A Special meeting of the Common Council of the Town
of Seward. held in the Council Chambers at a O'Clock PM
this date, for the purpose of canvassing the votes
cast at a special Election for the exclusion of certain
property from the City Limits.
The meeting was called to order by Mayor Ray, present
were Councilmen Badger, Helm, Hofman McMullen and
Selby, absent Councilman Ellsworth.
The Mayor having stated the objeot of the meeting
appointed Councilmen Hofman and Selby and the Munioipal
Clerk to oanvass the vote, this having been done. the
oommittee proceeded to declare the result of said
eleotion and have same spread on the minutes of the
prooeedings.
The following resultion was presented, and moved by
Hofman seconded by Badger that same be adopted.
RESOLUTION
-
WHEREAS, in acoordanoe with the laws of the Territor
of Alaska and persuant to an order of the Distriot Court
for the Terriotry of Alaska, Third Div~sion, entered the
twenty fourth day of November 1925, direoting that a
special eleotion be held on the proposition of the exolus on
of certain territory from the City of ~eward and necessa
notices having been given, The eleotion was held in the
Twon Hall of the City of Seward and in the
Territory sought to be exoluded on Saturday January
9th, 1926; and.
WHEREAS, in aocordance with the Oertificates filed
with the municipal olerk of the Town of Seward by the
Election offioers of said election, the following
votes were cast at the said Election:

FOR EXCLUSION 63
AGAINST EXCLUSION 2
BLANKS 1

WITHIN THE TERRITORY SOUGHT TO BE
EXCLUDED:
(NO votes cast in said Territory)
WHEREAS the returns of said election were
canvassed by the Common Council of the Town of Seward
at 1 O'Clock PM Monday January 11, 1926,
NOW, THEREFORE, BE IT RESOLVED, that in acoordanoe
with the results of said eleotion, said territory
is excluded from the limits of the City of Seward.

MONDAY JANUARY EIGHTEEN 1926.

The regular meeting of the Common Council, Town of Seward
called to order at 8;25 O'Clock PM by Mayor L. V. Ray.
Councilmen Badger, Helm. Hofman and McMullen present.
Absent, Selby and Ellsworth.
The Minutes of the last regular and special intervening
meeting read and approved.
Communications, including a wire from Major Oliver and
other communications XKKi exchanged between the Mayor and
U. S. Engineers Office relative to Shelter H arbor read.
Communication addressed to School Board and report of
School board presented to Council.
School Boards quarterly report referred to School Committee.
No claims presented.
Committee reports as follows:
Finance and Clai~s presented a written report including
Municipal Attorney, Health Officer statements and Affidavit
from Fire Chief re the Gillespie Compensation claim,
re~ommending no payment as City not liable. After discussion
it was moved by Helm seconded by Hofman that report be
accepted and filed, All councilmen voting in the affirmative.
Municipal Health officer reported the School in good
condition when inspected on January 16th, 1926. It
was moved by Hofman seconded by McMullen that r0port be
accepted and filed, all councilmen present voting in the
affirmative.

w. D~ Coppernoll being present addressed the council
with reference to certain Certificate of Redemptmons
numbers 331 to 336 inclusive covering Lots 7 to 12
inclusive in Block 17 Federal addition Town of Seward
and requested that authority be given the municipal
clerk to cancel these Certificated and issue in their
stead, Certificates of Sale in his favor.
It was moved by Hofman seconded by McMullen, that
quthority be granted clerk to cancel the redemption
certificated referred to. Upon call of the Roll ailll
Oouncilmen present voted in the affirmative.
It was then moved by Hofman seconded by McMullen that
the Clerk issue Certificated of Sale to Mr Coppernoll
covering the sale for Taxes of Lots 7 to 12 inc., Block
17 Federal addition. Upon all of the roll all councilmen
present voted in the affirmative.
The Street committee made an oral report relative to work
performed by Mr Thoday, on the Daggett corner sidewalk,
and requested that Mr. Thoday be paid by the City, and
payment made by Daggetts be credited to City. It was
moved by Hofman seconded by Helm that request be granted
and City Clerk authorized to draw a warrant for 10.00
covering services of tIT. Thoday. Upon call of the roll
Councilmen Budger, Helm, Hofman and McMullen voted AYE.
Absent Councilmen Ellsworth and Selby.
Mayor Ray stated he had in his possession a resignation
from Councilman Ellsworth as a member of this Council,
and desL.ed to pree cnt same as Mr. Ellsworth would not
be able to return before his extended leave expired on
February 1st. It was moved by McMullen seconded by
HOfman that Councilmans Ellsworths resignation be
qccepted, all councilmen present voting Aye.

