Firat, regarding the garbage disposal in the Housing Area and he advised that the cans would be plaoed at the individual huts if agreeable with th Mr. Flynn, who was also preslmt and agreed, and Alaska Housing '.uthori ty will pay the bill of $252 for back payment of semi-weekly ~rbage haul. Mr. Gagnon also spoke regarding re-developnent and stated that Mr. ames will build 20 houses for sale at $10,500 and would need lots. He also advised that there should be a master p18n of the City and outlined the porcess and the necessary request must be made to AHA.to oome in and proceed. Mr. O'Neill and Mr. Chas. Eubank of Daly Co. were present and spoke regarding necessary procedure and would correspond further with the City. Mr. Gagnon gave a financial report on the Housing Area. Mr. Blue, Mr. Miller and Father Clapp were all present in protest of a liquor estab- lishment starting business on Third Avenue. Rev. Malin also present spoke in behalf of zoning for all liquor businesses. Mr. Walters presented a petition for a 5th cab company to be owned and operated by !!enry Mortensen, the matter was discussed and Dick Beissner who was present protested against another cab company. Clm. Werner moved ~o issue another cab license. Sec- onded by Clm. C. E. Johnson. Clm. Stockton, no, Rose, no, C. E. Johnson, yes, Watsjold, no, Werner yes, Gus Johnson, no. Motion failed. Resolution 31 was read; Clm. Gus Johnson moved to suspend the rules for the adoption of Resolution 31. Seconded by Clm. Rose. All in fevor, motion carried. Clm. Rose moved to adopt Resolution 31: RF8:>LUTION 31 I BE IT RESOLVED by the Council of the Town of Sewara, Alaska, that the foDowing named persons shall aot as Judges, Clerks and as Inspeotor of Special election to be held January 20, 1953, at Seward, Alaska, for the purpose of acquiring a Municipal Hospital not to exceed $400,000: .. Mayor Painter in the Chair. Present were elm. Stockton, Rose, C. E. Johnson, Watsjold. Werner and Gus Johnson. Minutes of the last regular and special meetings were read and approved. Letter was read from Seward March of Dimes Committee requesting that the Nobby. Club remin open until 2:30 A.M. February 6th for a benefit danoe. Clm. Werner moved to grant the request that the Nobby Club be kep open until 2:30 A.M. February 6th only. Seconded by Clm. C. E. Johnson. All. in favor, motion carried. ,l Letter from Don Wilson APW was read saying he would do what he could to put the school in for funds in place of the hospital. 'Letter from Delegate Bartlett was read reqgarding appropriation for the Seward end of the Railroad. Letters from He11enthal and Parent Teaohers Assooiation were read requesting an election for annexation of Bayview School. C1m. Watsjold moved to Bet April 21, 1953 for election of Bayview School Annexation. Seconded by C1m. Gus Johnson. All in favor, motion ca.rried. The Mayor informed the Council he had telephoned Mr. Cottis in this regard and the payment of the Petrovich note in full would probably hasten the bond issue. The Brady option was discussed and letters re-read. Clm. Gus Johnson moved to contact Mr. Gregory of Stringer & Connolly law firm to render a dicision on the legality of the option and acceptance from Brady Construction Co. Seconded by Clm. Stock~on. 'All in fdvor, motion carried. I " C. P. Keating spoke regarding a-direct approach in Washington, D. C. to get the $725,000 for school instead of hospital. He was advised that the City would contact Mr. Bartlett and that Don Wilson has also said he would assist. Alaska Telephone Corporation letter with proposed rate schedule and wage schedule was read and discuesed by the Council .and two Gperators who were present. The Council setoMarch 2, 1953at 8:00 P.M. as the date for the public hearing to be held on the :telephone rates.- Mrs. Drown dssured the Council of continued telephone service pending the results of the rate hearing. The matter was discussed and said to be handled by the Police Committee for the necessary procedure in recovering said equipment. . . Trevethan who was present said he would like to see a light switch installed at th. school to re0Ulate the stop lights on ~ird and fourth Avenues and the Police Committee was 9sked to correct these signal lights. Letter from School Board requesting that all be done to try to obtain the $~25,000, allotted to Hospital from AFW, for funds for new school was read,and City Clerk instructed to send them a copy of letter to Mr. Ba,tlett. I Mr. Myers and Trevethan of the Utility Board were present and the Council asked if they had received t1'e letter requesting a financial stament and they advised that there had been no meeting. lim Kirkpatrick brought up the matter of the ambulance saying if should be removed from the jurisdiction of the lolice Department. The matter was discussed and the police depart~~nt was given permission to give the ambulance away if they wished, or if tl~y could get a group interested in opereting the