JOHN SMITH, Breeze Inn MJtel, Seward, appeared before the
Corrroission in opposition to blocking through traffic east of the Breeze
Inn on Fourth Avenue. He agreed that controlling speed in the harbor
area was a priority. Smith also expressed concern that expansion of the
swall shops along the boardwalk might hinder the view from his place of
business.
BRUCE SIEMINSKI, Je.sse Lee Heights SUbdivision, Seward,
appeared from the audience and expressed concern that the proposed tent
canping area would not be large enough. He suggested that the city
lease designated parking spaces to the charter boat owners. He also
stated that the parking east of the Breeze Inn be limited to 12-24 hours
and the area south of QJ.ik Fish be limited to 72 hours. As an incentive
to the boat owner to not stay too long on dry dock, Sieminski suggested
that the city charge less storage fees to the owner who utilizes dry
storage for short periods. To halt the present sloughing of land
between the grid and Seward Fisheries dock, he recomrended that sheet
piling be installed. He added that he would not like to see the City
maintenance and electric shops rroved to Forest Acres.
ROBERT VAUJATTA, 528 Fifth Avenue, Seward, appeared before the
Cam1ission and recomrended that harbor business employees park in the
proposed long-term parking area and erosion control be implerrented along
the entire beach front.
MIKE WILEY, 550 Railroad Avenue, Seward, appeared before the
Corrrnission in support of the proposed plan but expressed concern that
the proposed tent canping area would not be large enough. He supported
the path along the waterfront and expanded beach erosion control. Wiley
stated that the city street crews should leave a way to walk through the
snow dUIl'ping area; that there were many winter users of the waterfront
area.
JUDY DENNER, Sixth Avenue and MJnroe Street, Seward, appeared
before the Corrrnission in oppos'ition to the location of a new comfort
station proposed to be built to accormodate the tent canpers. Denner
stated that she lived in the building which overlooks the area in
question and VlOuld be offended to view a toilet facility from her
living room picture window. She also expressed her objection to the
late night traffic such a station would generate. For safety reasons,

NORM GRUNION, Small Boat Harbor, Seward, appeared before the
conrnission and suggested that the City rraintain one boat lift at the
Small Boat Harbor for errergency use. He also suggested that the City
tag vehicles owned by charter boat operators for identification by
police and grant special parking privileges to the operators. Grunion
also expressed concern regarding the adequacy of the fire response
system for the harbor area.

Martin and Andrijanoff reported that the City had made an
offer to the avners of the Pentecostal Church to purchase tlie church
for $200,000 plus two parcels of land -- a lot in Jesse Lee Heights
Subdivision and a 5-acre parcel in Carrelot Subdivision -- to be used as
a youth services center. The 6ffer would be contingent upon the City
receiving a Community Developnent Block grant in the arrount of $225,000.

before the Conrnission and suggested that the Fourth Avenue be
extended north to intersect with Old Airport Road.
No one else appeared fran the audience and the public
hearing was closed.
During Conrnission discussion, Andrijanoff inforrred the
M=mbers that the projects that could be completed this year
would be to delineate the three boat harbor area parking lots
and erect signs to infonn the public of the types of uses
allowed in each lot; erect informational signs at all the public
use areas such as the canping areas, comfort stations and the
durrp station; and mark and sign the National Iditarod Historical
Trail where it will begin and pass through the waterfront area.

JEANNIE MADDOX, 240 East Potter, Anchorage, Seward Cab
Corrpany, appeared fran the audience and stated that a shuttle
service to IlDve boats fran the harbor area to a storage yard
might be appropriate. Singleton stated it has been the past and
present policy of the City to encourage private enterprise to
develop boat storage.
DIANE RIVERS, Mile 3!.:l, Seward Highway, appeared from
the audience and stated that if Fourth Avenue was extended as
suggested by Snowden (See previous public hearing testiIIDny.)
then perhaps a one-way street system would help traffic
congestion in the harbor area . Rivers asked the Administration
if the taxis could use the proposed bus loading area in front of
the Park Service building as a taxi passenger loading and
unloading area. Schaeferrreyer stated that the bus loading area
might not be the IlDst desirable location for a taxi zone; but
the City would entertain a taxi -zone application for an area
near the Harl:>ormaster' s building if the cab corrpany sees a need
for such a zone.
ROBERI' VAIDATTA, Seward, appeared from the audience
voiced his opinion that the Chamber of Comrerce welcome sign
near. the cerretery was not in the IlDst desirable location. He
also suggested that a sign be erected which informs the visitor
of items of interest around Seward and shows the locations on a
pictorial map.

D. Wxxlruff reported to the Ccmnission fran the
attendance records that Corrmissioner Peterson had been absent
fran the last 3 regular rreetings. Wxxlruff noted that Section
2-57 (c) of the City Code requires that the remaining Corrmission
rrembers shall decide whether a Carmissioner should be retained
or whether to request Council to appoint a new rrember if a
rrember has been absent fran three consecutive regular rreetings.
Upon questioning fram the Corrmission, Audette stated that she
had written Peterson a letter on February 5, 1987, explaining
the Code provision but the City had not received a response.

