REGULAR SESSION
JANUARY 3, 1944
The Common Council convened in regular session at 8:15 P. M.
was called to order by Acting Mayor Cooper.
Present were: Councilmen Stilwell, Erdman, Paulsteiner, and
Absent were: Mayor Osbo and Councilman Stanton.
Minutes of the last session were approved as read.
The question of the note due Tony Parich was introduced by Mr.
'rdman. It was moved by Mr. 8rdman and seconded by Mr. Stilwell th t
the Note be paid and that Mr. Parich be presented with his tax stat -
ent. All Councilmen present voted AYE.
, for use by police department
Mr. Mann offered to rent the City/a car including spare tire
nd maintenance for $5.00 per day. The offer was rejected by no
action.
The following letter was read to the Council by the Clerk:

We are returning herewith our checks for oity taxes. we
are convinced that no legal notice was given and no notice was
on or attached to your tax bill that there would be a p-enalty
if not paid by December 15th.

After discussion it was moved by Mr. Stilwell seconded by Mr.
Moser that the Clerk write to Brown and Hawkins stating that taxes
became delinquent December 15, 1943 and to cite Polaris notice and fx
if possible deliver to Brown & Hawkins a copy of the Polaris cnnt8i -

having received a majority.
After further discussion it was moved by Mr. Moser seconded by
Mr. Erdman that the tax receipt be issued to Brown and Hawkins Corp.
and that no penalty and interest be assessed. Upon roll call Mr. '
Stilwell voted Ne. The otaer Councilmen present voted AYE.
Salaries for the Month of December 1943 in the amount of
$2,062.64 were presented by the Clerk. It was moved by Mr. Erdman
seconded by Mr. Paulsteiner that the salaries be paid. Upon roll
call all Councilmen present voted AYE.
The following bills against the account of the Salt Water Main
Were presented by the Clerk: Paulsteiner, $3.85. John Cushing, Jr.
$320.00. Moved by Mr. Erdman seconded by Mr. Moser that the bills
be paid. Upon roll call all Councilmen present voted AYE.
The following bills against the City of Seward were presented
by the Clerk: Seward Water Supply, $135.00. Seward Drug, $11.45.
Andy's Express, $76.94. Paulsteiner's, $79.00. Seward Light and
Power, $26.09. Osbo's Electrical Supply, $43.50. It was moved by
Mr. Erdman seconded by Mr. Stilwell that the bills be paid. All
Councilmen present voted AYE.

The Regular Session of the Common Council of the Town of Sewar
Alaska convened ~anuary 17, 1944 and was called to order by Mayor
Osbo at 8:20 P. M.
Present were: Councilmen Stanton, Cooper, Erdman, and Paul-

Absent were: Councilmen Stilwell and Moser.

The Clerk was directed to prepare 8 statement on collections
of Amusement Device Licenses and Taxi Drivers Licenses and pre-

The question of Emilio Eussa's being able to get m.roantile
lioenses for his two cars for a fractional part of the regular fee
was asked by the Clerk. The Clerk was directed to oheck the Ordinsnce
Ordinanoe No.167 Section 3 reads in part" the period of one yeaz
or any fraction thereof ".
Upon the request of Ceoil Lindsay that he be refunded the un-
expired portion of his Taxi Mercantile Lioense the Council ruled it
.the negative.
Reliable Cab
The Counoil ruled that the present mercantile lioenses for ~
taxis would cover other oars provided that they gave the Clerk a
statement in writing that the cars previously operated by the Reli.
able Cab Company would not be operated as Taxis.
Since there will be another audit of the books in April the
Council ruled that an audit at this time would unnecessary.
The Clerk was directed to write a letter to the Local OPA re-
questin~ them to inform the Council as to how many taxis Seward is
allowed in order that more than.the quota would not be licensed.
Mr. Ericson, City Treasurer, preeented 8 report on mercantile
licenses of the business houses in Seward.

It was recommended by Mr. Ericson, City Treasurer, that the
City Clerk notify the business firms of Seward that their mercan-
tile lecenses expire June 30, 1944, and that the Clerk have proper
notices printed and mailed out not later than June 30, 1944. It
was moved by Mr. Stanton and seconded by Mr. Pau;steiner that the
above recommendation be carried out. Upon roll call all CounC{ilmen
present votedAYE.
Mayor Osbo introduced, the, question of a $50.00 p~r mon~h r~isE
for James Mortimer, Chief of Police. After a short dlSCUSSlon lt
was moved by Mr. Pa~lsteiner and seconded by Mr. Moser that the
salarfbe raised to $400.00 per month effective February 1, 1944.

The question of an Assessor for the current year was introduc d
by Mr. Erdman. After a brief discussion it was moved by Mr. Stil-
well that the Clerk be directed to advertise for bids for the work
of assessemnt for the year 1944, said bids to be opened at 12:00
o'clock noon, February 20, 1944. Upon roll call all Councilmen
voted AYE.
Mr. Hunt addressed the Council on the subject of a location
for the news paper office. After discussion it was moved by Mr.
Stilwell and seconded by Mr. Stanton that Lots 36, 37, and 38 Bloc
~16, Seward Townsite, be sold to Mr. Hunt for $100.00 each on the
following terms: $1.00 per lot to be paid in cash and the balance
of $99.00 per lot be allowed the City in printing and advertising
as needed later. Upon roll call all Councilmen voted AYE.
Mr. Webb presented the question of blanket insurance for the
members of the Seward Volunteer Fire Deuartment. Mr. Webb stated
that for a premium of $250.00 per year he could issue a policy whi
would ~ive coverage of $500.00 per man for hospitalization. After
the usual discussion it was moved by Mr. Paulsteiner and seconded
by Mr. Stilwell that this policy be issued and that the Seward Vol
unter Fire Department be request to ~ay one half of the premium, 0
$125.00. The policy is not to be paid for until after it been ex-
amined and found satisfactory. Upon roll call all Councilmen vote
AYE.
It was moved by Erdman and seconded by Mr. Cooper that the
Olerk dire Mr. McGinty asking the status of the request for feder-
grant on the Municipal Building. Upon roll Oall all Councilmen
voted AYE.

