The regular meeting of the Common Council. City of Seward
was called to order at 8 O'Clock PM. this date ly Mayor
L. V. Ray, present were Councilmen Badger, Helm, HOf,an
McMullen orlander and Thoday.
The Mi~~tes of the last regular meeting were read and
approved.
Communication covering School plans read and referred to Com.
Two resolutions were read for the first time, one
Authorizing the i8suance of a deed to T.W.Hawkins
for 2/3 interest in Lots 3~.34,35 and 36 in Block
30 for a deed to the city covering lots 13 and 14
in Block 29,
The other resolution authorizing the issuance of a deed
for a 1/3 interest in above lots to Charles Christensen
for Lot 10 in block 29.

It was moved by Hofman seconded by Thoday that bills as
read be allowed and warrants ordered drawn covering same.
Upon calling roll, all councilmen voted in the affirmative.
Under committee reports the City attorney presented a
detailed report on the matter of High School Lease and
the provision therein covering Janitor service.
It was moved by Councilman Helm seconded by Badger that
report be ac~epted and filed. Motion carried.
Sohool Committee presented report covering School Treasurer
finances.
Police 00mmittee reported on nusianoe oaused by dogs
barling and stated City was without power to act, but that
U. B. Marshall could take action if complaint made to him.
Fire Gommittee reported that Battery for the truck had been
ordered.
Street Committee reported nothing.
The Mayor reported a delapidated building on Lot 23
block 3, and reco~nended its removal as a fire hazard and
unsightly. Committee on Public Health reported their
investigatton of this shed and intention to have same
removed for salvage obtained. It was moved by Councilman
Helm seconded by thoday that mutter be left in Committees
hands.

All Councilmen voted in the affirmative.
Mayor reque,ted information relative to deed offered City
by P. N. Anderson, and Councilman Helm, stated he had call\d
on Mr. Andorson, and could no noth~ng reCarding a trade.
The ~lerk was asked to issue the warrant authorized.
Discussion was carried on regarding the School situation and
Uouncilman Helm, presented Plans. The Communication from
Warraoh construction Co was read giving information on
methods of financing. and possibilities of securing all
lots required in the blvck selected for school site.

Attorney reucker reported on a request made by the American
Legion on the possibility of securing a Comfort Station for
the people visiting Seward from out of Town. and stating the
need therefor.
The Mayor appointed a special committee consisting of Orlander
and McMullen to investigate and report at next regular meeting
their findings. including the co struction cost of such a
installation.
Some further remarks were made by Councilmen on School. after
which this meeting was adjourned to reopen on January 17 at
8;00 PM should additional information be recieved.

Adjourned regular meeting called to order at 8 O'Clock PM
this date by Mayor L. V. Ra~, with Oouncilmen Badger, Helm.
Hofm~n McMullen Orlander and Thoday present.
The Mayor reported this was a continuation of the regular meetin
and wJ,s called to continue action on School Matters.
A Communication from Delegate Sutherland addressed to the Mayor
with a copy of Bill E. B. 16021 were read.
It was reported that due to sickness 01 Chairman Curry
nothing could be done until a meeting was called on Territories.
The Mayor reported on the bill as read and suggested the
increase in amount to $50,000.00 and in inter st to 7% as
necessary to allow of disposal of bonds without undue loss
and delay.
After ~iscussion the Clerk was instructed to wire the deleagte
thatbcopy of bill received and after discussion in Counctl
meeting it was requested that if same would not delay action
on bill it be amended to read 50,000.00 and to bear interest
at 7%. Motion made by Hefmasecond by Helm.
Uponwhich the motion carried.
The Mayor thereafter presented a written statement to the
Council calling attention to the differences between the
values of the Property being received by the city for the
Schooa2site and the assessed valuation of the property
being traded, feeling that the difference was excessive.
and the City being treated unfairly.
Discussion was carried on covering this matter. and the actual
values of property proposed to trade.
A Resolution declaring the Bank of Seward official depository
of City funds was read as follows:

Now. on this day at a regular meeting of the Common Council
f,jr the Municipal corporation of Seward. Alaska dill.ly convened
and assembled. upon motion duly made. seconded and carried, it
was resolved and the following resolution adopted, to-wit:

corporation duly organizedand existing under the laws of the
Territory of Alaska with its principal place of business
in Seward, Alaska, be and hereby is made, selected and
designated as the official depository for funds of and
belonging to said municipal corporation, and the Treasurer
of said corporate municipality is hereby authorized
directed and instructed to keep and deposit all monies
and funds of and belonging to said municipal corporation
in said depository so herein designated.
Enacted and adopted by the 00mmon Council of the
Corporate municipality at Seward Alaska this 24th day of
January 1927.

