Minutes of the Special Meeting of the Seward Town Council
held January 8th. 1917.
The meeting was called to order at 8;30 pm. by Ex-officio
Mayor Sauersaand all councilmen were present excepting Chamberlin.
Mayor Myers was also absent.
The minutes of the last regular meeting were read and approved.
A communication by the Secretary of the Fire Dept. reccomending
an improvement on the present fire system, was 'read and after a short
discussion Douzherty, Bnl. by Torrey moved that the Mayor appoint a
member of the Council to superintend the construction of a lean-to
building to the Fire Hall, large enough to house a horse and any
necessary fire equipment, also the the fire bell be moved to the
hose tower On the fire hall, and the motion carried. The ma yor
appointed Councilmen Dubreuil to begin the work at once.
The question of having the jail in the lower part of the fire
hall came and the mayor instructed Councilmen Dubreuil to see
about the feasibility of having same there.
Dougherty moved that the Mayor be instruoted to appoint some
one to paper and paint the meeting room in the FireBall, and
motion was 2nd. by Dubreuil and carried, so the Mayor appointed
Councilmen Torrey to go ahead with the work at once.
The sale of Lot 38 in Block 14 and building thereon, came
up again as J. J. Finnegan did not make good his proposed buy of
the property, and Dougherty moved that the olerk publish for 30
days in both newspapers an advertisement offering for sale the
building and lot as before named for the sum of $1000.00; terms;
1/3 down, 1/3 in 6 months and balance in one year, in.erest at 8%
on all deferred payments. Motion was 2nd. by Torrey and carried.
On motion the council then adjourned to meet again January
15th. 1917 at 8 pm.

Dmugherty, 2nd. by Torrey moved that the report be accepted
and the motion carried.
A communicatimn by the School Board asking for a donation of
$1000.00 to the School Fund was read and Dougherty, 2nd. by Dubreuil
moved that the clerk draw a warrant for that amount and at the call
of the roll all councilmen voted "aye".
Comnmnications form O. G. Laberee and Geo. Turner regarding
the condemnation of their lots in Block 7, for street purposes, were
read ani Sauers, 2nd by Torrey moved that the City Attorney be
instructed to write above named parties offering them the assessed
valu~tion placed on their property for the year 19l6, and at the
call ~f the roll all councilmen present voted "aye" so motion was
carried.

Dougherty, 2nd. by Dubreuil moved that the above bills be paid
and at the call of the roll, all oouncilmen presen1 voted "aye" so
the clerk was instructed to draw warrants for amounts stated.
Sauers moved that tl-Je cle::k draw a warrant for the amount of
taxes due on the Lots 34 & 35 in Block 10, which aee owned by J. B.
Ballaine, same to apply as rent of said property, as the City Hall is
situated on said lots. The motion was 2nd. by Dougherty and oarried.
On motion the council then adj~urned until Monday evening Feb.
5th. 1917, at 8 pm.

The meeting was called to order at 8 pm. by Ex-off}eio Mayor
Sauers and all were present excepting Councilman Chamberlin and Mayor
Myers.

The minutes of the last meeting were read and approved. .
A communication from the school Boani asking for $1000.00 ffor
the school fund was read and Torrey, 2nd. by Dubreuil moved that the
clerk draw a warrant for the amount and at the call of the roll, all
councilmen present voted "aye".
A communication h~ Dr. Chas. Daggett regarding the light pOles K
in front of his property asking the city to take same over, was read
and Sauers moved that the clerk write to Dr. Daggett stating thet the
city would take over the pOles as soon as the street lights were in-
stalled but not before. The motion was 2nd. by Torrey and carried.
The question of the special aasessment still due against the
property of J. L. Graef, w~s heard and afeer a short discussion Torrey
moved that Mr. Graef put in a claim for the consideration of the
council. The motion was 2nd. by Dougherty and carried.
The s~ecial assessments for the year 1916 were protested by
Attorney Finnegan in behalf of the Dickerman Estlll.te and H, Dougherty
in behalf of Dougherty & Stewart, and after a lengthy discussion,
Dougherty, 2nd by Graef moved that the cost of the crosswalks be
deducted from the assessments, the result on motion being as
follows:-
"Ayes" Dougherty, Dubreuil and Graef.
"Noes" Sauers and Torrey.
Absent and not voting, Chamberlin.
The city attorney ruled that the motion had the dignity of a
resolution and required four voting for same to carry, so the Mayor
declared the motion lost.

Dougherty, 2nd by Graef moved that the above bills be paid ani
the the clerk draw warrants for same, an~ at the oall of the roll all
councilmen present voted "aye".
Attorney L. L. James Jr. representing J.O. Patten regarding the
amount of the special assessment of sewer was ordered b; the Mayor to
be investigated and reportei at next meeting.
On motion the council then adjourned to meet again February 19th.

The Minutes of the Regular Meeting of the Seward Town Counoil
Held February 19~h. 1917..
The meeting was called to oeder at 8 pm. by Ex-officio Mayor
Sauers and all counoilmen were present excepting Chamberlin.
The minutes of the last regular meeting were read and approved.
Communications from Secretary of the Navy Josephus Daniels,
Senator Geo. E. Chamberlin, and Delegate Wickersham, were read by
the clerk, and he was instruoted to acknowledge the reoeipt of same
and extend oompliments.
A communioation by J. L. Graef regarding damage done in placing
of conorete sidewalk in front of his property and bill of $66. for
same "was read and a short discussion followed.
Councilman Chan;be~lin entered meeting at this time, and after
explain;ngthe oomplaint to him, Dougherty, 2nd by Torrey moved
that $33.00 be deducted from the Special assessment of Mr. Graef,
and at the call of the roll all councilmen voted "aye" excepting
Graef who voted "no".
The ma~ter of ,special assessments came up again and Treasurer
Romig asked that he be allowed to issue, a reoeipt for taxes under
protest, and same was granted.
Attorney James representing the Dickerman Estate, in the
absenoe of Atty Finnegan, pntested the cost of the crossw~lks and
cross streets being oharged to the abutting property holders and
asked for a reconsideration by the council. After a short discussion,
Chamberlin moved that the payment of the improvements stand as the
retetion called for, namely, 2/3 of the total cost of the imp-
rovement to be paid by the abutting property holders. The motion waa
2nd. by Torrey and carried.
The special assessments on sewer were protested by Attorney
James, representing B. Hettel and J. O. Patten and a refund was
asked for. Dougerty moved that the refund be made, but as there was
no ~nd. to the motion it was lost. mbamberlin then moved that the
Mayor appoint a committee to investigate the oost of the sewer and
determinate if an excess has been oharged. Motion was 2nd. by
Dubreil and carried, and the Mayor appointed Counoilmen Dubreuil
and Dougherty as the oommittee.
Councilman Dougherty stated that the sewer was not complete
on his lot, as it was a few feet short, and asked that this be
inserted in the minutes of this meeting, so that he may be considered
if at any time an extention be made to the sewer, whereupon Counciln~n
Chamberlin stated that Mr. Dougherty was a member of the Council at
the time and should know what was going on.
Dougherty, 2nd by Graef moved that the delinquent tax roll
should not be mad e up for one week and at the call of the roll all
Councilmen excepting Chamberlin Voted "aye".

