The meeting was oalled to order at 8 P.M. by Y~yor Hoben
and all members were present except Councilman Lucas.
The minuets of the previous meeting were read and approved.
A communication addressed to the Sew~rd Water and Power
from R. J. Weir,Engineer in Charge of the Alaskan EnGineering
Co~cission ~as read. It stated that the water supply had been
very short and entirely inadequate for fire protection to the
New Machine shop. A discussion followed on the matter. Council-
man Graff seconded by Councilman Whittemore moved th~t the iliatter
re referred to the Fire and water Comr:ittee. The motion carried
and it was so ordered.
A communica t: on from Judge 3rown to S. (). =,~orford was read
same stating that the order of Sale for the deliquent taxes
for the ye'-'er 1917 hai been a'proved and signed.
CouncilmEn Graff askei the Council to allow the Seward
Light and power~Seven Hunderd $ 700.00 Dollars for money advanced (
on the new Syrene Fire Whistle.
Councilman Graff seconded by Councilman Whittemore moved

Common Council of the City of Sewar~the ium of Seven Hundred
($700.00) Dollars be paid to the Seward Light and Power Co. for
money advanoei on the New Syrene Fire Alarm~ At the call of the

Councilman Graff seconded JY Councilman Cotter moved that
the said bill be paid and that the Clerk be instructed to draw
warrants for same and at the call of the roll all members present
voted" aye II and it was so ordered.
Councilman Whittemore of the tax Committee reported that
Wm. H. Whittlesey City Assessor would bring the deliquent taxes
for the year 1918 up to date. The matter of bringing the deliq-
encies forward for thG years 1916 ani 1917 as yet had not been
decided upon.
On motion of Councilman Whittemore seconded by Couticil
Cotter the Council then ~djournei until the next regular meeting.

The m~eting was called to order at 8 P.~. by !{ayor Hoben
and all members were present.

The minuets of the previous meeting were read and approved.
A communication and bill from the Alaskan Engineering
Commission was read, same referring to the Commissions bill
against the City of Seward, for work performed on the Glaoier
Stream and the erection of the fourth Avenue Br~dge,said bill
amounting to($ 3,353.24) Three thousand Three hundred and Fifty
Three Dollars and Twenty Four Cents.
The said bill was Oked by the Finance Committee and
Counoilman Graff seconded by Counoilman Luoas,moved that the
said bill amounting to ($3,353.24) due the Alaskan Engineering
Commission be paid and at the call of the roll all members voted
n aye" and it was so ordered.
The following bill was Oked by the Finance Committee and
read.

Councilman Crawford seoonded by Counoi1man Lucas moved
that the said bill be paid and that the Clerk be instructed
to draw warrant for same and at the call of the roll all members
voted "aye" and it WEl,S so ordered.
Co;mcilman Whi ttemore of the Tax and Assessment Co:,,:;:i ttee
reported on t.e matter of the Jeliquent Taxes for the year 19l8,
stating that same would be brought forward by City Assessor
Whittlesey. He futher stated anl showe d the Council that the
deliquent taxes for the ye~r3 1916 and 1917 were in a very ba~
oondition and stated that same should be brought forward to date
and in his opinion there would be a great deal of work in
completing the tax roll to put it into the proper .nape and
stated that it would proJbably cost between $ 300.00 and ~ 5.00.0
After Councilman Whittemore's report a general discusauon
followed on this matter.
Councilman Graff moved that the report made by the Comm-
ittee on Taxes and Assessments in regard to the conditions
of the Tax records be accepted and for said Comsittee to report
at the next meeting the probabal cost of putting their rec-
omondations into effect. The motion was seoonded by Councilman
Whittemore. At the ccill of the roll all members voteJ. "aye" a,nd
it was so ordered.
There being no futher business to come before the Council
on motion of Coubcilman Cotter seconded by Counoilman Lucas the
Counoil then adjourned.

Councilman Whittemore seconded by councilman Graef
moved that the said bills be paid and that the Clerk be inst-
ructed to draw \'larrants for same and at the call of the roll
all members present voted" aye" and it was so ordered.

Co'ncilman Whittemore of the Tax Committee reported
that the city Assessor would bring forward all deliquencies
and put the Tax record in proper shape for($300.00). Counoilman
Whittemore futher stated that in his opinion this was a very
fair agreement and he beleived that the old advertising not
shovm in the Tax Reoord, would more than pay for having it
brought up to date.
After a discussion on this matter Counoilman Lucas
seconded bybCouncilman Graef moved that the report of the
Tax Committee be adopted and for said Committee to engage the
services of Mr. Whittlesey to put the deliquencies ~f the
To~~ of Seward in proper shape for the sum of ($300.00) and
at the call of the roll all members present votei " aye " and
it was so ordered.
Fire Chief Guest reported thatvfour Hydrants had been
frozen and he had succeeded in thawing out all but one, which
was the one on second Avenue.
On motion of Councilman Crawford seconded by Councilman
Lucas the Council then adjourned.

The meeting was called to order at 8 P. U. by Mayor Hoben
and all membera were Dresent except Councilman Graff.

A communication from the Seward Fire Department was read,
same stating thut the hose loaned to the Alaskan En6ineering
Commi 3sion hJ.d not b:::en returne-l and. requested that action be
taken toward securing same.
Councilman Graff second.ed by Councilman Whittemore, moved
that the matter be referred to the Fire CO!T:;ittee for action.

On motion of Councilman Graff seconded by Councilman Lucas
the councilman then adjourned.