Section 1. That Ordinance No. 84 of the ordinences of the
Town of Seward, Alaska entitled: "AN ORDINANCE RELATING TO THE USE
OF THE PUBLIC; HI GHW AYS AND REGULATION OF VEHICLE TR,AFFIC IN THE
TOWN OF SEWARD, ~.LA_SKA PROVIDING PENALTIES FOR THE: VIOLI\TION THERE
OF, AND RE?EALING ALL ORDINANCES IN OONFLICT THEREWITH, AND FOR
OTHER PURPOSES" be amended by adding to such elrdinance as Sections
41 and 42 thereof the following:
Section 41. It shall be unlawful for any person operating 8
vehicle, either animal drawn or self pro~lled, on Fourth Avenue
between Washington and Adams streets to rrake a left turn between
street intersections. All vehicles parked on Fourth Avenue betwee
Washington and Adams streets must be parked at an angle of forty-
five degrees with the curb and with the right front wheel within
twelve inches of the curb. That portion of this section connected
with parking is not applicable to transfer and delivery trucks
while loading or unloading.
Section 42. It shall be unlawful for any person operating B
vehicle, eithol' an ima1 drawn or self propelled, to block any
street, alley or common passage way by parking said vehicle therei
A reasonable time will be allowed for 10adin~ and un10sding trans-
fer and delivery truc~s.
Section 2. That all violations of said additional Sections
No. 41 and No. 42, shall be punished as provided by the provisions
contained in said original Ordinance No. 84 for violations thereof.
Section 3. This ordinance shall take effect immediately upon
its passa~e and approval.

Motion was made by Couneilman Cooper, seconded by Councilman
Paulsteiner that the rules be suspended in the passage of this
Ordinance #160. The five councilmen present voted AYE. Councilman
Moser absent.
Motion was made by Councilman Cooper, seconded by Councilman
Stanton that the first reading be considered the second and third
readings and that said Ordinance be placed upon its passage.

A letter was re~d from the Clerk of the School Board asking the
City for the balance of the City's portion of the School Budget in
the amount of $5,717.30. The Mayor directed the Clerk to contact
School Board to see if they can get along with half that amount
for the present.
Bill was presented from the A18ska Railtoad for $62.25 for five
~8te Valves. Motion was made by Mr. Stanton, seconded by Mr. Paul-
steiner that bill be paid and charged against Salt Water Main.

Store to be located next Seward Steam Laundry. Motion was mAde
by Mr. Stilwell, seconded bv Mr. Erdmann that Anplication be ac-
cepted. Upon roll call, Councilmen Stillwell, Cooppr, Erdmann
and Paul steiner voted AYE, Councilman Stanton not votin~.
Motion carried. .
It was moved by Mr. Erdmann that the bid of Harry Southard for
City Assessor at $500.00 be Accepted. Motion was seconded by
Councilm3n Stanton. Upon Roll Call Councilmen Stanton, Cooper,
Erdmann and Paul steiner voted AYE. Councilman Stilwell voted NO.
Motion carried.

A statement from the Portland Branch, Federal Reserve ~Bl1k.of
San Francisoo in the amount of *1,907.20 covering interest on Sew-
ard Electric System Bonds, previously OK'd by the Finance Committee
was presented by the Clerk for Gonfirmation. It was moved by Mr.
Irdman and seoonded by Mr. stilwell that the payment be confirmed.

The Clerk Was directed to hold payment until such time as re-

The purchase of a magneto for the starting motor on the grade
was referred to the street Committee.
It was the decision of the Counoil that in the future The
Alaska Transfer Company should pay an annual lioense of ,50.00 in
addition to the regular meroantile license.
In conneotion with the appointment of judges and olerks for t e
munioipal eleotion it was moved by Mr. Stilwell and seconded by Mr
stanton that the same judges and clerks that served on the last
eleotion board be appointed and that the Clerk make the necessary
substitutions. Upon roll call all Councilmenn present voted AYE.
A bill from the Territory Construotion Company of Sitka in th

ellnquent taxes of Andy Novak it was moved by Mr. Stanton and seo-
nded by Mr. Erdman that penalty and interest be cancelled. Upon

Mr. Stilwell introduced the question of a raise in salary of
the City Clerk. After brief remarks by himself and Mayor Osbo it
Was moved by Mr. Stilwell and seconded by Mr. Stanton that the
salary of the City Clerk be raised to $350.00 per month and to be
retroaotive to January 1. 1944. Upon roll oall all Counoilmen pre-
sent voted AYE.
The report of Mr. Chamberlin on his work on tax records and
his statement were presented to the Council by the Clerk. It was
moved by Mr. Erdman and seconded by Mr. Cooper that the report be
aocepted and that the bill of ~600.00 be paid.' Upon roll oall all
Councilmen present voted AYE.
As the outgoing Mayor Mr. Osbo expressed his appreoiation to
the members of his Council for their support and co-operation dur-
ing his tenure of office. To Mr. Baker. the inooming Mayor, and
his Council Mayor Osbo expressed his regrets at not being able to
turn over the city government in better oondition.