It was moved by Hofman seconded by Helm, that the
rules be suspendeG for the adoption of the resolution as
read. Motion carried.
on the question shall the resolution pass, the ROll being
called all councilmen voted in the affirmative.

The Fire Committee reported the arrival of the Battery
for the Fire Truck, with BL attached. and amounting to
~75.00 wholesale price. That this bdttery listed at
,120.00 and was being turned over to the City by Mr Ogle,
who did not care to handle matter further. The Committee
reported this battery was guaranteed, and could be returned
if not satisfactory.
After discussion it was moved by Orlander seconded by Badger
that the Clerk be ins trjcted to draw a warrant in favor
of tho Bank covering the battery.
All Councilmen voting in the aLirmative, it was so ordered.
The council thereafter on motion adjourned.

City of Seward, held this date in the Council
Chambers.
Counoilman Badger was eleoted aoting Mayoron
account of absence of Mayor Ray.
Meeting called to order at 8;15 O'Clock PM
by Jos Badger, with Councilmen Badger HeWm,
Hofman McMullen Orlander and Thoday present.
The Minutes of the last regular meeting were
read and approved.
Bills Totalling $1190.97 were read and upon
motion made by Councilman McMullen seconded
by Orlander ordered paid.
All Councilmen upun call of Roll voted in the
affirmative.

A Bill of P. C. McMullen for 4.50 was upon
motion by Councilman Orlander seconded by
Thoday ordered paid.
Upon call of Roll Councilmen Badger, Helm, Hofman

Under Committee reports the Committee on
Law and Ordinance, rep~rted that they were in
receipt of Ordinances from Alaskan Cities also
from Seattle and Portland covering regulations
on Street signs.
Special Committee on Comfort ~tation reported
no site available for the construction of such
and that it was not beleived need for same was
urgent, that a Lavatory was being constructed
for Ladies on the Dock, and that the VanGilder
hotel had informed persons in Charge of Signal
Corps, that any of the ladies were priveleged to
make use of the Van Gilder hotel accomodations
when in town.

Resolutions ordering the execution of a deed
in favor of Mr T. W. Hawkins and Mr Chas Christensen

deeds to Lots 10, 13 and 14 in Block 29 read for the

It was thereafter moved by Councilman Orlander seoonded
by Hofman that the resolutions be read for the third
time by Title only.
Motion oarried and they were so read.
It was thereafter moved by Councilman MoMullen seoonded
by Hofman that the rules be suspended for the adoption
of the Resolution ordering deeds to T. W. Hawkins for
two-thirds interest in Lots 33, 34, 35 and 36 in Block
30 for and in consideration of a deed to the City of
Seward for Lot 13 and 14 in Blook 29.
It was moved by Councilman Helm seconded by Thoday that
the resolution be placed on its passage, Upon calling
roll all Councilmen voted in the affirmative.
It was thereafter Moved by Councilman Badger seconded
by Coun~ilman Hofman.that the rules be suspended for
the adoption of the resolution conveying one-third
interest in Lots 33, 34, 35 and 36 in Block 30
to Chas Christensen in return for a deed to the Oity
of Seward for Lot 10 in Block 29 Town of Seward.
Upon calling the roll on adoption of Resolution all
Councilmen voted in the affirmative.

