Alaska June 18, 1997 Historic Preservation Commission Minutes Volume 1, Page 80 CALL TO ORDER The June 18, 1997, regular meeting of the Seward Historic Preservation Commission was called to order at 7:30 p.m. by Chairman Kowalski. OPENING CEREMONY Galvano led the pledge of allegiance to the flag. ROLL CALL There were present: Donna Kowalski, presiding, and Jeanne Gal vano Glenn Hart (arrived at 8:20 p.m.) Bob Satin Lee George Bill Hearn Dan Seavey comprising a quorum of the Commission; and Kerry Martin, Community Development Director Rachel James, Planning Assistant SPECIAL ORDERS, PRESENTATIONS AND REPORTS Introduction of Commissioners. The Commissioners introduced themselves and briefly discussed their interest in historic preservation. CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING None APPROVAL OF AGENDA AND CONSENT AGENDA MOTION (Satin/Seavey) Approve the Agenda and Consent Agenda Motion Passed. Unanimous consent The Planning Assistant noted that the December 18, 1996, regular meeting minutes were approved as written. I I I I I I 81 City of Seward, Alaska June 18. 1997 Historic Preservation Commission Minutes Volume 1, Page 81 SPECIAL ITEMS Election of Chairman Kowalski nominated Dan Seavey for Chairman, Seavey declined the nomination. Seavey nominated Donna Kowalski for Chairman. MOTION (Seavey/Hearn) Close nominations and cast a unanimous ballot for Donna Kowalski as Chairman. Motion Passed. Unanimous consent Election of Vice-Chairman Seavey nominated Bill Hearn for Vice-Chairman. MOTION (Satin/Seavey) Close nominations and cast a unanimous ballot for Bill Hearn as Vice-Chairman. Motion Passed. Unanimous consent UNFINISHED BUSINESS 1997 Meeting Schedule and Work Plan Kowalski supported having a regular meeting scheduled every other month. Satin recommended the creation of working groups that would report on specific projects at quarterly Commission meetings. MOTION (Satin/Seavey) Commission meet at least four times per calendar year at intervals to be determined by the Chairman or Vice-Chairman in coordination with the administration. Motion Passed. Unanimous MOTION (Galvano/Hearn) Commission choose naming geographic features a '97/'98 project. Motion Passed. Unanimous 82 City of Seward. Alaska June 18, 1997 Historic Preservation Commission Minutes Volume 1, Page 82 MOTION (Satin/Seavey) Commission assist the Seward Historical Society in re-establishing the self-guided historic walking tours. I MOTION (Seavey/George) Amend by striking out, "Seward Historical Society" and inserting, "Chamber of Com- merce and other interested parties." Motion Passed. Unanimous VOTE ON MAIN MOTION AS AMENDED Commission assist the Seward Chamber of Commerce and other interested parties in re-establishing the self-guided historic walking tour. Motion Passed. Unanimous MOTION(Galvano/Satin) Commission target a willing participant for the local historic register and assist with the successful completion on the project. I Motion Passed. Unanimous Hearn noted that one of the duties of the Commission was to revIew and make recommendations regarding projects which effect historic buildings. Satin supported a program that required commemorative plaques on sites of previous historic buildings. MOTION (Galvano/Satin) Commission investigate an appropriate grant for one of the project goals. Motion Failed. YES: NO: Galvano George, Hart, Satin, Seavey Hearn, Kowalski, Geographic Names Kowalski recommended that each of the Commissioners choose a geographic feature to research and prepare a geographic name application. Galvano offered to prepare an article or series of articles on the geographic names project in order to inform the public and solicit information. Motion Passed. YES: Galvano, George, Hart, Hearn, Kowalski, Satin No: Seavey NEW BUSINESS Historic Homeownership Assistance Act (Federal Tax Credit Bim MOTION (Galvano/Hern) Recommend that the City Council approve a resolution supporting the Historic Homeownership Assistance Act. I Motion Passed. Unanimous COMMISSION COMMENTS HEARN asked if there was any interest in increasing the Commission to a nine member body. The discussion that followed did not indicate support for increasing the Commission to nine members. GALVANO noted that, according to the annual CLG report for 1996, none of the commissioners had attended any CLG or historic preservation training. SATIN expressed an interest in commemorating historic buildings, monuments and sites where historic buildings were once located with historic markers. GEORGE recommended greater coordination and communication between the Commission and the Downtown Business and Harbor Business Associations. KOWALSKI noted that although the Commission had recommended that the City Council submit the Hoben Park National Register nomination to the State Historic Preservation Commission, the City Council had postponed action on the recommendation. I CITIZENS' COMMENTS LEE POLESKE, Apt. 2 Seward Trading Company, encouraged the Commission to prepare a document which identified where to look for historic research information. 84 City of Seward, Alaska June 18, 1997 Historic Preservation Commission Minutes Volume 1, Page 84 COMMISSION & ADMINISTRATION RESPONSE TO CITIZENS' COMMENTS Martin stated that the administration would provide the available historic research information at the next meeting. Chairman Kowalski introduced Judith Bittner, State Historic Preservation Officer and Jo Antonson, State Historian. Kowalski noted that the guests had requested the postponement of their presentation until after the meeting. CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING None APPROVAL OF AGENDA AND CONSENT AGENDA MOTION (Satin/George) Approve the Agenda and Consent Agenda Motion Passed Without objection Kowalski noted the following consent agenda items: The June 18, 1997, regular meeting minutes were approved; The Seward historic information pamphlet and a National Trust for Historic Preservation fax regarding ISTEA reauthorization were noted for information. UNFINISHED BUSINESS Geographic Names Working Group Report. Satin reported that the group would work with the administration to prepare a Geographic Names application for Tiehacker Mountain, located east of Bear Lake. Self-Guided Historic Walking Tour. Satin supported a walking tour booklet to include typical walking times, a map, alternative starting points, and a nominal cost for the booklet to assist with printing costs. Kowalski stated that printing the Historic Walking Tour was costly. She noted that the tour had to be revised on an annual basis. 