Fire Protection. Mr. Moody spoke on the condition of the fire
hall and its inability to house the fire e0uipment. Mayor Baker
asked if any report had been made on the lost fire. None had been

April 26, 1944
A Special Session of the Common Council of the Town of Seward,
Alaska was called to order by Mayor Baker on April 26, 1944 at
8:10 P.M.
The question of the assessment work 8S being done by Mr.
Southard.
In the opinion of Mr. Srdman the assessment of personal pro-
perty by a house to house canvass would be out of commensuration
with the amount of money cotracted for, and that the "STATEMENT
OF PERSONAL PROFERTY FOR TAXATION" that each person who owns per-
sonal property is supposed to submit under oath covers the situatio
It was Mr. Stilwell{s belief that Mr. Stanton and Mr. Moser
met and checked the assessments as a Board of Eaualization. In Mr.
Stilwell's opinion the former Council made A contract XX ~~~ with
Mr. Southard in good faith which should be lived up to by the pre-
Rent Council.
Mayor Baker asked for a motion to permit Mr. Southard continue
his assessment work. No such motion was made.
It was moved by Mr. Moody that the Council deal with Mr. Sout _
ard on a pro rata basis and that 8 new assessor be appointed. The
motion died for 8 want of a second.
It was moved by Mr. Erdman and seconded by Mr. Stilwell thAt
Mr. Southard continue in the present method of assessment of pro-
perty.
Mr. Campen asked if Mr. Southard could work with another per-
son in wxtR the assessment work. Mr. Stilwell stated that this
method would increase the assessment cost. Mr. Southard made the
statement that he bid on the work on past experience and had en-
eavored to equalize values.
In the opinion of Mr. Ray according to Territorial Statutes
the flmrmer council had no 3uthorityfor employin~ the assessor for
the current year and that the present council should confirm Mr.
Southard's work up to the date of the next regular session of the
Council.
Mayor Baker introduced Mr. Ingram of the PRA who, with the
Council, discussed the sewer facilities equipment. Mr. Ingram tol
the Council that, 8ccording to OPA Regulations, there would be a
rental of, according to his reouest to the district office, $150.0
per week. He also stated that he would not let the equipment be
used in frozen ~round.

AlaskA, in re~ular session assembled,
THAT W. J. Baker, Mayor, and Harry L. Smith, Municipal Clerk,
of the Town of Seward, Alaska, be and are hereby Authorized to ex-
ecute a Tax Deed to Kenneth Johnson and Muriel Johnson for Lot ~,
Block 7 in the Federal Addition to the Town of SeWArd, AlAska.

A letter from Mr. Ooulter ~~n~D~ntn~ hen RD~nn~ Avenue proper
ty, was read by the Olerk. After reviewin~ the action of the forme
Council taken December 6, 1943 it was moved by Mr. Moody And sec-
onded by Mr. Erdman that the action of the former Council be con-
firmed. ~r. Stilwell asked Mrs. Coulter What it would cost to re-
place the property that she claimed was destroyed. Mrs. Coulter sa"d
that cost could not be estimated. Accordin~ to Mr. Erdman the new
building was eaual to if not better than the old one but Mrs. Coul,
ter disa~reed. Mr. Stilwell: "Mr. Erdman, you inspected the pro-
perty?" Mr. ErdmAn:"Yes, I did.. Mrs. Coulter was notified mapy
times, once by registered mail, to clear the street but she took
no Bction. The street was lAid out on lines run h!zi the sllrveyor'!.
Mrs. Uoulter: "Mr. Erdman's statement was too strong. When he
brou?ht the bull-dozer down And put it to work hG smiled and said,
'Up the hill! Up the Hil1!' ,1 knew nothing about the survey liae,!!.

School Budp:et for the ensuing year. The Amount of the budget WRF;
$34,669.00, $25,295.20 of which would be paid by the ~erritory and
the remaining ~9,373.80 by the City of SeWArd. Mr. Roth explained
that the bud~et did not include items of repAir to the heating And

month of April were nresented to the Council by the Clerk 8S follow

Power $1.25. It was moved by Mr. Stanton and seconded by Mr. Cam-
pen that the salaries and obligations be paid. Upon roll call all
Councilmen voted AYE.
The topic of the Tax Assessor was re-introduced by Mayor Baker
In the opinion of Mr. Stanton 8 house-to-house assessment woul
be out of proportion in effort to the amount of mon1'ey slloted for
the work. Mr. Stilwell concurred and added that a sudden change
mi~ht prove too much of a shock to the citizenry of Seward. The
other Councilmen a~reed with the above statements but Mr. Moody
wished to insist that the assessor check the business houses.
Mr. Southard su~~ested that if any merchant WBS not satisfied
with the assessment he could come before the Board nf F.nuilization
for an sdjustment.

Mr. Southard was apnointed City Tax Assessor for the ensuing
year by Mayor Baker. Mr. Moody Moved and Mr. Stanton se~onded that
the appointment of Mr. H. E. Southard as City Tax Assessor be con-
firmed b' the Council. Upon roll call all Councilmen voted AYE.
It was then moved b' Mr. Sta~ton and seconded by Mr. Boody tha
the work of assessment to date be ratified bv the Council. Tlron

The Committee on Law And Ordinance WRS directed by MAyor BA\<e
to drAw up And Ordinance on salaries of City Officials.
It was moved by Mr. Stanton and seconded by Mr. Campen that
the S81ary of Fire Chief and Street Commissioner be set at $350.00
per month and the salaries of the other 6ity officials be set at
rate, viz. Chief of Police $460.00, Municipal Clerk 3nd Magistrat
$350.00, Municipal Attorney $100.00, Health Officer $25.00, Treas-
urer $8.33 1/3, Tax Assessor $500.00. Upon roll call all Councilm n
voted AYE.

