HomeMy WebLinkAboutOrd1987-588Sponsored by: Gieseler & Dunham CITY OF SEWARD, ALASKA ORDINANCE NO. 588 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING SECTION 10.8(Cl OF THE CITY TO ALLOW FOR A LOCAL BIDDER PREFERENCE WHEREAS, the City Council of Seward has for several years been concerned about the development of stable employ- ment and industry in the city of Seward1 and WHEREAS, much of the construction activity in Seward is directly the result of public grants and programs to enhance the community and economy of Seward; and WHEREAS, current economic conditions within the state of Alaska are such that continued funding of needed local projects by the state of Alaska is in serious doubt and such projects will require additional and increased local support from the city of Seward1 and WHEREAS, market place locally where when the city of Seward is a purchaser in the it desires to purchase goods and services feasible1 and WHEREAS, as recently demonstrated in the flood disaster of 1986, the presence in the community of local businesses is essential for the health and safety of the community during times of public emergency 1 and WHEREAS, many local businesses made their facilities, equipment and personnel available to the city during the disaster1 and WHEREAS, local businesses regularly promote the public interest by charitable donations and the volunteer work of employees1 and WHEREAS, as state revenues continue to decline, more charitable and civic organizations will rely more heavily on such private contributions in order to perform their civic activities; and WHEREAS, the City Council finds, for all of the above reasons, that providing a limited bidder preference for local businesses would be in the public interest and would be the least intrusive mechanism for the promotion of those businesses1 1-