service they could lease it, -but it would be weel to maintain an ~ance service for the City. Stockton, Rose, C. E. Johnson, Watsjold, Werner and Gus Johnson. Minutes of the last regular meeting were read and approved. I George Giardina was present and presented a letter requesting extension of opening hours by Orciinance, for any liquor establishments having two or more entertainers. Mr. Giardina spoke regarc\ing p:iyment to the City; the matter was discussed and tal'led for further consideration. Frank Woods was present regarding a bill of $1,4'5 due him from the Water System and requested payment from the City, or a definite date on which he could depend on receiving his money, and he stated he would be charging interest beginning January, Hellenthal letter to Preston, Thorgrimson & Horowitz regarding the bond issue was read, the bond issue discussed and the City Clerk instructed to notify the Utility Board of a special meeting with the Council at 8:00 PM Wednesday, February 11th. Mr. Neeley of the BPR was present regarding the maintenance of the airport and re- GJUested the appointment of an airport manager to act as go-between between the BPR and Director of Aviation. The Mayor appointed Clm. Mr. Neeley told about siok leave for BPR employees, Perry Stookton was appointed to obtain information about sick leave for the next regular meeting. Harry Southard said it would be necessary to obtain the necessary procedure from the attorney for levying the sewer assessment and he was instructed to contact Mr. I Cotti.. The letter from He11entha1 regarding another election for the sewer bond- , ing was read and discussed. Letter from E. L. Bartlett, Delegate regarding the status of the school in the 'present budqet for APW was read. Letter from Alaska Housing Authority dated February 9th regarding Slum Clearance ,and Urban Redevelopment in communities in Alaska was read, with considerable discu~&on. Letter from Chief operator of ATEC advised a guarantee of full telephone service until the public hearing on rate increase. Information regarding action on liquor application when not approved by the Counci~, was read from the Clerk of the Court. Letter-from Robertson, Monag1e & Eastaugh, attorneys in Juneau, was read regarding deeds for propert~.to Brady Construction Company. Th~ situation was discussed and Mr. Southard/a~fed to- contact the atbrney regarding the present status of the property in question. The hourly payroll was read. Seconded by C1m. Gus Johnson. Clm. He also stated he didn't understand the 4nability of the company to install new telephones which would increa~ their revenue; the toll charges, and ell billing is from Juneau, are often protested and go unanswered, thereby causing a loss of revenue; he understood a certa in trucking company which had gone out of bulliness had run a large bill for toll ciiarqes which had gone uncollected, al so a loss of revenue to the company. SIM, in summarizing the complaints, said, as No.1, the employees have done an 9 excellent job regarding operating and ~aintenance; No.2, regarding the ACS, they were purposely in a stalemate as losses have been too great; No.3, regardinq local revenue, 10 too much rev~"ue has been lost. During the first three quarters of 1952 the ~esse. amounted to $12,548.10, substantiated by audited records. According to the franchise, 11 the company is supnosed to IDI\\::e 11 profit but haven't. To make a profit it would be necessary to first, have a rate increase; second, expansion of facilities. 12 MRS. DRCMN, said the toll lines loss regarding the truck company had been turned over to 13 a collection ec:;ency whioh had in turn given out the information, that it had not came from the office; she answered various complaints of Mr. Fleming, Coumbe and Coleman, saying 14 a great deal of the fault was due to people of Se,.ard, and oomplaints should be called into the busilless office not to the operators. ~ffiS. REED, said she had no additions other than people do not observe business hours. HEB LYND, said he has nothing bllt contempt for the people of Seward for their attitude during the bad time. and the peop le should go along on the up-keep. He has wanted a cable plant but it has not been the fault of the operators nor himself. MRS. Mr. McAdams spoke regarding the clearing of title to lots purchased by Brady, saying the City had no title to two of the lots and some had not been on the tax roll for years. He also asked that deed to Seward Investment bo., a non-existent corporation, be rescinded and new deed issued to C. Ted Brady. H e then asked for a few moments to change a proposed ordinance. I Under reports of standing committees the position of harbormaster w!