OPENING CEREMONY Galvano led the pledge of allegiance to the flag. ROLL CALL There were present: Doug Capra, presiding, and Walter Corrigan, Jr. Jeanne Galvano Shannon Skibeness Virginia Darling Dan Seavey Michael Wiley comprising a quorum of the Commission; and Kerry Martin, Community Development Director Rachel James, Planning Assistant COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING None APPROVAL OF AGENDA AND CONSENT AGENDA MOTION (Skibeness\Corrigan) Approve the Agenda and Consent Agenda Motion Passed. Without objection PRESENT A TIONS WITH PRIOR NOTICE Maureen Sims, Heery International, distributed and discussed the Historic Architecture Survey of the Waterfront. Seward. Alaska. for the Proposed Institute of Marine Science Facility. She noted that the only building in the project area that was eligible for consideration on the National Register was the Seward Machine Shop. Capra requested that the archaeologist hired for monitoring excavations during project construction make a presentation to the commission. Sims noted that the archaeologist had the 20 City of Seward, Alaska January 18, 1995 Historic Preservation Commission Minutes Volume 1, Page 20 authority to stop construction on the project if anything of historical value was identified during the excavation. In response to a question from Seavey, Sims stated that the structure of the Seward Machine Shop was not identified as a model for the design of the SeaLife Center building. She noted that the type of architecture for the building had not yet been selected. Darryl Schaefermeyer, SAAMS Project Administrator, informed the commission that SAAMS carried full responsibility for the design. construction, insurance and operation costs associated with the project. He further noted that the City was under no obligation to fund construction or operation of the SeaLife Center according to the agreement. Schaefermeyer stated that the design plans for the building, including types of materials and colors, were in the initial development stages. He continued by discussing the construction time frame for the project. Sims encouraged the commission to involve SAAMS in discussions or plans to refurbish Hoben Park. SPECIAL ORDERS AND PUBLIC HEARINGS None RESOLUTIONS Resolution No. 95-01, supporting the Seward Senior Citizens, Inc. project to relocate the Senior Center and provide senior housing at the Jesse Lee Home. MOTION (Skibeness\ Wiley) Approve Resolution No. 95-01. In response to a question from Wiley, Martin informed the commission that if the Jesse Lee Home were turned into a non-profit entity the property would be removed from the tax roles. Corrigan stated that if the project was funded, the Jesse Lee Home would enhance the surrounding area and ultimately increase the tax base. He stated his support of the resolution. Wiley requested information on how the proposed project might affect liability issues. Martin stated that the city could possibly foreclose on the property for assessments due. He noted that, if the city foreclosed on the property, the city would be in a better position to assist the Seward Senior Citizen's Inc. with the project. Capra expressed his support of the resolution. YEs: Capra, Corrigan, Galvano, Seavey, Skibness, Wiley NO: Darling UNFINISHED BUSINESS Grants Update Martin provided an overview of the memorandum which was included in the agenda packet. In response to a question from Wiley, Martin noted that funds had not yet been appropriated by Council for Phase II of the Historic Preservation Plan. Skibeness expressed her support of a Historic Preservation Bank. She stated that the commission would have to lobby the Council to appropriate funds for the Historic Preservation Plan, Phase II project. In addition, Skibeness encouraged commission members to lobby the Council on issues important to historic preservation. Wiley agreed. Capra recommended requesting a FY96 budget for the historic preservation commission. Local Historic Register Martin addressed the concept outline of a local historic register which was compiled based on Commission comments. Corrigan stated that sites outside the city limits should not be included on the register. Capra agreed. Wiley and Skibeness supported the inclusion of sites outside the city limits. Capra recommended developing an application form to include the items addressed in the outline. He suggested that the form be reviewed by the Resurrection Bay Historical Society. He supported automatic placement of National Register sites on the Local Register. Skibeness recommended developing a local supplement to the National Reiister Bulletin 22 City of Seward, Alaska January 18. 