It was moved by Orlander seconded by Hofman that claims as
read be allowed and warrants ordered drawn covering same.
Upon call of roll, all councilmen voted in the af:irmative.
Mayor Ray spoke to the council with reference to the
status of the light case, saying word had been received
by him that Judge Jennings was sending a brief. That one
would necessarily be required on behalf of the city, that
10 days were allowed after Brief was received, in which to
consid~r and prepare necessary brief..
After discussion no action was taken, the light committee
stating they would carryon the matter. .
Attention was called to the approaching election and the
notices to be published. For judges and clerks of
Election the following names were presented:

It was moved by McMullen seconded by Hofman that the
clerk be instluct€G to cast the unanimous balL)tt of the

Motion carried, and the clerk proclaimed the election
of the persons named.
Police Committee reported on policing of dogs on street.
Clerk reported the Delinquent roll would be ready for
acceptance by Council Wednesday noon. The Motion was
thereafter made that this meeting adjourn tc Noon Wednesday
February 23rd.

Wednesday February 23, 1927.
Adjourned meeting of Monday February 21st, called to order
to 12 O'Clock noon by Mayor L. V. Ray, with Councilmen
Badger, Helm, Hofman, McMullen Orlunder and Thoday present.
The Mayor stated that the meeting was for the
purpose of accepting the delinquent Tax Roll for the
Year 1926.
The Roll was presented and a resolution presented
to the council declaring the/Taxex for 1926 now open
Delinquent
for inspection anL authorizing the publication of same
as follows:

Whereas the taxes on real prope~ty in the City of
Seward Alaska, for t~c year 1926 became delinquent at
5 P'Clock P11 on the 15th day of November 1926, and

WlIEREAS, 'rhe !,"unicipal clerk of the Cit;)7 of Seward
presented to the Common Councila roll in duplicate of
all real property assessed and on which the tax has not
been paid and. is now delinquent and said roll is in
due form, ~:OW THEREFORE.
BE IT RESOL'V.i;;D BY THE COMIlON COUNCIL m' '.rEi:; CITY
OF SEifARD, ALASKA.
1. That the Lluncipal Clerk cause said delinquent Tax
Roll to be published togeather with a notice that said
Delinquent Tax roll has been completed and is open for
public Inspection at the office of the Municipal,Clerk
and that on the 27th Day of April 1927 or us soon
thereafter as council may RZXRR be heard said delinquent
Tax roll will be presented to the District Court for the
Third Division, Territory of Alaska, for judgement and
order of sale.
2. That s~id delinquent tax roll and notice aforesaid
be published once a week for four cuccescive weeksin the
Seward Daily Gateway a newspaper of general circulation
published in the City of Sewal"d Alaska which said newspaper
is hereby designated as the official publication for this
purpose.
Adopted under a sUEpcnsion of the rules this Zrd. day
of February 1927.

Thursday Eveingin February 24th 1927.
A Special meeting of the common council was held
this date in the Council Chambers. Meeting being
called to order at 8 O'Clock PM by Mayor L. V. Ray
with Councilmen Badger, Helm, Hofman McMullen Orlander
and Thoduy present.
At the request of council Capt O. A. Johansen
was also present.

The Mayor stated this meeting had been called and
opened for the purpose of viewing what the Town of
Seward had available in locations to offer the
New England Fish Co., for a proposed Cold Storage
Fishing and packing Plant.
Captain Johansen being present was questioned
by members of the council on his knowledge of
requirements desired etc.,
After considering what was available in the
way of possible sites, the Clerk was upon
motion made by Hofman seconded by Helm, ordered
to send a wire to the New England Fish Company
calling their attention to the site available.
Motion carried.
Moved by McMullen seconded by Hofman that the
meeting adjourn.

The Minutes of the last regular meeting, and special
intervening ~ meetings read, and approved.
Communications were read from Delegate Sutherland stating
impossibility of action on the School Bond bill at this
session, and further stating same would be reintroduced
in December.
A Report of the School Treasurer presented by the School
Committee.
A Communications from Henry Leirer offering 25.00 each for
lots 1-2 and 4 in Block 2 Bay View addition read.
A Communication from E. Eayres offering 25.00 for lot 34
in Block 4 Laubner addition read.
A Report of Seward Water and Power Company in accordance
with Chapter 97 Session laws presented to council. This
communicationwas referred to the Fiance committee.