The Council was asked by the Clerk if it wished to tRke any
action concerning the paying a fractional part of the fee for city
driver's license for the remaining two months of the license year.
It was moved by Erdman and seconded by Mr. Oa~pen that the Ordinan e
requiring the ~5.00 fee for dirver!s license for one yeRr or fra-__w
ctional part thereof be sustained. Upon roll c~ll ell Councilmen
voted AYE.
The ~uestion of Denalty and i~tArest the delinauant taxes of
Mr. Swetmann was introduced by the Clerk. It was the opinion of
Mr. Stilwell that since R Drecedent had been set in the CRses of
Brown and Hawkins and Andy'Novak there was nothing to do but can-
cel the penalty and interest on Mr. Swetmann's buss. Mr. Erdman
concurred. It was movsd by Mr. Stilwell and Rsconded by Mr. ErdRla
that the penalty and interest be waived. Upon roll call thR IHI-

The regular Session of the Common Council of the Town of Sew-
ard, Alaska .as'o8'}lie~ttl:order by mayor Baker at 8:05 PM.
Present were: Councilmen Campen, Stanton, Stilwell and Wats-
J old.
Absent were: Councilmen Erdman and Moody.
The minutes of the last session were approved as read.
Supt. Roth reported three inches of water on some of the 6own-
stairs rooms of the school building. Mayor recommended that Mr.
Loughead be requested to do the necessary patching of the roof to
take care of the emergency but Mr. Roth stated that Me. Loughead
could not possibly do the work. It was then agreed to check the
situation at the close of the session and ascertain what could be
done.
Mr. Bronson representing the light plant personnel requested
that that they be given workmen's compensation; two weeks annual
leave with pay, if feasable,and if not feasable to receive regular
pay in lieu of two weeks leave; social security; and over-time pay.
Mr. Bronson then submitted operations report, copy of which is
filed in this office, covering the period of operation from July 1,
1941 to September 1, 1944.
Mrs. Lachelt, representing Seward Light and Power, concerning
the matter of assessment of the company property. This matter was
refered to the Equalization Board.
Mr. Hunt presented a proposed ordinance governing transient
service men. He was requested by the Mayor to gather data from
other town of the territory and to work with the Committee on Law
and Ordinance, to which he aggreed.
Chief Mortimer reported increase of prowlers and, since the
MP's were being withdrawn, he was without transportation. The
Chief renewed his request for a police car. He was granted author-
ity to use taxis in cases of emergency.
The following letter was read to the Council by Mr. Stanton.

When the above letter came up for discussion it was moved by
r. Campen and seconded by Mr. Watsjold that the Mayor and the Util-
ties Committee continue working on the light plant personnel situ-
tion and that the leave of absence committee sit in on negotiations.

Mr. Stilwell reported the cemetery in good condition.
Mayor Baker reported that Mr. Kielcheski was willing to assume
supervision of the Seward Electric System. light plant.
It was moved by Mr. Stilwell and seconded by Mr. ~atsjold that
the Council adjourn and reconvene as a Board of Equalization.

The follOWing letters were read by the Clerk and acted upon by

Chas. Chestnut had $500.00in war bonds deducted from his per-
sonal tax return.
The taxes of David D. ~leming were to stand as assessed.
The $100.00 personal property assessed against ii. Wi Flynn was
taken from the roll.
The value of the improvements of Clarence Keating was reduced
to $100.00.
The assessment of personal property of Mrs. R. E. Knudsen was
to stand as made by the Assessor.
Personal property of Lydia Griffith was reduced to $400.00,
the 1943 assessment.
The value of the improvements of M. J. S. Rasmussen was to be
reduced $75.00 but the assessment of the lots was to stand.
Request of SLP for reduction of taxes was tabled awaiting in-
ventory.
Mr. Murrays personal property was to be reduced to last year's
figures.
Mr. Dean of Faith Chappel was to pay taxes on his property un-
til such time as he listed it under the name of an incorporated re-
ligious organization.

all Councilmen present.
The minutes of the last meeting were approved as read.

The application of Ross B. Mann for retail liquor license was
presented to the Council by the Clerk. After discussion it was
moved by Mr. Erdman and seconded by Mr. Moody that the application
be not approved. Upon roll call the Councilmen voted as follows:
Mr. Campen, NO; Mr. Erdman, lYE; Mr. Moody, AYE; Mr. Stanton, NO
VOTE; Mr. Stilwell, NO; Mr. Jatsjold, NO. Motion lost three to
two.
It was then moved by Mr. Stilwell and seconded by Mr. Campen
that the Application be approved. Upon roll call the Councilmen
voted as follows: Mr. Campen,AYE; Mr. Erdman,NO; Mr. Moody, NO;
Mr. Stanton, AYE; Mr. ~tilwell, AYE: Mr. riatsjold, AYE. Motion
carried four to two.
Mrs. Knight discussed the assessment of the Seward Light and
Power property with the Council but after being assured that the
company was not being discriminated against she made no further
protest.
The following correspondence was read to the Council by the
Clerk and acted upon as indicated.

A request from Headquarters Harbor Defenses of Seward and
Fort Raymond, Fort Raymond, Alaska. It was moved by Mr. Erdman
and seconded by Mr. Stilwell that the request for permission t~
authorizing the right-of-way for a 2300 volt power line from Block
22 down Fifth Avenue to the Federal Building be granted. Upon
roll call all Councilmen voted AYE.

A protest against the assessment of property/Irene Aase by
Olaf Aase dated September 9, 1944. After establishing the fact
that Mr. Aase had not filed protest in time for action of the
Board of Equalization it was moved by Mr. Stanton and seconded
by Mr. Watsjold that the protest be referred to the Tax Committee.

