CITY OF SEWARD, ALASKA
PLANNING AND ZONING COMMISSION
RESOLUTION NO. 91-008
A RESOLUTION OF THE SEWARD PLANNING AND ZONING
COMMISSION, RECOMMENDING THAT THE CITY COUNCIL
APPROVE AN AMENDMENT TO SCC ~ 15.10.225, DELETING
THE REQUIREMENT FOR A CONDITIONAL USE PERMIT FOR
BED & BREAKFAST USE WITHIN THE SINGLE FAMILY
RESIDENTIAL AND THE RURAL RESIDENTIAL ZONES
WHEREAS, the Seward Zoning Code currently requires a Condi-
tional Use Permit for the operation of a Bed & Breakfast in the
Single Family Residential (R1) and Rural Residential (RR) Zones;
and
WHEREAS, Bed & Breakfast is considered a home occupation in
these districts; and
WHEREAS, the Zoning Code addresses exterior business signs,
life safety permitting, parking, length of stay, meals, number of
Bed & Breakfast bedrooms, number of employees, owner occupancy and
other issues with regards to Bed & Breakfast operations; and
WHEREAS, the requirement for a Conditional Use Permit in the
R1 and RR Zones appears to constitute an unnecessary expense to the
applicant and a hindrance to establishing Bed & Breakfast estab-
lishments within the city; and
WHEREAS, the Seward Planning and Zoning Commission wishes to
encourage the operation of Bed & Breakfast's within the city as a
lodging alternative for Seward's growing visitor population; and
WHEREAS, the Seward Planning
conducted a public hearing regarding
Zoning Code;
and Zoning Commission has
this proposed change to the
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and
Zoning Commission that:
Section 1. The Seward City Council is urged to introduce and
enact an ordinance deleting the requirement for a Conditional Use
Permit for Bed & Breakfast use in the Single Family Residential and
Rural Residential Zones.
Section 2. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the Seward Planning and Zoning
Commission this 6th day of November, 1991.