The minutes of the Special Meeting of the Seward Town Council
HELD February 26th. 1917.
The meeting was called to order at 8 pm. by Ex-officio Y~yor
Sauers and all Councilmen were present excepting Chamberlin.
The question of the delinquent tax roll was Brought up and the
advisability of advertising houses that were on the beach was
discue.ea and Dougherty, 2nd. by Graef mlllvea that the clerk strike
from the roll all houses that no longer exist and the personal prop-
erty of C. Alexander and Edgar Privinse. The motion carried.
City Magistrate Booker stated that he was compelled to leave for
a few weeks and asked th~t the council appOint Mr. R. L. Wever as
magistrate during his ab3ence. Dougherty, 2nd. by Torrey moved that
Mr. Booker notify Mr. Wever of his appOintment by the Counoil and
motion earried.
The following were nominated as the election board for the
ooming eleotion:

suitable assessment roll for this year and the motion oarried.
On motion the council then adjourned.

held Karch 5th. 1917.
The meeting was oalled to order at 8 pm. by Ex-officio Mayor
Saue~s and the following oouncilmen .ere present.
Dubreuil, Graef and Sauers.
Counoilmen Chamberlin, Dougherty and Torrey were absent,
There being no::quorum 'present the meeting was adjourned until
a quorum could be had.

The minutes of the adjourned meeting of the Seward Town Council
held March 7th. 1917.....
The meeting was called to order at 8 pm. by Ex-officio ~~yor
Sauers and all were present excepting Councilman Dougherty and
Mayor Myers.
The minutes of the last regular meeting were read and after
correcting same by stating that the bill of J. L. Graef, regarding
the sidewalk in front of his property on Broadway, was for material
and labor and not for damages, they were approved.
The minutes of the special meeting of February 26th. and
the minutes of the meeting of ~a~ch, were read and approved.
A communication from the 8ohOol.board asking for $2300.00
for the balance of the school year, wasread and Dubreuil, 2nd.
by Torrey moved that the olerk draw warrant for like amount and
at the call of the roll all councilmen voted "aye".
A communication by E. A. Thede regarding damages done by
improvement of sidewalk on 2nd, Ave., ani bill for same was read
and Graef, 2nd. by Dubfeuil moved that the steeet committee
investigate and report baok at next meeting. Motion carried.
Torrey" 2nd. by Dubreuil moved that the clerk draw a
warrant for $5000.00 and interest for 4 months, in favor of the
Bank of Seward, to ~rene~~ the loan of $5000.00 now due. At the
call of t:]e roll all councilmen present voted "aye", and motion
carr~ed.
As L. C. Bates, whp was appionted judge for the coming
election, oould not serve owing to the fact that he was drawn on
the jury, Dubreuil, 2 nd. by Torrey moved that Mr. Reginald Kerr
be appointed in his stead. and motion carried.

The m,::eting was called to order at 8 pm. by Ex-officio Mayor
Sauers, and .all councilmen were present excepting Chamberlin.
The minutes 0: the last meeting were read and approved.
A communication from DeleCate Wickersham was read and oraered
fllel.
The following resolution was read by the clerk:-
"That,' whereas, the powder houses and buildings used for the
storing of powder and other high explosives, situated on property
belonging to the Alaska Northern Ry. Co., South of the logoon at the
head of Resurrection Bay, within the city limits of the Twon of Seward,
are, owing to their close proximity to the buildings of the Alaska
Northern RY. CO., the San Juan Fish Co. and other builiings in that
vicinity, and the business portion of the Town of Seward, is a great
menace to said prcbperty and creates a great fire haz~ard., and is there-
fore a nuisance. Therefore, saii powder houses and all other structures
situated on the property of the Alaska Northern Ry. Co., south of the
lagoon at the head of Ressurectton Bay, in the city limits of the
mown of Seward, Alaska, used for the purpose of storing powder or other
high explosives, each of them be, and each of them are hereby deolared
a nuisance, and are hereby required to be removed outside of the city
limits of the Town of Seward or north of the lagoon at the north end of
the Town of Seward within the city limits thereof; and be it furthur
resolved that said structures shall be removed or torn down at the
expense of the owners thereof, or all explosives removed therefrom by
the owners thereof, at their own expense, within thirty days from the
passage of this resolution, and if not so removed ~roeeedings will be
commenced against them and each of them to compel:them to supress said
nuisance, and be it furthur resolved that the town marshall of the Town
of Seward be and is hereby instructed to serve on each of the owners
of such stru~tures a copy of this resolution, and be it furthur resolved
that no powder or other high explosives shall be kept within the city
limits of the Town of Seward, except, as is now provided for by
ordinance."
Dougherty, 2nd. by Dubreuil moved the adoption of ,the resolution,
and at the call of the roll, all councilmen present voted "aye~, and
was so ordered.
An amendment to ordinance # 44 entitled,
I1An ordinance amending Sect. 13, of ordinance #44 of the Twon of
Seward, Alaska, which is an ordinance providing for special and general
Municipal Elections ~n the Twon of Seward, Alaska: For the registration
of voters for such election, and other matters properly related thereto,
also to add to said ordinance one section, to be known as Sect.4&
thereof. 11
Dougherty, 2nd by Torrey moved that ordinance pass its first
reading, same carrtnging as all councilmen voted l1ayel1 at roll call.
Dougherty, 2nd, by Torreymoved that ordinance 9ass secofid read-
ing by title only, and a) the call of the roll all councilmen voted

After the third and final reading, by suspension of rules,
Dougherty, 2nd. by Torrey moved the adoption of ordinance, and at
the call of the roll all councilmen voted l1aye2, and was so ordered.
The mayter of E. A. Thede was reported by the street commit~ee
and they recommended the services of an engineer to reccheck ~rofile
as soon as weather permitted; same was so ordered.