It was moved by Councilman McMullen seconded by Thoday
that the claims as read be allowed, and the clerk instructed
to issue warrants covering same.
Upon calling the roll, all councilmen voted in the affirmative.
A Bill of P. C. McMUllen was thereafter presented amount
$7.40.and it was moved by Oralnder seconded by Hofman that
same be allowed. Upon calling roll, Councilmen Badger,
Helm, Hofman, Orlander and Thoday voted in the affirmative.

The Mayor at this time reported to the Council the receipt
of a brief covering the appeal in the Light Case, same
having been just received by Parcel Post from Judge Jennings
apparently representing the Power Company, that he 'was not
as yet prepared to give his conclusions, but that a brief
would also be required by the City, that six weeks would be
ava ..lable in which same could be prepared. and that the
brief now in his pos~ession could be re.d by the Councilmen.
After some discussion, it was decided that the Mayor could
call a meeting when desired for the council to receive an,
aduitional information or recommendations.

The Communication of Mr. Leirers was called to the council
attention and after discussion it was moved by Orlander
seconded by McMullen that Mr. Leirers offer be accepted
and a resolution was presented authorizing the issuance
of a deed by the Mayor and Clerk to Mr Leirer for Lots
one, two abd four in Block 2 BayView addition for the
sume of seventy five dollars.

It was moved by Council:nan Helm seconded by Orlander that
the rules be suspended for the adoption of the resolution.
Upon calling the roll, all councilmen voted in the affir-
mative. On the question shall the resolution pass, the
roll being called all councilmen voted in the affirmative.
With reference to the Offer for the Lot in Laubner additio
the council was unanimous in its opinion that the amount
offered was insufficient for that property, and the matter
was left in the hands of the clerk for further negotiation .
The Mayor requested the council for a building permit,
allowing the construction of a garage on lot 34 Block 14
Town of Seward, same tobe of Frame and Iron construction.
Councilman Badger asked for remarks on the councils
opinion with refe ence to excessive smoke ,with resulting
damage, calling partucular attention to the Laundry.
After diEcussion the Attorney was requested to interview
Mr. Kawabe on the probability of his installing a smoke
consumer.
It was thereafter moved by Councilman Badger seconded by
McMullen that the council.adjourn.

Upon call of roll all councilmen voted in the affirmative.
It was moved by Helm seconded by McMullen that the bid of

addition be accepted.
After discussion the roll was called and Councilmen Helm,
Hofmun McMullen and Thoday voted in the affirmative, Councilmen
Badger and Orlander in the negative.
A Resolution authorizing the Mayor and Clerk to issue a
deed to E Ayres upon payment of twenty five dollars for
lot 34 Block 4 Laubner addition presented.

Clerk to report whether occupation tax Seward Light and
Power Company paid for the current year,

The Mayor under new business reported on the preperation of
the brief in Light Case, that same was outlined and he
requested that City Attorney be allowed $150.00 for the
typing and printing of brief. A Motion was thereupon made
byCMcMullen seconded by Orlander that the sum of $150.t)0
be allowed City Attorney for expense in typing and publishing
brief in Light Case. Upon calling the roll all councilmen
voted in the ai'firwutive.
The Mayor reportea on receipt of a letter from the HewEngland
Fish Company, having reference to sites offered them at Seward
stLting that no further expenditures would be made in the
Territory this year.

by Mayor Ray, who stated need for capable men.

this date and Mr. Hawkins would interview him for the
purpose of adjusting the matter.

printing of Tally Books.

Thoday toted in the affirmative, Absent Councilman Orlander
not voting Coulcilrnan Bi.dger. The necessary 4 votes
in the affirmutive being cast the motion carried.
With reference to report showing indebtedness of ~1946.98
due City by Seward Light ~nd Power Uompany, a motion was
maue by Councilman Hofman seconde6 by Orlander that
City attorney report tothe council ways and means of
protecting c1ty on indebtedness of Seward Light and Power
Compamy. Mqtion carried.
City attorney gave council information relative ][ to staus
of Light Companies Taxes, also replied to questions on
status of Cemetary reporting that same was awaiting survey
to be made this season by the 'l'erri torial Engineers.
Councilman Helm reported a number of Lights burned out on
fourth Avenue, and Light Committee was asked to see that
same were iwnediately replaced.
Mayor reported with referenCe to Brief that same would
probably be ready to go out on next steamer.