The meeting was called to order at 8 P. M. by Mayor Hoben
and all members were present.
The minuets of the previous meeting were read and approved.
A communication was read from Dr. Romig, same requesting
th~t 09mpensation be allowed him for hi~ service during the
Influenza and small pox epedimics. After sOme disoussion on the
matter Councilman Lucas seconded by Councilman Cotter, moved th~t
the said communication be referred to the Finance ComrtJittee, said
Committee to make a. report on same at the next regular meeting.
At the call of the roll alJ. members voted" aye" and it was sO

A bill presented to the Council by Dr. Romig for rent of
the Rudolph Pest House was also referred to the Finance Committee.
A communication ffom R. J. Weir of the Alaskan Engineering
Commission was read same asking ftJr a permit to run a line a
line of poles thru the alley between fourth and fifth avenues.
After a discussion on the matter Councilman Graff secondAd by
Councilman Lucas moved the same be referred to the Street Comm-
ittee and for said Committee to report at the next regular
meeting. Motion carried.

Councilman Cotter seconded by Councilman Crawford moved
that the said bills be paid and that the Clerk be instructed
to drawxW:irrants for same. At the call of the roll all members
voted" aye" and it was sO ordered.
Councilman Graff stated that the hose borrowed by the
Alaskan Engineering had been returned and that pld couplings
were on said hose also that there was one defective link. He
futher stated that he take this matter up with the Commission.
On motion of Councilman Cotter seconded by Council,Graff
the Counoilman then adjourned.

Minuets of the regular meeting of the Seward
City Council held March 17, 19l9.

The meeting was called to orderat 8 P.M. by ~ayor Hoben
and all members wrer present except Councilman Cotter and Lucas.
On motion of Councilman Graff seconded by Councilman
Whittemore the minuet~ of the meeting of March 3rd. 1919 were
dispensed with until the next regular meeting. Motion carried.
Councilman Graff presented Warrant and Voucher No. * 2836
amounting to $ 166.75 in favor of the Seward Board of Health,
stating that the Finance Committee desired to with draw their
appr oval on said warrant and vouoher for the reason that same
was not pr~perly itemized. Councilman Whittemore seconded by I
Councilman Graff moved that the Clerk be instructed to cancell
said voucher and warrant, and at the call of the roll all membersl
present voted" aye" and it was so ordered. I

Councilman Whittemore seoonded by Councilman Graff moved
said bills be paid and that the Clerk be instruoted to draw
warrants for same. At the call of the roll all members present
voted" aye" and it was so Qrdered.
Councilman Graff reported that the Finance Committee had
he1' a conference with Dr. Romig in regard to his compensation
for services during the Influenza and Small Pox epidemics and i
had decided that the sum of${650.00) Six Hundred and Fifty DOllar~
be allowed to Dr. Romig for s3.id services. Councilman Graff futhet
stated that the services consisted of 1000 vi sites to Influenza I
patients and also included the services during the small Pox and '
and measels quarniiae..Futher stating that Dr Romig had not
accepted the salary as City Health Officer and he also stated
that the bill was very fair.

Councilman Graff seconded by Councilman Whittemore moved
that the Clerk be instructed to draw a warrant in favor of Dr.
Romig in the amount of ($650.00) Six Hundred and Fifty DOllars,
and that the Clerk also be instructed to oancel all warrants
drawn in favor of Dr. Romig as Health Officer and that the Clerk
be futher instruoted to issue no more. At the call of the roll
all members present voted " aye " and it was so ordered.

The City presented a request for Mr. George Sexton stating
that Mr. Sexton desired to have the Council omit the penalty
and interest attached to Mr. Sexton's Taxes for the reason that
he cared for the Influenza patients and thru his inability to I
be able to collect the amounts due him when due he thought the .
City should allow the omi~aion of the penalty and interest attachtd
to his taxes. .

Councilman Graff seconded by Councilman Whittemore moved '

and that the Clerk be instructed to collect the tax due less .

Councilna Whittemore seconded by Councilman Crawford
introduoed and moved the passage of the following resolution:
!nd that the Clerk be instruoted to follow contents of same:
" BE IT RESOLVED by the Common Council of the City of Seward that
the Munioipal Clerk be and hereby is directed, to publish the
deliquent tax roll for the year 19l8, and a notice in the Seward I
Gateway, ( a newspaper of general circulation in the Town of ~
Seward,) once a week for four consecutive weeks, beginning the
2nd day of April 1919, that the deliquent tax roll of real, perso &
and special assessment~ for the year 1918, of the Town of Seward,
Territory of Alaska, has been completed and is open for public

inspection at the office of the Municipal Clerk in the basement
of Bank of Seward on the corner of Broadway and Adams Streets
in the said Town of Seward, and that on the 5th day of June 1919
the said deli~uent tax roll will be presented to the District
Court for the Third Judicial Division of the Territory of Alaska
at Valdez therein, for adjustment and order of sale..

'l'he Finance comm,1ttee reported progress in the matter of
the rent for the Rudolph Pest house bill.
The street committee reported progress in regard to the
re~uest from the Alaskan Engineering Commission for a permit
to run a line on poles.

Mayor Graff and all Councilrran were present except Councilman
Whittemore.

The meeting was held in accordance with Ordin~nce No. # 44
for the purpose of canvassing the vote of the ~~ntcipal and
School Election. held in the City of Seward. Alaska, on the 1st.
day of April 1919. and t~e foll~wing resolution was read by the
Clerk:
" Whereas in accordance with Ordinance # 44 of the City of
Seward, Alaska, and notices given, an election was held in the Ci y
Hall of the said City of Seward on the 1st day of April, 1919.

were read and approved.
The matter of publishing the deliquent taxes again came up
for discussion. Councilman Crawford stating that the first pub-
lication should appear in the Seward ~ateway on the 8th, day of
April, 1919 and not on the 2nd day of Aprilas is shown in the
resolution of the minuets of the meeting of M,;crch 17th,1919;
also that the date set for presentation to the Distriot Court
should be changed to read June 16th, instead of June 5th, as is
shown in the minuets of th~ m2 ting of llarch 17th, 1919.
Councilman Cotter seconded by Councilman Crawford moved
that the minuets of the meeting of ;,:arch 17th be ammended as
follows: "That the first publication of the deliquent taxes
for the year 191B,be published in the Seward Gateway on the
8th day of Aprtl, 1919 and that on the 16th day of June, 1919
will be the date set for said deliquent roll to be presented to
the Distr.ot Court for adjustment and order of sale. At the calJ
of the roll alr members present voted" aye" and it was so ordel ed. -I
Councilman Cotter seconded by Councilman Lucas tntroduced
and moved the passage of the following resolution " BE IT RESOL~~D
by the Common Council of the Town of Seward that Judges and Clel~s
of the Election held April 1st, 1919, be allowed the sum of (10)
ten dollars for salary and that the municipal Clerk be instructed
to issue warrants to each Judge and Clerk II. At the call of the