Dubreuil, 2nd. by Dougherty, moved that said bills be paid
and that clerk draw warrants for same and at the oall of the roll
all counoilmen voted "aye" and was so ordered.
Treasurer Romig Having received a remittance from Edw. L.
Crawford for his sewer tax, and as same had been delayed thru the
mail, it did not include the amount of penalty and costs, there-
fore in order that the Treasurer might accept same, he asked that
the amount of the penalty and costs be waived by the council,
whereupon Dougherty, 2nd. by Graef moved that the penalty and
costs be removed from the assessments of Edw. L. Crawford, on Lots
32 and 33 in Blook 8. At the call of t~e roll all councilmen voted
"aye" and was so ordered.
On motion the oounoil then adjourned until Wednesday evening
April 4th. at 8 pm.

The meeting was callei to ~rder at 8 pm. by Ex-officio Mayor
Sauers and all councilmen were present excepting Chamberlin.
The meeting was held in accordance with Ordinance #44 for
the purpose of canvassing the vote of the Municipal and School
Election heli in the Town of Seward, Alaska. on the 3ri. day of
April 1917, ani the following resol~tion was read by the clerki
"Whereas in accordance with the oriinance of the Town of
Seward, Alaska, and notices given, an election was held in the
Town Hall in the said Town of Seward on the 3rd. day of April,
1917.
Wheareas in accordance to the Certificate filed with the
Munioipal Clerk by the Election Officers, the following named 0.~
persons reoeived the exact number of votes placed opposite theirr
for the offices as hereinafter stated. to-wit:

The Minutes of The Regular Meeting of the Seward City Council
held April 16th. 1917.
The meeting was called to order at 8 pm. by Mayor McDonald
and all members were present.

The minutes of the last meeting of the old Council, held
April 10th. 1917, were read a motion by Councilman Sauers, 2nd.
by Councilman Dubreuil to approve same, was carried.
The minutes of the adjourned meeting of the incoming Council
were read and Councilman Cotter, 2nd. by Councilman Laechner,
moved that they be approved and motion carried.
Councilman Chamberlin, 2nd. by Councilman Crawford, moved
th~ the books of the City Treasurer and the City Clerk be audited,
and that Mr. W. H. James be appointed as auditor and receive sixt)
dollars for his services. At the call of the roll all councilmen
voted "aye" and was,~sO ordered.
The report of the auditor W. H. James was read by the clerk,
and Cbunoilman Chamberlin moved that same be referred to the
Finance Oommittee when appointed and a copy of aaid report be made
and presented to eacb member of the Council. The motion was 2nd.
by Councilman Sauers and carried.
A communication by City Attorney J. Lindley Green, asking fox
an increase in salary owing to extra duties, was read, and Council-
man Chamberlin, 2nd. by Councilman Crawford, moved that same be
referred to the proper Committee and given consideration. The
motion carried.

The report of the Municipal Magistrate for the year was read
and Counoilman Sauers, 2nd. by Counoilman Dubreuil, moved that
the report be accepted and filed. Motion carried.

Councilman Chamberlin, 2nd. by Councilman Cotter, moved that
the Health Officer report in writing the places that do not compl~
with the City Ordinances, and the motion carried.

Mayor McDonald read his message and recommendations to the
Council and Counciman Chamberlin, 2nd. by Councilman Dubreuil,
moved that same be spread upon the minutes of this meeting. The
motion carried and the message reads as follows:-
"To the Honorable Council,
City of Seward,
Gentlemen:-
"In compliance with my duty as executive officer
of the City of Seward, allow me to submit the following recommend-
ations, for your consideration;
Your first work, I beleive, should be to revise Ordinance "AI
"An ordinance for establishing rules and eegulations for the Town
(now City) of Seward, Alaska, for the Council, City Officers and
City Government, and for other purposes."
On Feb. 28th. 1916, Sec. 3y4-6-7 of Chapt. 50 of the Session
Laws of Alaska,19l5 was ratified at a speCial election, but for
some reason the Council failed to change or revise their ordinanCE
to conform with the new conditions.
In making this revision, I want to call your attention to Sec.
25 of Ordinance itA", which says, "that every proposed ordinance
shc,ll, after being introduced, and read.. lay on the table, until
the next regular meeting. It shall not, except under suspension ~

rules, (and this requires five votes) be passed at the meeting at
which it is introduced." If your minutes are oorreot, Ordinances
have been repeatedly introduoed, passed thru three readings and
adopted, all in one evening, and without even a motion to suspend
the rules. With matters so important as an ordinance this is a
dangerous practice and'it is not fair to the people of Seward, and
should be oorreoted by inserting a seotion that will oompel every
ordinance to take its regular oourse and receive publioity.
Seo. 26, of Ordinance "A" whioh provides that any two or more
offices of the City of Seward may be held by the same person, in
the disoretion of the Council, was inserted, as in all other Alaska
towns, so that as they grow, the town or oity oould look forward tc
a time when they would have a oity office, in oharge of at least
one official, usually the oity olerk. Last year, I believe the bus~
iness transaoted, acoording to the warrants drawn waa about
$66,000.00. With a business as great as this, and oare of records,
charts, etc. I bel!eve we have about reaohed the point where we
should have one man on full time, with an offioe where all the
city's business will be transaoted. This oan be acoomplished, with-
out additional expense by combining a number of smaller salaries.
With this object in view, I would recommend that your city olerk bE
appionted Munioipal Magistrate, as has always been the custom in
Seward and other Alaska towns. If this policy is followed, we can
create a city office during the year and the business of the city
will receive better attention and without any additional expense.
I think we all,understand that this year we must hold down
eEpenses as much as possible; yet in view of the greatly increased
cost of living, your Chief of Polioe should have a salary of $150
per month and the patrolman $125 per month. In view of the hours
this department is worked, this would be only a fair salary.
Sec. 4 of Chapter 50, laws of 1915 olearly defines my duties
as executive head and presiding officer of this Council and I shalJ
endaavor at all times to carry out the mandates of this body and
preside over your deliberations with fairnes and impartiality. In
return, I will ask your support and assistance.
The council will be advised as to conditions of oity's finan-
oes as soon as the auditor has finished cheoking the books of the
city clerk and treasurer.
I trust you will give due oonsideration to the above reoomm-
endations whicm I consider necessary for the best interests of the
city."

