RESOLUTION NO. 2002-12
RESOLUTION OF THE SEWARD PLANNING AND ZONING COMMIS-
SION, PROVIDING A RECOMMENDATION TO THE CITY COUCNIL
REGARDING CITY-OWNED LOT 1, BLOCK 6, SEWARD SMALL BOAT
HARBOR SUBDIVISION
WHEREAS, James T. Pruitt has submitted a proposal to acquire through lease, sale or trade
in exchange for public restrooms, city-owned Lot 1, Block 6, Seward Small Boat Harbor Subdivision;
and
WHEREAS, Mr. Pruitt has requested a portion (approximately 3,200 square feet) of the
described property in order to provide access, on-site parking and landscaping for a proposed hotel
development on adjoining Alaska Railroad Right-of-Way lease property; and
WHEREAS, Lot 1, Block 6, Seward Small Boat Harbor Subdivision is a 13,632 square foot,
triangular shaped, strip ofland located between Fourth Avenue and the Alaska Railroad Right-of-
Way in the Harbor Commercial District; and
WHEREAS, the City has not previously identified this parcel as available for disposal; and
WHEREAS, at its regular meeting of February 25,2002 the City Council requested that the
Planning and Zoning Commission review and provide a recommendation regarding the pros and cons
of disposing of Lot 1, Block 6, Seward Small Boat Harbor Subdivision, in whole or in part, using the
public request for proposals process; and
WHEREAS, the property is currently used for public parking, fire and pedestrian access
lanes, utility easements, and access to Alaska Railroad Right-of-Way lease property which includes
the following: Sailing Inc, The Charter Option, Chinook's Restaurant, J-Dock Fish Company,
William H. Seward Yacht Club, and Alaska Railroad Corporation Lease Contract 6725; and
WHEREAS, the development potential of this lot is severely restricted by its size and shape,
numerous utility easements, required fire lanes, and access routes to the Alaska Railroad Corporation
lease parcels; and
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission that:
