LEE POLESKE, Apt. 2 Seward Trading Building, recommended that the Historic
Preservation Commission take the lead in planning for Seward's centennial celebration in 2003.
COMMISSION & ADMINISTRATION RESPONSE TO CITIZENS' COMMENTS
Kowalski stated that the Commission should not be responsible for the centennial planning.
The Commission requested that centennial planning be included on the November agenda.

The January 21, 1998, regular meeting of the Seward Historic Preservation Commission
was called to order at 7:30 p.m. by Chairman Bill Hearn.

SPECIAL ORDERS, PRESENTATIONS AND REPORTS
City Administration Report. Mr. Martin expressed his sorrow over the loss of Donna
Kowalski. He noted that the Commission would meet next on February 18, 1998 to choose the
annual Historic Preservation Award recipient(s). He welcomed newly appointed Commissioner
Kelly Martin.

UNFINISHED BUSINESS
Local Historic Register Pniject - FY '98 CLG Grant
James reported that the State Historical Commission awarded the City of Seward a
matching grant with a federal share of $6,798.00 in order to complete eight to ten local register
nominations and purchase plaques for property listed on the Seward Register of Historic Places.
Galvano requested that all of the Commissioners be provided with in-kind sheets so that
they could keep track of the time they spend completing the local register applications. In
response to a statement from Galvano, Mayor Bob Satin agreed to complete a local register
application for the 1964 tsunami high water line. He added that he also intended to work with Pat
Williams to complete a local register application for the Ray Building.
Commissioners identified the following sites that they intended to complete local register
applications for: Galvano - home(s) on Millionaires Row: Hearn - old Spruce Top Apartments;
George - Solly's Building; Seavey - Resurrect Art Coffee House (old Lutheran and Methodist
Church); Hart - First and Second Lake.
Galvano recommended that the Commission have a work session in April or May to
discuss research strategies and identify sources of information.

Curation of the Artifacts Discovered During the Alaska SeaLife Center Excavations
George informed the Commission that artifacts had been recovered from recent excavations
under the Solly Building. He stated that he intended display the artifacts in the building once the
renovation project was complete, and offered to display and store the SeaLife Center artifacts as
well. He added that those artifacts that were not displayed could be stored in the basement. He
noted that the building was not climate controlled.
Ms. Martin supported plans for the artifacts to remain in Seward.
Seavey recommended encouraging the SeaLife Center to take the artifacts, since they were
responsible for removing them.
TIM SCZWINSKI, 611 Monroe, advised the Commission that the artifacts were public
information and needed to be accessible to the public. He added that the field notes, photographs,
reports and other research documents needed to remain with the artifacts.
MIKE WILEY, 219 Sixth Avenue, stated that there appeared to be plenty of storage space
available in the SeaLife Center. He added that the researchers at the facility might be interested
in studying the recovered marine mammal bones.
MOTION (Galvano/Martin)
Recommend that the SeaLife Center
artifacts be temporarily stored at City Hall
until a better location is identified.

NEW BUSINESS
1998 Historic Preservation Award
Mr. Martin commented that in the past the Commission has been responsible for
nominating individuals for the Historic Preservation Award. He stated that a list of individuals
who have contributed to historic preservation in Seward was included in the agenda packet to
assist the Commission in identifying individuals to nominate for the annual award.
Galvano recommended that Commission members request the assistance of private citizens
to complete nominations. She stated that she intended to ask Beverly Dunham to assist in
completing a nomination for Donna Kowalski.
James noted that the nomination forms needed to be submitted to the Community
Development Department by February 10, 1998 in order to be included in the February 18, 1998
agenda packet.

Priorities for FY 1999 Historic Preservation CLG Grant Program

MOTION (Galvano/Seavey)
Recommend that the Alaska Historical
Commission identify goal #5 and #6 of
Saving Our Past: Alaska's Historic
Preservation Plan as priorities for the FY
1999 CLG grants.
Galvano stated that a grant project that would provide incentives for historic preservation
and/or encourage historic preservation appeared to be the next type of project for the Commission
to undertake.
Seavey noted that the Commission had discusst:d many times the need for additional
storage space and the proper treatment of local historic rt:sources.