Regarding the ohoosing of appointive officers, Councilman
Chamberlin, 2nd. by Councilman Crawford, moved that these appoint-
ments be deferred until Monday evening April 23rd. Motion carried.
Councilman Chamberlin Moved that the City Attorney prepare an
ordinance fixing the Salaries of the city officers leaving the
amount in blank, also that he prepare a revision of ~rdinance "A~.
The motion was 2nd. by Councilman Sauers and carried.
Counoilman Chamberlin then moved that the 1~yor appoint a
speoial committee(with the mayor as an ex-offioio member of said
committee) to assist the city attorney in the work of revising of
Ordinance "A". motion was 2nd. by Councilman Crawford and carried,
whereupon the mayor appointed Councilmen Chamberlin, Cotter and
Crawfprd as members of said committee.
Councilman Cotter, 2nd. by Councilman Dubreuil moved that the
message of the Mayor be given to the daily paper for publication.

The Bond of the Bank of Seward was read and Councilman Chamb-
erlin, 2nd. by Counoilman Leohner moved that same be referred to
the city attorney and motion carried.
The Bond of City Treasurer J. H. Romig was read and Counoil-

Councilman Chamberlin, 2nd. by Councilman Crawford moved the
ordinance pass its third reading and final passage, and at the
call of the roll all councilman voted llayell, and the Mayor declared
the ordinance adopted.
For the nomination of president of the council, councilman
Cotter was nominated, on motion of louncilman Sauers, 2nd by
Councilman Crawford. Councilman Chamberlin moved the nominations be
closed and that & unanimous ballot be cast for Councilman Cotter.
The motion was 2nd. by Councilman Lechner and carried, whereupon
the Mayor declared Councilman Cotter unanimously elected presi:ient
of the council.

Before proceeding with the election of the city officers,
Councilman Chamberlin movee that all applicanta for appointive
offioes, file their resignation with the city clerk, same to take
effect at the discretion of the oouncil. Motion was 2nd. by Council
man Cotter and carried.
The mayor appointed Councilman Lechner and Chamnberlin as telle s
and the council proceeded to elect the Municipal Magistrate.

The election of Fire chief and Patrolman, which two offices
had been combined, came up and as the application of M. A. Horner
was only for Fire Chief. he stated that he would like a little
time to consider and Councilman Cotter moved that the election of
Fire Chief and Patrolman be held over until the next meeting and
in the meanwhile Mr. Horner shoald continue in his present capac
ity as Fire Chief. The motion was 2nd. bj, Councilman Sauers and
carrted. A previous motion to declare the election of M. A. Horner
was withdrawn.

The meeting was called to order at 8:30 pm. by 1~yor McDonald
and all Councilmen were present excepting Councilman Sauers.
The m~nutes of the last meetin~ were read and corrected by
stating that the Fire Department reccomended the elaction of M. A.
Horner as Fire Chief instead of having Council indorse him. Council
man Cotter, 2nd. by Councilman Lechner moved that the minutes be
then adopted as corrected. Motion carried.
Dr. J. M. Sloan addressed the Council regarding the establish-
ing of a quarantine station in Seward and after a short disoussion,
Counoilman Chamberlin, 2nd. by Councilman Crawford moved that the
olerk forward a letter to Mr. Christiansen at Anchorage, to find
out what land could be had for that purpose. Councilman Cotter
moved an amendment, that the matter be ref~rred to the Health Dept.
to confer with Mr. Weir to get quicker action and refer back to
the :.ia.yor and Council at once. Motion was 2n:i. by Councilman Lech-
ner. Councilm~n Chamberlin accepted the amendment and same carried.
Attorney S. O. Morford was heard by the Council regarding
some notices he had received concerning the condemning of two
toilets and he stated that he would take care care of same and
would like to have matter taken up with the Health Dept, for
adjustment. The Mayor stated that this would be done and the matter
was referred to the Health Dept.
Mr. E. O. Sawyer stated to the Counoil that the rip-rap work
in the glacier stream above his property was washed out. last fall
and endangered his property. The matter was referred to the Street
eommittee.
A communication from the Seward Fire Dept. regarding better-
ment of organization and needs of same was read and Councilman
Cotter, 2nd. by Councilman Dubreuil moved that same be referred to
the Fire Committee and motion carried.
Anotber communication from the Fire Dept. regarding a letter
presented to the last council was read and referre~ to the Fire
Dept. on motio~of Councilman Chamberlin, 2nd. by Councilman Cotter.
A communication from Health Officer regarding the ruins of
the Eide and Crowther residences was referred to the Health Committ

The Special Committee authorized to wait on Mr. Herner, re-
garding his attitude toward combining the offices of ~ire Chief
and Patrolman, reported that Mr. Horner had declined to act as
Patrolman, The matter was allowed to go over until the next
meeting.
The matter of. indigents was discussed and the bill from the
Seward General Hospital for hospital services rendered to R. B.
Tucker and Thos, Kelly. amounting to $150.00, was moved by
Councilman Cotter, that a special committee be apPOinted to
confer with the Hospital pfficials to see if a lower rate could
not be obtained fot such cases. Motion was 2nd. by Councilman
Crawford and carried.
The ~tter of the completion of the li~hting system and movin
of pOles was disoussed and councilman Lechner reccomended that th
pOles be placed on the corners so that they could be seen from
both streets, and Councilman Cotter, 2nd. by Councilman Dubreuil,
moved that the reccomendation of Councilman Lechner be adopted
and the motion carried.
The condemnation proceedings as startei by the City Attorney,
was taken up relative to settling saiue out of court and Council-
man Lechner moved that the matter be referred to the Finance Comm.
and City Attorney to act as soon as possible. Motion was 2nd. by
Councilman Crawford and carried.
The matter of the Base Ball and Public Park was discussed,
and Councilman Crawford, 2nd. by Councilman Cotter, moved that
the street Committee make an estimate of what it would cost to
clear and level the tract of groun~ in the Federal Add. danated
to the City of Seward for Park Purposees. T~e motion carried.
Attorney S. O. Morford stated that the improvement taxes on
the Laubner lots had been advertised without Mr. Laubner knowing
anything about same and asked the Council to rebate amount of
penalty and advertising. Same was referred to the Tax Comm. on
motion of Councilman Lechner, 2nd. by CounQilman Dubreuil.
The Bond of the City Magistrate was re~d and Councilman
Crawford moved that same be accepted. Motion was 2nd. by