1995 Historic Preservation Commission Minutes Volume 1, Page 22 Researching a Historic Property to assist in the research of historic sites. Galvano requested that the concept of "promoting heritage tourism" be identified as a purpose of the local register. Seavey stated that the Resurrection Bay Historical Society was not interested in performing the research for nominations to the local register. Seavey noted that a significant amount of historical research information was available. He added that the historical society had agreed that a central housing location for all historical research should be identified. He recommended the Seward Community Library as the local depository for all historical research material. Capra noted that at a later date the commission could request funds from the Council to add an addition onto the library for housing historical research information. Martin noted that Capra's suggestion could be included in Phase II of the Historic Preservation Plan. Martin stated that the 17 items addressed in the outline would be included in an application form. NEW BUSINESS Pro~am of Work. 1995 Martin gave an overview of commission projects identified for 1995. Skibeness supported an annual recognition of individuals for their historic preservation efforts. She stated that she would work on the evaluation criteria for this idea and report to the Commission at the February meeting. Wiley suggested that the commission review the Army recreation camp project. Martin stated that training media was available if the commission was interested. Capra supported the idea and requested that any training sessions be advertised and available to the public. Capra supported the list of projects identified in the memorandum and he stated that he would work on the Hoben Park naming project. Galvano recommended that the list of projects be prioritized and an action plan for each project established. Skibeness agreed. Page 23 government. Galvano stated that she had applied for the commission with the understanding that she would be providing "hands on" historic preservation work. She noted her willingness to assist the staff with historic preservation projects. Seavey supported officially naming Hoben Park and discussing negotiations with SAAMS for renovating the park. Capra noted that Maureen Sims had offered to assist the commission on projects related to Hoben Park. Preservation Needs Assessment Survey. It was the consensus of the commission to identify Hoben Park on the Preservation Needs Assessment Survey. Historic Preservation Professional Qualifications Standards. Skibeness stated that the changes in the professional qualifications requirements for Certified Local Government's appeared to be less restrictive. Historic Preservation Commission FY96 Bud~et Capra suggested that the commission request a Historic Preservation Commission budget for FY96. Corrigan stated that the commission and public would have to lobby for a commission budget. Martin stated that he would have to discuss the procedure for requesting a budget for the Historic Preservation Commission with the finance department. Skibeness agreed with Corrigan that the commission would have to be very vocal with the Council in requesting funding. She requested that commissioners attend council meetings and voice the need for historic preservation funding. Capra suggested an amount of $5,000 to be budgeted for historic preservation matching grant funds. Skibeness recommended $10,000. ADMINISTRATION REPORTS 24 City of Seward, Alaska January 18, 1995 Historic Preservation Commission Minutes Volume 1, Page 24 I Martin requested that commissioners inform the staff of items they want to introduce or discuss so that they will be included on the agenda and the public notified. COMMISSION DISCUSSION WILEY stated that he and Lee Poleske had discussed the idea of the commission reviewing public records prior to destruction. He recommended that the commission pass a resolution at the February meeting supporting Mitch Seavey in his efforts to participate in the historic Iditarod Race. GAL V ANO stated that she was willing to assist in completing the Preservation Needs Assessment Survey on Hoben Park. Seavey also offered his assistance. MARTIN explained the procedure for the destruction of public records. He suggested that, prior to destruction, the subject list could be routed through the commission for review. CAPRA requested that the February meeting agenda include recognition of the author, Mary Barry, for her local historic preservation contributions. Historic Preservation Commission Minutes Volume 1, Page 25 OPENING CEREMONY Corrigan led the pledge of allegiance to the flag. ROLL CALL There were present: Doug Capra, presiding, and Walter Corrigan, Jr. Jeanne Galvano Virginia Darling Michael Wiley comprising a quorum of the Commission; and I Kerry Martin, Community Development Director Rachel James, Planning Assistant ABSENT were: Dan Seavey (unexcused) Shannon Skibeness (excused) CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING TIM SCZAWINSKI, 611 Monroe Street, supported the commission's plans to recognize individuals for their historic preservation efforts and create a local historic register. He recommended that the commission consider Marie Gage and her family for caring for the Woodlawn Cemetery. Regarding the Local Historic Register, he suggested that the application require photographs of all sides of the historic site, physical dimensions of the property and that the application be printed on time resistant paper. He advised the commission to coordinate with the Resurrection Bay Historical Society on the project. APPROVAL OF AGENDA AND CONSENT AGENDA I MOTION (CorriganfGalvano) Approve the Agenda and Consent Agenda Capra added Item A, Parks and Recreation Department Request for Interpretive Sign Ideas, under New Business. Without objection The Planning Assistant