RESOLUTION NO. 2006-53
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH NYE FRONTIER FORD FOR THE PURCHASE OF
TWO (2) POLICE PATROL VEHICLES, FOR AN AMOUNT NOT TO
EXCEED $44,085.78
WHEREAS, during the 2006 budget process, the Seward City Council authorized $60,000
in funding to purchase two new police vehicles, which is consistent with the City's policy of
purchasing one new police vehicle per year in order to keep the fleet in good mechanical,
dependable condition; and
WHEREAS, the last purchase of a police patrol vehicle was in 2003 and the Police
Department has retired two patrol vehicles since that purchase; and
WHEREAS, the City has an opportunity to purchase two patrol vehicles under the same
contract terms that were offered to the State of Alaska by Nye Frontier Ford through a competitive
bid process; and
WHEREAS, the City Council has determined that the public interest would be best served
by not requiring competitive bids and makes the following findings:
1. Seward City Code Section 6.10.120 B., provides that the City may utilize
competitive bids obtained by other governmental units; and
2. Nye Frontier Ford in Anchorage has been awarded a contract to provide patrol
vehicles for the State of Alaska and the City of Seward has an opportunity to
purchase two patrol vehicles at a bid amount not to exceed $22,042.89 each.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to issue a purchase order to Nye Frontier Ford in
an amount not to exceed $44,085.78 for the purchase of two (2) model 2006 Ford Crown Victoria
patrol vehicles in accordance with SCC Section 6. 10. 120(B).
Section 2. Funding for the new vehicles in the amount of $44,085.78, will be from the
Motor Pool Fund equipment account 102-1020-5930.
Section 3. This resolution shall take effect immediately upon its adoption.

Patrol Vehicles Utilizing the State of Alaska Bid Process
BACKGROUND & JUSTIFICATION:
During the 2006 budget preparation process, the City Council approved the purchase of two police
department replacement vehicles. This resolution requests authorization to purchase two 2006 Ford
Crown Victoria vehicles from Nye Frontier Ford, in Anchorage, utilizing a State of Alaska
competitive bid process. This is allowed under§ 6.10.120(B) of the Seward City Code, which allows
the City to utilize competitive bids obtained by other governmental units.
Authorizing this purchase would best serve the needs of the City. Nye Frontier Ford has been
awarded the contract to provide police vehicles to the State of Alaska, through a competitive bid
process, for a large number of vehicles. The City will be more likely to receive a lower bid utilizing
the State bid than if the city were to request bids for two vehicles.
It has been the past policy of the City to purchase one new patrol vehicle per year. The last purchase
of a patrol vehicle by the Police Department was in 2003. Since 2003 the department has retired two
vehicles from the fleet and is currently in need of two police patrol vehicles. The Police Department
has enough funds in the Motor Pool Equipment Account to cover the cost of the new vehicle and
funding was included in the 2006 budget.
Purchasing these vehicles is consistent with the City’s policy of buying one police vehicle per year.
This keeps the fleet in good mechanical condition and the officers in vehicles that are safe and
dependable.
Bid amount for the vehicles not to exceed $44,085.78 ($22,042.89 each). The 2006 budget
authorized funding in the amount of $60,000.
INTENT:
The intent of this purchase is to purchase two 2006 Ford Crown Victoria vehicles from Nye Frontier
Ford, in Anchorage, utilizing the State of Alaska fleet price.

To be paid from Motor Pool Fund equipment account number 102-1020-5920. Funding was
approved in the 2006 budget, in the amount of $60,000, so this purchase will save approximately
$16,000 from the authorized amount.

RECOMMENDATION:
City Council approve Resolution 2006- , authorizing the City Manager to enter into a contract
with Nye Frontier Ford, in Anchorage, for the purchase of two new police patrol vehicles as part of
the State of Alaska Police Vehicle Contract, for an amount not to exceed $44,085.78, per Seward
City Code §6.10.120(B) which allows the City to utilize competitive bids obtained by other
governmental units.
