PLANNING AND ZONING COMMISSION
RESOLUTION NO. 93-13
A RESOLUTION OF THE SEWARD PLANNING AND ZONING
COMMISSION, ADDING CONDITIONS TO THE CONDITIONAL
USE PERMIT ISSUED ON JUNE 2, 1993, TO BRAD SNOWDEN
FOR DEVELOPMENT AND OPERATION OF A HOTEL ON ALASKA
RAILROAD RIGHT OF WAY WITHIN THE SMALL BOAT HARBOR
AS AUTHORIZED BY ~ 15.10.320 OF THE SEWARD CITY CODE
Whereas, Brad Snowden requested and was granted a Conditional Use Permit by
Resolution No. 93-12 for development and operation of a hotel on Alaska Railroad right
of way within the Small Boat Harbor area; and
Whereas, the permittee has submitted a site plan for Planning Commission review;
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission that:
Section 1. As a result of review of the submitted site plan, the Conditional Use
Permit authorized by Planning and Zoning Commission Resolution No. 93-12 to Brad
Snowden for development and operation of a hotel on Alaska Railroad Right of Way
within the Seward Small Boat Harbor area is amended to include the following additional
conditions:
1. A final site plan incorporating all identified conditions will be submitted to
the city for review as part of the building permit application.
2. Fourth Avenue right of way will be realigned in such a manner as to skirt
the west side of the sewer pump station and intersect a right of way extending from
Third Avenue along the property line of Lot I, Block I, North Harbor Subdivision (NAPA
property) around to Port Avenue.
3. The construction relocation of Fourth A venue must take place after
September 15th and before May 15th.
4. Permittee will provide enough paved, striped public parking spaces to
replace those lost during relocation of Fourth Avenue to maintain a total of 148 spaces.
5. The replacement RV dump station must be installed prior to May IS, 1994.
The dump station will be located at either the public restroom facilities at the Chamber
of Commerce Visitor Center or the Waterfront Park. Location and design will be

coordinated with the city Public Works Department, city Parks and Recreation
Department, and the Seward Chamber of Commerce.
6. It is understood that, because of ground temperatures and availability of
asphalt contractors, paving may take place after the summer tourist season begins;
however, all paving will be completed prior to September 15, 1994.
7. The railroad passenger shelter and its associated bus loading zone must be
located in such a manner that passengers are not required to cross a street to access the
bus loading area.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the Seward Planning and Zoning Commission this
1st day of September, 1993.
