AN ORDINANCE PLACING ON THE BALLOT FOR THE OCTOBER
6, 1981, GENERAL ELECTION THE ISSUE OF EXEMPTION FROM
THE CAMPAIGN DISCLOSURE REQUIREMENTS OF AS 15.13.
WHEREAS, in 1975 the state of Alaska adoI;>ted a campaign
disclosure statute which provides for certain fil~ng requirements
by candidates for public office in Seward, and
WHEREAS, since the adoption of those requirements candidates
of public office have been required to make extensive financial
and personal disclosures and file reports, and
WHEREAS, the experience of the City of Seward has been that
such reports are rarely, if ever, rev~ewed by the public, and
WHEREAS, in a community the size of Seward candidates for
public office are generally long-time Seward residents whose
business and personal affairs are often known by the public, and
WHEREAS, the city of Seward has ordinances preventing abuse
of public office and conflict of interest situations, and
WHEREAS, the cost and expense of complying with the State
Statute provisions far exceed the benefit derived therefrom, and
WHEREAS, the State specifically recognized this possibility
and provided in AS 15.13.010(a) that participation in the state
election campaign disclosure system could be eliminated by vote
of the city residents at a regular or special election.
THE CITY OF SEWARD, ALASKA, ORDAINS:
That the question of whether or not to exempt municipal
officers and candidates for elective office from the requirements
of the State of Alaska campaign disclosure law (AS 15.13) shall
be placed on the ballot at the regular election to be held on
October 6, 1981.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,

At the regular election to be held on Tuesday, October 6, 1981, in the City
of Seward, Alaska, the following proposition is to be submitted to the
qualified electors of the City of Seward for approval of rejection. A
majority of the electors qualified and voting in favor of the proposition
is required for approval.
