City Administration Report
Brown reported that the Jesse Lee Advisory Board was continuing to move forward with the
Historical Structural Report. He noted that the subcommittee of the board had met in Anchorage to
combine and review the submitted development options. Brown stated that the board was currently
focusing on a residential structure of some sort. He noted that it had been reported to him that the
old sign from the Jesse Lee Home had been stored on the flat roof of the garage/storage shed located
behind the fire hall. He stated he had not had the opportunity to confirm the report.
Seward Centennial Symposium Report
Sandy Wassilie reviewed that the Seward Historic Symposium was moving along. She noted
that the VanGuilder Hotel was the official Symposium hotel. She stated that the VanGuilder had
donated five (5) rooms and given a price break on two (2) other rooms for the speakers of the
Symposium. Wassilie stated that the Legends Restaurant was providing the food service for the
Symposium. She reviewed the program of events for the weekend.
Anne Castellina reviewed the needs of the Symposium Steering Committee. Commissioners
volunteered to assist with the events of the day.

The consensus ofthe Commission was to recognize by proclamation the Seward Phoenix Log
during Historic Preservation Week in May for the coverage and promotions of the historic events
during the Centennial year and to look at the nomination of the Log for the award next year.
Motion Passed
Unanimous Consent
It was suggested that the Commission be present for the presentation of the award at the
March 24, 2003 City Council meeting.
Informational Items and Reports - None
Commission Comments
Kovac noted that Commissioner Swann had requested that the Commission think about what
type of memorial the Commission would support for the Benny Benson memorial at the Jesse Lee
Home.
Capra suggested that the Commissioners attend the Jesse Lee Advisory Board meetings. He
asked that the Commissioners introduce themselves as Historic Preservation Commissioners when
they introduce the speakers at the Centennial Symposium. Capra congratulated the sponsors of the
New Years opening event for the Seward Centennial Year.
Galvano thanked the Commission for the accomplishment of the meeting.

The Chair noted that the January 15,2002 meeting minutes were approved as written on the
Consent Agenda.
Unfinished Business
Seward Historic Preservation Annual Award Proclamation.
The Commission discussed the proclamation award for the past and present, Staffs of the
Library. It was noted that the award was not to be presented by Council at the March 24, 2003
meeting. After discussion it was decided to present the award during National Historic Preservation
Week, at the Mayl2, 2003 Council meeting.
A discussion was held regarding recognition of the Seward Phoenix Log for the historic
articles and support published in the newspaper. Doug Capra stated he would write and submit a
letter of recognition from the Commission to be published during National Historic Preservation
Week, May 5 -12, 2003.
FY 03 Historic Preservation Fund - Certified Local Government Grant Program
update
Commission noted that the 2003 CLG Historic Preservation Fund Grant, for the trolley tour
presentation equipment had been ranked number five on the prioritization list.
New Business
The Alaska Association for Historic Preservation 2003 Endangered Historic Properties
The Commission noted that the Jesse Lee Home was placed on the Alaska's Top Ten Most
Endangered Historic Properties in 2001 & 2002. Staff noted that because the Home was currently on
the Top Ten List it was automatically considered for the 2003 list. The Commission discussed the
possibilities of other Seward properties to list; however none were noted.
National Historic Preservation Week, May 5 -12, 2003
The Commission discussed the past historic trolley tours that had been done for Historic
Preservation Week. It was decided that Commissioner Hearn and Commissioner Appel would
spearhead the tour for May 10,2003. Commissioner Swann volunteered to drive the bus or the
tro lley.

