ORDINANCE NO. 573
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD. ALASKA
AMENDING CHAPTER 21 OF THE SEWARD CITY CODE
TO INCLUDE EMPLOYEE CAMPGROUNDS
WHEREAS. Chapter 21 covering Trailers. Mobile Home Parks.
Camper Parks and Camping addresses only year around facilities; and

periods of time; and
WHEREAS. many of these trans i ent workers. having 1 imited
assets and being unable to afford normal housing. gravitate to camping
on vacant land throughout the community. thus creating conflict with
local residents and the Codes of this community; and
WHEREAS. a designated camping area for these seasonal workers
has proven to be a workable solution to the problem. but does not
warrant the expense required of a year around camper park;
N()II. THEREFORE. BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD. ALASKA that:
Section 1. Chapter 21 of the Seward City Code is hereby
amended to add the following:
Sec. 21.2 . Location. (a) Employee campgrounds are considered
a permitted use within the Industri al (I) district. provided
they are approved by the Seward Planning and Zoning Advisory
Commission after public hearing.

Employee CampQrounds
Sec. 21-35 Generally employee campgrounds are for
established businesses with high seasonal employment of
transient workers, and are not to be construed as construc-
tion camps. No employee campground may be open for more than
150 days per cal endar year, and may not open earlier than
April 15, nor remain active later than September 30.
Sec. 21.40 Occupancy Requirements. Occupancy in an employee
campground is limited to the transient workers of that
industry or business applying for the campground Permit.
Sec. 21.41 Garbage and Refuse. The requirements of Section
21-22 shall also apply to employee campgrounds.
Sec. 21.31 SanitarY Facilities. (a) Separate sanitary
facilities shall be provided for each sex. Such facilities
shall include either permanent or portable toilets. If
permanent facllities are constructed, they shall confonn to
Sec. 21-29(b) of this chapter.
(b) Shower facll ities may either be on-site in confonnance
with Sec. 21-29(b) of this Chapter, or provided on the job
site of the employer.
Sec. ..21.43 Spacing Requirements. The requirements for
spacing shall be at least ten (10) feet clear space between
recreational vehicles or tent units. Vehicles other than
those being used for living accommodations shall not be
parked within the campground area proper.
