Home My WebLink AboutRes1998-097 I I I TABLED: July 27,1998 Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION NO. 98-097 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO NEGOTIATIONS AND SIGN A CONTRACT WITH ECONOMIC ENGI- NEERING SERVICES TO PERFORM A RATE STUDY FOR THE WATER, SEWER AND ELECTRIC UTILITIES AT A COST NOT-TO-EXCEED $58,430 WHEREAS, the City of Seward utility rates for Water, Sewer and Electric services were last reviewed and adjusted in 1994; and WHEREAS, the City issued a Request for Proposals to perform a rate study for each of the utilities (Sewer, Water, and Electric) owned and operated by the City; and WHEREAS, two firms have responded; (1) Peterson Consulting (PC), and (2) Economic and Engineering Services (EES); and WHEREAS, each ofthe proposals were separately evaluated and rated by three City Staff personnel and EES was the unanimous choice of all three reviewers based on the overall presentation, the qualifications of the individuals of the firm, the technical proposal, and the proposed cost of services; and WHEREAS, a summary of the proposed cost from each firm is as follows: Peterson Consulting Group, Inc., $59,000 and Economic and Engineering Services, Inc., $54,645; and WHEREAS, EES also included an optional task - electric utility cost unbundling, which the City may want to consider, for an additional $3,785, which will price the various components of the electric system (transmission, distribution, and generation) and may prove useful; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to enter into negotiations, and sign a contract with Economic Engineering Services to perform a rate study for the Water, Sewer and Electric utilities at a cost not-to-exceed $58,430. Section 2. This resolution shall take effect immediately upon its adoption.
