HomeMy WebLinkAboutOrd1986-582Sponsored by: Gieseler CITY OF SEWARD, ALASKA ORDINANCE NO. 582 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING CHAPTER 16 OF THE SEWARD CITY CODE - PEDDLERS, SOLICITORS, ETC. - BY ADDING PROVISIONS REGULATING THE DISTRIBUTION OF HANDBILLS ON PUBLIC PROPERTY WHEREAS, the City Council has made a commitment to the prevention and reduction of litter within the City in order to protect the natural beauty of Seward and its surround- ings; and WHEREAS, by maintaining community, we can further industry; and the aesthetic quality of our enhance our growing tourist WHEREAS, the State of Alaska and the City of Seward expend public funds each year to finance the Alaska Litter Prevention and Reduction Program through Youth Employment Services; and WHEREAS, discarded handbills and/or other advertising aids have been found to be a major source of litter within the City of Seward; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, HEREBY ORDAINS that: Section 1. A new Section 16-2.1 of the Seward City Code is hereby created to read as follows: Sec. 16-2.1. Definition - Handbill. Any flyer, notice or brochure advertising or promoting any product, business, cause, political candidate or issue, and intended for distribution to the general public. Section 2. A new Section 16-2.2 of the Seward City Code is hereby created to read as follows: Sec. 16-2.2. Distribution of commercial or non- commercial handbills in public places. No person shall throw, deposit or distribute any handbill in any public place unless that person hands the handbill to a recipient willing to receive the handbill. Distribution of handbills by placing the handbills on a vehicle is also prohibited. 1-
