CITY OF SEWARD, ALASKA
RESOLUTION NO. 98-027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE PURCHASE OF ONE POLICE PATROL
VEHICLE, WAIVING BID PROCEDURES
WHEREAS, the purchase of one new police vehicle per year is consistent with the policy of
the city in order to keep the fleet in good mechanical, dependable condition; and
WHEREAS, a request for bids for a police vehicle was advertised in the local newspaper on
March 26, 1998 and was sent to vehicle dealers in southcentral Alaska; and
WHEREAS, after the request for bids was published, the city was notified that it has an
opportunity to purchase a patrol vehicle under the same contract terms that were offered to the State
of Alaska by Cal Worthington Ford; and
WHEREAS, the City Council has determined that the public interest would be best served
by not requiring competitive bids and makes the following findings:
1. Seward City Code Section 6.10.120 B. provides that the city may utilize competitive
bids obtained by other governmental units;
2. Seward City Code Sections 6.10.310 and 6.10.340, provide that the city manager may
recommend and approve in writing an alternate procurement procedure if such
procedure will best serve the needs of the city;
3. Cal Worthington Ford in Anchorage has been awarded a contract to provide patrol
vehicles for the State of Alaska and the City has an opportunity to purchase a patrol
vehicle for not to exceed $28,000;
4. The City has notified the one bidder who has submitted a bid that the request for bids
for a patrol vehicle has been canceled by the City in favor of an alternate procurement
procedure;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. In accordance with SCC Section 6.10.120B., the purchase of police vehicles
utilizing contract prices obtained by the State of Alaska is found to be an exception to standard city
bid requirements, and the requirement to publicly bid this purchase is canceled and waived. Further,
all bids received for this purchase are rejected and returned to the bidders.
Section 2. The city manager is authorized to issue a purchase order to Cal Worthington Ford
in the amount of not to exceed $28,000 for the purchase of one patrol vehicle in accordance with the

terms of the State of Alaska contract and the specifications for the 1999 police patrol vehicle attached
and incorporated herein by reference.
Section 3. The funding for the purchase is budgeted in the Motor Pool fund with lease
payment in the Police Department "rental" line item.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 31 day
of March, 1998.

SPECIFICATIONS FOR 1999 POLICE PATROL VEHICLE
1999 full size 4 door sedan Police Patrol vehicle such as Ford Crown Victoria or Chevrolet Caprice.
With a minimum of 114 inch wheel base. It will be equipped a follows:
4.6 liter or larger engine, with block heaters
Heavy duty 4 speed over-drive automatic transmission
Limited-slip differential
Heavy: duty alternator
Heavy duty suspension
Police Emergency Light Pkg to include:
Red and Blue overhead emergency lights
Wig-wag headlights and taillights
Flashing strobe on the corners
