CITY OF SEWARD, ALASKA
PLANNING AND ZONING COMMISSION
RESOLUTION NO. 92-001 (Formerly No. 91-009)
A RESOLUTION OF THE SEWARD PLANNING AND ZONING
COMMISSION, RECOMMENDING THAT THE CITY COUNCIL
APPROVE CHANGES TO SCC ~ 15.10.140 AND ~ 15.10.225
REGARDING STORAGE FACILITIES
WHEREAS, a concern over different types of temporary storage units was
prompted by the proliferation of railroad boxcars, semi-tractor trailer vans and shipping
containers being used throughout the community for storage; and
WHEREAS, some of these storage units have been located in residential
neighborhoods of the city and often have been located within property setback areas; and
WHEREAS, these storage units detract from the appearance of associated
structures and the residential neighborhoods in which they are located; and
WHEREAS, the Seward Planning & Zoning Commission has conducted work
sessions and one public hearing to address this issue; and
WHEREAS, the Commission finds that, while there is a place for these relatively
inexpensive storage facilities, they should be modified to make them more attractive,
placed on a foundation, meet appropriate setback requirements of the Zoning Code, and
be restricted to non-residential areas of the community; and
WHEREAS, the Commission further finds that existing non-conforming storage
units should not be "grandfathered" but should be required to comply with any Code
changes regulating their use;
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission that:
Section 1. The Seward City Council is urged to introduce and enact an ordinance
amending the Seward Zoning Code by incorporating the changes recommended in the
October 30, 1991, staff memorandum attached and incorporated herein by reference,
regulating the use of certain storage units in the city of Seward.
Section 2. This resolution shall take effect immediately upon its adoption.