Councilman Cotter presented a request for Councilman
Whittemore asking that the Council allow CouncilIDeD3 Whittemore
a leave of absence for a period of 60 days. Councilman Cotter
also moved that the Council al:ow the leave of absence, which
was seconded by Councilman Lucas ~nd the motion carried and it
was so ordered.
On motion the Council then adjourned.

The meeting was called to order at 8 P. 1:. by Mayor Hoben
and all members were present except Councilman Graff and Whitt-
emore.

The minuets of the Special meeting held April 2nd. 1919,
were read and approved.
A communication from Dr. Romig was read wherein it stated
'that t~e Council should make some provision for salary in conn-
ection with the nursing and other expenses attached to the Small
Pox case of C. Peterson. A general discussion then followed on
this matter and Counoilman Lueas seconded by Councilman Cotter
moved that the Clerk be instruoted to issue a warrant to the
order of Dr. Romig in the amount of ($ 450.00 ) This to be turned
over to Mr. Rodes, who is nursing the case provided that he is
detained on the case for a period of 30 days and in the event that
he does not work 30 days, that he will receive compensation at
the rate of $ 15.00 per day for time actually empl yed and what-
ever is remaining will be turned baok to the City. At the call
of the roll all members present voted II aye II and it was so order.
A bill was presented by Dr. Romig asking that the amount
of $ 16.30;- be allowed to each Dr. Baughman and Dr Solam for
services as consultants in the small pox diagonosis case of
Chaunoy peterson. A discus3ion then followed on this matter and
Councilman Lucas seconaed by Councilman Cotter move~ "t:,.~ t the
Clerk be instructed to issue warrants amounting to t ~e;30 eaoh
in favor of Dr. Sloan and Dr. Baughman and at t~e call of the rol
all members present vote:i lIaycll and it was so ordered.

A bill was read from George Sexton, Secretary of the Seward
Red Cross., asking that the City refund the amount paid by the
Red Crose during the Influenza epidemio. Considerable discussion
followed on this matter an:i Councilman Cotter seoonded by Coun-
cilman Crawford moved that same be disallowed and layed on the
table and t~e motion carried.

The meeting wa.s callei to order at 8 P. iL by l,la.yor Hoben
and all members were present except Councilman Whittemore.

The ~inuets of the previous meeting were read and aprr&ved.
A cor:lmunication was read from City Treasurer Romig wherein
it stated that the balance to the credit of the City of Seward
in the Dank of Seward at tpe close of business April 10th, 1919,
amounted to $ 866.ll also stating that the Books of the Treasurer$
were ready for the Auditor, and futher stating that the Auditor
be appointed in the near future, so all books belonging to the
new Treasurer can be turned over in the near future.
Councilman Graff seconded by Councilman Cotter, moved that
inasmuch as it has been the custom in the past to have the new
Council arpoint the Audimor; that the oommunxcation of the
City Treasurer be IaIdlon the ta,ble, and the motion carried.

!linutes of the meeting of the Seward City Council
held April 10th, 1919.
The meeting was called to order by :iIo,yor Chamberlin,
immediately after the retirment of the old council, and all
members were present except Jouncilman Whittemore.

Mayor Chamberlin then announced that the first matter of
business to come before the new oouncil was the selection of
the president of the City Council. Councilman Lucas nomi-
nated Councilman Graff, Councilman McNeer nominated Councilman
Lucas, the clerk was instruoted to prepare the ballots, Coun-
cilman Horner and !.1cNeer being appointed tellers. Councilman
Graff received two votes, and Councilman Lucas three votes,
the ;:layor then declared CounJilmc:..n Lucas duly elected as
president of the Council.
A letter from ;,:ayor Chamberlin, addressed to the
"Seward City Council and Citizens" \"tas read by the clerk,
wherein same briefly stated in substance that, the glaoier
stream, Lowell Creek, being a menace to life and property, some
immediate action should be taken re0arding the permanent control
of floods and high waters of this stream which occur at times.
The letter furthur advocated the building of 30me kind of dock
or float for the use of fishing and other small boats.
Mayor Chamberlin then aWlOunced that t11e permanent
Finanoe Committe would be Councilman Lucas and i,lcHeer, other
appointments to be made at the next regular meeting.
An application from Robert Guest for the position of
Chief of Police was read and it was moved by Councilman Graff
and seconded by Councilman Lucas that Robert Guest be elected
to the offioe. gayor Chamberlin stated that as other appli-
cations would perhaps be made, same should be taken up at the
next regular meeting. The motion was then withdrawn by those
making and seconding it.
It was moved by Councilman Graff and seconded by council-
man Horner that the appointment and compensation for an auditor
to audit th~ books of the City Treasurer be placed in the hands
of the finance Committe with full power to act. At the call of
the roll 3.11 members voted "aye" and it was so ordered.

Mr. Tallasen protested regarding being placed on the
delinquent tax list, this protest was defered until the Comm-
itte on taxation was appointed.
Councilman Graff then moved and Councilman Horner seconded
that the City Council adjourn to meet aGain on Wednesday April

as the clerk was not pronounoing the names of Graef and Graff
correctly, that in the future so that mistakes could be elimi-
nated, the two Councilman should be known as Jake Graef and
Sam Graff. At the call of the roll all members present voted
"aye" and it was so ordered.