X. COMMISSION DISCUSSION:
BRANSON stated that procedures were delineated in the
Sign Ordinance for a variance and that those procedures were not
followed in regard to the request as submitted by Seward Cab
Corrpany.
WASSILIE stated that Seward Schools were facing budget
reductions in light of falling revenues and urged the
Corrmissioners to contact Borough and State representatives with
their ideas of what should be retained and what could be cut in
the budget.

UNFINISHED BUSINESS:
A-1. Wassilie noted that a rrotion to grant a variance
to Seward Cab Company to allCM for advertising on its cabs as
long as signs do not obstruct the vision of the driver had been
postponed at the last rreeting.
Branson objected to granting the variance, stating
that the request for variance had not been handled properly and
that the arrount of signage requested was "way out of propor-
tion". Branson added that, if allCMed for cabs, soon trucks and
other vehicles would be displaying advertising signs.
Johnson stated that he did not feel that the arrount of
signage requested was excessive, noting that it was close to
what is currently on the Forget-Me-Not van.
Administrative Assistant Kerry Martin stated that the
ci ty currently has no real procedure for granting a variance to
the sign ordinance. He stated that the city's recormended 14" x
48" size (See discussion relative to a proposed ordinance
arrendrrent in Subsection "A", this Section.) was recormended by
an Anchorage agency as the industry standard.
Wassilie noted that the sign ordinance prohibited
portable and Off-premises signs. She objected to allCMing one
business (taxicabs) to sell advertising while not allCMing other
businesses to do likewise.

approximately 37 spaces. The plans allowed nurrerous spots for
picnic areas and camping. Plans also called for water and
electricity on site with an above-ground durrp station for sewage
to be used only during the surmrer season. Clemens stated that
he and r-tCracken also planned to do sone landscaping and
clean-up along the Fish Ditch. He added that he and his partner
would maintain a clean , attractive Park. He also stated that
the area would be fenced with access to and from the Park in one
location only. He stated that the Park would be an asset to the
Small Boat Harbor and to the city. He noted that the RV Park
would be operated during the surmrer season only, with plans to
use the lot for boat storage during the winter. C1enens also
noted that the Radio 'Ibwer and cables would be fenced so that
campers could not disturb them in any way. Clenens thanked the
Corrmission and Administration for calling the special neeting to
allow him to finish construction of the Park in tine to take
advantage of the 1987 camper season.
DON OLDCW, 315 Second Avenue, spoke in support of the
proposed RV Park. He stated that, if set up properly, r& parks
are great for the travelling public.
PAT WILLIAMS, 604 Sixth Avenue, spoke in favor of the
project. She stated that she was delighted to see that sorre use
had been found for the property.
BLAINE BARDARSON, 612 Second Avenue, stated that the
proposed developrent would be a nice addition to the Small Boat
Harbor. He urged the Conmission to vote in favor of the condi-
tional use permit.
HERMAN LEIRER, Dairy Hill, stated that it was "about
tine" sarething was put on the property. He stated that it was
irrportant to keep campers in town rather than out of town.
PAM OIDCM, 315 Second Avenue, stated that she was very
closely related to the tourist industry. She noted that people
are shying away from organized tours and travelling ITOre on
their own. She stated that RV rentals are up and the city needs
a place to put these campers.
No one else appeared in order to be heard and the
public hearing was closed.

opened; no one appeared in order to be heard and the public
hearing was closed.

Branson spoke in opposition to the variance, stating
that the requested carport would take the entire 20' setback.
SUtherland concurred, stating that the CMner currently has space
for four vehicles in addition to the garage already present at
the back of the property. He noted that the applicant could
construct a carport in his backyard with less encroachrrent into
the setback. Wassilie agreed, stating that she had "a problem
granting a 20' variance when we could give a 5' variance". She
also objected to taking action when Mr. Blatchford was not
present to defend his request or answer questions fratl the
Conmission. Woodruff also stated that he would prefer to have
Blatchford present to answer sorre questions he had about the
project.
THE QUESTICN WAS CALLED AND THE MJrION FAILED WITH

A. Notice of public hearing as posted and published
by law relative to an application for a conditional use pe:rmi t
as filed by Ray and Leslie Simutis for construction of a water-
front restaurant within the Seward Small Boat Harbor (1316
Fourth Avenue) was noted and the public hearing was opened.
JOHN SMITH, Breeze Inn I>btel, spoke in opposition to
the restaurant location. He stated that the restaurant should
be built on the sane side of the street as the Breeze Inn,
adding that the vacant lots on that side of the street should be
utilized before developing the waterfront area. He pointed out
that the proposed location would present a problem regarding
garbage service , delivery access, etc., due to the lack of a
back alley. He also objected to the loss of parking spaces
which would be caused by construction of the restaurant as
proposed.
GALEN ALBERTSOO, 901 Third Avenue, spoke in opposition
to any type of building in front of the Small Boat Harbor
Office. he noted that when he served on the Planning and Zoning
Corrmission, the Corrmission had denied other builders the right
to construct in that area. He stated that building should
continue on the other side of the street on lots available
there. He cautioned that the parking problem would "end up like
downtown" .
GERRY LORZ, 213 Third Avenue, stated that he had no
objection to the restaurant but was concerned about the parking
situation. He noted that his business (Oianond House of Willow)
had been located adjacent to the Breeze Inn and he had had an
opportunity to observe the parking situation for himself. He
stated that the city is "taking the parking problem too light-
ly".