A letter from Westinghouse concerning the purchase of a feede
voltage regulator was referred to Mr. Stanton.
A letter from Mr.Ralph Andrews of the Alaska House concerning
the fire escape was referred to Fire Chief, Kielcheski.
Seward Electric System payroll in the amount of $1,992.18 and
other obligations in the amount of $2,549.03 were presented by the
Clerk. It was moved by Mr. Jatsjold and seconded by Mr. Moody that
the salaries and bills be paid. Upon roll call all Councilmen
voted AYE.
The City salaries in the amount of $1,472.08 and the followin
obligations were presented b~ the Clerk: Library, $21.00; First
National Bank,Fiscal Agent, $268.25; Territorial Treasurer, $252.0
and Harry E. Southard, Assessor, $500.00. It was moved by Mr.
Moody and seconded by Mr. Watsjold that the salaries and obligatio B
be paid. Upon roll call all Councilmen voted AYE.

were presented by the Clerk. It was moved by Mr. Moody and seconded

A request from Morris Gilbert, IS age 15, for driver's licensE
was presented to the Council by the Clerk. After discussion it wae
moved by Mr Stilwell and seconded by Mr. Erdman that the request be
referred to the City Attorney and, if in his opinion,the City would
not be held responsible and if the Guardian would make a signed
statement of responsibility the license be granted. Upon roll call
all Councilmen voted AYE. The City Attorney, Mr. Ray advised a~
gainst issuing the license.
It was moved by Mr. Moody and seconded by Mr. Erdman that R.
V. Loughead be sold Lot 39, Block 15, Townsite for the bill of
$60.00 for sidewalk repair. Upon roll call all Councimmen voted
AYE.

The Coast Guard fire truck was referred to Mr. Kielcheski.
A request was made by Harry L. Smith that the alley between
1st and 2nd Avenues be opened to connect with the Brownell road in
order that he might build a garage on Lot 4, Block 13, Townsite.
It was moved by Mr. Stilwell and seconded by Mr. Watsjold that the
Alley be opened. Upon roll call all Councilmen voted AYE.
A garage bill against the City for repairs on the KIXJ old.
Bity dump truck made by Mr. Fondahn was presented by the Clerk.
After discussion it was moved by Mr. Moody and seconded by Mr.
Watsjold that the bill be not allowed. Upon roll call all Council-
voted AYE except Mr. Erdman who did not vote.
The Clerk was directed to write the Seward ~ater Supply ad-
vising that
The Question of Seward liater Supply taxes was presented by the
Clerk. After discussion it was moved by Mr. Erdman and seconded
by Mr. Moody that the assessment stand and that the Clerk so ad-
vise th~ company. Upon roll call all Councilmen voted AYE except
Mr. Watsjold who did not vote.
Mr.Green presented the Engineers Heport on the Seward Electric
System from January 1, 1938 to June 30, 1944 which was accepted by
the Counc il.
After discussion of the amusement device tax it was moved by
Mr. Moody and seconde~ by Mr. WatsJold that the ordinance be chang-
ed to read $5.00 per month instead of $10.00 per month.
Duties of the Health officer were defined briefly as follows:
Inspection of eating houses and food dispensers, saloons and bar
tenders, and to check the general sanitary conditions.

A statement from the Territory Construction Company in the a-
mount of $829.10 covering the over-run on sewer facilities was pre-
sented by the Clerk. It was moved by Mr. Moody and seconded by Mr.

OCTOBER 2, 1944
The regular session of the Common Council of the City of Sew-
ard, Alaska was called to order by Mayor Baker at eight o'clock PM
with all Councilmen present except Mr. Watsjold who came a few min-
utes later.
The minutes of the last session were approved as read with ad
dition of the ~~~~.Ht passing of the sewer over-run bill to the
Territory Construction Company.

A petition of sixty six tax payers and water users of Seward
to the City Council KKK I~H~~~HX concerning the improvement of
the Seward water Supply was read to the Council by the Clerk.
After discussion it was moved by Mr. Moody and seconded by Mr. ~
Stilwell that a copy of the petition be sent to the Seward ~ater
Suppy and that the Clerk write a letter to the Seward Jater Supply
requesting that a written reply be made within ten days stating
what action the company expects to take to remedy each specific
complaint in said petition and when action will be taken. Upon
roll call all Councilmen voted AYE.
A letter from the Seward Light and Power dated September 25,
1944 protesting against the Company's assessmmnt was read by the
Clerk. This letter was referred to Mr. Stilwell, Chairman of the
Tax Committee for further investigation and report. Mr. Stilwell
at first refused to take any further action but latter reluctantly
consented with the assurance that XKK*~X*~!X~XKIK~ since this
matter had been acted on twice by the Council there was no further
investigation or report that the cared to make.
A letter from Earl il. Drew, Chief, Federal Property Section,
Federal Works Agency concerning the fire equipment leased to the
City was read by the Clerk. After some discussion it was moved by
Mr. Moody and seconded by Mr. Erdman that the Clerk be directed to
write to the Federal "orks agency requesting an extension of the
lease and advising that it was the understanding of the Clerk~s
Office through Mr. Cavanaugh that these engines had been given Out
right to the City of Seward. Upon roll call all Councilmen voted
AYE.

Mr. Baumgartner, representing the Seward Water Supply, reques ed
that their assessment EHxXHjK<<H<< for 1944 be reduced, or an Asses-
sment Board be appointed to place an equitable assessment of the
property. Mr. Baumgartner stated that Mr. Hoben had assumed that
the 1943 assessment would stand for 1944 and for that reason had
not considered it necessary to make a return. No action, other th n
discussion, was taken.
Standing Committees.
Mayor Baker, for the Hospital Boadd reported that the hospita
building and grounds were rented for $1.00 per year and that the
Hospital now collects $50.00 per month for office space which is
us~d to improve the building and the Jesse Lee Home.