The Mayor asked the Councilmento oonsider a suooessor for
Mr. Ellsworth, to endeavor to have a oandidate available
at the next regulr meeting, when/X. could be elected
and take l1Jl.e Oath of offioe.,the person selected

Under unfinished business the motion, that resignation
of the Fire Chief be accepted, laid over from last regular
meeting, was opened for consideration.
It was moved by Councilman Badger seconded by Helm
that oonsideration of this motion, be again carried over
until Councilman Selby was present.
All oouncilmen voted in the affirmative.
Mr Manthy was present, and offered information regarding
the manner in which the floating dook, could be repaired
and the workmanship required by the Alaska Railroad befoFe
it oould be again placed in Commission. He offered to
contract with the City to repair dook to the satisfaotion
of all persons and replace in accordance with desires
of the Railroad offioials. The cost of this work ..
to be .300.0~
A Motion was then made by Hofman seconded by Badger
that Qity Attorney be authorized to contract with Mr.
Manthey for the repair and installation of the floating
dock, same to ~ass inspection of Railroad officials for
not to exceed '300.00

Under new business attention was called to the oondition
of the Garbage dump, The high tide having destroyed the
retaining wall allowing the garbage to be oarried over the
road by the high water. After 'iscussion, a motion (Hof)
was made, seconded by Helm that street Committee~be
authorized to expend $100.00 for neoessary emergency
repairs. U~on oall of the roll all councilmen voted in
the affirmative
The School committee returned the report of Sohool
board recommending its acceptance and filing. A Motion
made by Hofman seconded by Helm. that this be done

held this date in the Council Ohambers. ~or Ray presiding.
the council called to order at 8 O'Clock PM, with Councilmen
Badger, Helm. Hofman McMullen and Selby present.
The Mayor stated the first business to be taken up by the
Gouncil would be the nomination and election of a new
councilman, whereupon it WaS moved by Badger seconded by
Hoffman that the council proceed to ballot. Motion carried
and Councilman Hofman appointed Teller.
Upon first ballot Oouncilman Hofman as Teller anno~ced ,~ ~
five votes had been cast for Mr. Chas Krefting as Wouncilman~~
to serve the unexpiret term of Councilman Ellsworth resigned
Or until April 101 1926. A recess was called until
Councilman Krefting could be notified.
Upon Councilman Krefting reaching council Chambers.
he took the oath of office and assumed his place as a member
of the Common Council of the Town Of ~eward.

were withdrawn. and it was moved by McMullen seconded by
Hofman that balance of claims be paid and warrant ordered

A Protest filed by C. Ira Daggett. against Special sidewalk
tax referred to City attorney.
A Communication from The Seward Volunteer jj'ire department,
recommending M. B. Lannin[ for continuanoe-in office 8S
fire Ohief, read, and upon motion by Hofman seconded by
Selby ordered filed. Motion carried.
Fire Committee reported truck overhauling completed but
requested authority to expend $20.00 to replace parts lost
belonging to self starter and generator, upon r ceipt of
which, self starter could be operated. It was moved by
Badger seconded by Helm. that expenditure of $20.00 be
allowed. Upon call of roll all councilmen voted in the
affirmative. and authority was granted.
City Attorney reported, prepared petition covering cemetary
releaAe. oompleted with exception of signature of Mr.Barndoller

of the Alaska Railroad, and upon his arrival at Seward, and
signing of petition, same would be forwarded to the President o~
the Wnited States. The attorney also called Councils attention
of the law forcing munioipalities to enforce Alaska Bone Dry Law
Remarking on Cemetary as proposed, Mayor called Counoils
attention to necessity of coordination of various fraternal
organizations in the community for the purpose of dividing
plots for burial purposes.
Unfinished Business, The Tax rolls were presented by the
Clerk as delinquent, and ordered laid over until sidewalk
tax roll became delinquent for simultaneous publication.
The Motion carried over past two meetings brought up for action,
and after recieving permission to withdraw original motion
for the purpose of furnishing a substitute, Councilman Badger
seconded by ~ouncilman Hofman moved that resignation for M. B.
Lanning, as Fire Chief, and Chief of Police be aocepted by the
Counoil on appointmebt of his successor.
An amendment was offered to insert the words "or Election"
followintg word appointment. KpKa The vote on amendment
to orignal motion carried, whereupon the Council voted on
the Motion. That Resignation of FireChief and Chief of
Police be accepted to take affect upon'the appointment or
Election of a Buccessor. Upon call of'the roll all Councilmen
voted in the affirmative.