86 City of Seward, Alaska August 20, 1997 Historic Preservation Commission Minutes Volume 1, Page 86 MOTION (Hearn/Satin) Commission assist the Seward Phoenix Log in correcting and updating the historic walking tour in the Visitor's Guide to include a map and typical walking times. I Motion Passed. Without objection Kowalski volunteered to chair the project. She stated that the tour was intentionally written to only include the downtown area. Hearn recommended that the Visitor's Guide list all the National Historic Register sites in Seward. Local Historic Register Project. MOTION (Galvano/George) Individual Commissioners identify a his- toric property and work with the owners to complete a local historic register nomi- nation. Motion Passed. Unanimous I Galvano suggested a target completion date of March so that the City Council could place the recommended properties on the local register at the same meeting as the annual historic preservation awards were presented. NEW BUSINESS Proposed Ordinance to Require Markers on Historic Sites and Buildings. Satin discussed a proposed ordinance that would give the Historic Preservation Commission the authority, under the building permit process, to require developers to purchase a plaque describing the historic significance of a building or site of a previous building. Galvano expressed concern with idea of forcing historic preservation on private property owners. She supported offering building markers to historic properties owners. Satin noted that he would continue to research the idea for further discussion. Hearn stated that he was not currently in favor of requiring people to purchase plaques for I historic properties. Galvano recommended a Seward Historic Register grant project to include hiring a contractor to complete a number of local register nomination applications and designing and purchasing Seward Historic Register plaques for the designated sites. Commission discussion expressed concern that there was not enough time to complete the grant application by the September 22, 1997, deadline. Judith Bittner and Jo Antonson from the State Office of History and Archaeology encouraged the Commission to pursue a grant project that was within their ability to successful complete. MOTION (Satin/Hern) Commission apply for a Local Historic Register Grant Project. Motion Passed. Unanimous Proposed Commemorative Marking of 1964 Earthquake/Tsunami Events Satin discussed a proposal to place inexpensive, durable markers within city right-of-ways to identify the 1964 tsunami high water line. He noted that the events of the 1964 earthquake and subsequent tsunami were of recurring interest to visitors and local residents. MOTION (Hern/Satin) Commission proceed with a project to place approximately 24 markers through- out town, within city right-of-ways, to identify the 1964 Tsunami high water line. Motion Passed. No objection COMMISSION COMMENTS HEARN discussed a recent Anchorage Daily News article on the popularity of vacations to historic sites and the positive financial impact of heritage tourism. KOWALSKI noted that the Chamber of Commerce could not afford to repair the deteriorating historic railcar which was used as an information center. SA TIN recommended that the Chairman send a letter to the Chamber of Commerce regarding the historic significance of the railcar information cache. There was no objection from the Commission. 88 City of Seward. Alaska August 20, 1997 Historic Preservation Commission Minutes Volume 1, Page 88 CITIZENS' COMMENTS KARIN STURDY, Parks and Recreation Director, encouraged the Commission to support the volunteer cemetery clean up day on Saturday, August 30, 1997. She stated that twelve interpretive signs were ordered for placement along the Waterfront Park boardwalk. She noted that the city planned to issue a request for proposals to renovate Hoben Park. COMMISSION & ADMINISTRATION RESPONSE TO CITIZENS' COMMENTS KOWALSKI recommended that the Commission send a letter to Alaska's U.S. representatives supporting the ISTEA reauthorization. Martin stated that, prior to the Commission sending any letters to state and federal officials, he wanted to discuss the issue with the city manager. In response to a request from James, the Commission scheduled its next regular meeting for November 19, 1997. Motion Passed Without objection The August 20, 1997, regular meeting minutes were approved on the consent agenda. 90 City of Seward, Alaska September 17, 1997 Historic Preservation Commission Minutes Volume 1, Page 90 I PUBLIC HEARINGS Resolution No. 97-01, recommending that the Alaska Historical Commission and the U.S. Board on Geographic Names officially name Tiehacker Mountain, located approximately eight miles northeast of Seward within TIN, Rl W, Section 9, Seward Meridian Notice of the public hearing was noted as published and posted and the public hearing was opened. LEE POLESKE, president of Resurrection Bay Historical Society, spoke in support of officially naming Tiehacker Mountain. He provided a segment of historical film which showed an individual "tiehacker" cutting railroad ties. No one else requested to be heard and the public hearing was closed. MOTION (Satin/Galvano) Approve Resolution No. 97-01. Motion Passed. Unanimous I UNFINISHED BUSINESS Resolution No. 97-02, recommending City Council approval to submit to the State of Alaska, Department of Natural Resources, an application for a historic preservation grant to promote the Seward Register of Historic Places program MOTION (Seavey/Hearn) Approve Resolution No. 97-02. Motion Passed. Unanimous INFORMATIONAL ITEMS AND REPORTS Kowalski reported on the recent planning meetings for renovating the Chamber of Commerce historic railcar. She noted that the next meeting was scheduled for September 23, 1997. COMMISSION COMMENTS HEARN spoke in support of the City allowing residential construction on vacant, 30 foot I wide, Original Townsite lots. CITIZENS' COMMENTS I I I 91 City of Seward. COMMISSION & ADMINISTRATION RESPONSE TO CITIZENS' COMMENTS Kowalski stated that the Commission should not be responsible for the centennial planning.