The Mayor further cornmentea on a report from Noel W. Smith,
General Manager of the railroad, anticipating the ~~wTW~
leasing of a section of waterfront to the City for Marine
Ways, and to give the City an outlet to the beach. Ti e
Mayor stated communications would be exchanged cov~ring the
leasing of the land.
Wharves Committee reported on flJating dock, stating same
would be put in first class condition, also that no record
existed showing that this was other than Rai~road property
Due to inability of Mr Broadwell and Mrs Johansen to serve
on Election board, Mr. George Sexton and Mrs Morton were
unanimously elected to fill respective vacancies.
The Light Committee at this time requested authorization from
the council to expend not to exceed $500.00
after discussion the motion was made by McMullen seconded by
Thoday that Light Committee be allowed $500.00

Remarks on the duties of the Council were made by the Mayor.
The First matter taken up was the audit of the City books,
the clerk being authorized to have bids submitted for same
upon a motion being made by Mc~ullen seconded by ~hoday
Bids to be filed with the Clerk by 5 PM Saturday April 16th.,
all Councilmen voting in the affirmative.

Mayor spoke on economy in city affairs of necessity for

spoke of correspondence and convers~tions with Mr Smith
of the Alaska railroad relating to a lease on waterfronp

It was suggested that a caucus be held at 7 PM Monday April
18th., for the purpose of deciding upon an ordinance.
Councilman Painter as a representative of the Seward Athletic
Club requested the continuance of rent to the S.A.C. for
Gymnasium use of School Children until expiration of School
term.
The matter was held over until the next regular meeting.
It was thereafter moved by Councilman Badger seconded by Orlander
meeting adjourn, until 8 E~ Monday April 18, 1927.

Sec. 1. That pursuant to and in accordance with
the requirements of Chapter 29 of the Session Laws of
the Territory of Alaska for the year -1919, entitledtlAn
Act to Impose a Tax upon l1ale persons in the Territory
of Alaska for School Purposes, Providing means for its
Collection, and Declaring an Emergencytl as amended by
the act of May 2, 1921, of The Territorial Legislature
and by virture of the provisions in said act contained,
l~S. M. B. ~lliLLOY, a resident of said City of Seward,
and a citizen of the United States of America is hereby
appointed and is declared to be the School Tax Collector
for the City of Seward, Alaska for the year 1927, and
upon qualification of said person by furnishing a good
and s~fficient bond in accordance with law, all conditions.
provisions and requirements of said Acts shall be carried
out and enforced as by law regulated and required in the
collection of said School Tax.
Sec. 2. An emergency is hereby declared to exist
and this ordinance shall take effect after its passage
and approval.
Passed under suspension of the rules this 19th
day of April 1927.

Sec. 1.
That for the period beginning with the date t~is
ordinance takes effect and ending April lOth, 1928
or until the successors of the officers appointed for
said term are appointed and qualified, the compensation

to be paid the municipal officers of the City of Seward
Alaska, is hereby fixed and established by the terms and
conditions hereinafter contained in this Ordinance
which compensation shall" be neither increased nor diminished
during said term nor shall said officers be entitled to
receive in any form or shape any other additional compen
sation from the said City.
Sec. 2. The Munici~al Clerk shall receive a monthly
salary ath the rate of '150.00 per month or $1800.00 per
annum.
Sec. 3. The Municipal Magistrate shall receive a
monthly salary at the rate of $25.00 per month or $300.00
per annum.
Sec. 4. The Municipal Assessor shall receive a
monthly salary at the rate of $25.00 per month or $300.00
per annum.
Sec. 5. The Municipal Attorney shall receive a
monthly salary at the rate of $50100 per month or
$600.00 per annum.
Sec. 6. The Municipal Health Officer shall receive
a monthly salary at the rate of $50.00 per month or
$600.00 per annum.
Sec. i. The Municipal Treusurer shall receive a
yearly salary at the rate of $l.OO'per annum.
Sec. 8. The Chief of the Fire Department shall
receive a monthly salary at the rate of $100.00 per
month or $1200.)0 per annum.
Sec. 9. The Chief of the Fire Department shall
receJve a monthly salary at the rate of $100.00 per
month or $1200.00 per annum.
Sec.lo. Each of the salaries herein provided for

