ORDINANCE NO. 506
CREATING CHAPTER 6 OF THE SEWARD CITY CODE,
REPEALING CHAPTERS 6, 13, and 18 OF THE SEWARD
CITY CODE.
THE CITY OF SEWARD ORDAINS:
Section 2. That the Code of the City of Seward,
Alaska, is hereby amended by the adding of Chapter 6, which
Chapter reads as follows:

The Uniform Building Code, most recent edition as on
file with City Clerk, published by the International Conference
of Building Officials, is hereby designated and shall be known as
the Seward Building Code and shall constitute the laws of the
City relating to building regulation. Although not published in
full in this section, all of the provisions of the Uniform
Building Code shall be and are hereby adopted by reference to the
same extent as if set forth in full in this section, except to
the extent that the Uniform Building Code shall be in conflict
with this Code or any relevant ordinance later adopted, in which
case the provisions of this Code shall prevail.
The City Clerk is directed to keep on file at least
three copies of the Uniform Building Code, most recent edition,
together with any and all amendments thereto, for public use,
inspection and examination, so long as the provisions thereof
remain in force.

It shall be unlawful for any person to erect,
construct, enlarge, alter, repair, move, remove, improve,
convert, demolish or equip any building or structure in the City,
or cause or permit the same to be done, contrary to or in
violation of any of the provisions of the Uniform Building Code
adopted and incorporated as the Seward Building Code by this
section.

06.10.020. Dangerous Building Code adopted.
The Uniform Code for the Abatement of Dangerous
Buildings, most recent edition as on file with the City Clerk,
published by the International Conference of Building Officials,
is hereby adopted by reference to the same extent as if all
provisions of that volume were set forth in full in this section,
except to the extent that the Uniform Code for the Abatement of
Dangerous Buildings shall be in conflict with this chapter or any
relevant ordinance later adopted, in which case the provisions of
the ordinance shall prevail.
The City Clerk is directed to keep on file at least
three copies of the Uniform Code for the Abatement of Dangerous
Buildings, most recent edition, together with any and all
amendments thereto, for public use, inspection and examination,
so long as the provisions thereof remain in force.

The Uniform Housing Code, as recommended and approved
by the International Conference of Building Officials of Los
Angeles, California, in its latest edition and as latest amended,
is hereby designated and shall be known as the Seward Housing
Code and shall constitute the laws of the City relating to
housing regulation. Although not published in full in this
chapter, all of the provisions of the Uniform Housing Code shall
be and are hereby adopted by reference to the same extent as if
set forth in full herein, except to the extent that the Uniform
Housing Code shall be in conflict with this chapter or any
relevant ordinance later adopted, in which case the provisions of
the ordinance shall prevail.
The City Clerk is directed to keep on file at least
three copies of the Uniform Housing Code in its latest edition,

hereby adopted by reference to the same extent as if set forth in
full herein, except to the extent that the Uniform Plumbing Code
shall be in conflict with this Code or any relevant ordinance
later adopted, in which case the provisions of this Code shall
prevail.

06.10.050. National Electrical Code adopted.
The National Electrical Code, most recent edition as on
file with the City Clerk, published by the National Fire
protection Association, is hereby designated and shall be known
as the Seward Electrical Code and shall constitute the laws of
the City relating to electrical regulation. Al though not
published in full in this section, all of the provisions of the
National Electrical Code shall be and are hereby adopted by
reference to the same extent as if set forth in full herein,
except to the extent that the National Electrical Code shall be
in conflict with this Code or any relevant ordinance later
adopted, in which case the provisions of the Code shall prevail.
The City Clerk is directed to keep on file at least
three copies of the National Electrical Code, most recent
edition, together with any and all amendments thereto, for public
use, inspection and examination, so long as the provisions
thereof remain in force.

06.10.060. Timber, pilings, posts or piers prOhibited.
Construction of structures with timber piling, posts or
piers as the sole structural support, except for docks or
wharves, is prohibited.
06.10.070. Construction below mean lower-low water.

06.10.080. Numbering of buildings.
(a) The City Manager, or his designee, shall assign an
address to each lot or building within the city limits.
(b) The occupant of any building located within the
city limits shall affix to the exterior thereof the numbers
assigned to that lot or building. The numbers for each building

shall be affixed so as to be clearly visible from the street to
which the address refers.
06.10.090. Receipt for water and sewer connections prerequisite
to issuance of building, etc., permit.
Before a building, electrical or plumbing permit is
issued for a building or structure requiring a water or sewer
connection, the applicant shall submit with his application for
such building, electrical or plumbing permit a receipt from the
water or sewer department for the required water or sewer
connection. The water and sewer departments shall submit to the
building inspector once each month a list of the water or sewer
permits issued during the month covered by the list.