The next matter to oome before the Council was that as
Salary for City Attorney. Councilman Lucas seconded by Council-
man Horner moved that the Oity Attorneys salary be plaoed at
fifty dollars a month ( $50.00 ) and at the call of the roll,

with Councilman Sam Graff voting "no" - and the "ayes" win:cing .

A Cum~unication was read from Dr. J. H. Romig wherein same
stated that the Rudolph house located at the head of the bay was
offered to the City at a rental of ten dollars ( $ IO.OO ) a
month for use as a quarantine station. Attached to the cum;::uni-
cation was a copy of a bill for four months rent still unpaid,
which the City of Seward owes i:r. E. E. Rudolph for use of this
house as a quarantine station, during the epidemic of influenza
and small pox whioh recently prevailed.
. Mayor Chamberlin'sucgested that the cummunication be
refered to the committee on Public Health & Protection, and that
he bill for back rent be refered to the Finance Committee. And
upon motion by Councilman Horner and seconded by Councilman
J. L. Graef, it was so ordered.

A cummunioation from Dr. J. H. Romig to 1,~r.T. Tallasen
was read s~me refering to deliquencies on his Cliff Addition
property. Councilman Lucas seconded by Councilman S. :I. Graff
moved that the interest, penalty and advertising on said property
be paid by Mr. T~llasen, and upon payment 01 said deliquencies,
that the clerk be instructed to draw a warrant in favor of Hr.
Tallasen for the amount of the interest, penalty and advertising.

Horner and Lucas voted "ayell and it was so ordered.
An application was then read from Robert Guest ~herein he
asked to be appointed Chief of Police for the ensuing year.

of primary importance, at this time.

for such an improvement, and to report their recommendations and
findings to the Council, from time to time, for radification and

Chief of Police. The ballots were prepared with Councilman
Horner and McNeer as tellers. The vote for Chief of Police
resulted as follows: Robert Guest 5 votes. W. N. Reed, none.,
and the Mayor declared Robert Guest appointed to the office. '
As Robert Guest was the only applicant for the position of
Fire Chief, Councilman Lucas seconded by Councilman Horner moved
that a unanimous ballot be cast in favo: of Mr. Guest, this was
done by the Clerk and the i,1ayor declared Mr. Guest duly appoint-
ed as Fire Chief.
Dr. J. M. Sloan was the only applicant for the position of
Heal th Officer, and upon :,Iotion by Councilman Lucas, seconded by
Councilman Horner, the Clerk cast a unanimous ballot in favor of
Dr. Sloan, and the Mayor declared him appointed to the office.
The application of C. A. Estes for Hagistrate was withdrawn,
.and there being no furthur applications or business before the
Council for the evening, it was moved by Councilman Lucas and

A telegram was read from Clerk Lang of the District
Court .'Vherein se-,me stated that Governor Thomas Riggs had
called a speciul eleotion for June 3rd, 1919, for the purpose
of electing a delegate to Congress to fill the vaoanoy created
by the death of Delegate Chas. S. Sulzer. The telegram furthur
advised the posting of written or printed notioes specifying the
time, place and object of said election, and of the arpointment
of judges and clerks.
Councilman J. L. Graef seconded by Councilman 11cNeer moved
that the telegram be placed on file, and it was so ordered.
Councilman Horner seconded by Councilman ;iloNeer moved that
the Oity Attorney and City Clerk be authorized to have the notice

that all street lights be discontinued after ::.ay I5th. except one
light at the approach of the wharf on the Pioneer Building, and it
was so ordered. The matter of the Fire Siren was again disoussed
and Councilman J. L. Graef seconded by Councilman McNeer moved
that the City allow the Seward Light & Power Co, $ IO.OO a month
for Fire siren service, and maintainance. This offer was refused
by Councilman S. ir. Graff. Councilman Horner then moved that the
City accept the Light Companys pro~osition. and allow $25.00 month
Councilman Lucas seconded by Councilman McNeer moved that the mat-

The first matter to come before the Council, was that
of the Treasurers Bond, and upon the report of Councilman
Lucas that the Finanoe Com2ittee had found same to be satis-
faotory in every wa" Councilman S. M. Graff seconded by
Councilman Horner moved that the Treasurers Bond be accepted
and filed. At the call of the roll Councilman J. L. Graef,

moved that Wm. H. Whittlesey complete his contract with the City
of Seward, at the earliest moment by bringing forward on the

and that the City Clerk notify him accordingly. So ordered.
Councilman Lucas seconded bur Councilman :.lcHeer moved that
the Treasurer be instructed to accept the delinquent taxes on the
Noble lata, and any &nd all other delinquent taxes now due and to

Power Companys proposition of April 83rd, I9I9, in which they
asked for $ 25.00 monthly for the operating and maintainance of
the siren, be accepted, with the understanding that upon thirty
days notice, by either party, t~e siren could be removed. At the
call of the roll Councilman Horner and Lucas voted lIayell, Council-
man J. L. Graef voted lInoll with Councilman S. :,i, Graff and McNeer
not voting, and the ~ayor declared the motion lost.

The cumnmnication of Dr. Romig regarding the pest house was
again taken up, and Councilman Lucas seconded by Councilman i. L.
Graef moved that the building be used until Dr. Romig c0uld hear

that as the report of the Auditor had been aC8epted, that the
Clerk be instructed to draw up a letter releasing Dr. Romig the
former Treasurer, from his Bonding. Company. At the call of the

Councilman :JcNeer then made a report on the Glacier Stream,
Stating his ideas and giving estimates, etc, for protecting the
City from the fall floods. Councilman Lucas seconded by Councilma
Horner moved that the Com~;ittee on Glacier Stream Protection be
authorized to take n~ccessary steps for protecting the town from
the stream, that the Committee should have full power to act, and
call for bids, and a report made at the next regular meeting.