COMMISSION COMMENTS
MS. MARTIN, stated that she was happy to be on the Commission. She stated that one I
of her goals was to take an active role in saving the Jesse Lee Home. She opposed to the City's
plan to demolish the hospital building.
SEAVEY, stated that Seward had lost a valuablt: historic resource in the loss of Donna
Kowalski. He reported that the Iditarod National Historic Trail committee would be phased out
by November, 1998 and that a private non-profit corporation was being established to replace the
committee. He noted that the corporate headquarters would be located in Seward. He added that
the Historic Iditarod Trail Corporation had nothing to do with the Iditarod Dog Mushing Race.
HEARN, noted that he had given the Alaska Association for Historic Preservation, 1998
Endangered Historic Properties application to Dave Crane for the Chamber of Commerce, Railcar
Information Cache. He reported that the Phoenix Log would update the Downtown Historic
Walking Tour for next years Chamber of Commerce Visitors Guide based on written comments
from Donna Kowalski.
CITIZENS' COMMENTS
TIM SCZWINSKI, 611 Monroe, advised the City of Seward to ensure the protection of
potential archaeological resources along the waterfront and on city owned property.
BOB SATIN, 425 Fourth Avenue, recommended that the Commission send a letter of
support to Governor Knowles regarding the 75th anniversary of the completion of the Alaska

Central Railway. He reported that a committee of the Kenai Peninsula Historical Association was
looking into establishing a National Heritage Area on the Kenai Peninsula.
MR. MARTIN stated that he had completed a database with over 1,500 names of people
buried in the Seward cemeteries.

Select Lee Poleske as a recipient of the
1998 Historic Preservation Award.
Ms. Martin stated that she nominated Lee Poleske for the historic preservation award for
all of reasons included in the nomination, although she noted that the nomination did not address I
all of his local historic preservation efforts. In response to a question from Seavey, Ms. Martin
stated that Mr. Poleske was aware that she had nominated him for the award.

Seavey added that Mr. Poleske initiated the annual Library Photography Contest, which
included a history category; served on the Library and Senior Citizens boards, was a member of
the Iditarod Trailblazers organization since its inception in 1981; currently served on the State
Gold Rush Centennial Commission; taught numerous Alaska History college courses; and has been
the president of Resurrection Bay Historical Society for approximately 25 years. He noted that
the Seward Museum was Lee Poleske.

Ms. Martin stated that Herman Leirer I s primary contribution to local historic preservation
was the oral history he provided of Seward's early days.
Sczawinski agreed to provide the administration with additional information to include in
the proclamation award.

Select the Gage Family as a recipient of the
1998 Historic Preservation Award for their
work on the Woodlawn Cemetery.
Ms. Martin reported that the Gage family had been caring for the historic Woodlawn
Cemetery on Salmon Creek Road for over ten years. She stated that their work has included
clearing brush and trees from the cemetery, restoring grave markers and fences and researching
the history and biography of more than 20 people who were buried in the cemetery. She noted
that Mary Lowell, one of Seward's first settlers was buried in the Woodlawn Cemetery.
Sczawinski expressed concern with giving the award to the family of a City Council
member.

Resolution No. 98-01, recommending that the City Council establish a Seward
2003 Centennial Planning Committee

Ms. Martin volunteered to attend the City Council meeting and speak in support of the ad I
hoc centennial planning committee.

INFORMATIONAL ITEMS AND REPORTS
Kenai Mountain National Heritage Area
Hearn reported that the Kenai Peninsula Historical Association was looking into the
establishment of a National Heritage Area on the Kenai Peninsula. Seavey questioned the purpose I
for a National Heritage Area designation. Hart stated that, since he worked for the National Park
Service, he would find out more information on heritage corridors.

COMMISSION COMMENTS
MARTIN requested that the City Clerk provide a rules of procedure training for the
Historic Preservation and Planning and Zoning Commission. She welcomed Tim Sczawinski to
the Commission.
SEAVEY commented that the non-profit Iditarod National Historic Trail corporation
headquarters would be located in Seward.
HART supported a training on meeting rules of procedure. He noted that Seward was
experiencing a large number of winter visitors this year.
SCZA WINSKI reported that the Downtown Business Association was organizing a
Seward's Day celebration.
HEARN stated that the new owner of the Dreamland Bowl property was willing to work
with anyone who was interested in the bowling alley building.
CITIZENS' COMMENTS
BOB SATIN, reported that Seward would have a role in the 75th anniversary of the
completion of the Alaska Central Railway. He spoke in support of the Kenai Peninsula National
Historic Area.
COMMISSION & ADMINISTRATION RESPONSE TO CITIZENS' COMMENTS
In response to a question from Tim Sczawinski, BOB SATIN stated that the Alaska
Railroad Corporation was concerned about preserving the historic aspects of the Alaska Railroad.