Committe and the City attorney to report at the next regular
meeting or at any special meeting at the request of the Street

Councilman Lechner, 2nd. by Councilman Dubreuil moved that
the bills be paid and that the clerk draw warrants for same and at
the call ~f the roll all oouncilman voted "aye" and was so ordered.
Counoilman Cotter moved that the name of C. H. Wiley be ballot
ed upon for the position of Fire Chief and Patrolman. The motion
was 2nd. by Councilman Crawford and oarried, whereupon the Mayor
named Councilmen Leohner and Chamberlin as tellers and the Council
proceeded to ballot upon the name of C. H. Wiley. The result of the
ballot was as follows:-

4 votes, Against Mr. Wiley 2 votes,
and the Mayor declared Mr. C. H. Wiley elected Ftre Chief and
Patrolman.
The report of the Tax Committee and the Fire Committe were
contined until the next meeting.

The Health Committee reported regarding sites for a quarantin
station and were waiting for an answer from Mr. Christiansen.
Councilman Sauers, 2nd, by Councilman Chamber~in, moved that the
report be accepted and oontinued and the motion carried.

his property as per notice served by the City Health Officer and
same was referrel to the Health Department.
A telegram to Geo. Turner and reply to same was re4d in

oved that this matter be taken up at a special meeting t~f that

hereby empoweeed to remove all stumps and level the Park Block in
the Terminal Add. and that part of the street that is necessary.
and that sufficient fund be set aside for said work. same to be fo
an Athletic Park. "
Councilman Sauers, 2nd. by Councilman Cotter moved the adopt-
ion of the resolution and at the call of the roll all councilmen
voted"aye" and the mayor declared the resolution adopted.
A discussion regarding t~1e repairing of 4th. and 5th. Ave.
bri~ges came up relative to the advisability of putting in mud-
sills and fluming or whether to drive piling. Councilman Chamberli
stated that he could set the piles driven for $15.00 each.
The f&llowing resoultion was prepared:-
"BE IT RESOLVED by the Common Council of the City of
Seward. that the street Committee of the said, City of Seward. is
hereby authorized to drive piling for 4th. and 5th. Ave. bridges
at $15.00 per pile and not to exceed 32 piling in all for both
bridges."
Councilman Sauers. ~nd. by Councilman Cotter moved the adopt-
ion of the resolution and at the call of the roll all councilmen
voted "aye" excepting Councilman Dubreuil who vlllted "no". and as
there being 5 votes in favor of said resolution the mayor declared
same adopted.

The Special Committee on Hospital rates for indigents, report
ed that they had met with the Hospital Board and were showed where
the City of Seward was getting rates from $1.50 to $2.50 per day
oheaper than any other city in Alaska and they believed that the
rates charged were not exorbitant and therfore recommended the
payment of the Hospital bill in full.
Councilman Crawford, 2nd, by Councilman Sauers moved that
the report be accepted and the committee discharged. The motion
oarried.
The matter of app&inting an assessor came up and was referred
to t',e Tax Committee for next meeting.
City Treasurer brought up the matter of having all delin-
quent taxes brought forward On the new tax roll and the matter wa
refer~d to the Tax Committee.
Councilman Chamberlin, 2nd. by Counoilman Lechner moved tha
the city clerk be instructed to look up and locate .the oity maps,
and the motion carried.
Councilman Sauers, 2nd by Councilman Dubreuil moved that
the clerk be instructed to purchase a copy each of the 1913, 1915
and 1917 Session Laws of Alaska, and at the call of the roll all
councilmen voted "aye" and. was so ordered.
On motion the Counoil then adjourned to meet again at a
Special session May 28th. 1917. at 8 pm.

The Minutes of the Special Meeting of the Seward City Council
held May 28th. 1911.

The meeting was oalled to order at 8 pm. by Mayor McDonald
at the request of Councilmen Chamberlin and ~echner, to take up
the matter of the Condemnation proceedings and the petition for
the improvement of 7th. Ave. Councilman Chamberlin stated that
the estimate for the work on 7th. Ave had not been completed and
the matter of the Condemnation proceedings was taken up.
All members were present.
The clerk read telegram to Geo. Turner and a reply to same
and one to Alex Bradford, to which no reply had been reoeived,
both being relative to the prioe asked by these parties for their
lots in Blook 6, which were subject to the condemnation prooeed-
ings, as begun by the City Attorney for the city of Seward.
A general discussion followed and as no other deoision was
reaohed the proceedings were allowed to go on as already begun
by the City of Seward.
On motion the council then adjourned to meet again at the
next regular meeting to be held June 4th. 1917.

The meeting was called to order at 8 pm. by Ex-officio Mayor
Cotter and all were present excepting Mayor McDonald.
The minutes of the regular meeting held May 21st. and the
special meeting held May 28th. were read and approved.
The report of the Clerk and Magistrate for the month of May
was read and Councilman Chmaberlin, 2nd. by Councilman Dubreuil
moved same be filed and the motion carried.