A Resolution was presented.
RESODVED That Until April 10, 1926, the Offioes
of Chief of Police and Chief of Fire Department of the City
of Seward, be held by two men the salary to be at the rate of
$125.00 per month eaoh.
It was moved by Hofman seoonded by McMullen
that the words qnd figures "At the rate of $125.00 per month
" be stricken and the words and figures"At the rate of $150.00
per month" be inserted. Upon call of the Roll all councilmen
voted in the affirmative.
It was then regularly moved and seconded that the
Rules be suspended a~drthe resolution adopted .
Upon call of the Roll all councilmen voted ..
XKa affirmatively on the adoption of the resolution as amended.
The Oity Clerk was instructed to advertise that applications
would be received for the position of Chief of Police, and Fire
Chief for the Town of Seward until 5 ) 'Clock PM Friday
February 5th.
It w~s moved by Helm seconded by HOfmun that a special meeting
of the Council be called at 8 O'Clock PM Friday February 5,
for the purpose of eleoting a new firechief and Chief of Police.
Motion carried.
Additional Committee reports were presented by street Committee
that Garbage dump again in good order, and by Com on Wharfs and
Docks, that contraot for repairing floating dock had been let.
Referring to the Gillespie Claim, and the report presented
by Finance Committee relative to this case, Remarks were made
by Mayor and Councilmen, after which a motion was made by
Councilman McMullen seconded b~ Helm that City Attorney be
authorized to make a settlement with Frank Gillespie in the sum
\,' of $50.00 when necessary releases had been signed.

Special Meetinf of the Common Council, Town of ~eward,
called at 8 O'Clock PM February 5th., 1926.
Councilmen Badger, Helm, Hofman, Krefting, McMullen and
Selby present.
The Mayor stated this meeting had been called and opened
for the purpose of considering applications and electing
a Fire Chief and a C~ief of Police of the Town of Seward.
The following applications were read.

The Mayor, at this time called attention to the
attacks being made upon citizens of Alaska, by certaij
persons in Washington D.C., and suggested action by the
Council, resenting the implications and statements made.
A Motion was then made by Councilman McMullen
seconded by Councilman Hofman that The Mayor and Clerk
be authorized to draft a wire as a protest against
and denial of remarks xxaixtRixtDx made, same to be sent to
Senator A. C. Cummings, Chairman of Judicial Committee
U. S. Senate.

It was moved by ~RMcMullen seconded by Hofman that
the Council proceed to ballot on the appointment of a Fire
Chief. Councilmen Hofman appointed Teller.
Upon first Ballott Henry Frost 4, Alex Bolam 1,
M. B. Lanningl, Henry Frost declared Elected.
Moved by Hofman seconded by Helm, that council now
ballot on appointment of a Chief of Police. Motion
carried.

held in the Council Chambers. this date.
Meeting oalled to order at 8 O'Clock PM by Mayor, L. V. Ray
with Councilmen Badger. Helm, Hofman, Krefting and McMullen
present, absent oouncilman Selby:
The Minutes of the last regular meeting were read and
approved.
The Mayor at this time stated that Counoilman Krefting would
take the place of Counoilmen Ellsworth on the several commit-
tes formerly ser~ed by ~llsworth, but that the junior members
of those oommi ttees would serve as ChR.irmen,
Claims:
The Finance committee reported the investigation of
Brown and Hawkins olaim, carried over from the last regular
meeting, and because of agreement between former Fire Chief
and Brown and Hawkins for the rent of a truok, reoommended
the paying of same.
Claims for C.M.Brosius 1.05 P.M. Ogle $5.85 were
read and it was moved by Hofman seoonded by McMullen that
same be allowed.
Upon oall of the roll all counoilmen voted in the
affirmative. ' ,
The Bill of Brown and Hawkins for $17.50 was read
Rnd it was moved by Helm seoonded by Kad~er that olaim be
allowed.
Upon oall of the roll. Councilmen Badger Helm