Councilman S. H. Graff then submitted the findings of the
Committee who were appointed to locate suitable offices for the

The Harriman ~ational Bank of Alaska at Seward offered Desk room

Councilman Horner seconded by Councilman Lucas moved that the

was taken up seperately, and Councilman Lucas seconded by Coun-
cilman Horner, moved that the bill be allowed as read, and that
the Clerk be instructed to draw a warrant for same. At the call

In connection with the above, it WaS moved by Councilman Lucas
and seconded by Councilman Horner that the ::ayor be instructed to
sign a new oontract with the Seward Light & Power Co, for the
City, as authorized by the City Council. At the call of the roll
all members present voted "ayell, and it was so ordered.

Councilman J. L. Graef then made a report regarding the Fire
Hall water connections, stating that the Frye~Brun Co, had taken
care of the neccessary repairs, and presented a bill from -
( Chas. Lechner, Plummer, to Frye-Brun Co..) amounting to ;~75.90,
and that the Frye-Brun Co, was willing to allow tbe City water
connections, if the City would pay half the bill. Councilman
S. H. Graff seconded by Councilman McNeer moved that the Clerk be
instruoted to draw a warrant in favor of the Frye-Brun Co, in the
amount of $37.95 to cover the above charges. At the oall of the
roll all members present voted llayell. Motion carried.
Some diccussion followed about getting more new fire hose
that was needed, an~ C:uncilman Lucas seconded by Councilman
S. a. Graff moved that the Fire Committee be authorized to pur-
chase 300 or 350 feet of new standard hose. At the call of the

City Offices, that they purchase the neccessary tables and counter,

A Cummunioation from Walter W. Lukins was read, same stating

for the proposed new Munioipal Floating ~ook, and would furnish
all drafting materials, and exeoute work as direoted for the sum
of ($ 200.00 ).
As there was not suffioent members present for a quorum, Mayor
Chamberlin appointed Counoilman Luoas and Counoilman Horner on
the Committee, of the New Munioipal Floating Dook.

The meeting was oalled to order at 8 p.m. by Mayor
Chamberlin, and all members were present exoept Counoilman
S. M. Graff and Counoi~an Whittemore.
The Street Committee made a report regarding the three
plank sidewalk, and Counoilman J. L. Graef seoonded by Counoilman
Luoas made a Reso lu tion that the Street Committee be empowered
to oonstruot a three plank sidewalk on A Street and the west side
of fourth Ave, and that same be built by days labor. At the oall
of the roll all members present voted "aye". Motion oarried.
Counoilman Luoas then reported that he had interviewed Mr.
Wier on the matter of the Floating Dock.
Councilman Lucas seoonded by Counoilman J. L. Graef moved
that the Munioipal Floating Dook be construoted 15 feet wide by
I60 feet long, and that Walter W. Lukens be instruoted to draw
plans accordingly, and to start in the build the Dook at onoe at
an approximate cost of t 2000.00. At the call of the roll,
Counoilman J. L. Graef, Horner, Luoas and MoNeer voted "aye" and
the Mayor declared tbe Motion aarried.
Upon motion by Counoilman Horner seoonded by Counoilman
J. L. Graef the Counoil then adjourned until Monday June 23, I9I9.

that the part that stated the building of a Sewer in the rear of
the Alaska House be oorreoted to read: That Mr. Dubriel do the
work free of oharge. The minutes were then addopted as approved.
The minutes of the Adjourn meeting of June 20, ISI9 were then
read and approved.
An applioation from Wm,H. Whittlesey for the appointment of
Tax Assessor for the Town of Seward, for the year I9I9 - I920 was
read. Counoilman Horner seoonded by Counoilman J. L. ,Graef moved
that the same be plaoed on file and come up under the head of
unfinished business. Motion oarried.
A permit from the City,. granting the Seward Gun Club the
privilege of shooting trap pigeons in the Laubner Addition near
the old Ball GrOunds, provided they use all due preoautions for
the safety of the publio was read. Counoilman S. M. Graff seoond
ed by Counoilman Horner moved that the permit be 'granted. and it
was so ordered.

Counoilman S. M. Graff seoonded by Counoilman Horner moved that
same be refered to the Committee on Taxation and assessment with

The meeting was called to order at 8 p.m. by Mayor Chamberlin

The minutes of the adjourned meeting of June 23, I9I9 were the
read and approved.
Dr. J. M. Sloan, City Health Offioer stated that he has inter-
viewed Alfred Rosness regarding the dogs kept by Rosness, and
whioh were reported to be a nuisanoe to the neighborhood, and that
Rosness said that he would remove the gogs to the outskirts of the
town.

the bills for labor be allowed as read, and that the olerk be

Counoilman Luoas then made a report on the New Municipal
Floatin' Dook, stating that he had seen Mr. Weir and interviewed
him on this subjeot, and that Mr. Weir was not ready to give his
answer regarding the Dook,and Wharfage oharges for the Floating
Dook.

agreed to aocept the appointment as assessor for the town of

aooepted, that the rules be suppended, and that the Clerk oast an
unanimous ballot in favor of Wm H. Whittlesey. At the call of the

BE IT ORDAINED BY THE COMMON COUNCIL OF THE TOWN OF SEWARD,
ALASKA:
That the Offfoe of Sohool Tax Colleotor for .the Town of Seward,
Alaska, is hereby oreated.
Seo. 2. That the Common Counoil of the Town of Seward, Alaska.,
shall designate, seleot and apPOint a bona fide male resident, over
the age of twenty-one years, of said Seward, Sohool Tax Colleotor
for the Town of Seward, Alaska, to hoLd Offioe until the first day
of April 1920, unless sooner removed for oause; and, thereafter
shall annually designate, seleot and appoint some oompetent and
suitable person, having qualifioations herein stated, to suoh offio .
Seo. 3. That the person designated, seleoted and appOinted to
the Offioe of Sohool Tax Colleotor for the Town of Seward, Alaska,
in aocordanoe with the provisions of this Ordinanoe shall have the
powers, perform the duties, and reoeive the oompensation as speoif-
ioally presoribed the ohapter 29 of the I9I9 Session Laws of the
Territory of Alaska.