A communioation from the Seward Light & Power Co., regarding
the installation of a meter in the San Juan Fish Co's Plant, was
read and Councilman Chamberlin, 2nd. by Councilman Lechner, moved
that same be referred to the Light Committee and motion carried.
An application by O.H. Poehlmann, for the appointment of
Assessor was read and filed to come up under the regular order of
business.
Councilman Sauers, 2nd. by Councilman Lechner, moved that the
salary of the Assessor for the year 1917, be placed at $400.00,
and at the call of the roll all councilmen voted "aye" and Council
man Sauers introduoed the following ordinance,
"Be it ordained by the Common Council of the City of Seward,
Alaska, that the salary of the assessor for the year 1917, be and
is hereby fixed at $400.00".
Councilman Chamberlin, 2nd. by Councilman Crawford, moved tha
the ordinance pass its first reading by title only and at the call
of the roll\,all councilmen voted "aye".
Councilman Crawford introduced the follo~ing orinance, entitl d
"An ordinance to ratify and oonfirm Ordinance No. 59 of the City
of Seward, Alaska, passed, or attempted to be passed by the Common I
Council of the City of Seward, Alaska, on the 20th. d~y of Novembe
1916, which is entitled, an ordinance to acquire for park and stre t --
purposes, fractional lots, 1,2,3,4,5,6,and 7 in Block 6 of the
Frank L. Ballaine Townsite of the Town of Seward, Alaska, and
autgorize the City Attorney to bring condemnation proceedings, in
the name of the Town of Seward, Alaska, and take such steps as
deemed advisable to acquire said property for the purposes stated
and for other purposes."
Councilman Sauers, 2nd. by Councilman Lechner, moved that the
ordinance pass its first reading by title only, and at the call of
the roll all councilmen voted "aye" and was so ordered.

The matter of installing a hydrant in the vicinity of the
San Juan Fish Co's Plant was brought by Counclhlan Lechner, and
Counciln~n Chamberlin, 2nd by Councilman Crawford, moved that same
be referred to the Fire Committee to confer with the Water Co.,
regarding a hydrant rieer the San Juan Plant and also the installat
ion of 4 or 5 other hy~rant6 where they were deemed necessary. The
motion oarried.
The Health Committee reported regarding a site"for the pro-
posed quarantine station and after a short disoussion, Council-
man Sauers, 2nd. by Councilman Lechner, moved that the Health
Committe see about the purchase of Lots 12, 13 and 14 in Block 9
in the Cliff Addition at the sum of $25.00 per lot. At the call
of the roll all councilmen voted "aye" and was so ordered.
The Street Committee reported that the pile driver was being
fixed up and would be driving as so&n as possible, they also
reported the work on the Athletic Park progressing.
The fire oommittee stated that they could not report until
the Fire Department had organized and they were instructed to
confer with t~e Fire Chief and call for volunteers.

The Tax Committee reported that they could not reccomend
the rebating of the penalty and interest and costs on the
improvement taxes on the Fred Laubner lots as the assessment had
been regular. Attorney S. O. Morford made an objection and
Councilman Crawford, 2nd. by Councilman Dubreuil moved that the
report of the committee be accepted and the motion carried.
Councilman Sauers was excused from furthur attendance.
The petition fro the improvement,of 7th. Ave was discussed
and Councilman Chamberlin for the Street Committee reported that
he did not beleive that the work could be done for the amount
specified. Attorney Green stated that he could not guarantee the
signatures on the J. E. Ballaine lots according to the letter he
had written to Dr. Romig.
Councilman Lechner moved that the amount of money oalled
for in the petition be spent and as there was no second the motion
was lost.
The vote on the adoption of the street committee's report
resulted in all councilmen present voting "aye" excepting Council-
Lechner who voted "no".
Attorney James brought up'a matter of a rebate on the
sewer improvement tax of last year and same was referred to the
Tax Committee.
The matter of purchasing an adding maohine was referred to
the Finance Committee, on motion of Councilman Chamberlin, 2nd.
by Councilman Lechner.

had interviewed :,fr. Edes 'and :,!r. Christianson, while at Anchorage
and they stated that if the City of .Seward had to pay any such
price as asked by the owners of the property involved in the
cQndemnation proceedings, they would advise the city to stop the
suit, as they did not need the land. Councilman Crawford moved tha
the City Attorney draw the necessary papers to stop the condemn-
ation proceedin,1 and also the declaring of the Franohise to the
U. S. Government for the use of a part of Railroad Ave. null and
vmid. The motion was 2nd. by Councilffian Chamberlin and the roll

Council convened at the hour of eight o'clock ? M. July 2nd,
1917, and was called to order by Frank J. Cotter, Chairman of the
Councilj the Clerk being out of the City, J. Lindley Green was ap-
pointed clerk pro tem, and acted in that capacity during the meet-
ing. The roll was called and Councilmen Chamberlin, Cotter, Craw-
ford, Dubreuil and Lechner were present and answered to their
names. Councilman Sauers was absent and Mayor McDonald was also
absent.
The Minutes of the previous meeting were read and there being
no objections or corrections, were duly adopted.

The following communications were read: communication from
the Woman's Club of ::.leward extending its thanks to the Mayor and
Council of the Ci ty of Seward for its hearty cooperation and aid
in the matter of Dublic gardens for the children of Seward, and
calling attention to the fact that the c11;b is making nIans for a
bigger and better Civic Fair than was gi"en last year. The oom-
munication was received and ordered placed on lile.
A comllnmication was' also recehred from John Dubreuil tender-
ing his resignation as a member of the Street Committee of the
Common Council of the City of Seward; said communication was
placed on file wi thout action.
A cODID11mication from rlesurrection Lodge No.7 I.O.O.F. rel-
ative to securing a plot or tract of land in the Seward Cemetery
and desiring information of the Council regarding the possibility
of procuring a portion thereof for cemetery nurposes for the lodge.
Said commv~ication was referred to the Health COlrrmittee, with in-
structions to impart to said lodge all information possible or de-
sired.