read the approved consent agenda items as follows: The January 18, 1995, regular meeting minutes were approved; and The Preservation Needs Assessment Survey was noted for information. PRESENT A TIONS WITH PRIOR NOTICE Alaska SeaLife Center Presentation Maureen Sims, Alaska SeaLife Center Project, and Jeff Dylan, Land Design North, presented landscape and development plans. Sims stated that the design team was very conscientious about the Center's aesthetic and physical impact on the park located at 401 Railway Avenue. She further noted that the park would act as a "gateway" to the Alaska SeaLife Center. Dylan stated that the design process included matching the landscaping of the center with Hoben Park and protecting the historic elements of the park. He stated that the critical issues that were identified included matching the retaining wall and grade and maintaining the bike corridor. He requested feedback from the commission on appropriate landscaping elements to protect Hoben Park. He stated that design alternatives would be available at the March meeting. RESOLUTIONS Resolution 95-02, recommending that the City Council officially name the park located at 401 Railway Avenue within the unrecorded Waterfront Tracts of Seward, Hoben Park MOTION (Corrigan/Darling) Approve Resolution 95-02. Galvano stated that there was public concern over the proposed name of the park. She suggested that the commission consider a generic name such as Gateway Park. Corrigan expressed his objection to a memorandum from Margaret Anderson which was distributed at the meeting. He supported naming the park Hoben Park. Wiley encouraged the commission to carefully examine naming the park after Harry Hoben. Motion (Wiley/Galvano) Postpone action on Resolution 95-02 until the March 15, 1995 meeting. I I I I I I 27 City of Seward, Alaska February 15, 1995 Historic Preservation Commission Minutes Volume 1, Page 27 Corrigan stated that Harry Hoben was responsible for the establishment of the park. He objected to postponing action on the resolution. Capra and Darling agreed. Darling further stated that the City of Seward failed to publicly recognize enough of it's founders. VOTE ON MOTION Motion Failed. YES: Galvano, Wiley NO: Capra, Corrigan, Darling MOTION (Capra/Galvano) Amend Resolution 95-02, by changing paragraph 4 to read: " Whereas, oral and written history document that Seward has been called "The Gateway City" for most of its existence; and for nearly 40 years its local newspaper was called "The Seward Gateway"; and that the park under question was located at the rail, sea and dog sled "gateway" to interior Alaska" and changing paragraph 5, Section 1, after the words Waterfront Tracts to read: "Gateway Park in recognition of the role Seward has played as the geographical gateway to Alaska's interior. /I Corrigan objected to the name Gateway Park, Darling agreed and supported naming the park after an historical figure of Seward. VOTE ON CAPRA AMENDMENT Motion Passed. YES: Capra, Galvano, Wiley NO: Corrigan, Darling VOTE ON MAIN MOTION AS AMENDED Motion Passed. YES: Capra, Galvano, Wiley NO: Corrigan, Darling MOTION (Wiley/Corrigan) Reconsider Resolution 95-02 at the March 15, 1995, meeting. 28 City of Seward, Alaska February 15. 1995 Historic Preservation Commission Minutes Volume 1, Page 28 Resolution 95-03, supporting Mitch Seavey's commemorative sled dog run of the Historic Iditarod Trail beginning at Mile "0" in Seward MOTION (Corrigan\Galvano) Approve Resolution 95-03. Motion Passed. Unanimous Resolution 95-04, recommending that the City Council budget $10,000 to the Historic Preservation Commission for matching grant funds MOTION (Galvano/Corrigan) Approve Resolution 95-04. Motion Passed. Unanimous UNFINISHED BUSINESS Local Historic Register. Capra recommended additions to the information and application contained in the packet. Corrigan recommended that the commission work with the Resurrection Bay Historical Society on the project. Galvano agreed and suggested scheduling a joint work session with the Resurrection Bay Historical Society. Annual Recoenition for Historic Preservation. Capra stated that there were numerous individuals in the community to recognize for their historic preservation contributions. Corrigan stated that all nominations needed to be consistently evaluated by an established set of guidelines. Capra requested feedback from the commission on the evaluation criteria provided in the packet by Commissioner Skibeness. Corrigan objected to considering the length of time an individual has contributed to historic preservation as an evaluation factor. Galvano recommended that the topic be addressed in a joint work session with the Resurrection Bay Historical Society. NEW BUSINESS Parks and Recreation Department Request for Interpretive Sign Ideas. I I I I I I 29 City of Seward, Alaska February 15, 1995 Historic Preservation Commission Minutes Volume 1, Page 29 Martin stated that the Parks and Recreation Department had received a grant for interpretive signs and was requesting feedback on sign ideas. The commission suggested Rockwell Kent, the Round the World Flyers, and the Railroad Depot building. Capra requested that the Parks and Recreation Director be invited to attend the March 15, 1995, meeting to address