Glenz reported that Malcolm Brown was out of the office on military duty until June nrd.
Glenz stated that Commissioner Kovac had requested information on the requirements for properties
located outside the city limits being eligible for the Seward Historical Register. Glenz reported she
had found nothing that stated a location requirement for any property. She also discussed the
question with Kerry Martin, who said that it had been assumed that most of the sites were locate
within the city limits; however the Alaska Railroad Tunnel at mile 12 was listed on the historic site
list. She noted that interest had been expressed to add the Woodlawn Cemetery, located on Nash
Road to the Seward Historic Register. Glenz state that Commissioner Kovac would continue
pursuing the issue with the people that had expressed interest.
Karen Sturdy reported on Hoben Park. Sturdy reported that the City Council had appointed
an ad hoc committee a few years ago. She noted that there had been unanimous consent that the park
reflect simple elegance, reflecting the historic period when it was more of a private park; not a
children's playground. At that time the design concepts were compiled and approved by Council.
She stated the design was very simple, noting that it called for rejuvenating the fountain and pool
which were damaged during the earthquake. It also called for adding a small circular flower garden
to the west of the fountain, to represent the flower garden that was in the old pool for so long. She

Discussion on Educational Guest Speakers

Swann reported that Capra was looking into bringing someone in to do a presentation on an
educational topic; however he was currently involved in producing the play for the Seward Centennial
and would not have time to pursue that until letter in the year. Kovac stated that it had been
discussed having a forensic archeologist come to speak, but that probably wouldn't happen until the
fall. It was decided to continue to work on educational speakers and bring the subject up at next
months meeting.
New Business
Resolution 2003-01 recommending that City Council officially proclaim the name "Pat
Williams Park" to the to the city park located at 711 Ballaine Boulevard; the area west of
Ballaine Boulevard, between Monroe Street and "B" street commonly known as "Williams
Park"
Glenz stated that officially naming the park had been presented to Planning and Zoning by
Parks and Recreation Director Karin Sturdy in March, 2003. The Planning and Zoning Commission
had requested that the issue also come before the Historic Preservation Commission for a
recommendation before the request was sent forward to City Council for official proclamation.

The Commission discussed the important role Pat Williams had held to the City of Seward and
noted that they unanimously support the naming of the park after Williams.

Discussion and recommendation to reduce the required number of Commissioners.
Kovac stated that the reason she requested this be discussed was the difficulty in getting
people to fill the seats as Commissioners and the attendance required for a quorum. Darling
mentioned the difficulty in getting commissioners to come to meetings. Kovac stated that the there
had been an applicant apply and whose application would go before council at the next meeting. The
problem was discussed by the Commissioners.
A discussion was held on the qualification of living within the city limits to serve on the
Commission. Staff was directed to check into the possibility of allowing people outside the city limits
to serve on this commission. Swann stated that the Commission should be working to fill the seats on
the Commission, not reducing the number.
Glenz stated that staff would take more responsibility of calling Commissioners to remind
them ofthe meetings in advance and the day of the meeting.
It was decided to continue to work on the attendance of the Commissioners and try to fill the
current number of seven (7) seats on the Commission.

The July 23, 2003 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Vice-Chair Shannon Kovac.

City Clerk, Jean Lewis administered the Oath of Office to new Commissioner Dorene Lorenz.

City Administration Report
Glenz welcomed Commissioner Lorenz to the Commission. She gave an update ofthe special
meeting on Hoben Park, held by the Planning and Zoning Commission on July 15,2003. In her
report she stated that the original fountain had been recovered by Planning and Zoning Commissioner
Sandie Roach' and that Commissioner Roach' also knew the location of the base of the fountain.
Commissioner Roach offered the fountain back to the City for placement in the park. Glenz noted
that the City Council had officially proclaimed the name "Pat Williams Park" to the area commonly
known as Williams Park. Glenz reported that there were currently no code requirements for City
residency of a Historic Preservation Commissioner.
Other Reports, Announcements & Presentations
Mayor Stu Clark, spoke to the Commission on the recent Water Front Development
Committee meeting. He stated that a large portion ofthe planned development was in the Historic
District of Seward. He said the properties that had been looked at were the Thorn parking lot for the
City Library and Museum, the Arcade Building for the plaza, the Solly Building, Legends Restaurant
and the vacated Washington Street for the Multi Agency Facility and a Conference Center to the