Absnet Counoilman Selby. The neoessary four votes in the

A report from the Fire Committee was read aSking for authorit~

JYKRRwe oommittee reported progress on floating dook
and install~tion of same, to be aocepted upon approval of
Railroad authorities. '
Committee on Pub Health 'and Protection reported an epedemic
of Scab disease among the school children, stating the Pub
Health officer stated not serious but infectious.
The Mayor reported the hiring of Team and men, to break
trail thru snow to train and boat.
Street Committee, Counoilman Helm discussed necessity of
Road between fourth and third Avenues on Madison street.
A Communication from Harry Kawabe, asking for 'authority to
install Laundry on main floor and in basement of his and
associated building on fourth Avenue. After discussion
and report of ~ity A~torney, t~at same should be accepted by
Health officer, a notioe was ordered published to allow and
residents or property holders in the ~icinity to file objeot
ions at the next regular meeting of the Council, and the
Clerk ordered to obtain information relative to effect on
Fire Insurance rate.

The Minutes of the last regular meeting were read and approved.
Communications read, including a communioation from Sohool
Board, requesting finanoial assistanoe. referred to School
Committee, a Communioation relative to property valuation
referred to the new Council and a report from the Seward Water
and Power Company, being their annual oorporation report required
by law, referred to Committee Light Seware, Water & Wharves.

A Motion was made by Helm seconded by Krefting that bills as
read with the exception of P. C. McMullen be allowed.
Upon call of the roll, all Councilmen present vote~ in the
affirmative.
It was moved by Councilman Hofman seconded by Badger, that the
bill of P. C. McMullen for $4.30 be allowed: Upon call of the
roll Councilmen, Badger, Helm, Hofman Krefting voted AYE.
Not Voting, McMullen: Absent Selby. It was so ordered.
In accordance with the advertisement published in the Gateway
that a hearing would be held this date for protests against
the issuance of a permit for installation of Laundry in
Building on Lot 3 in Block 10; Mayor Ray called for protests,
none forthcoming, and it was regularly moved by Councilman
Krefting secondLd by Helm that permit be granted, alterations
to be subjected to approval by Fire Committee. All councilmen
voted Aye, and Clerk authorized to grant permit in usual manner.
School Committee returned request of School board, recommending
balance due them on City's sharge of estimated budget, being
$1,325.00 be paid. It was moved by Councilman Hofman seconded
by Councilman Badger, that a warrant in the sum of $1,325.00 be
drawn in favor of the Seward School Board.
Upon call of the roll, all concilmen voted in the
affirmative.

that the resignation of H. B. Selby as Councilman be accepted:
Motion oarried.
A Resolution, declaring a vacanoy on the common Council by reason
of the resignation of H. B. Selby, and resolving that this
vacancy be filled by vote of the citizens at the Municipal
Election to be held on April 6, 1926; Read.
It was moved by CouncilmanHofman seconded by Councilman Helm, that the
rules be suspended for the adoption of the resolution.
All councilmen voting in the affirmative.
The Resolution was then plaoed upon its passage, All Oouncilmen
voting in the affirmative, and it was so ordered. The Clerk
being iautructed to make necessary changes in notices being
published.

After discussion, in order that sufficient councilmen would be
available, for a canvassing board. The name of Mr. Henry
Thoday, was presented the council, to serve as Councilman until
April 10, 1926.

A Report was presented at this time by the Committee on Wharves,
with copy of Contract, and release from Mr. Horn of the Alaska
Railroad, covering the floating dock. Communication accepted
and filed.

The regular meeting of the Common Council called at
8.00 ~'Clock PM., Mayor Ray presiding.
Present were Councilmen Badger, Helm, McMullen and Thoady
Absent Councilmen Krefting and Hofman.
The Minutes of the last regular meeting were read and
approved.
A Communication addressed to City Attorney, from Noel
w. Smith, Alaska R.R. read: Re., Cemetary proposed for
city and stating matter had been turned over to Sec., of
Interior, no objection on part of the Railroad management.
Wires addressed to Washington on the Lowell creek
project, forwarded by Chamber of Commerce, offered Council
for their information.
Remarks thereafter addressed to Council on above
subject by Mayor. showing progress made on control of
flood menance.