OCTOBER 2, 1944
The Committee on Public Health, Red Cross and Police was re-
quested to report on Hospital supplies now stored in the Jesse Lee
Home.
Chairman Campen for the Building and Wiring Committee report-
ed that Chief Kielcheski was keeping a close inspection on the
building now under construction.
Mr. Moody reported for the Street Committee that the Third
Avenue bridge was sound underneath but needed some new decking
which would be taken care of.

The City was notified by letter that the fire engine that has
been taken care fo by the Coast Guard must be removed. It is now
in the City Fire Hall.
After discussion of the Salt Aater Main it was moved by Mr.
moody and seconded by Mr. Watsjold that the salt water main funds,
formerly transferred to the general funds be placed to the credit
of the Salt Water Main account and that Chief Kielcheski be au-
thorized to compelte the installation of the salt water main. Upon
roll call all Councilmen present voted AYE.
Mr. ~atsjold, on vacations for city employees reported that
police anfi fire chiefs can be given vacation after they have had
one year's service. It was moved by Mr. Erdman and seconded by
Mr. Campen that employees be requested to take vacations at the
convenience of the City and that they be taken each year. Upon
roll call all Councilmen voted AYE.
Mr. Stilwell introduced the question of the authority of the
Military Police force to arrest civilians and expressed his opin-
ion that they had no authority. It was moved by Mr. Erdman ~hat -,
the Clerk be directed to write to the Co~~anding Officer of Fort
Raymond requesting that he issue orders prohibiting the members of
the Military Police to arrest civilians. Motion died for the want
of a second. It was then moved by Mr. Stilwell and seconded by
Mr. Moody that the Chief of Police, Mr. Mortimer, advise the mem-
bers of the Military Police that they have no authority XIllIXlllRRRS% olTer
civilians. Upon roll call all Councilmen voted AYE except Mr. Stan.
ton who voted NO. Motion carried five to one.
The Police Committee, Mr. Erdman and Mr. Moody were requested y
the Mayor to report on the duties of the city government in the
case of Mr. Brown.
On the question of delinquent taxes raised by the Clerk it was
moved by Mr. Moody and seconded by Mr. Stilwell that the amount sub
mitted be credited and the individual be billed for the balance.
Upon roll call all Councilmen voted AYE.
On the purchase of government buildings it was moved by Mr.
Moody and seconded by Mr. Campen that a bid of $50.00 each on Quon-
set Huts Nos. 13 and 14 be submitted. Upon roll call all Council-
~en voted AYE.
It was moved by Mr. Moody and seconded by Mr. Stanton that a
~id of $350.00 be submitted on building No. 16. Upon roll call
~ll Councilmen voted AYE.
Upon the motion of Mr. Stanton and second of Mr. Watsjold the
session KKJKK adjourned by unanimous vote.

The Common Council of the Town of Seward, Alaska conveneed in
re~u;8r session October 16, 1944 and was called to order by Mayor
Baker at 8:05 PM with all Oouncilmen present except Mr. Erdman who
came in a few minutes later.
Minutes of the last meeting were approved as read.

Mr. baumgartner, representin the Seward water Bupply, was in-
troduced by the Mayor. Mr. Baumgartner requested that the letter
from Mr. Hoben, which had been read by the Clerk, be discussed
first in order that he might hear the discussion and then make an-
other Aupointment. Mr. Stilwell moved and Mr. Campen seconded tha
the letter be tabled until a later hour of the evening and then de-
liberated on more fully. Upon roll call Councilmen Campen, Moody,
Stanton and Stiltell voted ~YE. Oouncilmen Erdman and Jatsjold
voted NO. Motion carried.
Dr. Hyan, Commissioner of Education from Juneau, was intro-
duced by Mayor Baker.
The School BOArd represented by Mr. hoth reported the heating
system at the school building as being inad~quate, inefficient and
obsolete, and stated that the school was dismissed because of lack
of heat. Mr. Roth stated further that he had been unable to ob-
tain a janitor and that he and ~r. Berg had been taking care of th
furnace and cleaning with the help of the students and other facul-
ty members. ~fter much discussion by the board members and the
Councilmen it was movea by Mr. Moody and seconded by Mr. Stilwell
that the boiler be cleaned, checked and given a trial. Upon roll
call all councilmen voted AYE.

Mr. Roth then suggested that if the heating system does not
then work he would recommend converting to oil.
A letter from Mr. H.C. Erwin concerning the use of the lots
between the Alaska House and the USO Gym in connection with 4H
Clnb work. The Council was advised by the Clerk the lots in ques-
tion belon~ed to Mr. Tecklenberg and City of Seward but on re-chec
it is found that the lots belong to Otto and Edith Schallerer and
the City. It was moved by Mr. Stpnton and seconded by Mr. dats~ol
that permission be granted. Upon roll call all Councilmen voted
A-YE.
A bid of $100.00 by O. L. Gilbert on Lot 28, Block 19, BeNard
Townsite was read by the Clerk. It was moved by Mr. Moody and sec-
onded by Mr. ~atsjold that the bid be acceoted. Upon roll call al
Councilmen voted AYE.

The Clerk reported that the new casings for the grader were
too large to match the present casings. Mr. Moody moved and Mr.
Erdman seconded that the City try to trade tires with the Army and
if unsuccessful the large casings be returned for the proper size
or get two more to match the two new ones. Upon roll call all
Councilmen voted AYE.