Discussion on Educational Guest Speakers
The Commission discussed educational guest speakers. Capra suggested that the project be
accomplished with no or very little cost involved the first year by using local and Park Service
historians. The Commission suggested panel discussions held on a Thursday evening during
December, January, February and March. A committee was formed of Commissioners Darling, Capra
and Lorenz to work out the logistics of the educational evenings and report back to the Commission.
The Commission agreed that the educational evenings be done without cost for at least the first year
using local talent and historical people.
New Business
Resolution 2003-02, recommending City Council accept the State of Alaska Department
of Natural Resources Historic Preservation Fund Grant for the Seward Historic Sites Trolley
Tour
Glenz stated that Kris Erchinger, City Finance Director was in attendance to speak to the
Commission on the financial requirements ofthe grant and to answer questions from the Commission.
Erchinger stated that it was her understanding that the grant was to be administered by the
Historic Preservation Commission. She stated that the grant was $9,900.00, less the $1,500.00 state
surcharge leaving a working grant of$8,400.00. She noted that there was a City match portion of
$6,600.00 required. Erchinger spoke to the funding of the match amount. She noted that the grant
budget stated a personal services amount of$3,350.00; however the budget did not denote the source
for funding of the $3,250.00 remainder. Erchinger cautioned the Commission to track the donated
labor time spent on the project as it was being donated. She requested that the Commission appoint
someone to be responsible for the documentation of the donated labor. Swann volunteered to be
responsible to the tracking.
The Commission discussed the funding source for the $3,250.00. Swann noted that the
Chamber and other private sources had assured him of support. He stated that he would present the
private support contributions in written form to City staff.
The Commission supported the $3,350.00 in donated labor for the project. It was noted that
the project was to be completed by September 2004.

Discussion of the National Park Service and US Forest Service Seward
Waterfront Study
Capra declared a conflict of interest; he stated that he worked for the National Park Service
and therefore had a conflict. He did not participate in any discussion.
Lorenz stated she was happy that the Park Service had presented the Commission with the
copy of the Study. Swann supported the protection of the historic downtown area.
Discussion of the destruction of Historic Buildings in Seward
Lorenz stated she was concerned that Seward was losing the historic character through the
loss ofthe historic buildings in the downtown area. She noted that the Seward Historic Plan directed
the Commission with the protection of the historic resources of the community. She supported
further discussion on the drafting of Ordinances to change the City code to govern development in the
Historic District of Seward. The Commission discussed continued work on zoning regulations for the
Historic District.
Discussion and recommendation to the Grant Writing Committee; project items for
possible Historic Preservation Fund FY'04 Grant
Kovac refreshed the Commission on grant project suggestions that had previously been made.
She noted a suggestion to update the Seward Historical Site Inventory and to support funding for
documentation with photographs and stories of the historic buildings and sites on the inventory.
Swann stated he supported applying for the FY'04 grant. He suggested the funding offurther
study to develop zoning regulations in the Historic District.
Capra cautioned the Commission that the Commissioners were currently committed to the
FY'03 Trolley grant. He stated that the Trolley grant was a very time consuming project over the
next year and he did not support overextending the Commission. He noted he supported hiring a
consultant for the FY'04 project.
The Commission discussed updating the Historic Preservation Plan, included in the plan was
the Seward Historical Inventory Site. In response to questions from the Commission, staff stated that
the process for submitting a grant application was to write the grant application, present the
completed application to the Commission for approval and recommendation to City Council, present
the approved grant application to City Council to authorize the City Manager to sign and submit the
application. Staff also cautioned the Commission that the grant was a 60% / 40% matching funds
grant.
Commissioners Wheat and Lorenz supported the grant application and committed to applying
for and taking responsibility for the grant. Wheat and Lorenz also committed to locating the forty
percent matching funding for the grant, through donations or other sources.