STU CLARK, 1129 Cliff View Place, reported that the City Council had amended
Resolution No. 98-035, authorizing the issuance of a contract to Chugach Engineering, Inc. to
install a new retaining wall at Hoben Park, in order to ensure that the existing historic retaining
wall be salvaged.
BOB SATIN, 425 Fourth Avenue, reported that a committee of the Kenai Peninsula
Historic Preservation Commission continued meet regarding establishing a National Heritage Area
on the Kenai Peninsula. He showed a map which identified the preliminary boundaries of the
proposed area. He read the National Park Service definition of a National Heritage Area.

UNFINISHED BUSINESS
Seward Register of Historic Places Grant PrQject
The Commission scheduled a work session for June 17, 1998 in order to provide guidance
in completing the Local Register applications. Ms. Martin agreed to complete a local register
application on the Liberty Theater. Sczawinski stated that he would prepare an application for the
Ray Building.
Alaska SeaLife Center Archaeology
Sczawinski explained that he had requested that this item be placed on the agenda because
the final archaeology report for the Alaska SeaLife Center was not yet completed. He noted that
representatives from the Alaska SeaLife Center had previously stated that the report would be
submitted to the State Historic Preservation Office and National Park Service m February.
Ms. Martin requested that the administration send a letter to the Alaska SeaLife Center
requesting an update on the status of the final archaeology report. There was no objection from
the Commission.
Hoben Park Renovation PrQject
Martin explained that the Hoben Park renovation project was a result of all the attention
the south end of Seward had received since the Alaska SeaLife Center project was initiated. He
noted that the project was in line with the Council approved plan for the Park. He reported that
there had not been enough time for the Commission to review the project before it was initiated
because the contractor was only in town for a limited time.
Sczawinski stated that the Commission should have reviewed the project before it was
approved. He explained that the Alaska SeaLife Center archaeological monitoring and testing,
provided information about the archaeological resources in the area of Hoben Park. He stated that
the City should have addressed the potential archaeological resources in Hoben Park prior to any
excavations.

Galvano stated that over the past few years the Commission had discussed and supported I
restoring Hoben Park to its original state. She stated that she was pleased that funding was
available for the project
Hearn suspended the rules to allow Stu Clark and Bob Satin to address the Commission.
There was no objection from the Commission.
Stu Clark stated that when the Hoben Park/Railroad Depot ad hoc committee prepared its
report, archaeological issues were not considered because the Alaska SeaLife Center archaeologi-
cal monitoring and testing had not taken place.
Bob Satin stated that Mark Luttrell was monitoring the excavations in Hoben Park. He
added that the administration was coordinating with the State Historic Preservation Office in order
to protect the historical integrity of Hoben Park.
Resolution No. 98-03, recommending that the City Council place Hoben Park
on the Seward Register of Historic Places

National Preservation Week
The Commission supported the preparation of a National Preservation Week proclamation I
for the Mayor to read at the May 11, 1998 Council meeting. Galvano stated that she would look
into setting up a display at the Library for the event. Satin recommended that the Commission
prepare an insert for the Seward Phoenix Log which includes historic photographs of the National

Register of Historic Places sites in Seward. The Commission discussed ideas for National
Preservation Week, 1999.
COMMISSION COMMENTS
GALV ANO stated that since she was working in Seward again it would be easier to be
involved in Commission activities.
HART shared information he had received from Janet McCabe of the National Park
Service regarding the National Historic Heritage Areas.
SCZA WINSKI questioned if there was a plan for submitting the local register applications,
which the Commission was going to complete for the grant project, to the City Council.
GAL V ANO recommended that the local register presentations for the grant project take
place during next years Historic Preservation Week.
HEARN asked if the City Council had appointed a planing committee for Seward's 2003
centennial anniversary.
CITIZENS' COMMENTS
STU CLARK, 1129 Cliff View Place, requested that the Commission provide an annual
report to the Council.
BOB SATIN, 425 Fourth Avenue, stated that Commissioner Sczawinski had succeeded
in raising the awareness of the City Council and the public regarding the archaeological issues in
the Hoben Park area. He provided additional information on the Kenai Peninsula Historical
Association's committee meetings on the proposed Kenai Mountain National Heritage Areas.
STU CLARK, 1129 Cliff View Place, encouraged the Commission to focus on planning.