Mr. Watsjold seconded that the ordinance be
as the Council could meet for deliberation.

STANDING COMMITTEES
Mr. btanton reporting for Utilities reported that the light
plant was functioning well but that the superintendent needed a car
very badly. He stated that it was the plan to hire sufficient men
so that each man would work only 40 hours per week. Mr. Stanton
presented the bill 55 Mr. Green's for the two audits of the Seward
Electric System. $XS~~X~~ for auditing the books HRa $250.00 and
the Engineer's Audit, $400.00. Mr. Erdman moved and Mr. Stanton
seconded that Mr. ureen be paid $650.00 for the two audits. Upon
roll call all Councilmen voted AYE.

Mr. Stilwell reported that he had arranged for the cemetery
sign. As chairman of the School Committee Mr. Stilwell requested
the Clerk to write a1 letter to the Seward American Legion thank-
the local post for the flag pole erected at the school.
After reviewing the assessment of the Seward Light and Power
personal property Mr. Stilwell moved and Mr. Stanton seconded that
the services of a disinterested party be obtained, said party to be
agreeable to both the City of Seward and the Seward light and Power,
to make a survey of the property assessed with view of an adjustmen
and if the new assessment is lower than the origional assessment
the necessary refund be made. Upon roll call the Councilmen voted
as ,follows: Mr. Campen, Mr. Stanton, Mr. Stilwell, AYE. Mr. Erd-
man and Mr. datsjold, NO. Mr. Moody no vote. The motion was kille
for lack of the necessary majority. The Clerk was directed to no-
tify the Seward Light and Power of the above action.
Mr. Stilwell recommended thtit payment of the bill for repairs
of the school building be held up until the leaks were repaired.
Mr. Campen reported that gravel had been placed in the worst
places and that the gtreet Bepartment would get the streets in the
best possible condition before the freeze. Storm sewers have been
replaced where needed most.
Mr. Erdman in reporting for the Police Department stated: that
the statement had been made that the right people were not arrest-
ed; that a police car is badly needed; that the City is not getting
services commensurate with salaries paid; that the patrolman should
patrol streets. On the subject of whether or not arrests and finRs
should or should not be published in the Seward Polaris Mr. MoOdY:l
moved and Mr. Campen seconded that all convictions and fines and
forfeitures of bail be published and at the end of each the number
of 8rrests not conviceed be published. Upon roll call all Council-
men voted AYE.

Mr. Erdman recommended that all dogs suffering from 9istemper
and all female dogs in the oestral period be kept up or destroyed.
Mr. Watsjold reported the Chief Kielcheski was working on the
Salt Nater Main and that it would be completed at a reasonably
early dAte.

tion concerning the Seward Water Supply and Mr. Hobent,s reply there

re~ular session November 6, 1944and was called to order by Mayor
Baker at 8:10 with the following councilmen present: Councilmen
Campen, Erdman, Moody, Stanton and Stilwell. Absent, Councilman

The minutes of the last session were approved as read.
The following correspondence was read and Action taken as no-

Letter from Mrs.Korbo complaining about low voltage was ~iven
to Mr. Williamson.
Letter from Ur. Osbo concerning the passage-way through hi~
property. The Clerk was directed to notify Mr. Osbo to take what-
ever steps necessary to eliminate the nuisance.
Letter from Mr. Prosser bidding on lots 5,6 and 7, Block 18.
The Clerk advised the Council that lots 5 and 6 were owned by Mr.

The case of Joe V. Pierce concerning additional pay as police-
man after October 20, 1944 was presented by the Clerk. Mr. Pierce
claimed that he should receive pay up to and includin~ the 27 Oct6-
ber when he was notified by Chief Mortimer that his services were
no lonp,er desired. During this seven day period Mr. Pierce was in
Anchorage on a murder trial. Mayor Baker stated that he had noti-
fied Mr. Pierce that the next time he,~Mr. Pierce, ~ot drunk his
services were no longer desired and, since Mr Pierce was reported
intoxicated on the ni~ht of October 20, 1944, the Mayor considered
this sufficient notification. Mr. Erdman moved and Mr. Moody sec-
onded that further payment be disallowed. Upon roll call all Coun-

Mr. Campen reported that the drain at the postoffice would be
repaired soon and the drains on Fourth were all in good condition
except the one at the old Northern corner; that the school signs
were ready to erect; that two sewer outfalls had been concreted;
and that the water mains south of Jefferson 0treet, to the best of
his knowled~e, were of sufficien depth to prevent freezing but thos
north of Monroe Street especially on second Avenue were not more
than eighteen inches beneath the surface of the ground.

During the month of vctober 1944 three hundred loads of gravel
were hauld and spread on the streets. The street in front of the
school building is to be rounded off. The extra man will be needed
on the streets for a short while longer.
Mr. Moody reported that after the cleaning the boiler in the
school the steam pressure rose from four to six pounds while they
talked. This was accomplished, however, by hand feeding of coal
and kindling. It is Mr. Moody's opinion that the stoker is entire-
ly too small. It was moved by Mr. Stilwell and seconded by Mr.
Erdamn that the Council go on record as favoring the installation
of a new oil-burning heating unit as early as possible. Upon roll
call all Councilmen present voted AYE.
Mr. Erdman, Police Committe, made the following recommendation
That the Clerk re~uest the names of those persons who had been Blue
Ticketed out of Fairbanks and AnchorAge; that inveterate drunks
should be worked; that streets and alleys should be patrolled hour-
ly by the Police Department; and that some business men had request
ed a night watchman beginning November 15, 1944.