A communication from Rev. J. J. Patton asking for a permit
to extend the, sewer in the alley in block fifteen of the City of
Seward from its present north terminus, seventy feet further north
on said alley crossing Church Street and permission to connect the
toilets and sinks wi th said sewer wi th the provi sion that the city
furnish the material for said extension and one man to assist him
in laying the sewer pipe. U~on motion of Chamberlin, seconded by
Lechner, the Council passed the followil~ resolution in response
to said communication:
"BE IT RESOLVED by the common council 0 f the City of Seward, Alask ,
that permission is hereby granted to J. J. Patton to extend the se-
wer in the alley of block fi fteen of the Ci t;y' of Seward, Alaska,
from its northern terminus on the south side of Church Street
across said Church Street and north along said alley for a distance
of seventy feet from its present terminus; that the City of ::.leward
furnish the IDa terial required to extend said sewer and furnish om
man to assist the said j. J. Patton in laying the sewer pipe, all
other expense to be borne by the said J. J. Patton. Said sewer
shall be laid at depth fixed by ordinance."
Councilman Crawford introduced an ordinance to repeal ordin-
ance No. ____, which is entitled an ordinance to acquire for park
and street ~urposes fractional lots one, two, three, four, five,
six and seven, in block six of the Frank L. Ballaine Townsite of
the City of Seward, and authorizing the city attorney to bring
condemnation :.>roceedings in the name of the City of Seward and to
take such ste:.>s as deemed advisable to acquire said property for
the purposes stated, and for other purposes. Moved by Councilman
Crawford, seconded by Councilman Chamberlin. Said ordinance passed
its first reading.
Councilman Crawford introduced an ordinance, entitled "An
Ordinance to disa'70w, renounce, and disaffirm ordinance number
fifty-six, attemnted to be passed and purported to have been passed
by the common council of the Town of Seward, Alaska, on the 16th
day of October, 1916, which is entitled: 'An Ordinance granting to
the United States of ""merica a franchise to occupy a part of Rail-

on, and closing the same from other traffic' ". Moved by l:ouncil-
man Crawford, seconded by Councilman Chamberlin that said ordinanc

The following bills, having been O. K.'ed by the Finance Com-
mittee were read and moved by Councilman Crawford, and seconded by
Councilman Lechner that said bills be and hereby are approved by

to draw a warrant on the treasurer for each bill; upon roll call,
all the Councilmen present voted in the affirmative and all the

Councilman Chamberlin introduced and moved the passage of the
following resolution: "BE IT RESOLVED by the Common Council of the
City of Seward, that the Street Committee be and is hereby author-
ized to procure ten piling and have the same driven for piers for
the present b~idge across Lowell Creek on Third Avenue, the drivi
of said piling not to exceed fifteen dollars per pile". Motion
was seconded by Councilman Cotter, was put by the Mayor and upon
roll call, Councilmen Chamberlin, Cotter, ~rawford and Lechner vot
"yes", Councilman Dubreuil voted "no"; Councilman Sauers being ab-
sent, the Mayor declared the motion carried; approved the resolu-
tion and declared it adopted.
Councilman Chamberlin then brought up the necessity of making
some provision for taking care of the Municipal Cemetery and state
that a caretaker should be appointed who would act as sexton, at-
tend to the digging of the graves and othermatters that needed at-
tention and that he believed Mr. H. J. Rolfs, who lives in that
'Ticinity could be procured at a reasonable price. Councilman Craw-
ford, seconded by Councilman Chamberlin, moved that this matter be
placed in the hands of the Health Committee, with full power to
act and that the city attorney be instructed to prepare an ordin-
ance in compliance with the sense of this motion ready to be intro-
duced at the next regular meeting. The motion was put and upon the
roll call of the Council, all COUllcilmen present voted "aye" and
was so ordered.

The meeting was called to order by Mayor McDonald at the hour
of 8 o'clock ? M., July 9th, 1917; the Municipal Clerk being ab-
sent, J. Lindley Green was appointed clerk pro tem and acted as
clerk throughout the meeting. The clerk called the roll and
Councilmen l;hamberlin, Cotter, Crawford, Dubreuil and Lechner were
present and answered to their names; Councilman Sauers was absent,
There being a quorum of the Council present and was so declared by
the Mayor, the Clerk proceeded to read the r.linutes of the nrevious
meeting. Councilman Char.lberlin called attention to the fact that
the communication from the local lodge of I. O. O. F. regarding
the procuring a portion of the Municipal Cemetery waS referred to
the Health Co:nmittee, and that there is no committee on cemetery
and desire that correction in the Minutes. The correction was
made as directed.

Councilman Chamberlin also called attention to the fact that
the Minutes did not show the resolution and the passage of the
same that the Street Committee was authorized to purchase not to
exceed ten piling and have them driven under the instructions and
supervision of the Street Committee as sup~orts to and in the plac
of abutments to the bridge across the glacier stream (Lowell Creek
on Third Avenue, the cost for driving same not to exceed fifteen
dollars per piling. This correction was ordered made and was made
by the clerk, and the fuinutes as amended were approved and adopted.
The Mayor then read a communication from him to the Council,
which was moved by Cotter, seconded by Chamberlin, that it be file
and engrossed on the records. Upon a "ote being taken, all Coun-
cilmen present voted "yes" and it was so ordered. The communicatio
is as follows: "A comrmmication from lJr. J. H. Romig, stating that
Mr. George Campbell of Anchorage desired the return of credentials
filed by him with the Municipal Clerk in connection with his bid
on street improvement on Broadway." Mo'.-ed by Councilman Chamber-
lin, seconded by COilllcilman Crawford, that the communication be

Councilme.n Chamberlin introduced and moved the ad00tion of
the following resolution: "BE IT RZSOLVED by the Common Council
of' the City of OJeward, Alaska, that all of the old machinery si t-
uated on Railroad Avenue and at the lower end of First Avenue and
between First Avenue and Second Avenue on Railroad Avenue in the
City of Seward, Alaska, be and is hereby declared to be a nuisance
for the reason that it is an obstruction to the use of said Rail-
road Avenue and is unsightly; and BE IT FURTHER RESOLVED that in
view of the fact that no owner can be found for said machinery,
that the Munici 'Pal Clerk is directed to publish a notice in the
Seward Daily Gateway, notifying the owners of said machinery to
remove the same from said Railroad ~enue within thirty days from
the date of the issuance of said notice and in case they shall fai:
so to do, that said machinery will be removed by the Street Com-
mittee, of the City of Seward and sold by said Comnittee and the
proceeds' apn,.ied to the nayment of moving the same and payingfor
this notice, and in case the said machinery is not removed in com-
pliance with said notice, the sai~ Street Committee is hereby
authorized to remo':e the saIDe with instructions to sell said mach-
inery and apply the proceeds as provided in said no~ice. Said
resolution was seconded by Crawford and motion put on the ado1Ytion
of said resolution, and upon roll call, Councilmen vhamberlin,
Cotter, ~rawford, Dubreuil and Lechner voted "yes" and the motion
was declared carried by the Mayor. The Mayor approved said resol-
ution and declared it adopted.

