to begin working on the Mile 0-8 Seward Highway construction project. Quality was the successful bidder in the State’s RFP to provide construction services, after participating in an extensive request for proposal process. Quality has agreed to provide additional road improvements to the City of Seward at the same rate as that competitive bid price offered to the State of Alaska, which is a rate substantially lower than what the City could expect to obtain if submitting their own request for proposals for road repairs, due to the magnitude of the project being done on behalf of the State. Seward City Code 6.10.120(10)(b) authorizes the City of Seward to utilize competitive bids obtained by other governmental units.