It was regularly moved by Councilman Helm. seconded

the affirmative. and the necessary four votes being cast

The Clerk was instructed that the amount paid the
Special police officer was to be deducted from salary of
the Chief of Police. on account of absence during the
period Special Police officer required.

WHEREAS. the Taxes on real property in the City of
Seward, Alaska for the year 1925 became delinquent at 5 O'clock
PM.. on the 15th., day of November 1925. and
WHEREAS, the Hunicipal Clerk of the City of Seward
has presented to the Common Council a roll in duplicate of
all real property assessed and on which the tax has not been
paid and is delinquent and said roll is in due and proper
form, NOW THEREFORE,
BE IT RESOLVED BY THE COIill.lON COUNCIL OF THE CITY OF
SEWARD. ALASKA.
1. That the Municipal Clerk cause said delinquent Tax Roll
to be published togeather with a notice that said roll has
been completed and is open for public inspection at the office
of the Municipal Clerk and that on the ~9~ day of May. 1926
or as soon thereafter as council may be heard said delinquent
Roll will be presented to the District Court for the Third
Division, Territory of AlasLa, for judgement and order of sale.
2. That said delinquent roll and notice aforesaid be
published once a week for four successive weeks in the Seward

WHEREAS, The Woman's Home Missionary Society of the
Methodist Episcopal Church has released the City of Seward from
its promise to secure for the site of the Jesse Lee Home certain

Bay View an addition to the City of Seward, and has' agreed to ac~eIt
in lieu thereof certain lots in Block 10, Bay View Addition and
WHEREAS The City of Seward has title to the following lots
in the Bay View addition to the City of Seward, to-wit:
LOTS, 1,2,3,4,5,7,8,9,11, and 12 in Block 10
fOW THEREFORE,NE IT RESOLVED BY THE C01TI~ON COUNCIL OF
THE CITY OF SEdARD that the Mayor and Municial!l Clerk be, and

It was moyed by Councilmen Helm seconded by McMullen that
the rules be suspended for the adoption of the Resolution,
upon call of the roll all Councilmen present voted ATB.
The Resulution was then placed on its passage, and upon
call of the Roll all Councilmen voted in the affirmative and
same adopted.
The Finance Committee reported its investigation covering
cost of High pressure Chemical Hose, stating same could be
secured for a cost not to exceed ~75.00.
A Motion was thereupon made by Councilman Helm seconded by
McMullen that $75.00 be allowed finance Committee to purchase
Hose necessary. Upon Call of Roll Councilmen Badger, Helm,
McMullen and Thoady voted Aye. Absent Councilmen Hofman and
Krefting. Motion carried.
Because of the absence of ttwo councilmen other matters were
carried over and the Mayor informed Council a special meeting
would be held at 8 O'Clock PM Wednesday March 17th., 1926.

Adjourned meeting of the Common Council, called to order at
8 O'Clock PM this date by Mayor L. v. Ray, with Councilmen
Badger, Helm, Hofman M~lullen and Thoady present, ABSENT
Councilman Krefting.
The Mayor stated the first business of this meeting would
be the appointment of Judges, Inspector and Clerks for the
Primary Election, as required by Law:
Wm. H. Whittlesey, as Inspector;
L. A. Peel and George Long as Judges
Hugh Dougherty and Mrs Luke Elwell as Clerks
were nominated, and a motion was made by Councilman Hofman
seconded by Badger that the clerk be instructed to cast a
unanimous ballot for the persons nominated.
All Councilmen voting in the affirmative. The Clerk
cast the ballot.
At this time the Mayor retired, and Councilman P. C.
McMullen, senior Councilman took the Chair. The Clerk
was instructed to read a statement presented to the Council
by Special Attorney, L. V. Ray, covering details of the
case handled in the ,courts with reference to Ordinance 78.
Report read. Inoluded in report was a statement of a
balance due for attorneys fees of $$2.500.00 of which sum
$214.50 was received on November 3rd, 1924 and $1,000.00
was received in December 1925. leaving a Balance due of
$1,285.50 as payment in full up to March 1st. 1926. This
report was accepted and ordered filed.
A Motion was thereupon made by Councilman Hofman seconded
by Councilman Badger that a warrant for the sum of $1.285.50
be drawn. payable to L. V. Ray, Special Council, for attorney
services rendered City of Seward in Light Case, as a payment
in full for services rendered City up to Maroh 1st, 1926.
After discussion, and interrogation of L. V. Ray by
Councilmen, the Question was called for and upon call of the