Pox in the City, stating that he had taken the paitent to the Pest
House from the Overland Hotel, and that he had fumigated the siok
ro.. at the Hotel. He furthur stated that he thought it would be
wise to wire Professor Miller at Cordova, as some friends o~ the
patient were on their way south. and might possibly stop at that
City and spread the desease.
Counoilman S. M. Graff seoonded by Counoilman Horner moved
that the Health Offioers report be aooepted, and that he be empOW-j
ered to purohase supplies, and employ a man to look after the oase
and that a wire be sent to proffesor Miller at Cordova. At the

bills and salaries be allowed as read, inoluding the ones of A. C.
Taylor and Brosius & Noon, whioh were held over from the last
meeting, and that the Clerk be instruoted to draw warrants for
same, after the Mayor and the City Clerk had duly signed a two
month note for the sum of $ 3.500.00 with interest at the rate of
10% per annum, payable at the Harriman National Bank of Alaska. .

The following Resolution was then read by Counoilman Luoas:
BE IT RESOLVED, by the Common Counoil of toe Town of Seward,
Alaska, that the Mayor of said Town and Munioipal Clerk be, and
they are hereby, -authorized and empowered to negoti tate for and to
borrow from !HI HARRIMAN NATIONAL BANK OF ALASKA AT SEWARD, the
sum of TWO THOUSAND FIVE HUNDRED DOLLARS, with interest at the
rate of IO% per annum, in payment thereof, and to pledge the oredi
of said Town therefor, and
BE IT FURTHER RESOLVED, That the Mayor and Munioipal Clerk of
the Town of Seward, be and they are hereby authorized to make,
exeoute and deliver, in the tDrporate name of the munioipality
and under its oorporate seal, a promissory note, in writing, pay-
able, two months, in the sum of-TWO THOUSAND FIVE HUNDRED DOLLARS

WHEREAS there is an imperative need that additional fire pro
teotion be furnished for the Co1d Storage Plant of the San Jaun
Fishing 00., in the Town of Seward: THEREFORE BE IT RESOLVED,
that a request, signed by the Mayor and Clerk of the Town of Sewar
be made to the Alaskan Engineering Commission for permission for
the Seward Water and Power Co., to lay a four inoh water main be-
ginning ten feet from the hydrant' south of the maohine shOps of th
Alaska Northern Railway, thenoe easterly about 180 feet underneath
the traoks of the said Alaska Northern Railway and interseoting sa d
traoks at B Street. The distanoe between the western end of sai
water main being ten feet from the hydrant at the foot of B Street
With this new water main it will be POSSiDl. to oonneot the hydran
and stand pipe at the end of the water main with ten feet of hose
and thus make available an additional line of hose. That said
water main be laid at proper depth and that the Seward Water and
Power Co., shall furnish all pipe' and fittings and perform all the
work of laying said main at its own proper oosts and expense and
shall fill in the said ditoh in a'proper manner .ubjeat to the in-
speotion and approval of the Ala.tan Engineering'Commission. That
the Fire and Water Committe~ be authorized to oonfer with Mr. R~ 9
Wier, ingineer ~' Charge, as to the most feasable point at whioh

The meeting was oalled to order at I.30 p.m. by Mayor
Chamberlin, and all members were present except Counoilman

The meeting was held for the purpose of po.tponing the date
of the sittings of the Board of Equalization until Tuesday August
I9th, at 2 p.m. the same to then continue in session daily from
2 to 4 p.m. until August 33th, I9I9.

BE IT FURTHUR RESOLVED: That the City Clerk shall have

8 p.m., and all members were present, exoept Councilman S. M. Graff

The minutes of the regular meeting of August 4th, I9I9, and
the minutes of the Speoial meeting of August 12th, 1919 were then
read and approved.
A Cummunication from the Alaska Engineering Commission,
re~tlve to the Proposed Munioipal Floating Dook was read, and
same was ordered plaoed on file for future referenoe.
Dr. J. M. Slaan, City Health Offioer made a report, stat-
ing that ne had that day dismissed the small pox paitent, that he
had been oaring for in the Pest House, and that the man was not in
a position to reimburse the City, for the Medioial Attention he
had reoeived. Dr. Sloan further stated that the City would have
to establish another Quarrantine Station, as the Rudolph House had
been sold, and the Health Department ordered to move out.
Counoilman Whittemore seoonded by Counoilman Horner moved
that the paitent 41soharged from the Pest House, be not required
to pay for his Medioial Treatment, and that the matter be olosed.
At the oall of the roll all members present voted "aye". Motion
oarried.

Counoilman Whittemore seoonded by Counoi~ Horner then
moved that, the Health Department be instruoted to rent the Mike
Miller House, to be used as a temporary Quarrantine Station, and
to move in the furniture and supplies, and to determine the future
monthly rental, or at what prioe the plaoe could be purohased, and
the oost of putting the same in proper shape. At the oall of the
roll all members present voted "aye". Motion Carried.
Councilman MoNeer seoonded by Counoilman J. L. Graef moved
that the Mayor be instruoted to wait upon Col. Mears and Col Holo-
well, and if possible, invite them to attend a speoial meeting of
the Counoi1, at whioh time many things of interest, pertaining to
the City of Seward, and the New Proposed Munioipal Floatin, Dook,
oould be taken up and disoussed properly. Motion oarried.
Several bills and salaries of the Glaoier Stream Crew were
read, but owing to Counoilman Luoas of the Finanoe Committee not
being present, the same were passed over until the next meeting,
so that they oould be properly Oked.
Upon Motion by Counoilman Horner seoonded by COUnoilman
MoNeer, the Counoil then adjourned until the next regular meeting.

