City Administration Report
James stated that the Planning and Zoning Commission had unanimously supported and
forwarded a recommendation to City Council supporting the name ofKawabe Park for the future City
park at Fourth and Adams. She explained that the City Council would be holding a puhl1c hearing
and making a decision on the name for the future park at the February 25, 2002 meeting.
James reported that the City Council had selected Sandra Wassilie as the Centennial Events
Coordinator. She reported that the topic of the January loth Spirit of Seward (SOS) meeting had
been the Seward 2003 Centennial. Noting that there had been representatives from various industries
and organizations including the Alaska Railroad Corporation and the Cruise Line Industry present.
James reminded the Commission that the Centennial Committee held their meetings on the last
Tuesday of the month, at 7:00 p.m., in the library basement. She encouraged the Commissioners to
attend the meetings.
James reviewed the Commissions annual Historic Preservation Award program. She
noted the deadline for nominations was March 1, 2002, with the presentation of the award during
historic preservation week in May. She also noted that the annual Trolley Tour of Seward's
National Historic Register Sites would be scheduled during the same week. James noted that the
Seward trolley wa<t always questionable due to lack of drivers and/or mechanical problems.
Commission recommended asking Brad Snowden to donate the Best Western shuttle bus
as a back up ifthe trolley was not available.

Copy of City Council Resolution 200t~ 169, supporting the adoption of State
legislation relating to a high school curriculum for Alaska histury
James noted that the Council had adopted Resolution 2001-169, supporting State legislation
requiring Alaska history in the public schools. She stated that an Alaska history curriculum was now
required by the Anchorage School District.

James continued stating the State Historical Commission was scheduled to meet in Seward in
August or September. She suggested that the Commission provide the National Register Sites tour.
James noted that the historical photos had been selected for the decorative fencing plarmed in
the Fourth Avenue Pathway project.
James stated that the tenns for Commissioners Sherry Appel and Iris Darling were due to
expire in May. Application deadlines had been extended to May 15, 2002.
Other Reports
Stu Clark reported on the Centennial Committee. He noted that one of problems that the
community had faced was a lot of ideas, but very little movement, and a lack of leadership. Sandy
Wassilie was hired by the City as the coordinator for the City projects and the symposium. He noted
that the Web site for the Centennial Committee had been set up at www.scwardI9Oth.com. The
committee meets the last Tuesday of the month at the flre hall.

Historic Preservation Annual Award Nominations and Selections
James reviewed a nomination presented by Commissioner Capra for Dan Seavey. She stated
that was the only nomination for the Historic Preservation Armual Award. She noted that the
Commission was tu select the recipient urlhe award so that the proclamation could be presented at
the May 13' 2002 City Council meeting during National Preservatiun Week.
Galvano nominated Kerry Martin. She gave a review of Martin's work on the history of the
cemeteries of Seward. She noted that the Commissiun had previously nominated him while he was an
employee of the Cily and had respectfully declined.

Cook Inlet Historical Society Pro2ram, Seward's Red Light District
Capra gave an overview ofthe project on the Red Light District that Rachel Mason, Cultural
Anthropologist lor the National Park Service was doing. The Commission discussed the possibilities
of sponsoring the presentation in Seward.

Seward Centennial Symposium Update - Sandy Wassilie
Galvano stated that Sandy Wassilie was in Anchorage at a reception tor her lather who was
being presented with the Lifetime Achievement Award from the State of Alaska. Galvano reviewed
the draft schedule of events for the Symposium. She noted that the thought of the Centennial
Symposium Committee was lo have each Commissioner assigned to one keynote speaker for the day
of the Symposium, to provide the speaker with any logistic needs.
Jesse Lee Home Advisory Board Committee Report
Kovac stated that the Advisory Committee had not met. She noted that the Advisory Board
would be established at the meeting of the State Historic Preservation Connnission on August 22 and
23. It was stated that Commissioners Swann and Capera were also on the committee. Galvano stated
that the project was a statewide project and that the Advisory Board would also he comprised of
people from around the state.

Brown stated that the City Council had approved accepting the $65,000 Jesse Lee Home
Structure Report Grant and authorized contract negotiations with bClIHyer Architects, Inc. He
named the members of the Advisory Board as Shannon Kovac, Doug Capra, Tom Swarm, Tim
Sczawinski, Ron Long, Borough Assembly Representative; Leonard Hyde, Anchorage developer; and
Tim Rogers, Alaska Children's Services. He noted lhat the first Jesse Lee Home Advisory Board
meeting was planned for the week of October 14, 2002.

Historic Preservation Commission Minutes

Presentation Table Committee for February 8, 2003 Symposium
Galvano stated that the Symposium Committee had requested that the Commission sponsor a
display/exhibit table at the February 8, 2003 Symposium. She suggested that the Commission
sponsor a display table of the Seward National Historic Register Sites. Galvano stated that
Commissioner Kovac had stated she would work on a commiltee to setup an exhibit board of the
National Register Sites for the Symposium. Galvano asked for other volunteers to assist on the
committee. Commissioner Appel volunteered to help.
November 2002 throogh March 2003 Work Plao
Galvano reviewed the work plan dates that had been setup through March 2003. She asked
the Commission to bring to the January 15, 2003 meeting for discussion, a list for of standing
connnittees. The COlrunission discussed the work plan for January through March 2003.
Commissioner Swann requested that a work plan for the full year be made available. The
Commission concurred with Swann.
Informational Items and Reports - None
Commission Comments
Darling supported Connllissioncr Swann's request that the work plan be made up for a full
year at a time. She noted that a work schedule would be helpful to assure all Commissioners were
available to attend scheduled meetings.
Hearn conunented on finding ways to cncomagc an audience to attcnd the Commissions
meetings. He noted that having interesting topics and possibly speakers was a way to bring the public
to meetings.
Appel suggested contacting Dan Seavey to give an update on the Iditarod Trail restoration.
She stated that Dan Walker had written a letter to the editor regarding concerns he had with the
Commission; she noted that possibly he could be asked to address the Comtpission wjth,his concerns.
She also stated that perhaps the history teachers at the schools would work with their students on
attending Commission meetings.
Swann thanked the Commission for the great eonunents and ideas at the meeting.
Galvano also thanked the C0nTI11ission for the accomplishment oftbe meeting.