the interpretive sign project and the park located at 401 Railway A venue. ADMINISTRATION REPORTS James stated that the City was awarded a $7,500 grant from the State Historic Preservation Office to complete the Historic Preservation Plan . COMMISSION DISCUSSION CORRIGAN recommended that the commission pass a resolution recognizing the efforts of the Seward Volunteer Fire Department to save the historical documents from the Methodist Church fire. WILEY recommended that the commission interact with local organizations to keep informed of the various historic preservation projects. Capra agreed. CITIZENS'DISCUSSION TIM SCZAWINSKI, 611 Monroe, stated that he had recommended that the Parks and Recreation Department involve the commission in the interpretive signs project. OPENING CEREMONY Skibeness led the pledge of allegiance to the flag. ROLL CALL There were present: Doug Capra, presiding, and Walter Corrigan, Jr. Shannon Skibeness Jeanne Galvano Michael Wiley comprising a quorum of the Commission; and Kerry Martin, Community Development Director Rachel James, Planning Assistant I ABSENT were: Virginia Darling (excused) Dan Seavey (excused) CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING KARIN STURDY, Parks and Recreation Director, encouraged the commISSIon to recommend either Ladies Park or Iditarod Park as the name for the park located at 401 Railway Avenue. She stated that any recommended changes to the park should go through the public hearing process. LEE POLESKE, President of the Resurrection Bay Historical Society, stated that he was prepared to discuss the Local Historic Register with the commission. He noted that the park located at 401 Railway Avenue was referred to as Trailhead Park by the Seward Museum. TIM SCZAWINSKI, 611 Monroe Street, presented an historical overview of the park I located within the Waterfront Tracts. He recommended that the history of the park be thoroughly researched prior to recommending a name to the City Council. I I I 31 City of Seward, Alaska March 15, 1995 Historic Preservation Commission Minutes Volume 1, Page 31 ARLENE WILEY, 550 Railway Avenue, spoke as a representative of the Seward Women's Club. She encouraged the commission to consider recommending the name Ladies Park to the City Council to recognize the Seward women who have voluntarily maintained the park over the years. She discussed the Seward Women's Club plans to be involved in the restoration, preservation and maintenance of the Seward Depot on Railway Avenue. APPROVAL OF AGENDA AND CONSENT AGENDA MOTION (Corrigan/Skibeness) Approve the Agenda and Consent Agenda Motion Passed. Without objection RESOLUTIONS Resolution No. 95-05, recommending that the City Council establish a special revenue account, appropriate funds and adjust the Community Development Department budget to facilitate the completion of phase II of the Seward Historic Preservation Plan. MOTION (Corrigan/Skibeness) Approve Resolution No. 95-05. Motion Passed. Unanimous UNFINISHED BUSINESS Reconsideration of Resolution No. 95-02 Capra informed the commission that, at the February 15, 1995, meeting, a motion was made and seconded to reconsider Resolution No. 95-02. He stated that the motion was presently on the floor and required a majority vote to pass. VOTE ON RECONSIDERATION OF RESOLUTION NO. 95-02 Motion Passed. Unanimous MOTION (Corrigan/Wiley) Amend Section 1, after "Waterfront Tracts" to read: "Hoben Park, in recogni- tion of the role Mr. Hoben played in the park's and Seward's history. " Skibeness objected to recommending a name to the City Council until after an advertised public hearing was held. 32 City of Seward, Alaska March 15, 1995 Historic Preservation Commission Minutes Volume 1, Page 32 Wiley stated that Mr. Sczawinski's research provided evidence that Harry Hoben was primarily responsible for the existence of the park, however, he recommended that a public hearing be held to ensure that all public input had been received. Galvano agreed. I MOTION (Wiley/Galvano) Postpone action until the April 19, 1995, meeting. /' Motion Passed. YES: Galvano, Skibeness, Wiley NO: Capra, Corrigan The commission scheduled a public hearing for April 19, 1995. Parks and Recreation Interpretive Signs Project MOTION (Capra/Corrigan) Suspend the rules to allow Parks and Recreation Director, Karin Sturdy, to address the Interpretive Signs Project. Motion Passed. Without objection Sturdy stated that the Parks and Recreation Department had received a grant for I interpretive signs. She stated that the signs would be placed along the Waterfront Bike Path, the Lagoon Boardwalk and possibly at the base of Marathon Mountain. She stated that the department supported commission review of signs with historical reference. Local Historic Register Lee Poleske, President of the Resurrection Bay Historical Society, provided numerous recommendations to the Seward Register of Historic Places development outline and application form. Historic Preservation Award It was the consensus of the commission to name the award the Seward Historic Preservation Award. Corrigan and Skibeness agreed that the evaluation process would be subjectively judged on merit. Capra recommended that nominations be evaluated on a point system. I Wiley volunteered to research the types of