The Mayor remarked with reference to the Ordinance that
he intended to veto same his main objection being the
fact that the Health Officer had offered to serve for
$300.00 and that he had an offer from Mr. Morton to
serve as Clerk, Assessor and Attorney for$125.00 per
month for this service. That in accordance with Sec
17 Chap 97 of Session Laws he would return to Council
with a letter setting forth his reasons.
The Council thereafter discussed when the matter could
be again taken up, and it was moved by Councilman McMullen
seconded by Thoday that this meeting be adjourned until
Monday April 25,th 1927 at 8;00 PM

The Mayor reported receipt of a wire from James
G Steese with ref. rence to proposed flood control
of Lowell Creek, and was referring matter to the
Committee on Glacier stream for report first
Monday in May 1927.
Under unfinished bsiness the matter of correspondence
with Noel Smith, General Manager of the Railroad
was referred to the Committee on Wharves and Docks
as far as it referred to water front.
Referring to Ordinance (Temporary No 93) in Blank,

Gentlemen:
, I return, without approval Ordinance 110.
Blank ( 931) by the terms of which ordinance,salaries
for the various city officers and offices for the
year 1927-1928, are atcempted to be established.
In accordance with the laws of the Territory of
Alaska, I submit my objections to such proposed
ordinance, in writing.
In April 1925 a general raise in salaries was made
over my protest,I have heretofore stated, and now
repeat, that in my opinion the tax and other revenue
of Seward should not and does not justify extravagance
in any department of municipal affairs.
The overhead for clerical ~nd kindred services iu
excessive and unwarranted, unreasonable, and an undue
burden upon the tax payers of the community.
The present finances of and the ascertained demands
upon the municipality, in alleged faith, reqdre the
most rigid economy.
We are now compelled to seek voluntary contribution
from our tax-payers to meet the emergency created by
the proposed project for the control of the flood
waters of 10well Creek
The lack of adequate quarters for the accomodations
of children of School age is also an emergency measure.
From the standpoint of local business interests,
facilities for mooring, 01' otherwise making fast a;ld
secure halibut boats, and other small cr~ft, in
stres~ of weather, with facilitios for making repairs
is of imperative Lnportance.
Attached kBzHto and made a part of this communicatio~
are two original co~nunications .in the form of proposed

oontracts for ser'ice to the City of ;;)eward, under which
a saving of the sum of ~1800.00, is possible for the
ensuing year.

For very many years the salary of the Glerk of ~eward
was at the rate of $50.00 per month- the assessor, for
about sixty days work, received compensation at the rate
of $300.00 per annum.
I think there has been no such increase in the municipal
business of Seward as will properly justify an increase
in expenditures for clerical services, and for services
of that kind.

the sum of $25.00 per month, from date of election until
April 1st, 1928. YOllrLre authorized to submit this
letter to the Common Oouncil of Seward for such action
as the members thereof may see fit to take thereon.

Sec. 2. The Muncipal clerk shall receive a monthly salary
at the rate of $150.00 per month or $1800.00 per annum.

Street Committee reported all street work planned was completed
that gravel would be scraped by the Bu of Pub ~oads scraper,

Fire committee reported the, need for new fire truck springs, an~
same had been ordered account emergency.
Councilman Orlander as a committee of the Chamber of Commerce
called the attention of Council to work being planned for
decoration day on the plot of proposed City cemetary, stating t~at
much benefit would accrue to city as a result, and suggested
action by the council in preperation and assistance for
Decoration day, especially in the clearing of a road to the
cemetary tract. Thereafter a motion was made by Swetman secon~ed
by McMullen that not to exceed $150.00 be allowed for this
purpose, to be expended by a special committee on C5IDetary.