Citizens' Comments
Stu Clark, Mayor, City of Seward, commended the Commission for their work of Historic
Preservation. He supported the placing of line items in the budget for training, travel and needed
operations. Clark reiterated to the Commission that City Council had approved the Waterfront Study
proposal which included sixteen (16) recommendations; he stated that the Council had not approved
any recommendations, just the proposal. He noted City Council was looking for continued public
comment on the project.
Anne Castellina, Seward invited the Commission to attend the design process for the
Waterfront project scheduled to begin in 2004. She cautioned the Commission on becoming over
committed.
Bill Hearn, Seward expressed concern that the Seward Waterfront Committee had not invited
or included a member of the Historic Preservation Commission on the committee. Hearn stated that
the Council had approved the preferred site location for the Multi-Agency building which was
proposed to include the Solly Building, the Legends and the vacation of Washington Street.
Tim McDonald, Seward voiced concern regarding how difficult a restoration project might
be for a few ofthe historic buildings downtown.
Gina Fiore, Seward spoke to the efforts of other communities in restoring their historic
districts.

Capra stated he felt the Commission needed to be more assertive in the future. He noted that
had the Commission requested to be included on the Waterfront Committee he felt they would have
been welcomed.

Discussion of the review from City Finance Director, Kris Erchinger on the
financial responsibilities of the Commission and the City
It was noted that Kris Erchinger, Finance Director, was unable to attend the meeting; however
she had included a memo to the Commission, reviewing the City Code. She noted that the Code
stated boards and commissions had no authority to fund raise or spend money without explicit
approval from Council. Capra suggested that the Commission partner with another organization to
handle any financial donations.
Committee report and discussion on the Historical Lectures Series
The Commission discussed the costs and needs ofthe planned lecture series. Lorenz stated
that the Pioneers of Alaska had volunteered to sponsor the lecture series. She noted that the Pioneers
requested that the speaker's presentations be recorded. Lorenz noted that the lecture series were
scheduled for the first Friday of December, January, February, and March. She stated that
advertisement and other logistics had been handled.
Committee report and discussion on the Trolley Tour Grant Project and
potential sale of the Trolley by the Chamber
Brown stated that the Chamber had placed the Seward trolley for sale. He noted that the
Commission's planned grant project for the Department of Natural Resources Historic Preservation
Trolley Tour Grant had included the trolley and was no longer a viable project. He stated the grant
project was to be rewrote or returned to the Department of Natural Resources.
Kovac noted that she had spoken with Jo Antonson ofthe Department of Natural Resources
(DNR). Kovac stated that DNR required the Commission to cancel or rewrite the project. She noted
that DNR supported the Commission and hoped that a new project, scope of work and budget could
be submitted.

Commissioner Kovac noted that Planning and Zoning Commissioner, Carol Griswold had
requested the Historic Preservation Commission discuss the possible future sale ofthe historic Alaska
Railroad car. Kovac noted that the historic railroad car was currently on the Seward Register of
Historic Places and currently owned by the Seward Chamber of Commerce. The Commission
discussed the possible sale and future ofthe railroad car. The hope was that the railroad car remain a
part of Seward. Commissioner Swann volunteered to inform the Chamber of Commerce of the
concerns of the Commission.
Discussion of the proposed December 2003 Historic Preservation Meeting Date
Commission discussed the December 2003 meeting date and planned to hold a work session
on the Historic Preservation Trolley Fund Grant.

Informational Items and Reports
Esther Billman Award of Excellence presented to the Seward Historic
Preservation Commission and the Seward Centennial Committee
Commission discussed the award and encouraged attendance for the presentation by City
Council.
State of Alaska, Office of History and Archaeology, request for comments on the
CLG Workshop scheduled for spring 2004
Commission discussed the workshop and was urged to submit any comments as soon as
possible. Several Commissioners spoke of interest in attending the workshop if financial assistance
was made available.

Co~mission Comments
Commissioner Swann requested a dis~ussion on the lack of budget support for the
Commission. The Commission held a discussion noting that a budget proposal was currently before
Council to eliminate the City Planner position, therefore eliminating staff support for the Commission.
All Commissioners spoke strongly in support of the department and decided to contact Council
members, the City Manager, and the Phoenix Log with their concerns.