John Nelson re(luested a permit to construct a temrorary track
from the lagoon south along the alley between 3rd and ~th Avenues,
to lots in block " Laubner Addition, to
the City of Seward. Said 'Permit was granted by a unanimous vote of
the Council, with the provision that said permit should only con-
tinue during the nleasure of the Council and supervision of the
Street Committee.
Moved by Councilman Chamberlin, seconded by Councilman Cotter
that a temporary three board sidewalk be laid on the west side of
3rd Avenue, beginning at the north end of the present three board
walk on said Avenue, at the south side of said Laubner Addition anc
running thence north on said 3rd Avenue to Van Buren Street, thenCE
west on north side of Van B1,ren ::ltreet to 2nd Avenue. That said
walk be built by day labor by the Street Committee and the cost
thereof be paid out of the general fund. The motion was put by the
Mayor and at the call of the roll, all councilmen present voted
"aye" and the Mayor declared the motion carried and ordered the
work done as provided in the motion.
On motion, the Street Committee was authorized to go ahead
with the work of improving 5th Avenue from Jefferson Street to

The Minutes of the Regular Meeting of the
Seward City Council held July 16,
1917.
The meeting was called to order at 8 ? M. by Ex officio
1~yor Cotter, and all Councilmen were present exceoting Councilman
Dubreuil and Mayor McDonald.
The Minutes of the last meeting were read and after being
corrected, same were apuroved on motion of Sauers, seconded by
Lechner.
The following resolution was read:
"BE IT RESOLVED by the Common Council of the C1 ty of Seward,
Alaska, that the Municipal Clerk is hereby instructed to publish a
notice in the ~eward Daily Gateway for ten issues thereof, calling
for bids for grading and leveling 3rd Avenue, so that loaded ve-
hicles can pass conveniently thereover from Jefferson Street in
the City of ~eward, Alaska, to the northern limits of the ~rank L.
Ballaine townsite therein, also for the grading and leveling of
5th Avenue from Jefferson Street in the City of Seward, Alaska, to
the north limit of the Frank L. Ballaine townsite therein, so that
loaded vehicles can pass conveniently thereover; that the bids for
the improvement of each street must be seryarate, any bid including
the improvement of both streets will not be considered; that each
bid must be accompanied with a certified check in the sum of 10%
of amount of bid, payable to the City of Seward, or a like amount
in money, said check or money to be forfeited by the successful
bidder in case he shall fail to enter into the required contract
and furnish the required bond for the faithful performance of said
contract, within five days after the council awards the contract,
all bids to be filed with the Municipal Clerk by eight o'clock P.M
of the 10th day after the date of the first publication of said
notice, any bid filed thereafter will not be considered. The Coun-
cil reserving the right to reject any and all bids. Said work to
be done under the supervision of the ~treet Committee. Specifica-
tions for said work are on file with the Municinal Clerk. Said
work must be done according to the specifications and must be ap-
proved by the ~treet Committee before it vall be accepted by the
Council. "

Councilman Lechner reported that the light poles had all been
gathered up and also that the sewer in alley between 3rd and 4th
Avenues had been cOr.1pleted to Church Street and report was accepte .
The Street Committee reported that they h~d entered into a
contract with llurnhy & ~arren for driving the ten pilings for 3rd
Avenue bridge, but they had found that they could not do the work
for $15.00 per piling and wanted $25.00 per pile. The Committee
also reported 4th and 5th Avenue Bridges completed. In reference
to the work on 3rd Avenue Bridge, COlillcilmanSauers moved that the
contractors be allowed $25.00 per piling and that the bridge be
redecked and repaired. fuotion was seconded by COlli1cilman Lechner
and at call of the roll, all Councilrr,en present voted "Aye" ancl was
so ordered.
Councilman Chamberlin moved to reconsider his motion instruct-
ing the City Attorney to proceed to Valdez in behalf of the delin-
quent taxes, as there was going to be a term of court at Seward.
Motion was seconded by Councilman Sauers and carried. CounCilman
Chamberlin then moved that the resol~tion be tabled indefinitely
and motion was seconded by COlli1c:ilman Sauers and carried.

The Minutes of the last regular meeting were read and anprove .
A communication from the Seward Lodge of Oddfellows regarding
hauling dirt from the excavation of their lot and depositing same
on streets was read and as the Council never had done this, the
Clerk was instructed to write them saying that the Council would
furnish a man to level off the dirt as deoosited, but could not
hire teams to haul same.

A cornmunica ti on from the Seward School -0oard asking for an
appropriation of $2500.00 for the school term was read and the
follovdng resolution prepared:
"BE IT RESOLVED by the Common Council of the Ci ty of Seward that
the sum of $2500.00 be appropriated to the School Fund, ~1250.00
to become available i~Jnediately and the balance of ~1250.00 to be-
come av~ilable January 1st, 1918".
Councilman Lechner, seconded by councilman Dubreuil, moved the

Lechner moved a resolution "That the levy for the year 1917 be
placed at 18 mills on the dollar". :,:otion was seconded by Council-

ber, 1917, and in all cases where one-half of the taxes on any
piece of real estate or personal property is paid before the hour
of 6P. 11. November 1, 1917, the other half shall not become de-
linquent until the 1st day of February, 1918, and in all cases
where the half of the taxes is not paid by the hour of 6 P. M.
November 1st, 1917, the whole of such tax or taxes shall become
delinquent, and the penalty for delinq12ent taxes shall be attached
to the whole of such taxes. That all taxos not paid on the 1st day
of February, 1918, at the hour of 6 P. li. shall be delinquent and
the nenalty therefor shall be attached."
Councilman Chamberlin, seconded by Councilman Sauers, moved that
the resolution be adolted and at the call of the roll, all voted
"Aye" and the Mayor declared the resolution adopted.

that the Council as a body look over the proposition and report at
the next meeting, also that a notice be published in the paper
asking that all interested property holders and business men in

cuss ways and means to take cu.re of t~1e Glacier Stream.
