CITY OF SEWARD, ALASKA
ORDINANCE NO. 60?
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING THE CITY COUNCIL AGENDA FORMAT
WHEREAS, the City Council desires to encourage public
participation in the local government process; and
WHEREAS, there is currently no designated agenda item
for public comment on items not scheduled for public hearing
prior to Council action on those items; and
WHEREAS, the City Council has determined that it is in
the public interest to allow public comment concerning
action items prior Council consideration of same;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, HEREBY ORDAINS that:
Section 1. Section 2-15(a) of the Seward City Code is
hereby amended to read as follows:
,(a) The order of business for the regular
meetings of the city council shall be as follows:
I. Call to order;
II. Opening ceremony;
III. Roll call;
IV. Approval of Minutes;
V. Approval of regular meeting agenda;
VI. Borough Assembly report;
VII. Citizens I comments on agenda items not
scheduled for public hearing;
VIII.
Approval of consent calendar;
IX.
Public hearings;
X.
Presentations with prior notice only;
XI.
Ordinances and resolutions;

Section 2. Section 2-l8(a) of the Seward City Code is
hereby amended to read as follows:
(a) Generally. A person desiring to address
the council shall first secure the permission of
the presiding officer to do so, shall stand before
the council and give his name and address in an
audible tone of voice for the record, and, unless
further time is granted by the presiding officer,
shall limit his address to the time limits spec-
ified below. All remarks shall be addressed to
the council as a body and not to any member there-
of. No person other than a councilmember and the
person having the floor shall be permitted to
enter into any discussion without permission from
the presiding officer.
Section 3. Section 2-l8(b) of the Seward City Code is
hereby amended by adding the following sentence:

Section 4. Section 2-18(c) of the Seward City Code is
hereby amended to read as follows:
(c) Citizens' Comments. Taxpayers or residents
of the city or their authorized representatives
may address the council by oral communication on
any matter concerning the city's business, or any
matter over which the council has control. There

lar meeting for such comments.

(1) Citizens' comments on agenda items
not scheduled for public hearing. Comments shall
be limited to items appearing on the agenda but
not scheduled for public hearing. All presenta-
tions under this agenda item shall be limited to
two minutes per person and shall also be limited
to a total time of not more than thirty minutes.
(2) Citizens' discussion. Comments
concerning any item over which the council has
control may be made. All presentations under this
agenda item shall be limited to five minutes per
person.
Section 5. Section 2-18(d) of the Seward City Code is
hereby renumbered "Section 2-18(e)".
Section 6. A new Section 2-18 (d) of the Seward City
Code is hereby created to read as follows:
(d) Presentations with prior notice. Anyone
wishing to make a formal presentation to the
council concerning any item not appearing on the
agenda must give prior written notice to the clerk
no later than Noon on the wednesday immediately
preceding the Monday meeting. Such notice shall
set forth the name of the person wishing to make
the presentation, his mailing address and the
nature of the proposed communication in order that
the same may appear on the agenda of the council.
Such presentations shall be limited to five
minutes unless further time is granted by the
presiding officer.
Section 7. This ordinance shall take effect ten (10)
days following its enactment.