The meeting was oalled for the purpose of taking up the
matter of a Dentention Hospital, and also for the purpose of
Paying part of Sewards ~uota of the City Sohool Fund.
Mr. H. S. Balderstmn, treasurer of the Seward Sohool
Board was present, and stated that the Board would need at least
$ 1000.00 at this time. Counoilman Whittemore seoonded by Coun-
oilman S. M. Graff moved that the Clerk be instruoted to draw a
warrant in the amount of $ 1000.00 in favor of the Seward Sohool

Hospital, statimg that he had investigated several differ.nt
houses and looations, and mentioned the Gerhard Johnson Home,as
being a very desirable plaoe. After a general disoussion, QY

seoonded by Counoilman MoNeer that the Committee on Health be
authorized to oonfer with Mr. Johnson regarding his building, and
if possible to enter into a lease for the plaoe, and that the
Health Committee be empowered to aot, and make the neooessary

Counoilman Whittemore reported on the City Cemetary,
stating that ne bad been out to the plaoe and looked over the
grounds, and that the drive at the entranoe needed repairs.
Mr. F. B. Wood, Seward Undertaker was present, ~nd explained to
to the members of ,the Counoil, the nature of repairs needed at
this time, and the amount of gravel neccessary to put the drive
in proper shape. Counoilman Lucas seoonded by Counoilman Horner
moved that the Committee be authorized to go ahead with the neede
improvment. at this time, the same not to exoeed $ I50.00. At the
oall of the roll all members present voted "aye" Motion oarried.
Counoilman S. M. Graff seoonded by Counoilman Whittemore
moved that the Mayor and City Clerk be authorized to exeoute a
demand note in favor of the Bank of Sewa~d, plus the prinoiple
and interest, to take up the present note of $2060.'0;now held by
the said Bank. At the oall of the roll all members present voted
"aye". Motion oarried.
Mr. S. O. Morford was present and asked that the Counoil I
notify the Fire Chief to go over all the buildings, and inspeot
the flues, pipes, eto, and 'try in ever possible way to prevent
fires during the ooming winter. To this,the Mayor stated to
Mr. Morford that the Fire Chief Was doing his duty.

The meeting was called for the purpose of further oonsider-
ation of the Dentention Hospital.
Counoilman Horner seconded by Counoilman MoNeer moved that
the Counoil reoonsider the matter of the Dentention Hospital, in
regard to the instruoji~n8 given to the Health Committee at the
last meeting, with power to purohase the Mike Miller Property.
At the oall of the roll, Councilmen S. M. Graff, Horner,
MoNeer and Whittemore voted "aye", and Councilman Luoas voted "No",
and the Mayor deolared the Motion carried. I

Counoilman S. M. Graff then made his report, stating that
the I~rvey property was a desirable looation for the Hospital, and
deserved oarefull consideration from the standpoint, that the same
could be had at a reasonable rental. After a general disoussion
it was moved by Counoilman Whittemore and seconded by Counoilman
McNeer that the Health Committee lease the Harvey property from
the Bank of Seward at a rental: of $ 7.50 a month, and be further
empowered to install water oonneotions, and other neocessary
improvments not to exceed $ I60.00, and any expenitures over this
amount to be paid by the Bank of Seward.

A Cummunication from F. B. Wood was read, in whioh he state
the present oondition of Woodlawn Cemetary. An applioation from
Mr. .Wood was also read, in whioh he applied for the position as !

Counoilman Horner, moved that the Cummunication be accepted and
filed, and that the investigating Committee, still be continued
inexistenoe, and report at the next regular meeting, as to the
costs of straightening out the various matters pertaining to the

to draw a warrant in favor of Mr. Dougherty for the above amount,
and that Mr. Dougherty notify the p~rties who had a refund due

does hereby oancel and release the Munioipal Taxes assessed and

The meeting waS held for the purpose of repealing the
Resolution, passed by the City Council, September I5th, 19I9, in
regard to holding the I9I7 Delinquent Tax Sale Hovember rOth, I9I9
and also for the purpose of taking up and disoussing various
matters in oonneotion with the City Cemetary.
After a general disoussion by the members present, regard
ing the I9I7 Delinquent Taxes, a Resolution prepared by L. V. Ray
Legal Advisor for the City of Seward, was read as follows:
BE IT RESOLVED BY THE COMMON COUNCIL OF THE TOWN OF SEWARD, ALASKA

THAT Whereas it is apparent from reoent payments made,
and advioes reoeived of a reliable nature, that a greater portion
of the Delinquent Taxes for the year I9I7 of the Town of Seward, I
I Alaska, as appears upon the Delinquent Tax Roll for the year I9I7 I
of said Seward, and upon whioh Delinquent Tax Roll the Distriot i
Court for the Territory. of Alaska. Third Division, has made and t
entered its oertain order direoting the speoifio and severAl tract
of land and property on said Delinquent Roll set forth, sold to
satisfy the lien of said Delinquent Tax, penalty and oosts; .
And Whereas, by Resolution of this Counoil dated the I5th'l
day of September I9I9, the Clerk of this Town was directed and
ordered to prooeed to advertise, and sellon November IOth, I9I9, I
said traots so in said Delinquent Roll oontained, and that adver-
tisment of suoh sale should oommenoe by publioation o~ said Roll,
on or about November IOth, I9I9, to extend for the period of four
weeks,
Now, Therefore, for the reasons stated herein, and as a
matter of publio polioy in the. avoidance to Tax-payers of the

tisment and sale on Nevember IOth,I9I9, as aforesaid, be repealed
and held for naught, and that said Clerk of the Town of Seward,

Councilman Whittemore seconded by Councilman J. L. Greaf
moved that the rules besuapended, and that the Resolution be I
addopted as read. At the oall of the roll Councilmen J. L. Greaf
Horner, McNeer and Whittemore voted "aye", and the Mayor declared
the Resolution addopted.
In the matter of the City Cemetary, Counoilman Horner
seoondedby Counoilman J. L. Graef moved that the Cemetary Comm-
ittee, be empowered to proceed with their best judgement, as to
straightening out the present tangle now existing at Woodlawn
Cemetary, At the oall of the roll Counoilmen J. L. Graef, Horner,