SPECIAL ORDERS, PRESENTATIONS AND REPORTS
City Administration Report. Mr. Martin reported that Mike Yarborough had completed
the archaeological report for the Alaska SeaLife Center project. He stated that the State Historic
Preservation Office had offered the City of Seward a travel grant to send two people to the
National Commission Forum in Denver, Colorado at the end of July. He added that, based on the
recommendation of SHPO to send one Commissioner and one staff member to the conference,
Commissioner Martin and Planning Assistant, Rachel James, would be attending.
Report on Essex County National Heritage Transportation Corridor. Hearn reported
on a recent visit to the Essex County National Heritage Corridor in Massachusetts. He noted that
Heritage Corridor's were not regulatory but supported efforts to preserve and interpret the
designated areas. He commented that Moose Pass, Cooper Landing and Hope would benefit the
most from the proposed Kenai Mountains National Heritage Corridor.

LOUIS BENCARDINO, 1103 Second Avenue, reported that the Kueuit Foundation was
developing plans to rehabilitate the Jesse Lee Home as a hotel with associated conference rooms
and a gift shop. He stated that the Kueuit Foundation consisted of the property owner, and Dan
Claugus, who had previously obtained a Conditional Use Permit from the Planning and Zoning
Commission to develop the property as a hotel. He commented that this may be the last
opportunity to save the historic buildings before they deteriorate to a condition beyond repair, and
requested a letter of support from the Commission.
The Commission requested that the administration prepare a letter expressing the
Commission's support of efforts to save the historic Jesse Lee Home, provided that it maintains
its National Register of Historic Places status.

Hoben Park on the local register at the last meeting because the completed application had not
been presented to the Commission.
Sczawinski objected to recommending that the City Council place Hoben Park on the Local
Register because it was in a state of disrepair.

Geographic Names Proposals
Mr. Martin stated that he had prepared draft applications to officially name the following I

COMMISSION COMMENTS
MS. MARTIN, thanked Louis Bencardino for attending the meeting and expressed her
support of the efforts to save the Jesse Lee Home. She congratulated Jeanne Galvano as the new
Chairman, and added that she looked forward to attending the National Commission Forum in
Denver, Colorado.
SEAVEY, wished Mr. Bencardino luck with the Jesse Lee Home project. He commented
that historic names should not be changed.
SCZAWINSKI supported the rehabilitation of the Jesse Lee Home. He noted that a
number of historic buildings in Seward, including the Railroad Depot, had been recently
rehabilitated.
CITIZENS' COMMENTS
LOUIS BENCARDINO, thanked the Commission for its support in rehabilitating the Jesse
Lee Home. He reported that the Phoenix Resurrection Foundation was a non-profit organization
developed to construct in Seward a full size replica of the historic Russian ship, the Phoenix.

UNFINISHED BUSINESS
Status of Local Historic R~gister Grant Project
Galvano requested a status report from each Commissioner on their local register
applications. Ms. Martin stated that she was preparing a nomination for the Cameron House
located on Millionaires Rowand should be finished within three weeks.
Seavey stated that he had obtained consent from the owners of the Resurrect Art building
which was the old Lutheran and Methodist Church. Galvano
Galvano reported that, with the assistance of the property owners, she was preparing a
nomination for the Holland House on Millionaires Row. She noted that she was taking a day off
of work in October to work on the project and volunteered to help other Commissioners with their
nominations.
Hearn discussed historical information he had discovered in preparation of a nomination
for the building that was previously identified as the Spruce Top Apartments.
Hart and Sczawinski reported that they had not yet begun to prepare their local register
nominations.
The Commission scheduled its next meeting for October 21, 1998 at 6:30 p.m.
Galvano requested that all commissioners have a draft nomination application available at
the next meeting.
Galvano, Martin and Sczawinski volunteered to work with the Planning Assistant to
choose the design for the local register building markers and report back at the October meeting.
NEW BUSINESS
Kenai Mountains National Heritage Corridor Proposal
Mona Painter and Jackie Sewell of the Kenai Peninsula Historical Association, briefly
discussed the proposal and stated that they were available to answer any questions from the
Commission. It was noted that the designation of a National Heritage Corridor did not impose any
government control or regulation.
Seavey stated that he supported the project concept of educating about the historic
transportation corridor on the Kenai Peninsula, however he opposed any additional federal
government oversight.