wall plaques available and report back at the April meeting. NEW BUSINESS Park Located at 401 Railw~ Avenue It was the consensus of the commission to submit the National Register of Historic Places nomination of the park contained in Charles Mobley's report for the Alaska SeaLife Center Project to the State Historic Preservation Office (SHPO). ADMINISTRATION REPORTS Martin stated that SHPO anticipated returning the Jesse Lee Home nomination to the City for final review and recommendation in May. He further stated that the State Historic Preservation Commission would review the nomination at its July meeting prior making a recommendation to the National Register. COMMISSION DISCUSSION SKmENESS encouraged the commissioners to develop a working relationship with the City Council. She supported Local Register Nominations going to the City Council for final approval in order to assist in raising awareness. CITIZEN'S DISCUSSION LEE POLESKE recommended that the Historic Preservation Award be a commission only award. He stated that there were several members from the Resurrection Bay Historical Society on the Commission. COMMISSION & ADMINISTRATION RESPONSE TO CITIZEN'S COMMENTS Martin thanked Lee Poleske for attending the meeting and providing comments to the commission. "'tll'''',,, ,........ He stated that the Howitzer 155mm cannon gun had no historic link to Seward's Fort Raymond Army Post. Without objection PUBLIC HEARINGS I I I I I I 35 City of Seward, Alaska April 19, 1995 Historic Preservation Commission Minutes Volume 1, Page 35 Resolution No. 95-02, recommending that the City Council officially name the park located at 401 Railway Avenue within the unrecorded Waterfront Tracts of Seward, Gateway Park Skibeness noted that there was a motion on the floor to amend to recommend the name Hoben Park. Notice of public hearing as posted and published as required by law was noted, and the public hearing was opened. No one spoke in order to be heard and the public hearing was closed. Darling supported naming the park Hoben Park. Seavey agreed and stated that he supported honoring the founders of Seward. Galvano stated that the public was given the opportunity to comment on this issue and that she would support the name, Hoben Park. Wiley agreed. In response to a question from Skibeness, Martin stated that, when a site or street received a new name, it took a number of years before the new name was accepted. No one spoke in order to be heard, and the public hearing was closed. Wiley reported on the cost of plaques to present to property owners whose buildings were placed on the Seward Historic Register. Sturdy explained that she was requesting political support from the commission in an effort to have the cannon shipped to Alaska at no cost. Corrigan stated that the cannon did not have any historical significance to Seward. Galvano stated that she was not in support of the resolution. Skibeness agreed. Motion Failed. Unanimous UNFINISHED BUSINESS Review of the Parks and Recreation Interpretive Signs Text for Historical Accuracy I Skibeness suspended the rules in order to allow Lee Poleske to participate in the interpretive signs review discussion. There was no objection from the commission. Skibeness encouraged the Parks and Recreation Department to consult with the National Parks Service for assistance with the signs. In response to a question from Seavey regarding the "Mount Marathon" sign text, Poleske stated that Mount Marathon was originally referred to as the Mountain Behind the Town and was later named Mount Marathon after the foot race. Martin stated that according to the U.S. Board of Geographic Names the official name was Marathon Mountain. Speaking as a representative for Commissioner Capra, Poleske stated that Capra was never able to document the legend that the Mount Marathon Race was started as a bar room bet in 1909. Wiley supported the reference as long as it was identified as a local legend. Skibeness agreed. With regard to the "Founders' Monument" interpretive sign, Seavey explained that the Alaska Central Railway was established first, and the Original Townsite of Seward was a result of the railroad's existence. Poleske recommended that the sign document that Alaska was purchased from Russia in 1867. With regard to the "Natives of the Kenai Peninsula" sign, Seavey recommended addressing only those natives of the Resurrection Bay area rather than the entire Kenai Peninsula. The consensus of the commission was that the sign be more specific to the natives of the Seward area. With regard to the sign titled, "The View Across the Bay," Poleske stated that many visitors were interested in how Resurrection Bay was named. Seward Historic Preservation Award James reviewed the discussion on the Seward Historic Preservation A ward that was held at prior meetings. Corrigan recommended that the recipients receive awards during the Fourth of July celebration. Seavey suggested holding the awards ceremoney during the Resurrection Bay Historical Society's observance of Seward's Day. Martin stated that the Chamber of Commerce was attempting to build up Seward's Day as a recognized and celebrated holiday. Darling stated that there were enough activities on the Fourth of July. Wiley agreed. The commission concurred that the