The Mayor stated that this meeting had been adjourned
at the request.. of the Glacier ;;;tream Committee for the
purpose of conference with mag Gen Steese, District Engineer.

iMix Major General ~teese who was present described to the
council what would be required from the City in the way of
finances for the construction of proposed flume, and that
same would not be forthcoming before the next fiscal
year. He stated that it was neces8,:J,r~ at this time to
have some word from the Council as to their attitude in
the matter, and that arrangements be made for the depositing
of the required funds to the Credit of the U. S Treasury
when required before work would begin.
After some discussion a resolution was presented authorizing
the Mayor of the City of Seward to pledge the credit of the
Municipality for the sum of $15,000.00, payment of which
should be made before June 1, 1928, to the Treasurer of the
u. S.
Calling the roll on the resolution, all Councilmen present

Thereafter The uistrict Engineer spoke to the Council on

A Special meeting of the Common Council, City of Seward
was called at 8 O'Clock PM this date by Mayor L. V. Eay
with Councilmen Badger, McMullen Painter Swetman and

The Mayor stated this meeting had been called and opened
for the purpose of expediting the veto of e.a&n~nce
covering Taxes, in order to avoid complications on this
years assessment. The Mayor then read his reasons for
not signing the ordinance. He afterwards recommended
that the Committee on Law and Ordinance and Assessment
and Taxation endeavor to prepare a new tax ordinance
in compliance with legislation passed during the late
session of the Legislature, but which will not become
effective until August.
Due to the need for an assessor by the fifteenth instant
a motion was made by Badger seconded by Swetman that
the clerk be instructed to advertise in the Daily gateway
that applications would be recievecl for the Combined
offices of Chief of Police and Chief of the Fire departmelt
st a salary of $200.00 per month, also that applications
would be received for the position of City Assessor,
Municipal Magistrate and Municipal Clerk at the Combined
salary of $200.00 per month. Applications to be filed
in the Office of the City Clerk by 5 O'clock PM Monday
June 13th., Motion carried.

in preparing for the high school quarters required
next school term, he stated there would be 8 additional
pupils and that one m0re teacher would be probably added
to high school staff, which would give Seward an acredited
High School. and hoped the Committee on 0chools with

Under Committee reports attention was called to a statement
of Dr. Alcorn of his d~sire to open up the Seward General Hospita
anc of his d~sire for certain conces2ions from the Common Council
in the way of concessions covering taxes. The IXayor stated
he was appointing a special committee consisting of Swetman and
McMullen to consider the matter and in J;di tion this committee
was to investigate what could be done in checking the flJod
now endangering the cemetary and gardens in that vicinity thru
the flood waters coming down the roads there. he suggested Mr
Colwell of the AlaEka Railroad be approa ched on the subject.
The School Co~nittee presented a report covering recommendations
of the School Board as well as a statement of the expenditures
for the period ending on June 30 1927 as received from the Board.
The Committee reported that they beleived $200.00 wuuld cover
the requirements for necessary repairs in the grade building
and a motion was thereafter made by McMullen seconded by Badger
that $200.00 be allowed School ~ommittee to carryon necessary
work. Calling the roll, all councilmen voted in the affirmativ .
~iscussing the High S_hool problenl, the co~nittee presented a
communic'J,tion from Mr Hawkins representing Charles Brown, Agent
01 the Ha~riman Bank building stating that the presant quarters
used by the high school would be available at the total rate
charged last year, and in aodition the quarters now occupied by
L. V. Ray Law Offices would b,e made aVd.ilablc if desired at an
additional cost of $75.00 per month including Janitor and Heating
and water service, t~.t sufficient notice was required to
allow necessary alter~tions to be made prior to School ag~in
in session, in addition this offer stipulated that in the event
building was sold City would remove School therefrom within
60 days notice thereof. A Motion was thereafter made by
McMullen seconded by Swetman that the offer of Mr Brown be
accepted and building be occupied from September frst 1927,
the clerk to so inform the Agent.