Discussion was carried on relative to the Fire Chief and
Police Chief salaries and positions, after which a motion
was made by Councilman McMullen seconded by Councilman
Orlander that the salary of Chief of the Fire Department
be $1)).00 per month or $1200.)0 per year. Upon call of the
roll Councilman Badger, Hofman McMullen and Orlander voted
Aye Helm and Thoday NO. Hotion carried.
It was moved by Couillcilman Orlander seconded by UcMullen that
the Chief of Police receiv~ a salary of $100.00 per month
or $1200.00 per annum and upon calling the roll Councilmen
Badger, Hofman, McMullen and Orlander voted in the affirmative
Councilmen Helm and Thoday in the Negative. Motion carried.
The Mayor called attention to the emergency clause in the
Ordinance and declared the council would now vote on
whether the clause would pass. After discussion the
roll was called. Councilman Badger, },lc:Mullen and Orlander
votes Aye. Councilmen Helm, Hofman and Thoday No. The
vote being a tie the Mayor voted in the Negative, and the
Emergency clause failed to carry, the ordinance died, and

An informal discussion was carried on by Councilmen relative
to matters coming before the regular meeting in May.
Finance Committee, asked if City was to audit School Books,
was instructed to ascertain and if so have audit made.
On Street Improvement Mayor stated a road to the new cemetary
site was required same to be 30' wide and 360 ' long, and
also stated bids would be asked for on construction of
such improvement.
Councilman Helm and Thoday of street Committee stated
$500.00 was required for the completion of street and
road improvement and upkeep, and $50.00 to repair
bridge over Glacier stream, which was at present being attac
ked by water. Council agreed .such expenditure would be
necessary, and would be approved when presented.
After further discussion including the erection of a new
lamp standard at the Corner of third and iiashington Street
crossing and the like. The Council upon motion adjourned.

Sec.l. That the compen6ation to be paid the Municipal
Officers of the City of Seward Alaska, ~or the term ending
April lOth.. 1927, or until the successors of such officers
are ap::ointed and qualifiedm is hereby fixed and established
by the terms hereinafter contained in this Ordinancex, which
compensation shall be neither increased nor diminished during
the continuance if oLfficeof such officers nor shall sqid
ooficers be entitled to receive in any form or shape and
other additional compensation from said City.
Sec. 2 Tpe MuniCipal Clerk shall receive a monthly
salary at the rate of $150.00 per month.
Sec. 3, The Municipal ldagistrate shall receive a monthly
salary at the rate of $25.00 per month.
Sec. 4. The Municipal Assessor shall receive a monthly
salary at the rate of $25.00 per month.
Sec. 5, The Municipal Attorney shall receive a monthly
salary at t~le rate of $50.00 per month.
Sec. 6, The MuniCipal Health Officer shall receive a
monthly salary at the rate of $50.00 per month.
Sec. 7, The Municipal Treasurer shall receive a mE.~.~
yearly salary at the rate of $ 1.00 per JKKX annum.
Sec. 8, The Chief of the Fire Department shall receive
a monthly salary at the rate of $75.0Q per month.
sec.xe, The Chief of Police shall receive a monthly
salary at the rate of $75.00 per month.
Sec 10. Each of the salaries herein provided for shall
be paid out of the general Fund of the City of Seware and
shall be paid monthly.
The Common Council shall at its first meeting in each
month approve and order paid the salaries of all the above
named officers for the ~HXB preceeding month and proper
warrant shall be drawn on the Treasurer for the patment of
the same.
Sec. 11. All ordinances und part of ordiancnes in
conflict herewith are hereby repealed.
Sec. 12, An emergency is hereby declared to exist and

COMMITTEE REPORTS:
The ~chool Committee reported thru Chairman Orlander
of a conversation with lir Henderson of the Territorial Schools
and stated it would be necessary for the City Council to
assist the SchoOl board out of their financial difficulty.
It was moved by Orlander seconded by Helm. that the Council
loan the School Board $1.500.00 fur emergency purposes, same
to be returned to city when available.