MARrIN stated that the city had received 3 responses
to its RFP for lease of the vacated restrcx::rn space located in
the Small Boat Harbor. He noted that the Cormlission should
expect to see I1Dre applications for conditional use pennits in
the near future. He also noted that Fishing Corrpany of Alaska/
Seward Steelworks, JV, were in the process of negotiating a
lease at the SMIC for a ship repair facility, adding that this
would not, however, require a conditional use pennit.
XI. CXM1ISSION DISCUSSlOO:
WASSILIE asked if the planned tour of the prison and
SMIC had been sufficiently advertised. She stated that it is
important to ma.ke the public aware of these tours. She urged
the Comnissioners present to encourage public participation in
the tour.
XII. CITIZENS' DISCUSSlOO:
BOB VAIDATI'A, 528 Fifth Avenue, spoke in favor of
approving Blatchford's request for variance as originally
stated. He noted that the alley is too inconvenient to use
during the winter, adding that the sharp turn is difficult to
negotiate without backing into a snow bank. He added that a
carport in front of the house would "enhance" the property.
Valdatta also cormented on the non-availability of telephones
and restrooms in the Small Boat Harbor.
JOHN SMITH, Breeze Inn futel, spoke in opposition to
the Si1m1tis CUP for construction of a restaurant on the water-
front.
BOB SUMMERS, 528 Fifth Avenue, spoke in opposition to
the Si1m1tis CUP. He protested the "lack of details" and stated
that I1Dre "nillTlber" figures should have been presented before a
decision was ma.de. He also corrmented on the Blatchford request
for variance, noted that the back yard is lower than the alley,
ma.king it difficult for Blatchford to back out in winter.

SU'IHERLAND stated that bringing the grade up in the
Blatchford back yard with sorce fill would solve the problem
IlEntioned by Sumrers and suggested that it might be I1Dre desir-
able to ma.ke the back yard higher than the alley.
MARrIN stated that extensive renovation will take
place within the next year to reIIDdel the Harbonnaster's Build-
ing so that the public facilities will be accessible 24 hours
per day while the offices can be ma.intained during regular
business hours only.

A. Martin noted that the 34' building height limit
in the Zoning Code was originally irrpJsed because the city
lacked the equiprrent necessary to combat a fire aboVe that
height. He stated that the proposed building would be located
in the Industrial Zone and would have to rreet fairly stringent
building code and fire code requirerrents for sprinkler systems,
etc., and should not be subject to the 34' height limit. Martin
also explained that the proposed lease site has not yet been
surveyed and that there exists a possibility that the proposed
construction 'WOuld fall within the side yard setback. There-
fore, a variance into the setback was being requested at this
tirre to avoid an additional delay if the smvey indicated the
need for such a variance.

RURAL RESIDENTIAL ZONE; THE MJTIOO WAS SOCONDED BY JOHNSOO.
Wx>druff stated that, based on his experience, profit
could not possibly be a rrotive for operating a day care
facility. He added that there was a real need in the corrmuni ty
for quality day care and stated that he would support the
request for permit. He also stated that day care is not allowed
outright in any zone and the intent of the Land Use Plan was to
locate day care facilities in residential zones.

THE QUESTION WAS CALLED AND THE MJTION PASSED UNANI-
C. Martin indicated that the Borough had scheduled
this public hearing and, due to administrative error, it had not
been placed on the prepared agenda. He added that he would like
to request a recess prior to going into the proposed livestock
provisions so that he could review the IPaterial. He apologized
for the number of requested zoning code changes but noted that
many of the changes were required because of a change in termi-
nology (Le. "Light Corrnercial" is now called "Auto Cormer-
cial"), and the city currently has a significant arrount of
"unzoned" property which should be given a zoning designation.
Notice of public hearing as posted and published by
law relative to proposed Land Use Plan and Zoning Code amend-
ments was noted and the public hearing was opened.
HOLLY FADS, Salrron Creek Road, stated that she was
appearing on behalf of her rrother who owned some property in the
Rural Residential Zone which was scheduled to be rezoned "Re-
source Managerrent". She stated that her rrother was opposed to
this zone change.
WILMA LIND, 423 Third Avenue, requested a definition
of the "Office Residential Zone". Martin defined the zone for
her.
CHESTER THORNE, Diarrond Boulevard, stepped down from
the dais to testify under public hearing. He stated that he
owns property (#145) which is currently unzoned and scheduled to
be rezoned "Resource Managerrent". He stated that the "city had
IPade the property inaccessible" and should not be allowed to
zone it. He asked the Commission to rerrove this property from
the list of requested rezones.
BILL MACDONALD, Mile 2, Nash Road, also requested that
his property remain unzoned.
No one else appeared in order to be heard and the
public hearing was closed.