Seward Historic Preservation A ward recipients would receive awards on the date Seward I s Day was observed. Martin stated that the City Council would have to approve funding for plaques and awards. Seward Historic Preservation Plan Update James stated that the administration was waiting for a signed copy of the state/local grant agreement prior to beginning work on phase II of the preservation plan. ADMINISTRATION REPORTS James stated that Corrigan and Seavey's commission terms expired in May. She noted that, if they intended to reapply, they would need to submit applications to the City Clerk no later than 5:00 p.m. on April 28, 1995. Martin stated that the commission might consider presenting an annual report to the City Council. COMMISSION DISCUSSION GALV ANO encouraged Corrigan and Seavey to reapply for the commission. CORRIGAN stated that he did not intend to reapply because he still had a two year term I to fullfil on the Planning and Zoning Commission. In response to a comment from Wiley, the commission agreed to rotate the responsibility of reporting at the Planning & Zoning Commission meetings. SKmENESS asked for information on the Jesse Lee Home foreclosure process. Martin stated that it was possible that the City could end up with possession of the Jesse Lee Home property . SKIBENESS appointed Chairman Capra to made a presentation on the accomplishments of the commission to the City Council at the next general fund budget work session. CITIZENS'DISCUSSION LEE POLESKE, Apt. #2, Seward Trading Company, stated that there was an agreement between the Seward Senior Citizens Inc., and Frank Irick, owner of the Jesse Lee Home, for the sale of the property. Capra recommended that the commission organize an art contest to find a historic design for the award plaques. He volunteered to obtain prizes for the contest. Skibeness volunteered to provide the administration with examples of evaluation criteria for the nominations. Seavey recommended that the commission request that the City Council appropriate funds for the award plaques. The Commission directed the administration to draft a resolution recommending that the City Council establish the Seward Historic Preservation Award. Preservation Plan, Phase II, Work Plan. 42 ' City of Seward, Alaska May 17, 1995 Historic Preservation Commission Minutes Volume 1, Page 42 I Martin stated that a Request for Proposals for professional services for the Seward Historic Preservation Plan, phase II, would be advertised in the Phoenix Log on May 18, 1995. In response to a question from Kowalski, James stated that the total budget for the project was approximately $12,000. She noted that up to 60% of the funds expended for the project would be reimbursed by the State Historic Preservation Office. She added that there was a budget of approximately $7,000 was budgeted for the contractor. Capra recommended that the applicants be required to provide a presentation to the commission prior to selection. Skibeness suggested that the qualifications section require that the proposer provide the final document on a disk compatible with the City's computer program. NEW BUSINESS Proposed Revision of Federal Regulations. Martin stated that the proposed revisions were included in the agenda packet for the I commission to review and discussion. He added that the administration had no comments on the regulations. There was no discussion from the commission on the proposed revisions. ADMINISTRATION REPORTS Martin stated that there had been no response from the State Historic Preservation Office on the Jesse Lee Home national register nomination. He noted that City Council Resolution No. 95-044, naming Hoben Park was approved on May 8, 1995. He added that the ordinance establishing the Seward Historic Register was enacted by the City Council on May 8, 1995. COMMISSION DISCUSSION CAPRA stated that he declined the nomination for Chairman because he supported rotating the responsibility throughout the commission. SEAVEY stated that a dedication ceremony for the Phoenix would be held on June 3, 1995, near the Japanese Gazebo in the waterfront park. He requested that the commission assist the owners in determining if the building was eligible for the National Register. It was the consensus of the Commission to recommend that the City Council appoint Doug Capra to the Railroad Depot/Hoben Park committee as a representative for the Historic Preservation Commission. CAPRA stated that the Railroad Depot was one of three in the state. He requested recommendations from the Commission regarding Hoben Park and the Railroad Depot. WILEY supported using the Railroad Depot as a railroad museum. CAPRA supported the museum concept. In addition to the railroad, he suggested commemorating the steamer ships and dogsled teams that provided transportation to Alaska and the interior in Alaska's early days. GAL V ANO supported developing the area into a historic transportation memorial. SKIBENESS thanked Madelyn Walker and Tim Sczawinski for submitting a proposal to complete the Seward Historic Preservation Plan. He stated that numerous recommendations had been made regarding Hoben Park including restoring the fountain, relocating the Iditarod signs outside of the park, installing a multi-purpose gazebo and renovating