A Report from the Police Committee reported $97.00

Magistrate fined collected to date.
Finance Committee recommended discontinuance of
local improvements, not absolutely necessary, until finances
of City allow meeting present obligations.
It was moved by. Orlander seconded by Helm, that the
committee reports ~e accepted and filed.
Councilman Helm reported the str~et work was completed
as far as approrpriations allowed, also that an emergency
expenditure was made necessary on the Garbage dump, and same
had again been made secure.
After discussion, a motion was made by Councilman
Thoday seconded by Badger. that the Street committee continue
a man on the streets during the present month.

That Section 4 of Ordiancne No. 84 of the City of ~eward
Alaska, be amended to read as follvws:

"Section 4. The fee for an operators license as ahOl'la
provided shall be $2.50 all licenses shall be dated upon the
date of apDlic~tion therefor and shall expire June QOth of each
year and shall be renewed annually in the same manner as
provided for original registrations, such renewals to tak&
effect on the first day of July of each year; it is provided
however, that for any registration made after January 1st of any
year but one-half of said fee shall be paid, and for any
registration made on or after- April Is-t of any year one-fourth
of said fee sha~l be paid.
PROVIDED. That operators of motor vehicles owned by the City
od Seware. the Territory of Alas: a, and the United ~tates, shall
not be reguired to pay license fees herein provided, however.
they shall make application for a license ~nd shll at all times
be subject to all the other provisions of this ordinance. tluch
licenses shall be valid only while such operatos or operators are
operating or diriving said motor vehicles exclusively on official
business.
PROVODED, also. that the Municipal Clerk shall be authorized
to mssue a temporary license for a period not to exceed 30 days t
persons over the age of 16 years who are non-residents of the
City of Seward but who desire to drive a motor vehicle during
their visit in the City. Such licenses shall be in XEx form simil r
to the regular driver's, license but th6 Clerk shall endorse acros
the face of such license the word "VISITOR" No fee shall be churg d
for such license.

heretofore $100.00 had been allowed by the City for publicity
purposes, and the committee wished to have the same amount this
year.

After discussion the City attorney was asked to
investigate and report?
Fire Committee reported the need of a Chemical Ho~e Reel,
to be placed on the fire truck to expedite delivery of hose at
fire and as an economical method of extending h02e life. After
tiiscussion it was moved by Hofman ,econded by Thoday, that the
Fire committee be authorized to purchase same at not to exceed

The Street Committee reported the depletion of all funds
allowed them. and stated the urgent need .of replacement 0n the
Sidewalk on ~5ta avenue. from tho ballaine corner to the
Garbage dllmp, recommending the plowing, grading, and fill of
c~nders or gravel.
After discussion a motion was mude by Councilman Hofman
seconded by Orlander that 0he street co~~ittee be authorized
to build a gravel sidewalk on third Avenue where needed, that
the present walk be removed and a gravel .path made to replace,
this walk to extend us far as required in the estimation of that
committee.

1. That by virtue of and pursuant toa duly entered order of
sale dated the 13th day of July 1926, made and entered by the
District Court for the Territory of Alaska, Thirs Division,
in the matter of the applicationof the City of ~eKard Alaska ~
corporation for an order of Sale of Certain Real Property
to enforee the lein of certain delin~uent Municipal Taxes, for the
year 1926, The Clerk of the City of Seward, under the authority
of an~ by direction of the Common Council City of Seward. is
directed to sell the property described in said order of sale,
or so much thereof as on the date of sale hereinafter prescribed
shall be found unpaid as to taxes, penalty, interest and costs,
upon each specific tract, in the manner provided by law.
2. That the clerk of the City of Seward sh~ll cause to be

weeks in the Seward Daily Gateway. a newspaper of general
circulation published in the City of Seward, Alaska, which said

in the afternoon, and, if said tax sale, is not concluded on said

near Baseball park. was granted.
The communicution from M Senft asking for permit to install ~
Bay windows in building on Lots 7 and 8 in Block 10 was
read and it waS moved by Councilman HofI:Jan'seconded by McMull n
that permit be granted, alterations to me made in accordance
with Building Ord,nance Ho. 31 Section 0).
Motion carried.
Councilman Badger asked for information relative to persons
now driving without City licenses, and after discussion the
matter w,s referred to the City attorney for decision.

