FE ATC=D Z-/II/'d~ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, MODIFYING THE PERSONNEL CODE WITH RESPECT TO HIRING RANGES, STEP INCREASES AND PAYMENT OF OVERTIME CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, Section read as follows: Section 17-4.5 of the Seward Code is amended to Section Ran e. These provisions shall not preclude an employee from either being hired at a rate at or above "full performance" or at some level between the minimum hiring range rate and the te for "full performance". In the case of an employee hired at or above the "full performance" rate, the employee shall not e entitled to any regular step increases. In the case of loyee hired at a rate higher than the minimum hiring ate but less than "full performance", the employee shall b entitled to the step increases indicated above until such time as the total of the step increases plus the actual hiring rate equals the "full performance" rate. Nothing in ~s section shall preclude the grant of step increases inad~nce of the dates set forth above. S ecial Merit Bon es. Special merit bonuses equivalent to one step increase, y be granted to an employee for outstand- ing performance. Th special merit bonus may be a dollar amount up to an amount equal to 2~ percent of the employee's present salary or pay Ie el. Special bonus awards are a lump sum, one-time payment an would not increase the employee's normal rate of pay. They re available to outstanding per- forming employees regardless of their current rate of payor position within the hiring ran e rate. The payment of special merit bonuses shall be made upon the recommendation of depart- ment heads for special recognitio of outstanding performance, special acts of accomplishments, 0 achievements in additional and job-related education or speCI lized training (outside normal working hours and other than\!equired by the City) which have enabled the individual empl.oyee to do work more effectively and from which the City tends to benefit. The special merit bonuses are discretionary w!~h the City and may be subject to budget considerations and con~raints. Section 3. The first sentence of Section 'i\-4. 11 shall be amended to read as follows: Overtime Section 17-4.11. Overtime. Overtime payment willh~ received by all employees except for exempt employees as ~termined under the applicable provisions of the Alaska Wage and Hour Act and including the following positions: Administrative Assistant I and II, Deputy City Manager, City Manager, Deputy City Clerk, City Clerk/Personnel Officer, Accounting Tech~i- cian II, Comptroller, Parks Maintenance Supervisor, Recreatiop Program Supervisor, Parks and Recreation Director, Public- Works Supervisor, Chief Building Inspector/Engineer, Utilities Engineer, Public Works/Utility Director, Assistant Harbor Master, Harbor Master, Deputy Fire Chief, Fire Chief, Correc- tional Supervisor, Police Lieutenant, and Police Chief. -2- . . . . .