and relocating the north and west concrete retaining wall out of the public right-of-way. Martin stated that a recommendation was made to relocate the portion of the Iditarod Trail located behind the Railroad Depot and Hoben Park to the Railway Avenue right-of-way. He noted that he was incorporating the Committee's recommendations into a plan to be forwarded to the City Council for approval. PRESENTATIONS WITH PRIOR NOTICE Mike Yarborough. SAAMS Archaeological Monitoring Report Mike Yarborough, archaeologist for the Alaska SeaLife Center project, presented on the archaeological monitoring which took place during phase I of the project. He stated that he was still evaluating material from the test sites and the completed evaluation would be presented to the State Historic Preservation Officer. Skibeness suspended the rules in order to allow questions from the public. There was no objection from the Commission. Mark Luttrell, Camelot Subdivision, recommended that the City pass a resolution requiring excavation for archaeological material in significant areas of the project site. Unanimous UNFINISHED BUSINESS None NEW BUSINESS Professional Members/Consultants MOTION (Capra/Kowalski) Approve the Professional Consultants List J ames stated that as a Certified Local Government, the City was required to make a reasonable effort to appoint an architect or historical architect, archaeologist and historian to the Historic Preservation Commission. She added that if any of those professions were not represented, the Commission must retain a consultant who meets the federal standards. She stated that the State Historic Preservation Office had requested an updated professional consultants list from the Commission. Motion Passed. Unanimous I FY96 Historic Preservation Fund Grants-in-Aid Program I I I 49 City of Seward, Alaska August 16, 1995 Historic Preservation Commission Minutes Volume 1, Page 49 Capra recommended applying for matching grant funds to assist in the restoration of Hoben Park. Skibeness and Wiley agreed. Capra supported requesting grant funds for interpretive signs within the area recommended as the Historic Gateway Transportation District as a second priority. It was the consensus of the commission to recommend applying for grant funds for the restoration of Hoben Park and heritage education interpretive signs for the recommended Historic Gateway Transportation District. ADMINISTRATION REPORTS James invited the Commission to the City picnic on August 26, 1995. In response to an earlier question from Wiley, Martin stated that the Corps of Engineers was unwilling to pay the associated fees for the building inspector to review the construction plans for the Army and Air Force Recreation Camp projects. COMMISSION DISCUSSION WILEY recommended that the City forward a resolution or letter to the state representa- tives requesting their support in encouraging the Army and Air Force Recreation Camp projects to comply with the federal, state and local regulations. He noted that he had participated in Lee Poleske's historic walking tour. CAPRA stated that the federal govermnent' s failure to comply with local ordinances was extremely poor public relations. He noted that the federal govermnent was famous for exempting itself from the federal requirements. Seavey agreed. KOW ALSKI questioned whether archaeological monitoring would be necessary within the Army and Air Force Recreation Camp area. CITIZENS'DISCUSSION TIM SCZA WINSKI, 611 Monroe, supported the Commission's interest in archaeological monitoring during excavation projects. MIKE YARBOROUGH, Cultural Resource Consultants, stated that he was very impressed with the community's interest in Seward's history. He noted that any federal undertakings required compliance with Section 106 and encouraged the commission to follow up on local federal projects in order to ensure compliance. SPECIAL REPORTS Railroad Depot/Hoben Park Ad Hoc Committee Report Martin stated that the Ad Hoc Committee had completed a Historic Gateway Transporta- tion Plan which would be presented to the City Council at its October 23, 1995, regular meeting. He reported that the plan identified community goals and action recommendations for the historic railroad depot building and Hoben Park as well as the original founders' landing site, Mile 0 of the Alaska Central Railway, the old railroad/ferry dock, Mile 0 of the Iditarod Trail, Mile 0 of the Seward Highway and the possible site of the Russian shipyard. He stated that he was recommending that the City Council forward the draft plan to the Historic Preservation and Planning and Zoning Commissions for review prior to adopting the document. PRESENTATIONS WITH PRIOR NOTICE Historic Preservation Plan. Phase II. Update Madelyn Walker, co-contractor for the historic preservation plan, reported that she and Tim Sczawinski were continuing to collect citizen comments for incorporation into the plan. She added that they had begun to document Seward's historic resources through photographs. She requested that the Commission host a town meeting at the historic railroad depot building for fmal 52 City of Seward, Alaska October II, 1995 Historic Preservation Commission Minutes Volume 1, Page 52 public input into the plan. It was the consensus of the Commission