The January 21, 2004 regular meeting ofthe Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Vice-Chair Doug Capra.

City Administration Report
Brown stated that the Commission held a work session on site at the Jesse Lee Home on
January 14,2004. He noted that several Commissioners and the Seward Phoenix Log attended. A
discussion was held on stabilization for the Home.

City Clerk, Jean Lewis presentation on new orientation handbook
City Clerk, Jean Lewis introduced herself and thanked the Commission for the hard work that
the Historic Preservation Commission has done. She congratulated the Commission on receiving the
Ester Billman award on behalf of the City. She noted that the City has many old records in the
basement of City Hall. She expressed concerns for the proper storage of the original City documents.
Lewis explained the orientation handbook the Clerk's office had presented to each of the
Commissioners.

Discussion and planning for Historic Preservation Week
Commissioner Lorenz suggested that the Commission support a project to spruce up the Jesse
Lee Home. The Commission discussed the project and Commissioners Lorenz and Swann
volunteered to head the project. Questions were raised regarding risk management. Staffwas tasked
to work with the City on the risk management issues and have the information available at the work
session of January 28, 2004.
Discussion on Historic Preservation Annual Award Nominee
Planning Assistant Glenz reported that the Historic Preservation Annual Award had been
established to recognize local preservation efforts and encourage community understanding and
appreciation of Seward's history. She noted that the award had been previously presented in both
March during Seward's Day and in May during National Historic Preservation Week. She requested
a decision from the Commission for the presentation of the 2004 award. She noted that a nomination
form was included in the packet.
The Commission discussed the dates of presentation for the Annual Award.

Presentation of the Historic Preservation
Annual Award shall be in May 2004 as
close to the Historic Preservation Week as
possible.

Commissioner Lorenz suggested the award be presented to Hugh Darling. She noted that
Hugh Darling had recently restored the historic Brown and Hawkins building, had allowed the use of
his personal photo collection and had the historic collection ofitems from the basement ofthe Brown
and Hawkins building catalogued and protected for the future.
The Commission discussed the nomination for the annual award. Capra noted that the work
that Hugh Darling had done was delightful, he noted that the family legacy to Seward was
tremendous.

Committee report and discussion on the Historical Lectures Series
Discussion was held on diving and shipwreck history in Resurrection Bay; Wheat
continued to work to fmd speakers. Dan Seavey will be available for the First Friday
presentation, April 2, 2004. Capra was to coordinate with the speaker. The great-great-grandson
of William H. Seward was available to speak on April 30, 2004. Wheat was to coordinate the
presentation site logistics. April 30, 2004 was planned to be the final presentation for this
season. A work session with the Alaska Pioneers was suggested to coordinate the work on a
partner relationship for the Historical Lecture Series. It was presented that the Pioneers might
initially handle some of the supporting tasks such as refreshments and door prizes. The final
lecture for the 2004 season was set as April 30, 2004.
Discussion and update on the Department of Natural Resources FY 2003
Seward Historic Sites Digital Trolley Tour Web Site Grant Project
Brown reported that Lorenz had obtained a scope of work from a website designer. The
Commissioners outlined the work they had done on the buildings/sites they had been assigned to
research. The Commissioners were to check with Lorenz to fmd out what additional
buildings/sites need to be researched. Further discussion was scheduled for the next meeting.
Committee report and update on the State of Alaska, Department of Natural
Resources, FY 2004 Update the Seward Historic Preservation Plan Grant
Brown reported that the grant approval for the amended scope of work had not been
received yet from DNR.
Committee update on the Historic Preservation Week activity, Jesse Lee Home
cleanup
Wheat stated that she was continuing to look in to applying for the $5,000 Alaska
Association Historic Preservation grant which provides for stabilization for structures such as the
Jesse Lee Home. Darling suggested that on May 7, 2004 Brown & Hawkins plan a grand
opening street party with a band or orchestra to highlight the preservation work done on the
building. The Commission discussed establishing the coordinating details at the next work
session, set for February 25,2004 at the Swan's Nest Inn at 5:30 pm.

Wheat suggested that the Commission present a letter/certificate of appreciation to the Alaska
Sea Life Center at the final lecture on April 2, 2004. She volunteered to arrange the presentation.
Lorenz noted that the Pioneers be included in the thank you.

Capra suggested that the series be placed on the August agenda to confirm the 2004/05
season. He noted that the goal be to print the season schedule in the Phoenix Log by September.
Wheat offered to secure the meeting room at the Sealife Center for the season for the first
Friday of each month starting October through April.
It was suggested that the Commission hold another work session with the Pioneers of Alaska
to confirm the roles and responsibilities of each group.
Discussion and update on the Department of Natural Resources FY2003 Web
Site Grant Project
Lorenz reported the extensive work she had done on the web site. She stated she had
discussed with the A VTEC computer department an idea that each April the class update the web site
with any new information.
The Commission discussed the use of photos on the web site. It was noted that the use be
authorized by the owner of the photo.
Committee report and update on the State of Alaska, Department of Natural
Resources (DNR), FY2004 Update the Seward Historic Preservation Plan Grant
Brown stated that staffhad currently not received the Grant contract back from DNR.
Committee update on the Historic Preservation Week activity, Jesse Lee Home
cleanup and the "Blast from the Past" street party
The Commission discussed the planning of a street party on May 8, 2004. The party was
called the "Blast from the Past". Lorenz noted she had been in contact with Senator Murkowski and
several others. She noted that she had invited the various car clubs, house and dog groups.
Darling stated she had worked on securing a band for the street dance.
Swann confirmed that the William H. Seward's great, great, grandson was scheduled to be in
Seward for the event. He noted that he had discussed this event with the Chamber and suggested that
the Commission work with the Chamber to organize some of the event.
Wheat volunteered to match up dignitaries with an appropriate sponsor for the event.