INFORMATIONAL ITEMS AND REPORTS
Letter to Frank Irick regarding rehabilitation of the Jesse Lee Home Ms. Martin
expressed concern that the letter to Frank Irick regarding the rehabilitation of the Jesse Lee Home
did not express strong enough support for Mr. Irick's endeavor to save the Jesse Lee Home. Hearn
stated that the Commission, in response to a request from Louis Bencardino at the last meeting,
had requested that the administration prepare a letter supporting the rehabilitation and continued
designation of the Jesse Lee Home on the National Register of Historic Places. He noted that the
Commission had requested that the letter be general because they had not been presented with
specific project plans to review. Seavey concurred.
COMMISSION COMMENTS
HEARN stated that he had received a letter from the State , Rolfe Buzzell requesting
comments on proposed signage commemorating the Centennial Gold Rush. He gave the
information to Commissioner Seavey to comment on the proposed Iditarod Trail sign.
SCZA WINSKI commented that Historic Preservation should be addressed when the
Comprehensive Plan is updated. He stated that the Commission needed to review and update the
Historic Preservation Plan in the spring of 1999. He suggested that a document be produced
which includes information on all of the locally designated historic properties.

James reported that Rolf Buzzell of State Parks was coordinating with the Parks and
Recreation Director to locate two Gold Rush Centermial interpretive signs within the Iditarod Park
near the founder's monument. She noted that State Parks was preparing a concept drawing of the
area which would include relocating the Iditarod signs from Hoben Park. She reported that the
City Council had approved a resolution in support of the Kenai Peninsula Historical Society's
proposal to establish a Kenai Mountain National Heritage Corridor. She stated that a draft of the
Strategic Plan would be available for public comment by the end of the month, and noted that the
plan addressed historic preservation

Galvano stated there would not be a meeting in December. The next meeting was
scheduled for January 20, 1999 at which time the Commission would set a date for the workshop.
James stated that she would contact Lee Poleske at the Resurrection Bay Historical Society
to review the applications and hopefully get them back with comments in time for the January
meeting.
COMMISSION COMMENTS
MS. MARTIN requested additional information regarding plans for the Iditarod
Park/Founder's Monument area, and questioned what Mr. Seavey thought about moving the
Iditarod signs out of Hoben Park.
SEAVEY stated that Mile 0 of the Iditarod Trail did not have an exact location, therefore
he was not concerned about the proposal to relocate the Iditarod signs to the Iditarod
Park/Founder's Monument area.
SCZA WINSKI reported that the Library was awarded a grant to preserve it I s historical
photograph collection.

UNFINISHED BUSINESS
Seward Register of Historic Places Grant Project
James reported that she had sent in the order for 25 local register plaques, and expected
to receive a proof to review from the company.
A draft of the guide to registering a Seward historic site was distributed to the Commission
for review. Galvano requested that all of the Commissioners review and make comments on the
draft. She noted that the manual needed to be submitted to the State Office of History and
Archaeology at the end of March. A work session was scheduled for Wednesday, February 24,
1999 at 5:00 p.m. in order to work on the manual.
Galvano also requested that Commissioners be prepared to discuss the agenda for the
community meeting which will be held at the end of April. The Commission discussed holding
the public meeting at St. Peter's Episcopal Church.
The Commission agreed to have a regular meeting on March 17, 1999, at which time all
Commissioners would give their corrected local register applications to the Planning Assistant.
A regular meeting was also scheduled for April 21, 1999 in order for the Commission to
formally recommend the local register nominations to the City Council for approval in May.
NEW BUSINESS None
COMMISSION COMMENTS
SEAVEY reported that the ninth annual Mayor's Cup Sled Dog Race would be held on
April 3. 1999. He commented that Seward's centennial in 2003 was fast approaching.
SCZA WINSKI expressed his disappointment that the City Council gave Frank Irick two
more years to let the Jesse Lee Home continue to deteriorate.
