RESOLUTION 2004-03
A RESOLUTION OF THE SEWARD PLANNING AND ZONING
COMMISSION OF THE CITY OF SEWARD, ALASKA,
RECOMMENDING CITY COUNCIL AUTHORIZE THE CITY
MANAGER TO OBTAIN AN APPRAISAL AND NEGOTIATE THE
PURCHASE OF U.S.S. 1931, CONTAINING APPROXIMATELY
29.16 ACRES, LOCATED ON THE WEST BOUNDARY OF TWO
LAKES PARK
WHEREAS, the City of Seward has the opportunity to purchase D.S.S. 1931,
which is located to the West of Two Lakes Park and contains approximately 29.16 acres;
and
WHEREAS, a goal of the Strategic Plan is to preserve and protect the scenic
views of the mountains and Resurrection Bay by seeking ways to protect the watershed
and mitigate development impacts on the slopes of Bear Mountain, Marathon Mountain,
Mt. Benson and the Mt. Alice Bench; and
WHEREAS, the Parks and Recreation Master Plan and the Municipal Lands
Management Plan both recommend that the City acquire this property to preserve the trail
and emergency evacuation route and mountain side backdrop and watershed; and
WHEREAS, D.S.S. 1931 is zoned Rural Residential, and
WHEREAS, only one and one half to two acres could conceivably be developed
for residential purposes due to topography and the lack of utilities; and
WHEREAS, development of this parcel could harm the integrity of the Two
Lakes Park; and
WHEREAS, this land could be used to expand the holdings of Two Lakes Park;
and
WHEREAS, this land contains a portion of the North-South emergency access
route which was used during the 1964 Earthquake and is needed for future evacuations;
and
WHEREAS, purchasing this land could be done with funds in the Lands Account
and grants could be pursued; and '