The Police Committee reported that the Chief of Police desired
2 or 3 d'iYs leave of absence, and it was neces:, :iry that someone
be appointed to temporarily relaave him. After discussion

during abbence of Robert Guest. Upon a poll being taken the
Ballot showed five uotcs cast for Mr Brehmer, and it was
regularly moved and seconded that The unanimous vote of the
Council be CLlst by the Clerk for O. Ii. Brehmer as temporary
Fire Chief JnQ Chief of Police during the absence of Robert

A Petition from property owners on fifth avenue asking for
the grading of that street, referred to city attorney.
On the matter of electing a Treasurer, the name of H. S.
Balderston was placed before the Council, and a motion was made b
Badger seconded by Swetman that the Clerk Cast the unanimous vote
of the Council for Mr Balderston as Treasurer.
Calling the roll, all councilmen voted in the affirmative,
and the clerk declared six ballots cast for Mr Badlerston for
Treasurer.
The name of Dr Baughman :was presented as Health Officer
and it was moved and seconded that the unanimous vote of the
council be cast for Dr Baughman" C...lling the roll, all councilmen

City attorney reported on Treasurers bond, and a motion was
thereafter made by Councilman Badger seconded by Swetman that
clerk be instruc~ed to draw a warrant for $50.00 to cover
premium on bond.

City attorney asked for another week on petition for grading of
fifth avenue, in order to ascertain whether signers were aware 0
their responsibility in sharing cost of work. Matter ordered
carried over to next regular meeting.
City attorney read sections of ordinance covoring repair
of sidewalks, wherein owner and or agent not present in City
and either could not be reached, matter concerned need of
repairs to walk at Fourth and Nashington. Councilman Painter
was thereafter requested by I.layor to get bids covering repair

not to exceed $52.00 for Kalsoming High School building.

Mayor presented inventory of School property in City as compiled
by Prof Mchwan, showing approximately $4,578100.
Mayor also reported on condition of new High school building,
and recommended C.,e aodition of a rug approximately 9xll for
Office of SupT.
Mr. McEwan was present, and wa~ cc.lled upon by Mayor, Hr. 1.1cEwan
sloke of pupils in school, and answered questions of councilmen
with referenue to School matters.
Afterwards Mr. IdcEwan stated he had been asked by thr S.A.C.
to call on the council, and ask for rental for use of the
Athletic Club quarters for High and Grammar jchool use. This
for physical education of children, and stated same was urgently
needed.
After some further discussion it was Moved by McMullen ceconded
by Swetman that $25.00 per month until April lOth 1928 be
allowed for rental of S. A. Club for School childrenm to be
used as a gymnsium.

Mc Mullen reported that seven graves were already used in new
Cemetary plot and no survey having been made, it was hard to
locate lots. That Mr Ingram stated while his crew was in town

allowed Councilman Mcl,Jullen for survey on Cemetary.

Board, and clerk looked up amounts loaned to date, after
which a motion was made by Orlander seconded by Thoday
that $1,250.00 be loaned School Board. Calling the roll

that the claims read be allowed and warrants ordered
drawn covering same. Calling the HOll, all councilmen present

A Bill of 1'. C. McMullen was presented amount 4?1. 25. It
was thereafter moved by Councilman urlander seconded by Ttoday
that bill be allowed. Councilman Swetman put the Hotion
before the council, and all councilmen with the exception
of Councilman McMullen who did not vote, voted aye.
Thereafter a bill !fif the ::'eward Drug Company, amount $113.50
was read, vocering fire and police supplies, ana a motion was
made by Councilman Thoa_y seconded by Painter that the bill
be allowed. Calling the Roll, Councilmen McMullen Orl~nder
Painter und Ttoday voted in the affirmative, Councilman
Badger absent, and councilman Swetman not voting.
The Fire Committee reported that during this cold speml the
water was apparently very low, The 00mmittee investigated the
matter ,...nd found very little if any water if the Reservoir
just above town. They learned howevc_ that this was not
the i!aportant reservoir, that the one used was above the
Jesse Lee Home, and after notifying the water comnany,
they were informed matter would bo remedied.
The Finance Cownittee recommended the setting asioe of an
adciitional $3,000.)0 into the sinking fund to cover the
Towns obligation to the flood control work, and after
discussion a motion was made by McMullen seconded by painter
that ~3,OOO.OO be withdrawn from the General fund of the City
and placed to the credit of the Treasurer as a special savings
account for Lowell Creek Control. Calling tho roll, all
councilmen prc8ent voted in tho affirmative.
Upon notion by Orlandor seconded by Swetman' the Clerk was
ordered to write the Attorney General for decision on
finding of City Attorhey covering signing of checks during abs
ence of the Mayor. Hotion carried.
