CITY OF SEWARD, ALASKA
ORDINANCE NO. 99-03
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING SEWARD CODE SECTION 5 TO
PROVIDE FOR A CALENDAR YEAR FISCAL YEAR AND OTHER
RELATED AMENDMENTS DEALING WITH BUDGET TIME LINES
WHEREAS, on August 10, 1998, the Council approved proposed City Charter revisions
concerning the City's fiscal year and budget requirements to be submitted to the voters of Seward
at the October 6, 1998, regular election; and
WHEREAS, the following charter revisions were approved by Seward voters on October
6,1998;and
Seward City Charter Section 6.1 was amended to allow for the fiscal year to be set
by City Code and City Charter Section 6.2 was amended to require that the budget
be presented to the Council 45 days prior to the next fiscal year.

WHEREAS, the above charter revisions were proposed on the basis that the City would like
to change its fiscal year from a June 30 to a calendar year; and
WHEREAS, related budget time lines are affected by the change in fiscal year;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. Seward City Code Section 5.01.010 Fiscal year is hereby amended to read as
follows:
The fiscal year of the city shall begin on July 1 of each year. Beginning January 1,2000, the
fiscal year of the city shall begin on January 1 of each year.
Section 2. Seward City Code Section 5.05.010 Submission; contents is hereby amended
to read as follows:

The city manager shall present to the council a budget proposal for the next fiscal year of the
city at least 45 days prior to the next fiscal year. Such budget proposal shall set forth the city
manager's recommended tax rate based on an analysis of the anticipated income and expenditures
ofthe city during the next fiscal year. The proposed expenditures set forth in the budget proposal
shall not exceed the expected revenues ofthe city. Unencumbered funds remaining at the end ofthe
current fiscal year may be reallocated for purposes set forth in the budget proposal. The council shall
by June 15 of each year present to the borough assembly a statement ofthe city's rate oflevy, unless
a different date is agreed upon by the borough and city.
Section 3. This ordinance shall take effect ten days following enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this
8 day of February, 1999.