to cancel the next regularly scheduled meeting in order to host a town meeting at the depot building on November 15, 1995. UNFINISHED BUSINESS Hoben Park National Rei:ister Nomination James stated that the administration had begun to expand on the National Register nomination prepared by Charles Mobley during his historic architecture inventory of the Seward Waterfront Tracts. In response to a request for feedback on the draft, the Commission provided numerous recommendations to be incorporated into the document. NEW BUSINESS Seward Highway Rehabilitation PrQject. Mile 0-36 James stated that, in response to a request from the State Historic Preservation Officer, the State Department of Transportation and Public Facilities had requested the Commission's review of possible effects the Seward Highway Project Mile 0-36 would have on historic properties within the city of Seward. MOTION (Kowalski/Capra) Recommend that the administration for- ward the letter included in the agenda packet regarding the Seward Highway Mile 0-36 project to the State Department of Transportation and Public Facilities. Motion Passed. Without objection Alaska Heritage Resources Survey Review James stated that the Alaska Heritage Resources Survey cards for historic properties within the City of Seward were requested from the State Historic Preservation Office (SHPO) to assist in the completion of the Historic Preservation Plan. She stated that, because many of the survey cards contained incorrect information, the administration had compiled a list of corrections to forward to SHPO. It was the consensus of the Commission to forward a copy of the Seward Historical Site Inventory Summary to SHPO for inclusion on the Alaska Heritage Resources Survey. ADMINISTRATION REPORTS Martin stated that the administration had forwarded a letter of intent to apply for FY96 grant funds to the State Historic Preservation Office. He added that the letter of intent proposed I I I I I I 53 City of Seward, Alaska October 11, 1995 Historic Preservation Commission Minutes Volume 1, Page 53 a project to survey the cemetery rather than restore Hoben Park as previously requested by the Commission. He noted that staff was unable come up with a realistic budget for the restoration of Hoben Park. Martin stated that the Alaska SeaLife Center project archaeologist, Mike Yarborough, had recommended a finding of significance for the monitoring which took place during the phase I construction and that the State Historic Preservation Officer and the National Park Service agreed with the recommendation. He added that the Alaska SeaLife Center Archeological Clearance and Mitigation Plan recommended additional archaeological testing within the project footprint and recommended against the underground relocation of the electric lines within Railway A venue as required by the project's Conditional Use Permit. COMMISSION DISCUSSION CAPRA stated that the Kenai Peninsula Borough School District was reviewing the high school graduation requirements. He recommended that the commission or City Council recommend that a course in Alaska history be required for graduation. KOWALSKI apologized for not being able to attend the town meeting at the railroad depot building on November 15th. SKIBENESS stated that she agreed with the Alaska SeaLife Center archaeologist's determination of significance but questioned whether or not the project was using the archaeologi- cal monitoring to avoid the cost of placing the electric lines underground. In response to questions raised at the last meeting regarding the Army Recreation Camp project, she reported that the Corps of Engineers had determined that, because the project site consisted primarily of fill, there was no archaeologically significant material there. She noted that, on November 15, 1995, 36 people attended the Town Meeting to discuss local historic preservation issues. She stated that the State Historic Preservation Office agreed to assign an Alaska Heritage Resources Survey number to each of the sites listed on the Seward Historical Inventory as recommended by the Commission. Martin stated that the regional historical architect for the National Park Service planned to assess the condition of the historic railroad depot building in January. He noted that the assessment was a result of a request by Anne Castellina, Kenai Fjords National Park Superinten- dent. Martin stated that the City Council had approved the ad hoc committee's recommendations for the Railroad Depot and Hoben Park and postponed adoption of the Historic Gateway Transportation District Plan. COMMISSION DISCUSSION SKIBENESS stated that she was appointed to the Seward Planning and Zoning Commission in November. She requested the inclusion of the following unfinished business on future meeting agendas: implementation of the local register, completion of the Hoben Park National Register Nomination, preparation for the Seward Historic Preservation Award, and identification of the Commission's role in protecting the Jesse Lee Home now that it has been placed on the National Register. SEAVEY requested an update on the Alaska SeaLife Center archaeological monitoring. He further asked the Commission to support the requirement of one semester of Alaska history for high school graduation.