Lorenz noted that the Seward Orlander Building had been sold and planned to be remodeled. Noted
she had attended a presentation on the Iditarod National Historic Trail. She suggested that the
presentation be done before the Commission. Lorenz thanked the staff and the City Clerk for the
informational packet that had been presented to the Commission at the last meeting.
Kovac welcomed new Commissioner Sharma Snowden to the Commission.

Brown stated that the National Parks Service plan to hold public meetings soon on the Multi Agency
Facility design. He thanked Glenz for her efforts while he was out of town on Military duty.

community. Darling noted that there were tax advantages and tax credits available to historic
buildings and historic districts. Grant money was available for education brochures on the
historic preservation of cities; she noted that Seattle had brochure examples.
Presentation on the NPSIUSFS Interpretation Option "Voices in the Community" by Jan
Coleman of the Portico Group
Coleman discussed the options for the Multi Agency Center. She noted that the
"Waterfront Study" done in 2003 was done to take into account the desires of the community for
the entire downtown area.
Citizen Comments on Agenda Items Not Scheduled For Public Hearing-
Patti Linville, inside the City, spoke in appreciation of the talk of changing downtown but
wanted to caution against what she found in Skagway in late March several years ago; the worry
was that tourist emphasis would lead to more dead time and lack of services during the winter.
She noted that attention needs to be paid to people who live here year around.
Stu Clark, inside the City, agreed with Linville's statements on Skagway. Skagway received a
high volume of cruise ship terminal activity. The National Park Service also had a far greater
influence on the Skagway community than in Seward. Commended Darling on her comments
for the historic downtown, he noted he had many thoughts over the years on ways to save the
downtown district.

Brown stated that the Resolution was a formalization of a request to Resurrection Bay
Historical Society requesting their participation in the First Friday Fireside program.

Lorenz stated she felt the request to the Resurrection Bay Historical Society was premature in
coming before the Commission. She stated that the Pioneers of Alaska had not acted on the
Resolution request that the Commission had submitted to them. Lorenz noted that the Pioneers
planned to act on the Resolution at their June meeting.
Capra stated that he hoped to see the Commission start projects in the community and then
move them on to other groups to continue and support.

Reading of Henry David Thoreau's "Walden, or Life in the Woods"
Capra stated that he had been working on a celebration for the 150th anniversary of Henry
David Thoreau's "Walden, or Life in the Woods". He was putting together a public reading ofthe
book at the Resurrect Art Coffee House in August. He stated he would have the celebration
organized by the June meeting and requested the Commission's support.
New Business
Discussion of Commission priorities and short range plans for 2004
Brown reviewed the current list of priorities and asked the Commission to review the list and
make suggestions.
The Commission suggested that Hoben Park restoration, Rockwell Kent event at Christmas of
2005 and the Historic Iditarod Trail be added to the list.

National Historic Iditarod Trail to New Business.
Lorenz stated she had been contacted by the u.s. Forest Service to make a request to the
Commission for support of the Historic Iditarod Trail. She noted that the Forest Service was
currently working on the historic trail.
The Commission suggested that a presentation be planned by the U S Forest Service for the
next meeting. Lorenz volunteered to contact the Forest Service and set up the presentation. It was
noted that the Iditarod Trail Blazers must be worked with on this project.

viewed the "film" on Seward's history. He noted that it was very well done.

Brown gave an update on City activities as follows:
* The Multi-Agency had scheduled a public meeting to present a progress update for July 7,
2004, 7:00pm at the IMS Ray Building.
* Noted that there had been no update from the Department of Natural Resources (DNR) on
the funding for the Historic Preservation Plan Phase III grant.
* Noted that the Planning and Zoning Commission had been working on the Seward
Comprehensive Plan and the draft form was available for comment.
* Brown stated that the Rockwell Kent and the Historic Iditarod Trail events had inadvertently
been left off the list of2004-05 Plans and Priorities List.
* Brown reminded the Commission that the microphone on the dais had been setup by the City
Clerk for the taping ofthe meeting and were not to be moved.

Citizen Comments on Agenda Items Not Scheduled For Public Hearing
Vanta Shafer, spoke to the Commission as the Mayor of Seward. She expressed support and
appreciation from Council for the many volunteered hours of hard work that the Commission had
given to the community. She noted concern for the available Community Development staff time to
support the various activities and duties of that department. She continued to state that Council was
reviewing ways to alleviate some of the burden on staff.

tOoth year anniversary of the Seward Gateway, August 2004
Capra noted that August 2004 was the looth year anniversary for the Seward Gateway, the
first news paper of Seward. The Commission discussed ideas to commemorate the anniversary.
Capra and Kovac stated they would work with the Phoenix Log to produce something to celebrate
the anniversary.
