AN ORDINANCE PLACING ON THE BALLOT FOR THE OCTOBER
6, 1981, GENERAL ELECTION THE ISSUE OF EXEMPTION OF
CITY OFFICERS FROM THE FINANCIAL DISCLOSURE REQUIREMENTS
OF AS 39.50.
WHEREAS, by initiative in 1974 the State of Alaska adopted a
financial disclosure and conflict of interest statute which
~rovides for certain filin9 requirements by many public officials
lncluding many Seward publlC officials, and
WHEREAS, since the adoption of those requirements City
officials have been required to make extensive financial and
personal disclosures and file reports, and
WHEREAS, the experience of the City of Seward has been that
such reports are rarely, if ever, revlewed by the public, and
WHEREAS, in a community the size of Seward elected public
officials and those serving at the request of the city Council
are generall~ long-time Seward residents whose business and
personal affalrs are often known by the public, and
WHEREAS, the city of Seward has ordinances preventing abuse
of public office and conflict of interest situations, and
WHEREAS, the cost and expense of complying with the State
Statute provisions far exceed the benefit derived therefrom, and
WHEREAS, the State specifically reco9llized this possibility
and provided in AS 39.50.145 that partlcipation in the State
Public Officers and Employees Reporting System could be eliminated
by vote of the city residents at a regular or special election.
THE CITY OF SEWARD, ALASKA, ORDAINS:
That the question of whether or not to exempt municipal
officers and candidates for elective office from the requirements
of the State of Alaska conflict of interest law (AS 39.50) shall
be placed on the ballot at the regular election to be held on
October 6, 1981.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,

At the regular election to be held on Tuesday, October 6, 1981, in the City
of Seward, Alaska, the following proposition is to be submitted to the
qualified electors of the City of Seward for approval or rejection. A
majority of the electors qualified and voting in favor of the proposition
is required for approval.