It was the consensus of opinion of the CouncilmaN that no tile

containers and order all places cleaned. Mr. Erdman was so direct-
ed.
It was reported that the flue had blown off club building neal
the swimming pool.
Mayor BAker reported that Mr. Loughead had offered to pay for
dozer for filling in on Third Avenue but it appeared to be unwise
to fill in the Lowell Breek because of possible floods.
The Clerk WAS directed to write the Hon. Anthony J. Dimond
concerning H.R. 4502.
The Clerk oresented a calim of Pete Michelson for seven days
work on the garbage dump. The cal im was turned over to Mr. StilweJ 1.
It was moved by Mr. Moody and seconded by Mr. Stanton that thE
City pay a three cent rate for street lights. Upon roll call all

Reports
Mr. Stanton presented the reauest of Mr.\,illiamson, Supt. of
the Electric System for a raise in salary to ~450.00 per month eff
fective January 1, 1945. After discussion it was moved by Mr. StAn
ton and seconded by Mr. Erd~an that the raise be granted. Upon rol

Mr. Stilwell reported that the cemetery sign was finished but
not erected.
Mr. Campen reported the streets in good condition and the hole
for the oil tank at the school building had been dug.
The complaint of Mrs RA~er concerning the condition of Fourth
Avenue in front of her home was unfounded.
Mr. ~rdman reported a busy week for the Police Department.
Many suspects had been picked up and one man admitted that he was
the individual that was shot at Saturday night, December 2, 1944.
Mr. Erdman recommended that ten men should be kept deputized for
emergencies. He further recommended that Mr. McCoy be eittler hired
as nightwatchman or told that he would receive no pay. Mr. McCoy
was then appointed ~s Ni~ht ."atchman by Mayor Baker at B salary of
$000.00 per month. Mr. Stilwell moved and Mr. 2rdman seconded that
the appointment 8S of November 22, 1944 be confirmed. Upon roll

Dufresne reported the sale of his building. Mr. ~oody called for
report of the Chief of Police which showed a total of $450.00 in
fines and forfeitures.
Mayor Baker reported that surplus cats be eliminated and direc -
ed Mo. Campen to take care of the situation.
On the reauest of Mrs.iiorton for 8 street for children to slid
on Mr. "atsjold was directed by ~ayor ~aker to have Mr. ~ortimer de'-
ignate two streets for this purpose.
Mayor Eaker appointed the following Councilmen on the City
Hall Committee: Councilmen Srd~8n, Campen and Stilwell.

DECEMBER 18, 1944
The Common Council of the Town of tieward, Alaska convened in
regular session on December 18, 1944 and was called to order by
Mayor Baker at 8:05 PM with all Councilmen present except ~r. Erd-
man who arrived a few minutes later.
Minutes of the last session were approved as corrected.
Letter and telegram from lflr. Dimond, reo HR 4502 were read by
the Clerk.
Letter from the Bank of Seward advising the City that School
Gymnasium nond 84 in the amount of $1,000.00 and interest coupons
on 14 to #12 both inclusive in the amount of ~540.00 were now due
was read by the Clerk. It was moved by Mr. ErdMAn and seconded by
Mr. ~atsjold that the bond be retired and the interest be paid.
Upon Roll Call all Councilmen voted AY~.
6fter the bid of H. ~. Murr~y of ~75.00 on the light Ford
truck owned by the Seward Electri~ System was read by the Clerk it
was moved by Mr. Watsjold and seconded by Mr. Stanton that the
truck be advertised for sale and that the bids be opened at 5:00 PM
January 2, 1945 in the Office of the City Clerk. Upon roll call
all Councilmen voted AYE.
A bid of ~25.00 by H. O. Dufresne on Lot 2, Block 7, Cliff Ad-
dition was read by the Clerk. Upon motion of Mr. Jatsjold and see-
ond of Mr. Campen that tne bid be accepted all 60uncilmen voted AYR.
A bid of *10Q.00 by Albert Sandvek on the cabin that sits on
Railroad Avenue was read by the Glerk. Hince this cabin hAd been
~reviously advertised for sale by the City it was not deemed neces-
sary to readvertise. Upon motion of Mr. CamDen, second of Mr. Mo-
Ody And roll call all Council voted AYR.
Upon presentation by the Clerk o~ bill for 27 hours labor per-
formed by CArl HAnson it was moved by Mr. Erdman and seconded by

Mr. Stilwell had asked ~r. Ray to make a draft of the Tax Ord-
inAnce said draft to have section renuiring asse~sment of personal
~roberty be mAde by visitetion.
It WAS moved bv Mr. Stilwell And seconded by Er. ErdmAn that
the Clerk ~ubmit li~t of delinauent taxes to the' City ,~ttorney for
his approval and direction for publication. Upon roll call all
Councilmen voted AYE.
Mr. Campen reported that the fuel oil tank At the school buil -
ing had bee instAlled Rnd filled 8nd thA line had been run into th~
building. The burner is expectej on the next boat And will he in-
stalled during the holidAYS. The sewer in the ~rc8de basement was
reported flooding but investigation showed the main sewer line to
he open.
Mr. Erdman stAted that the C8t~ would be eliminated And that
no prowlers hed been reported lately. The unsanitary cabins are
being cleared of chronic drunks as rapidly AS possible.
Mr. ~atsjold stated that lower Adams street and the north end
of Second Avenue had been designated for the children to slide on.

Mr. RRY, City Attorney, WAS nuestioned by the ~Ryor Bnd Coun-
cilmen concerning the petition of WAter users for relief of water
shortage and WAter trouble durin~ the winter. The Clerk was v~-
nuested by Mr. Ray to take the file on the oetition to his office
ThursdAY, December 21, 1944 for study.
Comparative reports of the two electric utilities of SewRrd
were presented to the Council by Mr. George V. Green.