After ciiscussion of the possibility of erecting a
building o~ the lots owned by the city, it was moved
by Councilman Hofman seconded by Helm. that the
Finance committee report at the next regular meeting
what finances~ could be obtained for erecting a buildinl
on the City lots, same to be used for a school building
and Municipal Clerk. Assessor and ~mgistrates office
and planned to be later converted into a ~ity Hall and
Fire Apparatus building.

Health committee reported the presence of an indigent
in the co~nunity, namely Burns, now being cared for
by Red Cross and John DuBriel, and recommended his
being taken care of as a vagrant. Matter ceferrecl to
police committee.
Councilmen Helm requested the permission of the council
for the erection of a portico, or sign to be installed
over entrance to Overland hotel. the present porch
to be torn down and sign replace same. Sign not to
protrude over walk more than 3 feet, and be supported
on building.

being in doubt as to result called for the roll, upon

that the City Attorney be instructed to collect from
Wm. Patterson the costs due City for replacing light

The Meeting was called to order at 12.10 PM

A Cownunication from the Howard Oooper Corporation enclosing
catalog of Fire apparatus read, same turned over to Fire
Chief.
A Bill from Ogles garage, amount $2.00 for charging Fire true
battery read, and upon motion by Councilman Orlander seconded
by Helm, all councilmen voting in the affirmative ordered paie.
A Petition for sidewalk signed by Curtis R Morford as Agent
for the dickerman estate read, petition prayed the construe
tion of a cement sidewalk on the North side of Adams street
between fourth Ave and the Alley 100 feet west adjoining the
south line of Lot 21 in block 16.

Remarks were made by Mayor Ray informing the Council that
one third of this cost wo' Id be borne by the City ~nd two
thirds by the property owner. That it would be necessary to
draw up another assessme~t roll and tax this improvement as
required ~y law, but that the owners of the property in quest on
would pay one third of the cost this year and the balance
next year if approved by the council.
The petition was returned by the street committee with their
recommendatio~ that request be granted.
A Resolution was then introduced as follows.

WHEREAS on the 16th day of August 1926, there is
presented a request in writing forthe improvement of real
property situate in the City of Seward, Alaska involving Lot
21 in Block 16, such requested improvement being the
construction of a concrete side'::alk 8 feet in width upon t"_e
south line of said lot, on Adams street, and
.iHEREAS in such regard it is required in this
Common council make and enter its findings upon the facts.
NOW. THEREFORE. upon due consideration. BE IT
RESOLVED BY THB COI.ITWN COUNCIL OF 'THE CITY OF SEWARD ALASKA:
1. That the improvement requested. as specifically
and hereinafter set fourth. is necessary and should be i!lade
2. That the request, in writing, for the constructi n
of the specific designi,.ted improvement is properly signed
by the owner of the property specifically to be benefitted

that the rules be suspended for the adoption of the resolution

Upon the question "Shall the Resolution pass" ALi. councilmen

A Resolution accepting the Assessment roll as assessed by
Assessor and equalized by the EQuilization Board, was read
and a motion made by Councilman Hofman seconded by McMullen
asked for the suspension of the rules for the passage of the
resolution. All Councilmen voting in the affirmative.
The Question shall this resolution as read pass. was carried

A resolution setting the tax levy for the year 1926 at
twenty mills was read. and a motion made by 00uncilman

Light Committee reported progress in arriving at cost of a

erection of a bridge for the pipe line across the [lacier stream

on account of lateness of the season.

the financial or other requirements for the coming season

The School Committee further reported under head of a protest

consistent for Seward, and inaptitude of the present Janitor
caring for School,as compiled by Supt of Schools, and also
because of the disregard of all recommendations incorporated
in s~id report, a copy of which was furnished the School
board. The School committee protested the lack of cooperation
on the part of the School Board.
Further the School Committee reported thru the City Attorney
the result of an invescigation revealing the following;
1 Claim for High School expense rebate should have been made
prior to this time, and recommending same be done now in an
endeavor to recover part of the City funds expended on High Schoo

fixt and that tllis report should contain itemized estimate of
amounts required for teachers s"lu.ries, heat, light, supplies,
books. etc., but no such budget has been file~ this year.

5. That very poor system of books has been kept by School
Board, the only disbursements being shown by check book, that

informed the Attorney that he will make no change in this

Anchorage, and in order to obtain accurate information he
called the U. S. Deputy Marshal at Anchorage, by lon~ distanc
