RESOLUTION 98-056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE PORT AND HARBOR TARIFF BY INCREAS-
ING THE TRA VELIFT AND UPLAND STORAGE FEES
WHEREAS, the City of Seward 50-Ton Travelift is in need of replacement in the future;
and
WHEREAS, the maintenance and repair costs exceed the revenues produced by the
Travelift; and
WHEREAS, the 250- Ton Travelift is not generating sufficient revenues at this time to offset
the expenses related to its operation; and
WHEREAS, the cost of operation and maintenance in the Small Boat Harbor and Marine
Industrial Center continues to rise making it necessary to increase user fees for harbor services; and
WHEREAS, the Administration recommends incorporating into the Port and Harbor Tariff
charging users a one-hour minimum rate for all scheduled lifts in which the boat owner does not
show for the lift and lor does not cancel at least one hour in advance; and
WHEREAS, the Administration recommends the following adjustments to the 50-Ton
Travelift Fee schedule:
the minimum fee for a lift shall be $225 (raised from $175)
all time in excess of one hour shall be charged in 30 minute increments at the rate of
$112.50 (raised from $87.50)
once a lift is scheduled and the boat owner fails to show or cancel the lift at least one
hour prior to the scheduled lift time, the minimum lift fee will be charged
in addition to the lift fee, there shall be an additional $20 (raised from $10) per foot
of vessel length for each foot over 50 feet in length; and
WHEREAS, the Administration recommends the following adjustments to the 250-Ton
Travelift Fee schedule:
the minimum fee for a lift shall be $330 (raised from $230)
for use of a lift in excess of one hour, a fee of $330 per hour shall be charged. This
charge shall be assessed in not less than 30 minute increments at the rate of $165
(raised from $115) and is generated after the first 15 and 45 minutes of the hour

once a lift is scheduled and the boat owner fails to show or cancel the lift at least one
hour prior to the scheduled lift time, the minimum lift fee will be charged
in addition to the lift fee, there shall be an additional $20 (raised from $14.38) per
foot of vessel length for each foot over 55 (was 50) feet in length
relocation of all vessels on the uplands shall be charged at a rate of$330 (raised from
$230) per hour; and
WHEREAS, the Administration recommends the following adjustments to the upland
storage fees in the Small Boat Harbor:
lay time for upland storage fees in the Small Boat Harbor shall be charged at a rate
of $8.45 (raised from $6.50) per day for stays of ten days or less in any calendar
month
for stays of eleven days or more in any calendar month, the lay time shall be charged
at a rate of$95.50 (raised from $65) per calendar month for a vessel, trailer or cradle
up to 50 feet in length. The monthly charge for larger vessels shall include an
additional $1.30 (raised from $1.00) per foot for each foot over 50 feet in length.
WHEREAS, the Administration recommends the following adjustments to the upland
storage fees in the Seward Marine Industrial Center:
lay time for upland storage in the Seward Marine Industrial Center shall be charged
at a rate of $11.25 (raised from $8.65) per day for stays of ten days or less in any
calendar month. For stays of eleven days or more in any calendar month, the lay
time shall be charged at a rate of $112.45 (raised from $86.50) per calendar month
for a vessel, trailer, or cradle up to fifty feet in length. The monthly charge for larger
vessels shall include an additional $2.25 (raised from $1. 73) per foot for. each foot
over 50 feet in length.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby approves Resolution 98-056, amending the Port and
Harbor Tariff as proposed in the amended Port and Harbor Tariff Regulations which is attached and
made a part hereof by reference.
Section 2. These Port and Harbor Tariff amendments shall be effective as of July 1, 1998.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 26 day