~bdiscussed and Clm. ~ockton reported that Chief Balmat had received a broken/ln action during the actioni,on thee,Grebe. Mayor Painter stated that he had seen Donald Wilson of APW in Anchorage and was assured that funds had been made available for the school and the amount of funds, but it is definitely approved. He suggested an election on the hospital and to submit an allover paving program before. the APW goes out of existence in 1955. Mr. Nicholas reported on the policing of the dump and said the man he had t~ted is is undecided. In the meantime the street department will fence the dump area and start control of dumping etc. Mrs. Tyner reported on the Flamingo assessment for which the actual bills had been submitted to her. Painter reported on his visit to Fairbanks Council meeting stating it. was the same' as Seward wi th all the same JYoblems, advising that they also have a Sales Tax that has been bringing in a great deal of revenue and that all persons from out of town i were required to pay sales tax on all purchases. Our own sales tax was then discu~sed. Southard spoke about an easement in the Marathon Addition for water department tha1f ,the lot is no longer required and could be published as a lot for sale. He also ' spoke about the re-possession of t he lots of Seward Rifle and Spau;-tsmen' s Club. Mr. Keating spoke regarding the authoritfes granted the Utility Bc:a rd and that the, Council is the proper authority to handle the affairs of the City. He suggested that Mrs. Tyner check into and state the pilwers of the Utility BOiird but that a definite request be made to the Utility Board for the minutes, financial report an4 audit. Mr. Wernerspoke about the other requests for financial reports and that ha\jle been still refused. I Jack Kelly spoke regarding a lot for the use of the erection of a building for housing the amublance and would like property adjacent to the police station, where there is about 15 feet available. Nayor Painter said he VTould like to offer the use of his lots and building behind the Spic and Span if they could be utiliZed by the ambulance corps. Mr. Kelly s aid they would be very pleased to use this property until such time as something else would be available. He said they were in dire need of a new ambulance qu oted prices and models available. There was considerable di scussi on regarding thi s. Mr. ~ll y s aid the ambulance corps was holding a dance on Halloween for raising funds and was advised to contact the Council after their dance. Mr. Wells application to be tabled until the ordinance is in effect. Clm. stockton read a letter from the police department regarding a change in the can zones. I Bills and letter from the Sellers Clinic were presented and read and Southard reported on the damage that occurred. There was further discussion regarding the permission of the oil tank to be placed in the alley with minutes of the previous meetings having failed to make any mention of any such approval. The matter to be referred to the city attorney regarding liahility. A further bill was presented fram Sellers Clinic for repairs to furnace by Seward Plbg. & Heating. Mr'o~oberts spoke regarding ice skating on the vacant property south of Gil's Louhge and/at 2nd Lake to be cleared, levelled and glazed, asking that the Council set aside a fund of money and that definite action be ta~en for recreation for ice skating at 2nd Lake. Cliver Amend volunteered the use of his 4x4. Clm. Rose moved to aut"orize $100 for ice skating purposes. Seconded by Clm. Johnson. All in favor, motion carried. Mr. Schaefermeyer spoke about the increased fire insurance rates and fire loss in Seward was discussed, Clm. stockton and Johnson were appointed as a committee to investigate the matter and draft a letter of protest. . R~port of the Public Health Nurse was read' with request for cla1fication on time of payment of $800. Clm. Johnso.n moved to pay $400 toward the ::!ealth Nurse maintenance for period to June 30, 1954. Seconded by Clm. Rose. All in favor, motion canied. I Mrs. Luther Jones was present again requesting permission for the installation of a rruard rail on each side of the lagoon road and was' again advised that the city has no jurisdiction, thts being tideland. She advised that a group of people have volunteered all work, no cost to the city, but would like to have a letter from the city saying they have no objection to the installation of the guard rail. The volunteers to work with Clm. Anthony and Hodson. Mr. Woods also spoke about the guard rail. Lease of Seward Sea Foods was discussed and Hr. HUt to be advised that the matter '..lould again be brougl1(up on January 4th,1954, and the lease will be terminated if the rent is still in arrears. Bobbie Garrett of the Northern Bar was present, requesting permission to have pinochle and pan games. A letter in this regard from the Chief of Police was read by Clm. Stockton. Mrs. Garrett advised that she wants an open game and the setting I up of an ordinance to cover such card games was di scussed. Mrs. Garrett requested permission to have card games until the ordinance is drawn up. Clm. Rose moved to extend special permission to Bobbie Garrett to run pan and pinochle gernes until .