The. matter of the City Cemetary was then taken up, and Cumm-
unications from John Preston, and E. S. Jaocard were read, oert-
ifing that F. B. Wood, Seward Undertaker, had removed several
bodies, buried in the streets and alleys of said Cemetary, and
had placed them in the lots where they belonged, in the proper
manner. In conneotion with the Cummunications, was a "Burial or
Removal Permit", from Wm. H. Whittlesey, United States Commissio-
ner, stating the names of the known, and unknown parties whioh
were removed. Claims attaohed to the Cummunioations, for ser-

3. That the Sale of real property listed upon the Delinquent Tax
Roll of the Town of Seward, Alaska, for the year I9I8, to satisfy
and disoharge the lien of the unpaid Tax upon the several and speo-
ifio traots desoribed, together with penalty, interest and oosts,
be had at Public Auotion, in the Town hall of Seward, Alaska, on
the Thirtieth day of December I9I9, between the hours of ten O'oloo
in the forenoon and four O'olock in the afternoon of said day, comm
enoing at said hour of ten O'clook in the forenoon, and, if said
Tax Sale is not ooncluded on the said thirtieth day of Deoember
I9I9, the same shall continue from day to day thereafter, over Sun-
days and Hol1daSfs, until the property subject to tax sale, and in
said Notioe of sale oontained, is disposed of;
4. That eaoh tract, upon said Delinquent Tax Roll of the Town of

rules be suspended, and that the Resolution be plaoed upon its pass

of the roll, all members present voted "aye". Motion oarried.
The Claims after being Oked by the Fiaance Committee, were
read as follows: J. L. Graef $22,36 - Bank of Seward $50.78.
Councilman Horner seconded by Counoilman J. L. Graef moved
that the Claims be allowed as read, and that the Clerk be instruc-
ted to draw warrants for same. At the oall of the roll all member
present voted "aye". Motion oarried.
Councilman McNeer then reported that in the matter of Niok
Hodak, who had hurt his finger while employed on the Glaoier Stre-
am, that the sai~ Hodak be allowed ,62! per cent of 20 days wages,
the total being 115,00, Councilman Whittemore seoonded by Coun-
oilman Horner moved that the Clerk be instruoted to draw a warrant
for the about amount in favor of Mr. Hodak. At the oall of the
roll all members present voted "aye". Motion oarried. .
Counoilman Whittemore seoonded by CounoilmanJ. L. Graef
moved that the Council extent to Counoilman S. M. Graff, a 90 day
leave of absenoe, as Mr. Graff.wiahea to make a trip to the states.
At the oall of the roll all members present voted "aye". Motion
oarried.
Upon motion by Counoilman Whittemore seconded by Coknoilman
Luoas, the Counoil then adjourned'until the next regular meeting.

The meeting waS oalled to order by Mayor Chamberlin at
8 p.m., and all members were present exoept Counoilman S. M. Graff
and Councilman Horner.

The minutes of the regular meeting of November I7th, I9I9
were read, and it was moved by Councilman Luoas and seoomded by
CounoiLman J. L. Graef, that with referenoe to the Resolution
contained therein, the same should be oorreoted to read, passed at
its third reading, instead of its seoond. The minutes were then
approved as oorreoted.
A statement signed by Nick Hodak, and witnessed by Eric
Luoas and L. V. Ray was read, the same stating that the said Mr.
Hodak had reoeived $ 75.00 from the City of Seward, this amount
allowed him for injuries reoeived July 24th, 19I9, whiie employed
on Lowell Creek. Councilman Lucas seoonded by Counoilman J. L.
Greaf moved that the release be filed, and it was so or4ered.

The meeting was called for the purpose of oonsidering the
Application for a permit by Dr. Andrew C. Smith of Portland,
Oregon, through his agent at Seward, Mr. Wayne Blue, to ereot on
the Se\vard Dock, a six hundred barrel wooden crude oil tank for
use of fueling the Steamer Bergen, and also for the purpose of
calling to the attention of certain property holders, the oondit-
ion of the sidewalks, in front of their respective properties,
as regards snow and ioe, during the winter months.
The meeting was called to order at 8 p. m. by Mayor Chamberlin
and all members were present except Counoilman S. M. Graff.
A Cummunication from Wayne Blue was read, in whioh he requeste
that the above stated permit be granted to Dr. Andrew C. Smith,
and after a general dissussion, it was regularly moved by Coun-
oilman Whittemore and seconded by Councilman Horner, that the Cu-
mmunication be aocepted and filed, and that the Clerk be instruc-
ted to issue said permit, and to write a letter to Col. Frederick
Mears, of the Alaskan Engineering Commission, stating in detail,
just what a "Seward-Unalaska Steamship Route" would mean to Sew-
ard, in a business way. At the call of the roll all members
present voted "aye". Motion carried.
A Resolution, prepared by L. V. Ray, Sewards Legal Advisor,
was then read as follows:

BE IT RESOLVED by the COMMON COUNCIL of the Town of Seward, Alaska
That the Munioipal Clerk of the To\vn of Seward, be, and he is
hereby authorized and direoted to issue a PERMIT for the constru-
ction of a wooden tank, or other receptacle, on the extreme wes-
terly end of the Dook of the Alaska Engineering Commission, at
Seward, Alaska, and to store therein not exceeding six hundred
barrels of orude oil, for use of Andrew C. Smith, or his agents,
ship-masters, and assigns; suoh fEIDlI! to be revoked should any
abuse of the privlege granted become apparent.

Offioe, oalling their attention to a section in Ordinanoe #38,
whioh says, "that sidewalks must be kept free of snow and ioe",
and that the letters should be registered, so that the owners or
their agents, would be sure of reoeiving the notioes. At the '
